2. Structure of Plan and Planning Period

This plan consists of basic concept, basic plan and implementation plan.

The basic concept shows the future direction appropriate for Niseko in the 21st century and sets the basic policy on what to do in the future.
The target period is the ten years from FY2002 to FY2011.

The basic plan more specifically clarifies the future directions and various policies indicated by the basic concept and makes plans based on cooperation among municipalities.
The planning period aims at 10 years as well as the basic concept, and we will review it in roughly three years. In order to respond to the changing age every day, we will flexibly change and correct within the framework of the basic concept.

The implementation plan clarifies the work of town development shown in the basic plan, according to the rules based on the "Niseko Town Financial Plan" for the implementation schedule and business content for each individual business.
Therefore, while the implementation plan is linked to the “ Niseko Town Financial Plan,” a plan with a plan period of three years will be formulated every year.
