Regarding the development of town roads, as a new business, we will implement the design of "Ekimae Nishisan Line Walkway Maintenance", as a continuing business, improve the "Kondo Shichisen Dori", pave the "Yotei Kondo connecting line" and maintain the sidewalk . In addition, we will repair the slopes of the Niseko Yunosato Line, repair the retaining walls of the Soga Station Line, and repair the Fukui Minamisan Line 2000 Year Hometown Bridge.
In addition, we will continue to repair road gutters and guard cables, and work on ensuring the safety of winter roads with the cooperation of townspeople about snow removal in winter.
 

(5) Securing regional traffic

In order to optimize the means of transportation in the town including the Nikotto Bus, we have been conducting a survey and verification test for optimizing the means of transportation for a new three years from last year based on the survey of the past three years. This year, we will continue to expand the demonstration test of a transportation system that helps each other by sharing cars using private cars, reduce the congestion of demand buses, and continue the operation test of the "Niseko Winter Shuttle" that integrates the existing winter tour bus.
 

(6) Unoccupied house measures

In order to preserve the local safety, living environment, and good scenery, we formulated a “Countermeasure plan for Niseko Town vacant houses” in March 2018 (Heisei 30), and have utilized vacant houses and utilized them for property owners so far. We have provided guidance and advice to unoccupied vacant houses based on the Landscape Ordinance. In the future, we will study the creation of a system for the effective use of villas that are expected to increase.
 

(7) Water and sewage

In the water supply business, we will start a full-fledged renewal project for water pipe facilities from this fiscal year, and will proceed with aging measures for the facilities. In addition, since precipitation has been decreasing in recent years, we will also consider replenishment of tap water sources.
Regarding the sewerage business, in order to ensure the appropriate renewal and maintenance of facilities, we have been conducting a survey on the "Sewerage Business Stock Management Plan" since 2019, and will formulate the plan within this fiscal year. Based on this plan, we will proceed with the systematic renewal of facilities through national subsidy projects.
 

6 Creating a foundation for administrative and financial considerations for the future

Niseko Town Comprehensive Plan, working with Honmachi's second self-government revitalization comprehensive strategy in cooperation with the regional revitalization promoted by the government, SDGs Future City Plan and Eco-Model City Second Action Plan Based on, we plan effective utilization of administrative property, resources which town holds and try for efficient, effective administrative and financial management.
 

(1) Town development and administrative and financial administration by comprehensive plan

The “Fifth Niseko Town Comprehensive Plan”, which is a 12-year planning period, is reviewed every four years, and following the review last year, we will proceed with the plan for the last four years from this fiscal year.

In order to promote business efficiently and effectively with limited financial resources, it is necessary to continually visualize office work and finances from the viewpoint of residents' self-government, and to organize and rebuild them. We will continue to conduct administrative and financial management from a long-term perspective, with a view to future urban development, while continuing to verify various office work.

In addition, securing independent financial resources is also an extremely important issue, and we will aim to establish a new ordinance by the end of this fiscal year by improving the maturity of the system design for the accommodation tax, which is a new purpose tax. Nevertheless, we will continue to improve our concrete system design proficiency as we continue to receive many opinions, and we ask for your cooperation.

Regarding the Hometown Development Donation System, we will continue to operate it in a moderate manner so that it will be a useful business development for the local community, while also making greater use of the "Hometown Juminhyo (Resident Certificate)."
 
 

(2) Promotion of autonomous creation

The "Comprehensive Strategy for Local Government Revitalization," formulated in fiscal 2015 as a measure to combat population decline based on the "Town, People, and Jobs Creation Act," will end this March while maintaining the expected population size. However, as the population decline trend across Japan as a whole continues unabated, the national government has requested the formulation of a second phase of the plan. Following repeated discussions with townspeople and other stakeholders in 2019, the town will formulate the "Second Phase Niseko Town Comprehensive Strategy for Local Government Revitalization" this March. From 2020, we will work to address population decline and strengthen the local economic cycle, while also taking into account the need to respond to various changes in social conditions and ensure consistency with related plans.
 

(3) Planned public facility management

Regarding the maintenance and management of each public facility, based on the “Comprehensive Management Plan for Public Facilities” formulated in 2016 and the individual facility plans for public housing, roads, bridges, water and sewage, etc., planned maintenance and repair, similar facilities We will endeavor to implement appropriate management, such as the consolidation and abolition of existing facilities, the extension of service life, and the abolition of facility management. In addition, about assets which town holds, we examine effective utilization such as sale or loan and try for maintenance of financial soundness of town. In addition, we will shift to thinking that emphasizes "life cycle costs" and make the most of the various systems of the country while promoting the development of social infrastructure with a view to the future.
At the same time, we will formulate a Business Continuity Plan (BCP) as a crisis management measure for office work.
 

(4) Promotion of wide-area administration

Regarding regional administration, the Shiribeshi Regional Association handles matters related to tax delinquency settlement, national health insurance, and long-long-term care insurance, and will continue to promote regional administration for these matters in the future.
In addition, we will take measures to reduce the burden on Honmachi while consulting with related municipalities, as the burdens such as the common expenses of Mt.

 
I have outlined the basic policies for the execution of town administration in 2020 As in previous years, this year will be based on my basic principles of "fairness, speed, and compassion," and will invest in the children who will lead the next generation, improve the environment to make it easier to raise children, and strive to create a "vibrant Niseko where children's smiles shine" through three cycles that will enable Niseko Town to remain autonomous into the future: "1. Resource circulation, 2. Energy circulation, and 3. Regional economic circulation."
 
Finally, I would like to ask for the understanding and support of the town council and all townspeople, and this will be the town administration policy for 2020.
