About Expressways

The Otaru Development and Construction Department of the Hokkaido Regional Development Bureau is carrying out a project to develop a motorway (National Route 5 (Hokkaido Expressway) Rankoshi-Kutchan Road) in the section from Motomachi, Niseko Town to Asahi, Kutchan Town. The objectives of this project are to improve safety by reducing traffic accidents in downtown Kutchan and other areas, to improve speed from New Chitose Airport to the international tourist destination of Niseko, to support regional revitalization through tourism promotion, and to contribute as an alternative route in the event of a disaster such as an eruption of Mount Usu.

[Finished] Business Plan Briefing Session

The Otaru Development and Construction Department of the Hokkaido Regional Development Bureau is planning a project to develop a motor vehicle-only road between Motomachi, Niseko Town and Asahi, Kutchan Town, with the aim of improving safety by reducing traffic accidents in downtown Kutchan and other areas, improving travel speeds from New Chitose Airport to the international tourist destination of Niseko, thereby supporting regional revitalization through the promotion of tourism, and contributing as an alternative route in the event of a disaster such as an eruption of Mount Usu.
In July 2024, we held a road planning briefing session to gain your understanding and cooperation regarding access to the land for on-site surveys, and explained the purpose of the project, the planned contents, and how the project will proceed.
Now that we are ready to indicate the road centerline, we will be holding a business plan briefing session as detailed below to provide an overview of the road centerline.

The Otaru Development and Construction Department of the Hokkaido Regional Development Bureau is planning a project to develop a highway between Motomachi, Niseko Niseko Town and Asahi, Kutchan Town, which will contribute to improving safety and promoting tourism, and serve as an alternative route in the event of a disaster such as an eruption of Mt. [Finished] Public Inspection of Environmental Survey Reports

The Otaru Development and Construction Department of the Hokkaido Regional Development Bureau has been conducting a survey to understand the environmental impact of road construction on National Route 5 (Hokkaido Transverse Expressway) Rankoshi-Kutchan Road.
The results of the environmental survey are now available for public viewing as follows:

・Public inspection period: Wednesday, April 24, 2020 to Friday, May 24, 2020
They can be viewed from opening time to closing time of each office, excluding Saturdays, Sundays, and public holidays.

Today, the Ministry of Land, Infrastructure, Transport and Tourism announced the decision to launch a new project in FY2020 regarding General National Route 5 (Hokkaido Transverse Expressway) Rankoshi-Kutchan Road (Niseko-Kutchan).
General National Route 5 (Hokkaido Transverse Expressway) Rankoshi-Kutchan Road is a road that contributes to securing a highly reliable road network for emergency, medical, and disaster prevention.
This is also the result of a joint effort by the members of the Hokkaido Transversal Expressway Kuromatsunai-Otaru Construction Promotion Committee and the Shishi region, and we would like to express our gratitude to the members of the Diet, the Ministry of Land, Infrastructure, Transport and Tourism, and others who have worked hard to date. I would like to express my sincere gratitude to all those who supported me.
Niseko Town will continue to work with all the townspeople to promote the development of General National Route 5 (Hokkaido Transverse Expressway) Rankoshi-Kutchan Road (Niseko-Kutchan) and to form a high-standard road network from Kuromatsunai to Otaru. We will continue to work on it.

■ Evaluation of new projects at the time of adoption

-This is a procedure for conducting a project evaluation, including a cost-benefit analysis, when a new project is adopted.
- At the 36th Hokkaido Regional Subcommittee (March 7, 2024), an evaluation was conducted at the time of adoption of the new business, and it was determined that the new business was appropriate.

Today, the Ministry of Land, Infrastructure, Transport and Tourism announced that it will begin evaluation procedures for new project selection for General National Route 5 (Hokkaido Transverse Expressway) Rankoshi-Kutchan Road (Niseko - Kutchan).
General National Route 5 (Hokkaido Transverse Expressway) Rankoshi-Kutchan Road promotes tourism by improving delivery speed to the international tourist resort "Niseko" and supports emergency medical care activities by improving delivery speed and safety to higher-level medical facilities. This road contributes to securing alternative roads in the event of large-scale disasters and ensuring a highly reliable road network that functions even in times of disaster.
In Niseko Town, we have launched the ``Hokkaido Transversal Expressway Kuromatsunai-Otaru Construction Promotion Committee'' with the municipalities along the line, and have been appealing to related government ministries and members of the Diet for early commercialization. We are very pleased that we have made great progress toward commercialization of our new business.
In the future, we will continue to work with all the townspeople to create a high-standard road network from Kuromatsunai to Otaru.

■ Planning stage evaluation

- This is a procedure in which policy goals are clarified prior to the launch of a new business, and multiple proposals are comparatively evaluated.
[Part 3]
- At the 35th Hokkaido Regional Subcommittee (December 19 2023), the third planning stage evaluation was conducted, and based on local opinions, it was decided that the separate line development route would be the response policy (draft).
The results of a questionnaire survey (December 2, 2022 to February 14, 2023) of residents and road users regarding the issues that should be emphasized and taken into consideration when considering response policies were also made public.

- At the 31st Hokkaido Regional Subcommittee (October 12, 2022), the second planning stage evaluation was conducted, policy goals for the route were determined based on local opinions, and comparative routes (drafts) were presented.
- The results of a questionnaire survey of residents and road users regarding local issues and road functions (December 15, 2021 to March 4 2022) were also made public.

-At the 29th Hokkaido Regional Subcommittee (November 25 2021), the first planning stage evaluation was conducted, and the current situation and issues of the region and roads were discussed.
