Now it is necessary to reaffirm that our lives have been supported by this water cycle, and to work on fixing the broken ring again. We, the townspeople, are committed to preserving the water cycle and the material cycle, to protect and nurture the local lifestyle and culture, and to maintain an economic society that is in harmony with the natural environment of the beautiful scenery, so that we can be proud of our living. Purpose

Other regulations

Article 23 The town shall establish a Basic Environmental Plan in order to comprehensively and systematically promote efforts related to conservation and creation of the environment based on the basic policy of this Ordinance.
(2) The Basic Environmental Plan shall specify the following matters.
(1) Goals concerning conservation and creation of the environment
(2) Outline of comprehensive and long-term efforts concerning conservation and creation of the environment
(3) In addition to what is listed in the preceding 2 items, necessary matters to comprehensively and systematically promote environmental conservation and creation initiatives
(4) Matters concerning progress management of plan
3 The basic environmental plan shall have a planning period of approximately ten years. However, it will not hinder the review of the basic environmental plan accompanying changes in socio-economic situations.
4 In formulating the Basic Environmental Plan, it must be based on townspeople participation based on Article 25 Niseko Town Basic Ordinance for Town Development.

Supplementary provision
This ordinance shall come into force as from the date of promulgation.
