Roadside station Niseko View Plaza, located at the intersection of National Route 5 and Hokkaido Iwanai-Toya Line, has a tourist information center, an information plaza building that sells a wide variety of specialty products, and a farmer's market. It is a popular roadside station with a spacious courtyard and a cozy atmosphere.

"Niseko View Plaza" was registered as a roadside station by the Ministry of Land, Infrastructure, Transport and Tourism in 1997.
Since then, the station has continued to grow by selling local specialties and expanding its farm produce direct sales outlet and food shop. In 2014, it was designated a "Key Roadside Station" (the only one in Hokkaido at the time of selection) to serve as a base for revitalizing the region, and in 2021 it was designated a "Disaster Prevention Roadside Station" (one of four in Hokkaido at the time of selection) to function as a regional disaster prevention base, making it a model roadside station that fulfills a variety of roles.「重点道の駅」(選定当時、道内の既存道の駅では唯一)、さらに令和3年には地域の防災拠点としての機能を持つ「防災道の駅」(選定当時、道内で4駅)に選定され、様々な役割を担うモデル的な道の駅となっております。

Disaster Prevention Roadside Station

Roadside stations are a resting facility for road users, and "Niseko View Plaza" is located at a transportation hub where National Route 5 and Iwanai-Toya route, intersect. A certain number of road users are expected to stay at the facility when a disaster strikes, and when roads are closed due to disasters, etc., an increasing number of road users are expected to stay there while waiting for road information and road closures to be lifted.
In addition, the roadside station "Niseko View Plaza" is positioned as a "designated emergency evacuation site" in the "Niseko Town Regional Disaster Prevention Plan" created by the Niseko Town Disaster Prevention Council based on the provisions of Article 42 of the Disaster Countermeasures Basic Act, and in 2020 it was selected in Hokkaido's "Hokkaido Disaster Support and Receiving Assistance Manual" as a "roadside station that can serve as a base for recovery and reconstruction activities in addition to transporting and collecting relief supplies" due to its location characteristics.
Based on these considerations, the Ministry of Land, Infrastructure, Transport and Tourism selected the facility in fiscal year 2021, and it is expected to serve as a wide-area disaster prevention base in the Shiribeshi region as needed.「防災道の駅」

Roadside Station "Niseko View Plaza" Business Continuity Plan (BCP)

The roadside station "Niseko View Plaza" serves as a hub for daily life, contributing to the local economy and maintaining employment by selling food and daily necessities as well as local products. Therefore, even if a disaster occurs and business continuity is disrupted, it is expected that the station will be required to resume operations as soon as possible.
In the event of a disaster, the roadside station will be able to properly function as disaster prevention base while also aiming to quickly resume their role as daily life base. In order to do this, it is important to clarify the tasks that roadside stations should prioritize in the event of a disaster and to make preparations in advance to ensure that these tasks can be carried out reliably.
In preparation for this, we formulated the “Roadside Station “Niseko View Plaza” Business Continuity Plan (BCP).
