Niseko Town 4th Basic Plan for People with Disabilities / 7th Phase Welfare Plan for People with Disabilities
In Niseko Town, in order to promote disability policies, the "Basic Plan for Persons with Disabilities" based on the "Basic Act for Persons with Disabilities" and the "Disability Welfare Plan" based on the "Comprehensive Support Act for Persons with Disabilities" were formulated as an integrated plan. We have been developing various policies based on the "Niseko Town Basic Plan for Persons with Disabilities and Disability Welfare Plan".
We are now simultaneously formulating the "Fourth Basic Plan for Persons with Disabilities" (planning period: FY2024 to FY2019) and the "Sixth Disability Welfare Plan" (same period: FY2024 to FY2016), which are medium- to long-term plans that set out the development and implementation of policies related to welfare for persons with disabilities.
To date, there have been legal amendments regarding policies for persons with disabilities, as described on page 2. Here, we will describe the main amendments to the Act on Comprehensive Support for Persons with Disabilities (amended in December 2022, effective in April 2024), which serves as the basis for disability welfare plans.
[Amendments to the Act on Comprehensive Support for Persons with Disabilities]
The Act on Comprehensive Support for Persons with Disabilities has been revised in 2016 and 2018 with the aim of establishing new services and systems, and improving structures, in light of the support needs of persons with disabilities in their daily lives and employment.
The reforms, which will come into effect in April 2024, aim to build a community-based society where people with disabilities or serious illnesses can live in peace, and include strengthening support for community life and employment.
