What is an electronic contract?

The electronic contract service introduced in Niseko Town is a business signature type (witness type) electronic signature service.
Instead of stamping a paper contract, the electronic contract data in PDF file format is uploaded to the cloud electronic contract service, and Niseko Town and the contracting party agree and approve it on the electronic contract service, and the contract is converted into a PDF file. A contract is established when an electronic signature and time stamp are given by the cloud service provider.

Contracts for electronic contracts

It can be used for all contracts concluded by Niseko Town (including memorandums, invoices, and other similar items).
Electronic contracts are not required, and traditional paper contracts are also possible.
However, the following contracts cannot be made electronically.
・Contracts that are stipulated by laws and regulations to be in writing
・Contracts with a contract period of more than 10 years
・Contracts whose validity exceeds 10 years
・Contract with automatic renewal clause
・Contracts where other electronic contract services cannot be used

Electronic contract flow

・Competitive bidding, quotation etc.

・The contracting party who has decided on the contract will submit the "Electronic Contract Agreement and Email Address Confirmation Form" to Niseko Town to the town's contract administrator.
(Except in the case of changes, there is no need to submit for each contract.)

・Adjustment of draft contract
(For contracts such as construction work, exemption procedures must be completed separately, such as by paying a contract deposit and submitting an insurance certificate.)

・ Niseko Town will send an email requesting conclusion approval from the electronic contract service to the contracting party.
 ↓
・The contracting party receives the email and confirms and approves the contract.

(2) Persons who have confirmed their affiliation with Niseko Town (managers of each division)
(3) Person in charge of contract administration for the contracting party *If (3) is not available, only (4) will be required.

The e-contract service will send you a contract conclusion email.
(By logging into the electronic contract service, you can download the contract (PDF file) with an electronic signature and the agreement conclusion certificate.)

(When you open a PDF file with Adobe Acrobat Reader, signature verification is performed and the validity of the digital certificate can be confirmed.)
