Niseko Town has the following three types of housing.

Public housing (for households) 53 buildings, 308 units

Built based on the public housing law, for individuals with a low income. It is a house rented at a low rent
We calculate rent according to income.

Specific public rental housing (for households) 2 buildings 16 units,  (for single use) 2 buildings 24 units

Constructed based on the Act on Promotion of Supply of Specified Quality Rental Housing, Middle-income class. This is a house rented to someone.

Town single house (for single use) 2 buildings 48 units

It is a house built based on the Local Autonomy Law and rented to single income earners.

Eligibility and application method

This is a table that allows you to calculate monthly household income, which is the standard for moving in. Please enter the amount in the appropriate space. *This table is for reference only. Please contact us for more information.

To apply for public housing, you must meet the following conditions.
Public housing
(For household)
(1) There is a relative who is currently living or willing to live together (including a fiance)
(2) Be sure to have an address in Niseko Town or become a resident of Niseko Town after moving in.
(3) The monthly household income to be calculated is 158,000 yen or less. *1

(4) Do not be behind in payment of town taxes or town usage fees.
(5) It is clear that the person is currently in need of housing.
(6) Do not have pets and do not intend to have pets in the future.

(2) Those whose monthly household income to be calculated is 158,000 yen or more and 487,000 yen or less (If it is less than 158,000 yen, income is expected to increase)
・ In the case of salary income ⇒ Annual income 2,968,000 yen or more, 7,826,666 yen or less
・ In case of business income ⇒ 158,000 yen or more and 487,000 yen or less per month

(3) Those whose calculated monthly income is 158,000 yen or more and 487,000 yen or less (if less than 158,000 yen, the income is expected to increase)
・ In the case of salary earners ⇒ Annual income 2,968,000 yen or more, 7,826,666 yen or less
・ In case of business income ⇒ 158,000 yen or more and 487,000 yen or less per month
Town single residence
(For single use)
(1) Single person (no one living together)
(2) Same as above public housing (2) (4) (5) (6)
(3) Those whose monthly income is 104,000 yen or more (in the case of less than 158,000 yen, those whose income is expected to increase)
・ In the case of salary earners ⇒ Annual income 2,040,000 yen or more
・ In the case of business income ⇒ Income monthly basis 104,000 yen or more
*1 Those who fall under any of the following categories (discretionary households) must have an monthly household income of 214,000 yen or less:
Elderly households, disabled households, war wounded and sick households, atomic bomb survivor households, households of Hansen's disease sanatoriums, etc., overseas repatriate households, child-rearing households (before elementary school)

Distribution of application guidance and application place

Reception time: 9:00 to 17:00 (excluding Saturdays, Sundays and public holidays)
  • There are various conditions for applying for public housing, such as income, cohabitation, and difficulty in housing. For this reason, it is convenient for the person in charge to talk directly and explain the situation in detail, so please come directly to receive and submit the application form (if you have a disability, please contact us).
  • Requests by mail cannot be accepted unless there are special circumstances recognized here.
  • During the application period, you can preview the housing complex you wish to move into. If you would like to visit, Please contact us by the day before. Please contact us.

What you need at the time of application

  • Juminhyo (certificate of residence)(The latest registered domicile and relationship must be submitted for all applicants who wish to move in. If you have dependents living separately, you will also need theirs.)
  • Documents that can prove your income(Required for all applicants. Copy of tax withholding certificate, latest income certificate, etc. Copy of health insurance card for dependents.)
  • Certificate of no delinquency(Required only for the person who will become the head of the household after moving in. Please obtain it from the tax department of the municipality where you live.)
  • Inkan seal(Authorized seal is acceptable. There is a part to be stamped on the application form.)
  • If you have a disability, please bring a document that can confirm the degree of your disability (disability certificate, mental disability health and welfare notebook, rehabilitation notebook, severe mental and physical disability medical expense recipient card, etc.)
  • If you are a single parent (widow), submit a document that can confirm the fact (child rearing allowance receipt certificate, single parent family medical expenses recipient certificate, family register, etc.)

The following required documents will be handed over at the Niseko Town Hall.
 
  • A set of application forms (town housing application form/consent form)
  • Marriage reservation certificate (required only for those who wish to move in for households and are planning to get married. Please let us know.)

If there are other reasons for wanting to move in, or if there are other reasons to consider, such as divorce or childbirth, we may request additional documents.

Procedure from application to moving in

  1. Publishing in the town's newsletter and the town's website (around the 1st of each month)…We will post when there is a vacancy.
  2. Confirmation of application eligibility, receipt of application documents… Please receive the application form at the Niseko Town Office.
  3. Submission of application documents for moving in (around the middle of every month, strict adherence to the deadline)…Please submit all necessary documents.
  4. Resident Selection Committee (around the end of every month)…For those who are selected after the selection committee ends, by phone, We will confirm your final intention to move in. Please note that if you are unsuccessful, the notification will be replaced by the return of your documents.
  5. Move-in decision, submission of moving-in documents, payment of security deposit…Once you have decided to move in, we will send you a written confirmation. You will also be required to pay a security deposit equivalent to two months' rent.
  6. Moving in…In principle, you will be required to move in within 10 days from the decision to move in. Rent will start from the day the room key is handed over.
