The town development basic regulations guarantee the right of townspeople under the age of 20 to participate in town development. Therefore, with the children who will lead the future, we will consider the town development of Niseko Town each viewpoint, set up the "Elementary and Junior High School Town Development Committee" and the "Children's Assembly" for the purpose of participation of children, and carry out various activities. 会場・説明員・進行方法なども町議会と同様に実施。本会議は一般質問のやりとり形式。

令和6年度では、さらにまちづくり委員会振り返り発表を実施。
福井地区防災マップ作りと、マインクラフトを活用した未来のまちづくりの感想や成果を発表しました。

説明員である管理職および特別職（町長・副町長・教育長）が原則全員参加し、職員側も子どもに伝わるようにわかりやすく回答を準備したり、質問の実現の可能性を探ったりという努力を重ね、実際に子どもが提案した多くの事業が実現しています。
