Position of This Manual
This manual is based on the "Niseko Town Regional Disaster Prevention Plan" and outlines the procedures for the opening and management of designated evacuation shelters in the event of a large-scale disaster. It is intended to guide the cooperation between the town, shelter facility managers, and local residents (evacuees, neighborhood associations, etc.) in setting up and operating the shelters.
Purpose of This Manual
In the event of a disaster such as an earthquake or heavy rainfall that forces residents to evacuate, the evacuation shelters will serve as a place of refuge for the affected people. They will also act as support hubs for those who are unable to live comfortably in their homes due to the disaster.
