Business report of 2010

In fiscal 2010, we aim to improve the energy self-sufficiency rate in Niseko Town and build a society for local production, local consumption and resource recycling, with the introduction of the “green decentralization reform” promotion project commissioned by the Ministry of Internal Affairs and Communications. We conducted a survey on the endowment of resources and a demonstration study aimed at concrete business development using clean energy.

Outline of operation

1. Purpose of business

In the future, regions will be required to shift to a regional sovereignty-type society that aims to create a decentralized, self-reliant and locally produced and locally consumed society, and enhances the self-sufficiency and wealth creation of the region. In particular, in order to make maximum use of local resources effectively and efficiently, it is important to make efforts to create local production for local consumption and low-carbon local communities. It can be inferred that Niseko Town also has abundant local resources for creating a dispersed, self-sustaining, locally produced and locally consumed society against the backdrop of abundant nature, but only a small amount is actually utilized, and in particular, natural energy such as hydropower, biomass resources, and snow and ice are hardly utilized. Therefore, since it is necessary for Niseko Town to improve its energy self-sufficiency rate and aim to build a locally produced, consummated, and recycling-oriented society, we will utilize the "Green Decentralization Reform" promotion project, which is a project commissioned by the Ministry of Internal Affairs and Communications, to investigate the endowment of clean energy resources, etc., and conduct demonstration experiments for specific business development of clean energy utilization.

2. Business content

(1) Investigation of the amount of available energy, availability, etc. of clean energy resources
1. Micro Hydropower Generation (Investigation of Possible Areas and Survey by Actual Flow Survey)
2. Agricultural biomass energy (Energy survey and supply of livestock resources and organic matter

3. Woody biomass energy (Survey of thinning timber survey and survey of available amount)
4. Snow and ice thermal energy (Survey of snow and ice fever quantity survey and survey on availability)

1. Micro-hydropower field demonstration experiment
  • Selection and installation of micro hydro power generator Qualified land survey (5 locations in town)
  • Cost survey for commercialization of micro hydro power generation
2. Agricultural biomass energy demonstration experiment
  • Measurement survey of methane fermentation value and actual value of compost center
  • Experiment to extract the heat of fermentation at the compost center (calorific value survey) and experiment of biomass power generation
  • Cost survey for commercialization of agricultural biomass energy utilization project
3. Wood biomass energy demonstration experiment
  • Survey on cost calculation by carrying out experiment of thinned timber
  • Combustion experiment by wood chip formation
  • Cost survey for commercialization of wood biomass energy utilization
4. Snow and ice thermal energy demonstration experiment
  • Numerical measurement with existing agricultural crop storage facility
  • Usability study of public facilities and private facilities etc.
  • Cost survey for commercialization of snow and ice heat utilization
(4) Management of the Niseko Town Green Decentralization Promotion Committee (document creation, participation, advice, etc.)
(5) Implementation to advanced case example survey (advice, communication adjustment, etc.)
(6) Survey of energy consumption in Niseko Town(cooperation with townspeople questionnaire)
  • Design, implementation, analysis of residents' questionnaire, support for understanding other intention of townspeople
(7) Study on the direction of natural energy utilization
