Niseko Town offers the following three types of housing.

Public housing (for families) 53 buildings, 308 units

Built based on the public housing law to support individuals with low income through a low monthly rent.
The rent is calculated based on the individual's income.

Designated public rental housing for families: 2 buildings 16 units;  for single-households: 2 buildings 24 units

Constructed based on the Act on Promotion of the Supply of Designated High-Quality Rental Housing for individuals with middle-income level. This is a house rented to someone.

Town single-household housing: 2 buildings 48 units

Based on the Local Autonomy Law and rented to single-household individuals with income.

Eligibility and Application Process

This is a table that allows you to calculate your monthly household income. Please enter the amount in the corresponding space. *This table is for reference only. Please contact us for more information.

To apply for public housing, you must meet the following conditions.
Public housing
(For families)
(1) There is a relative who is currently living or planning to live together with you (including a fiancé)
(2) Have an address in Niseko Town or register as a resident of Niseko Town after moving in
(3) The monthly household income is 158,000 yen or less. *1

(4) Do not be behind in payment of town taxes, etc.
(5) It is clear that the person is currently in need of housing.
(6) Do not have or intend to have pets now or in the future.
Designated public rental housing
(For families)
(1) Same as above Public Housing (1) (2) (4) (5) (6)
(2) Those whose monthly household income is 158,000 yen or more and 487,000 yen or less (Or those              which income is below 158,000 yen, but expected to increase)
・ In case of salary income ⇒ Annual income between 2,968,000 yen and 7,826,666 yen
・ In case of business income ⇒ Monthly income between 158,000 yen and 487,000 yen
Designated public rental housing
(1) Single person (no one living together)
(2) Same as above public housing (2) (4) (5) (6)
(3) Those whose monthly income is 158,000 yen or more and 487,000 yen or less (Or those which income is below 158,000 yen, but expected to increase)
・ In case of salary income ⇒ Annual income between 2,968,000 yen and 7,826,666 yen 
・ In case of business income ⇒ Monthly income between 158,000 yen and 487,000 yen
Town single-household residence
(1) Single person (no one living together)
(2) Same as above public housing (2) (4) (5) (6)
(3) Those whose monthly income is 104,000 yen or more (in the case of less than 158,000 yen, those whose income is expected to increase)
・ In the case of salary earners ⇒ Annual income 2,040,000 yen or more
・ In the case of business income ⇒ Income monthly basis 104,000 yen or more
*1 Those who fall under any of the following categories (discretionary households) must have an monthly household income of 214,000 yen or less:
Elderly, disabled persons, war wounded persons, atomic bomb survivors, persons of Hansen's leper sanatoriums, overseas repatriate persons, child-rearing households (before elementary school.)

Distribution of application guidance and application place

Location: Niseko Town Hall Municipal Construction Division (Counter 3)
Reception time: 9:00 to 17:00 (excluding Saturdays, Sundays and public holidays)
  • There are various conditions for applying for public housing, such as income, family, and housing situation. To explain all the circumstances and receive/submit the application, please come to the town hall in person (If you have a disability, please contact us.)
  • Requests by mail cannot be accepted unless there are special circumstances recognized by the town hall.
  • During the application period, you can visit the housing complex you wish to move into. In that case, please contact us at least one day before. 

Required Documents

  • Juminhyo (Resident Certificate)The latest registered domicile and family relationship must be submitted for all applicants who wish to move in, as well as for all dependents living separately.
  • Income proof:  (Required for all members who wish to move in.) Copy of tax certificate, latest income certificate, copy of health insurance card for dependents.
  • Proof of no unpaid-taxes (Required only for the person who will become the head of the household after moving in. Please obtain the document from the tax division of your municipal.)
  • Personal seal (hanko)Necessary for the application form.
  • For persons with disabilities: Please bring a document that can confirm the degree of your disability (disability certificate, mental disability health and welfare notebook, rehabilitation notebook, severe mental and physical disability medical expense recipient card, etc.)
  • If you are a single parent (widow), please submit a document that can confirm your situation (child rearing allowance receipt certificate, single parent family medical expenses recipient certificate, family register, etc.)

You will receive the following documents at Niseko Town Hall.
 
  • A set of application forms (housing application form/consent form)
  • Registration for marriage (Only if applicable.)

If there are other circumstances to consider, such as divorce or childbirth, we may request additional documents.

Procedure from application to moving in

  1. Publishing availability in the town's newsletter and website (around the 1st of each month)
  2. Confirmation of eligibility and handover of application documents
  3. Submission of application documents (around the middle of every month before end of deadline)
  4. Resident Selection Meeting (around the end of every month)You will only be informed about the result by phone in case you are selected. We will send back the documents to all other applicants who were not selected.
  5. Move-in agreement, submission of moving-in documents, payment of security deposit Once you have decided to move in, we will send you a written confirmation. You will also be required to pay a security deposit equivalent to two months' rent.
  6. Moving in In principle, you will be required to move in within 10 days from your decision. Rent payment will start from the day the room key is handed over.

About Regional Housing Plan

Niseko Town, public housing has been developed since FY2006 based on the regional housing plan "Hokkaido (first phase) plan". This plan is a unification of the public housing development plan of each municipality by Hokkaido, and is disclosed on the Hokkaido website as follows.
