Niseko Town Environmental Basic Regulations (draft)

Niseko Town is surrounded by Mt. Yotei to the east, Niseko Annupuri to the north and Mount Kombu in the south, and the clear stream Shiribetsu River runs through the center of the town. We townspeople have nurtured industries centered on agriculture and tourism, supported by this rich blessing of nature and the water cycle.
However, mass production, mass consumption, mass disposal society so far have a great influence on the natural environment of Niseko and can be seen in the cycle of water circulation to be proud.
Now is the time to reaffirm that our lives have been supported by this natural environment, and we need efforts to correct the broken ring again.
Through preservation of water circulation and material circulation, townspeople, to preserve the community's living culture, to cultivate a town that can be proud of living by sustaining an economic society in harmony with the natural environment weave the beautiful landscape We will enact this ordinance.

（目的）
Article 1 This ordinance clarifies the responsibilities of our townspeople in preserving and creating a good environment in Niseko Town(hereinafter referred to as “environmental protection etc.”), The purpose is to protect and nurture the "environmental culture."

(With the position of the ordinance)
Article 2 This ordinance stipulates necessary matters related to environmental conservation, etc. as one of the basic ordinances by field stipulated in Niseko Town Basic Ordinance for Town Development.

(Environmental Philosophy)
Article 3 Environment conservation etc. aim to realize the right for the townspeople to enjoy the right to enjoy a safe, healthy and comfortable environment through sharing information on the environment and participating in town planning, and also to ensure that the environment is handed over to future generations It must be developed as a purpose.
2 Environmental conservation etc. should be based on the preservation of the rich water cycle cultivated by Niseko, together with the material circulation, to protect and nurture environmental culture in the future.
3 Environmental conservation etc. should be carried out by voluntary and active efforts of all persons to build a society that can reduce the burden on the environment and sustainable development based on symbiosis between people and nature .
4 Environmental conservation etc. must recognize that the local environment closely relates to the environment of the whole earth and be promoted under cooperation across regions.

(Environmental policy)
Article 4 In order to realize the environmental philosophy listed in the preceding Article, the town shall promote efforts on environmental conservation etc. based on the following basic policies according to regional characteristics.
(1) Protecting and cultivating a rich environmental culture through conservation activities of water circulation.
(2) To promote the creation of a sustainable society aiming at a waste-zero society.
(3) Tackle environmental conservation from a global perspective.
(4) To promote the creation of environments through diverse participation such as townspeople, communities, business establishments.
(5) To promote comfortable and safe living environment and living environment.

(Formulation of basic environmental plan)
Article 5 The town shall establish an environmental basic plan in order to promote efforts related to environmental preservation etc. based on this Ordinance.
(2) The Basic Environmental Plan shall specify the following matters.

4 In formulating the Environmental Basic Plan, it must be based on townspeople participation based on Article 25 Niseko Town Basic Ordinance for Town Development.

(Management of basic environmental plan)
Article 6 Town mayor shall summarize the progress of the Basic Environmental Plan once a year in order to clarify the actual situation of the environment and implementation status of environmental conservation etc. efforts and announce it.
2 In the compilation of the preceding paragraph, it must be based on townspeople participation based on Article 25 Niseko Town Basic Ordinance for Town Development.

(Town Responsibility and Obligation)
Article 8 Townspeople shall endeavor to reduce the burden on the environment associated with daily living.
2 Townspeople shall actively endeavor to preserve the environment themselves and cooperate with these efforts to be implemented by the town.
(Responsibility of residents' groups)
Article 9 Residents' organizations shall endeavor to improve the system of residents participation, provide information and enhance opportunities for activities in activities such as environmental preservation.
(Operator's responsibility and obligation)
Article 10 Business operators shall strive to reduce the burden on the environment and take necessary measures to preserve the natural environment in their business activities.
(Town responsibility and duty)
Article 11 The town shall control the occurrence of waste in its activities and take the lead in utilizing raw materials and services that contribute to reducing the burden on the environment.
2 The town shall cooperate with projects or activities concerning environmental conservation etc. to be done by townspeople and others.
(Responsibility and duty of travelers etc)
Article 12 Any person staying in Honmachi for commuting, attending school or traveling shall endeavor to preserve the environment according to the responsibilities and obligations of the townspeople specified in Article 8.

(Conservation of water circulation)
Article 13 The town shall endeavor to preserve the environment such as water source, river, lake and moorland, and take necessary measures to ensure sound water circulation and secure water.
(Proper treatment of domestic wastewater)
Article 14 Townspeople and business operators shall endeavor to reduce the impact on the water environment when wastewater treatment related to living or business is carried out.
2 The town shall endeavor to provide information and provide necessary assistance to the activities of the preceding paragraph by the townspeople and business operators.
(Conservation, training and utilization of forests and satoyama)
Article 15 In order to form a green-rich environment where people and nature can coexist, the town must consider conservation of forests, satoyama and green areas, promotion of greening and other necessary measures.

Article 16 The town shall endeavor to promote environmentally friendly sustainable agriculture such as proper use and reduction of fertilizer and pesticide in order to produce safe food.
2 Towns shall take into consideration the proper treatment and the cyclical use of waste generated from agriculture.
3 Townspeople and business operators shall endeavor to introduce agricultural technology which contributes to the efforts of the preceding two paragraphs.
(Conservation of natural ecosystems and water quality of rivers)
Article 17 Towns and river administrators (hereinafter referred to as "towns, etc.") shall endeavor to maintain and improve the natural ecosystem and water quality of rivers.
2 Towns etc. shall, in the river refurbishment etc., make efforts to understand the natural ecosystem of the river basin and to adopt a naturally considered construction method.
(Promotion of townspeople's hydrophilic activities)
Article 18 The town shall endeavor to provide information and provide necessary assistance in order to promote activities familiar to the people of the townspeople.
(Waste reduction and efficient energy use)
Article 19 In order to reduce the burden on the environment, the town promotes the appropriate disposal of waste and strives to reduce waste by townspeople and business operators, to promote recycling of resources and to promote effective use of energy .

(Facility maintenance)
Article 23 The town shall endeavor to take necessary measures to promote the following facility development concerning environmental conservation etc.

(2) Facilities that contribute to preservation of habitat of various wildlife, formation of appropriate water environment and other environmental conservation etc

(Economic burden)
Article 24 When taking necessary measures for environmental conservation etc, the town can bear a portion of the expenses as the burden of the beneficiary.
(Living environment improvement)
Article 25 The town shall take necessary measures in order to create an environment that contributes to securing a healthy, safe and comfortable living environment.

(Cooperation with outside town)
Article 26 At the time of environmental conservation etc, we shall endeavor to actively utilize more wisdom and opinions inside and outside the town.
(Collaboration with the country / other municipalities etc)
Article 27 The town shall endeavor to promote the necessary wide-area efforts related to environmental protection etc. in cooperation with the national government and other municipalities.
Supplementary provision
This ordinance shall come into force as from the date of promulgation.
