3: What is the plan 3-1

3-1: Overall goal = "Niseko City of Water Environment"

The most basic goal of the "Niseko Town Basic Environmental Plan" is to protect and nurture the natural ecosystem and the local life culture that is run on the basis of the conservation of "water cycle" and "material cycle". is. The “Niseko Town of Water Environment”, which we set as our overall goal, incorporates this philosophy. In this plan, the main characters are Niseko Town, who live there, as well as the various things that form the natural ecosystem. The ecosystem of Niseko Town forms a circular structure with water as the axis, intricately interlocking the earth, atmosphere, natural ecosystem formed by living things, and the "ecosystem" of human-run communities. .. "Don't break this ring of circulation. I want to reconnect an already broken ring." This feeling and power should reside in many lives in the natural ecosystem. And of course to us Niseko Town. So, first of all, we, from various positions living in the local community, will cooperate with each other, and with the power of participation and collaboration, we will protect the familiar environment of the Niseko region, repair the breaks of the circulation, and nurture new lives. Let's start with that. Niseko's unique “environmental culture” is cultivated through the accumulation of such diverse actions, and they become established in our daily lives.

A target hierarchy for realizing the overall goal of this plan and a means of achieving it, and a system chart of action items by subject

3-2: Protecting and cultivating the rich natural ecosystem and local life culture of Niseko by preserving water circulation

In Niseko, there are a lot of large and small streams, including the Shiribetsu River, which ranked first in the ranking of the first class river clear stream across the country (Heisei 11, 12). Also, I am blessed with clear water that springs from Niseko mountain system and Yotei mountain. And, the forest which protects the water spreads, and there are many animals and plants living there.
Through the experience of actually walking in Niseko such as the Environment Workshop (Note 1), many participants reaffirmed that our lives are established based on the "water cycle" centered on rivers and water sources. Niseko is indispensable to this "water circulation" as the foundation of various human activities such as agriculture, life, leisure. Based on the preservation of this "water circulation", protecting the natural ecosystem and the community life culture operated there, is the theme of coexistence between people and nature in Niseko.
  • Note 1: "Workshop" = We are proceeding with a survey to know the town (survey of personal belongings by the method of local studies). Until now, I am investigating farmers, shops, rivers, water sources, etc. in the town.
