Decentralization reform of green

Decentralization reform of green

It is a project to raise the energy self-sufficiency rate in the region, using natural resources, and to raise Niseko's creative wealth (ability to generate wealth)

"Green decentralization reform" (from the website of the Ministry of Internal Affairs and Communications)

In order to establish a regional sovereign society, it is required to seek not only administrative and fiscal systems, but also regional sovereignty in the lives of individuals and local economies, including energy and food supply structures.
For that reason, it is necessary to establish a mechanism to maximize the use of local resources (rich natural environment, renewable clean energy, safe and abundant food, historical cultural assets, ambitious funds) to local governments, citizens, NPOs etc. By creating work and cooperation, revitalizing the community, revitalizing the bonds, we will diversify our centralized social structure where human resources and funds flow out from the area, decentralize independence · convert to local production era · low carbon type, It is intended to realize the construction of a regional sovereign society that enhances the self-sufficiency of the area and creative wealth (the power to generate wealth).

Outline of Heisei 23 year project

Last year we found out that there is a large amount of snow, especially about snow and ice fever, as a result of research on viable energy availability, available capacity survey and demonstration experiments in "Green Decentralization Reform" Promotion Project. And there is abundant water resources born from rich alpine snow. Towards the concrete commercialization in the future, with the aim of utilization and commercialization of regional resources, creation of gimmicks to raise the regional circulation and model construction, with regard to natural energy resources that can be used considering the balance between supply and demand, It is necessary to grasp the data in more detail and to clarify specific aspects of the environment / system and the structure of commercialization. Therefore, utilizing the 'green decentralization reform' survey project, we reorganized the amount and available amount of renewable energy, and conducted examination and demonstration survey for concrete commercialization as follows as follows.
The report can also be downloaded from the following, so please have a look.

1. Basic survey

Before using a business plan, it is desirable to consider as many possibilities as possible for utilizing renewable energy resources. To understand the further potential of Niseko Town, we will conduct a more accurate basic survey.

1) Investigation of survival quantity

In addition to the survey of the last fiscal year, grasp the amount of viability and available amount of small and medium hydraulic power (other than micro hydraulic power), solar power generation, wind power generation, solar heat utilization, and temperature difference energy.

2) Survey on actual energy use

The energy usage of general households, commercial and business facilities including public facilities and resort hotels, and agricultural facilities in Niseko Town is divided into heat demand (heating, hot water supply, snow melting), electricity demand, and cold heat demand to understand the actual situation. As for electric power, the demand outside the town, especially in large cities, is also grasped.

3) Creation of natural energy supply-demand balance table

Create an energy balance table for renewable energy in Niseko Town based on the results of the energy usage survey (demand) and the endowment survey (supply).

2. Review of regional revitalization project

Based on the supply-demand balance table prepared in the basic survey, discuss utilization methods of renewable energy with participation by residents, and study and formulate regional activation model project. Consensus with the local residents is very important in terms of its use, because natural energy resources are widely present in the region, but the process by which the residents autonomous process rooted in Niseko utilizes natural energy resources and commercializes it , It is considered to be a very important point.
This fiscal year, we will focus on utilization of snow and ice and water energy resources, we will consider the following projects 1) ~ 4), discuss and examine by community participation toward utilization and commercialization of regional resources. In reviewing, not only building a business model, but also considering the feasibility of the project in detail, such as cash flow and business risk assessment, together, cooperation with regional financial institutions, citizen investment funds, etc. will circulate funds to the region We will also consider the mechanism. In developing the project, we also consider application of the J-VER system. When considering, consideration should be given to cooperation with other development plans in the region. Because parts where expert knowledge is necessary are also assumed, we aim for more realistic study by utilizing the network of the town outside. Also, consider regulatory issues assumed in commercialization, regional technical problems, and cost issues.

Four review projects

Niseko Town is a land rich in the world's abundant snow and the water resources flowing from the snow-capped mountains. To take advantage of these, the following projects are assumed in the study of this project.

1) A study of a new regional industrial core centered on resort-type IT offices and white data centers

In Niseko with abundant natural environment, the optical fiber network has been in place since early, and for IT companies etc. who choose not to work at any place, they have location requirements as attractive resort offices. Also, plenty of snow can be used as a huge cold source in the summer by insulation coating. Therefore, we will investigate the construction of the data center which needs to cool it by issuing big fever with the resort office such as IT company and call center which used snow cooling, including utilization of existing facilities. Also, during the winter, waste heat from the data center can be used as a heating source for the office and the area. Simulate the scale of the facility and necessary calorific value, and consider the formation of a new type of industrial core focusing on the circulation of thermal energy in the area, the economic ripple effect on the area by the project, the employment creation effect etc.

2) Consideration of large-scale food stockpiling project utilizing snow and ice

As a food supply base in Japan, Hokkaido, we will promote the "large-scale food stockpiling project" in the production area in order to ensure stable supply of safe and secure crops, to improve the profitability of agriculture, which is the core industry of Honcho. Considering the recent domestic electric power business, we use snow and ice, which is a renewable energy unique to the area as a source of cold energy, but there is no track record of utilizing snow and ice as a large-scale food storage warehouse nationwide. For this reason, we will formulate a business model in this project, ask the opinions of academics and experts and experts, and consider measures to solve technical and cost issues and solve them.

3) Examination and field trial of snow and ice thermal energy local production area elimination project

As a demand for cooling demand, which is growing in recent years, we will develop a local production site disappearing project that utilizes the snow and ice cold heat rich in the area. Specifically, we will prepare a "snow ice unit" using steel containers for agricultural crops in winter and develop business to provide this to cold heat demand facilities. As a demonstration experiment, we will use a snowy mountain preserved insulation covering, create a snow ice unit to be used at a farmhouse warehouse, measure temperature and humidity, and examine efficiency and economy. We will examine the feasibility of projects that create, provide and operate snow and ice units.

4) Consideration for Small Hydropower Project

Collect data on the amount of energy of hydropower generated in Honcho including first class river Shiribetsugawa and study to conduct power generation project. The electric power obtained by hydroelectric power generation is thought to be sold to the region and urban areas, but the possibility of being available in the data center etc. is also examined. Although we do not conduct specific demonstration experiments on this project, we will consider compatibility with natural environmental conservation which is an obstacle to commercialization and examination to clarify issues such as water rights right.
