1: What is the “ Niseko Town Environmental Basic Plan”?

Our town has nurtured the local culture as the center of the agriculture and tourism in response to the grace of the natural environment, in order to achieve sustainable development for the future, protect and nurture the natural environment, which is the source of all "Niseko Town environment Basic Plan ”(hereinafter referred to as“ Main Plan ”). This plan focuses on the fact that local industries and lifestyles have been supported by the water cycle, especially rivers and groundwater, in the natural environment, and focuses on the conservation of the water cycle (aquatic environment). The main purpose is to protect and nurture the culture.

This plan focuses on preserving the water environment throughout Niseko Town. Green environment such as natural green space and agricultural land that is closely related to the water environment, recovery of material circulation to recycle garbage, reduction of enormous artificial emissions of carbon dioxide, etc. causing global warming, etc. It is the scope of planning.

The environment is affected or adversely affected by various factors in our lives and industries. Therefore, solving environmental issues is closely related to almost all local issues. In other words, it can be said that it is desirable to realize this plan as an integral part of the “ Niseko Town Comprehensive Plan”. For these reasons, the period of this plan was set to 10 years from 2002 to 2011, similar to the “ Niseko Town Comprehensive Plan,” and an interim review was conducted in FY18, five years later. The environment of Niseko is now not only the industry that supports the area such as agriculture and the commerce and tourism industry, but also the administration that has supported the local residents' town citizen's cooperation, as well as the living of our townspeople, we are now in the shape. Natural ecosystems are changing and changing as all living organisms are involved in complexity. The environment of our community is also the parties involved in all actors including wildlife. Therefore, all townspeople, business operators, administrators, from children to the elderly, should share their roles according to their involvement and protect and protect this blessed Niseko environment.
Based on this idea, the plan has been formulated by the townspeople as the main body in collaboration with the administration. While considering the research and analysis of animals and plants inhabiting Niseko, "Niseko's environment thinking group" made by volunteers of the townspeople considered a draft plan. In addition, we conducted a workshop (Note 2) using the method of "local studies" (Note 1) practiced in Minamata City, Kumamoto Prefecture, and reaffirmed our natural environment at our feet. Based on these, we exchanged opinions of the whole town with the town council review meeting and environmental problem lecture meeting and shared information on the plan draft on the Honmachi website of the Internet widely.
