About regulations on proper promotion of renewable energy business

2022 (2022) Effective from April

We have enacted an ordinance on the proper promotion of renewable energy businesses. This ordinance is appropriate for the renewable energy business from the viewpoint of reducing greenhouse gas emissions and revitalizing the local economy by locally producing and consuming energy procured from outside the town. The purpose is to actively promote the use of renewable energy while firmly seeking consideration and coexistence with the local community.
Therefore, while establishing guidelines for promoting renewable energy projects, clarifying the responsibilities of towns, businesses and townspeople, and requesting businesses that intend to implement renewable energy businesses to carry out procedures such as notifications. Therefore, this ordinance stipulates that the town will certify and support projects that contribute to sustainable community development.

As an "Eco-Model City," Niseko Town has set a goal of reducing greenhouse gas emissions by 86% in 2050 compared to 2015. To achieve that goal, we are continuing various initiatives such as promoting buildings with high energy-saving performance, introducing high-efficiency equipment of appropriate scale, and introducing renewable energy equipment.
On the other hand, in recent years, with the progress of global warming, serious meteorological disasters have occurred frequently all over the country and the world, and environmental equipment on a global scale is progressing.
Therefore, the town declared a climate emergency declaration in July 2020, and at the same time, decided to reduce greenhouse gas emissions, which are a major factor in global warming, to virtually zero (zero carbon) by 2050. I made a declaration of aim.
In order to respond to climate change and realize a sustainable society, we will adjust the state of society by coping with the effects of climate change and "mitigation" to curb greenhouse gas emissions. With "adaptation" as the axis, it is necessary for the town to continue to take on various initiatives such as taking on the challenge of advanced measures, and as part of this, we have enacted this ordinance.

Among the businesses that are trying to implement renewable energy business in the townA business operator who intends to install renewable energy equipment with a rated output of 10 kW or more (excluding those installed on the roof, rooftop and wall of a building, and those for home use).Requires the following procedures.
* Even if the rated output of renewable energy equipment is less than 10 kilowatts, if the same business operator intends to install a single-stage renewable energy equipment adjacent to the business area, the rated output will be 10 in total. When it exceeds kilowatts, it includes the business to install the equipment.

・ Prior consultation
Prior consultation with the town will be held before implementing the renewable energy project.

・ Holding a resident briefing session
The business operator who has held the preliminary consultation will hold a briefing session on the renewable energy business in advance and report the result to the mayor in order to gain the understanding of the residents concerned in the business area. ..

·notification
The business operator who held the preliminary consultation and the inhabitant briefing session submits the necessary documents such as notification to the mayor.
　
・ Conclusion of agreement
At the start of construction, we will conclude an agreement on the operation of renewable energy equipment, disasters, measures after business abolition, etc.

・ Notification of completion of construction
When the construction work related to the project is completed, we will promptly report to the mayor.
(The same applies when the construction is canceled)
　
・ Start of use & report on operation status every year
The business operator will report to the mayor once a year from the year following the start of the project on the operating status of renewable energy equipment, maintenance and inspection, and the implementation status of maintenance.

Among the projects that aim to promote the independent use of renewable energy projects by the townspeople and that use renewable energy in a manner that is in harmony with the region, those that are recognized as contributing to the creation of a sustainable community. Based on the guideline, the project can be certified as a regional promotion type renewable energy project.
The mayor can provide necessary advice, guidance and other support regarding the certified project.
In addition, the business operator who intends to receive the certification must prepare a business plan specified separately and submit it to the mayor.
