preamble

Now is the time to reaffirm that our lives have been supported by this natural environment, and we need efforts to correct the broken ring again.

Purpose

Environmental philosophy (basic idea)

Environmental policy

Article 4 In order to realize the environmental philosophy listed in the preceding Article, the town shall promote efforts on environmental conservation etc. based on the following basic policies according to regional characteristics.

Basic Environment Plan

(Formulation of basic environmental plan)
Article 5 The town shall establish an environmental basic plan in order to promote efforts related to environmental preservation etc. based on this Ordinance.

(Responsibility of residents' groups)
Article 9 Residents' organizations shall endeavor to improve the system of residents participation, provide information and enhance opportunities for activities in activities such as environmental preservation.
(Operator's responsibility and obligation)
Article 10 Business operators shall strive to reduce the burden on the environment and take necessary measures to preserve the natural environment in their business activities.
(Town responsibility and duty)
Article 11 The town shall control the occurrence of waste in its activities and take the lead in utilizing raw materials and services that contribute to reducing the burden on the environment.
2 The town shall cooperate with projects or activities concerning environmental conservation etc. to be done by townspeople and others.
(Responsibility and duty of travelers etc)
Article 12 Any person staying in Honmachi for commuting, attending school or traveling shall endeavor to preserve the environment according to the responsibilities and obligations of the townspeople specified in Article 8.

Measures (initiatives)

(Conservation of water circulation)
Article 13 The town shall endeavor to preserve the environment such as water source, river, lake and moorland, and take necessary measures to ensure sound water circulation and secure water.

Article 14 Townspeople and business operators shall endeavor to reduce the impact on the water environment when wastewater treatment related to living or business is carried out.

(Conservation of natural ecosystems and water quality of rivers)
Article 17 Towns and river administrators (hereinafter referred to as "towns, etc.") shall endeavor to maintain and improve the natural ecosystem and water quality of rivers.
2 Towns etc. shall, in the river refurbishment etc., make efforts to understand the natural ecosystem of the river basin and to adopt a naturally considered construction method.

Article 27 The town shall endeavor to promote the necessary wide-area efforts related to environmental protection etc. in cooperation with the national government and other municipalities.
Supplementary provision
This ordinance shall come into force as from the date of promulgation.
