We are conducting a survey to deliver useful information to a wider audience.
The town uses newsletters and social media to disseminate information to its residents. While print media was previously the primary method of communication, there is now a growing number of people who say they gather information online.
So, how can the town disseminate information in a way that reaches a wider audience and encourages its use? To understand the current state of information gathering using newsletters and social media, and to provide information that meets your needs, we will conduct a survey.

Here are the main items from the budget that was added for fiscal year 2026.
Items 1-4 are the basic goals (basic concepts) outlined in the 6th Niseko Town Comprehensive Plan.
The basic objectives are based on five pillars.
1 Protecting Niseko's natural environment
Settlement amount for water source lawsuit: 1.5 million yen
A lawsuit arose between Niseko Town and a company regarding the ownership of a water source land that the town had acquired. In July 2026, it was confirmed that the land belonged to the town, and the town paid 1.5 million yen to the other party as a settlement.
Financial resources
- Amount borne by Niseko Town: 1.5 million yen

Commission fee for investigation into new treatment methods and thermal utilization possibilities for waste biomass: 52,740,000 yen
Having received approval for a national subsidy project, we will conduct feasibility studies on new treatment methods that utilize heat during the waste treatment process, as well as the construction of a treatment recycling system. We will then proceed to consider the optimal methods for future facility upgrades and the reconstruction of the town's resource recycling system.

・Government subsidy: 51.82 million yen
Niseko Town 's share of the cost: 920,000 yen
2. Learning from each other and connecting to the future
Subsidies for participation expenses in various national high school part-time and correspondence courses: 2.16 million yen
We will provide financial assistance for the expenses incurred because our team has qualified for the national championships in volleyball and track and field at the annual All-Japan High School Part-Time and Correspondence Course Athletic Meet.

Subsidy for High School Regional Study Abroad Program: 1.9 million yen
Having received approval for a national subsidy program, we will subsidize the costs of implementing a "Regional High School Sophomore Exchange Program" that accepts second-year high school students from urban high schools to Niseko International High School for one year.

・Government subsidy: 1.9 million yen
Remuneration for fixed-term contract employees: 1,050,000 yen
We will hire personnel to support the "Regional High School Sophomore Study Abroad Program" at Niseko International High School and advance the program's operations.

3. Circulating Niseko's economy
Subsidy for support projects for entrepreneurs involved in creating vibrant communities: 2 million yen
To support small businesses that are working to revitalize the town through entrepreneurship, business succession, and store renovations and expansions, the town will subsidize a portion of the construction costs (up to 1 million yen).

4. Promoting a safe and secure life
Regional revitalization business contribution: 8 million yen
To address the urgent issues of improving operational efficiency and enhancing convenience for residents, we will invite personnel with specialized knowledge to promote digital transformation (DX), aiming to implement cashless transactions at service counters and introduce electronic payment systems.

- Amount borne by Niseko Town: 1.9 million yen
Air conditioner outdoor unit replacement work at the learning and exchange center: 1.36 million yen
The air conditioning unit in the learning and exchange center has broken down and requires replacement of the outdoor unit, so we will be repairing it.

- Government subsidy (planned): 950,000 yen
- Amount borne by Niseko Town: 410,000 yen
Disaster relief supplies replenishment expenses: 980,000 yen
Following the complete water outage that occurred in Iwanai Town on May 17th, Niseko Town provided water bags from its reserves as assistance. We are now replenishing those supplies.

- Amount contributed by Iwanai Town (for replenishing water bags): 980,000 yen
Support grants for the elderly and others, and for preventing heatstroke: 11.7 million yen
In response to the recent surge in prices, subsidies will be provided to elderly households, single-parent households, households with disabled persons, and households receiving public assistance, among other households exempt from resident tax, to support their living expenses during the summer. (*Applications closed on July 31st (Friday))

Emergency support grant for soaring agricultural material costs: 27.4 million yen
We will support farmers whose agricultural businesses are being pressured by soaring prices of fertilizers, fuels, feed, and agricultural materials in general, while utilizing government subsidies.

Air conditioning installation work at the town community center: 2.81 million yen
In response to numerous complaints about the heat inside the community center, and as an emergency measure to prevent heatstroke during the summer, we will be installing household air conditioners.
We are currently considering upgrading the air conditioning system in the town community center.

The Bears have reached the top!
Iwaonupuri Excursion
The senior kindergarten class went on a mountain climbing excursion for the first time in a while. The path to Mount Iwaonupuri is not easy even for adults, but the children climbed while happily chatting with their friends and teachers about the plants, animals, and surrounding scenery. There were also moments during the climb where we could see their growth, such as when they lowered their posture on slippery paths or used their hands to climb steeper sections.
We all made it to the summit, and finally had a picnic at the campsite.

Deepen exchanges across districts and generations
Whole town softball tournament
Blessed with fine weather, the town-wide softball tournament saw participants encouraging each other and working up a good sweat.
The matches were full of twists and turns, with the outcome uncertain until the very end. The final match also ended in a tie, and since there was no time limit for overtime, the winner was decided by a game of rock-paper-scissors between the players from each defensive position. With the venue buzzing with excitement, the Fujimi team emerged victorious in the rock-paper-scissors battle.

Learn about food waste in a fun way
Summer Vacation Kids Cooking Class
The town held a cooking class for elementary school students over five days during the summer holidays, with the theme "Let's learn about food waste."
This time's menu included omurice (omelet rice), hamburg steak, fried shrimp, and potato salad, all of which were frequently requested by participants from last time. When making the omurice, everyone adjusted the doneness of the eggs to create their own preferred version.
While eating the finished dishes, we learned about food waste and thought about how we can reduce it.

Participating in the national tournament
Courtesy visit by Niseko high school students
The boys' and girls' volleyball teams from Niseko High School, who will be competing in the National Tournament for Part-Time and Correspondence Schools, paid a courtesy visit to the town hall. Both captains spoke powerfully about their aspirations, saying, "We will not forget our gratitude to those who support us and will do our best." At the national tournament held recently, the boys' team advanced to the quarterfinals, and the girls' team also advanced to the final tournament, showing remarkable progress on the national stage.
In addition, two students participated in the National Track and Field Championships, achieving excellent results: 5th place in the girls' 800m and 1st place in the girls' high jump.

Raise disaster preparedness awareness
233rd Community Development Lecture for Townspeople
The town held its 233rd town planning and community lecture, titled "Niseko Town Disaster Prevention Class: To Act Safely and Calmly During a Disaster," with the aim of raising disaster preparedness awareness among all residents.
The participants listened intently to explanations about disaster preparedness and actions to take in the event of a disaster. Demonstrations were also included on how to treat injuries using items found at home, providing an opportunity to reconsider disaster preparedness.

Niseko Town 's Big Summer Event
The 46th Tanabata Evening Fireworks Festival
The "Tanabata Evening Fireworks Festival," which began with handheld fireworks, celebrated its 46th anniversary and was held with great fanfare again this year.
The event began with a lively opening declaration by the children Yoji Centre, followed by MCs from Niseko high school students and a variety of stage events. The venue was filled with smiles and an energy that seemed to blow away the rain. The fireworks display at the finale was spectacular, drawing cheers and applause from the attendees and creating the highlight of the day.

Town Planning Youth Involvement
Children's parliament
The town's basic ordinance guarantees the right of town residents under the age of 18 to participate in town development, and the town has established a "Children's Council." Using the same venue and procedures as the town council, the children asked questions and made proposals to the town.
This time, questions were raised regarding various topics, including the renovation of the town's swimming pool, the installation of playground equipment, and the addition of extracurricular activities at the junior high school, as well as how the town raises money. The venue was filled with a warm atmosphere as the children expressed their sincere thoughts.

Iwaonupuri Excursion

[Summer vacation children's cooking class]
We held a summer cooking class for elementary school students with the theme "Let's learn about food waste." This year, we challenged the children to make a "children's plate" filled with all their favorite foods. They cooked omelet rice, fried shrimp, hamburgers, potato salad, corn soup, and ice cream. There were many challenging moments, such as peeling the shrimp and wrapping them in eggs, but everyone did their best.
We also held a short presentation and quiz about "What is food waste?", which was a great success. Participating children were given "doggy bags" (bags for taking home leftover food), which are being used in a pilot project by Niseko Town and Niseko Resort Tourism Association as part of their efforts to reduce food waste. Some children promised to eat the food that day and took home any leftovers. We'll introduce some of the menu items, so please try making them at home.

We welcomed dental hygienist Hayashi as our lecturer, and she taught us about "key points to prevent tooth decay." She explained that tooth decay occurs when "bacteria on the surface of the teeth consume sugar, and the conditions are met for a certain amount of time to pass."
It was suggested that you can get your baby used to having their mouth touched by gently touching their cheeks with your palms or their lips with your fingertips, thus preparing them for a toothbrushing routine.

A New Beginning: School Festival and Dormitory Life

Hello everyone. This time, I'll be talking about the school festival and my new life in the dormitory.
The school festival was held jointly for the first time by Niseko High School and Niseko International High School, making it a truly unique event. There were many firsts, and we were a little anxious, but it was very impressive to see each and every student working together and enjoying themselves, from the preparations to the day of the event. There were some challenges, but we were able to successfully complete the festival thanks to all the students, as well as the teachers and townspeople who support us every day. It was a memorable school festival for me as well, and I'm already looking forward to next year's!
Also, five months have passed since we moved our living arrangements from Kibogaoka Dormitory to the Educational Exchange Center this academic year. For the second and third-year students, it's a new environment for dormitory life. At first, there were some things that were difficult to get used to, but while cherishing the memories of our previous dormitory, we are gradually getting used to the new environment and I feel that everyone is living comfortably. We will continue to cooperate with our classmates and have a fulfilling dormitory life!

Autumn is the season for hearty appetites and art.
I thought I saw a horse sitting in Arishima Memorial Park, but it turned out to be a bench! Our park was chosen as the location for the special benches set up for "Veggie Picnic," which is being held in town from August 1st. It's one of the spots where you can enjoy a meal while gazing at Mount Yotei. In addition to this bench, you can also use chairs and tables outdoors, or spread out a picnic blanket and rest in the shade of the trees (please take your trash with you).

The Niseko Babo-chan's Boys' Volleyball Team
35 children from grades 1 to 6 of elementary school practice energetically every Monday and Thursday at 6 p.m. With more younger children joining, and older children kindly teaching them, it's a warm and supportive team that transcends grade levels. Come and observe anytime!
Besides practice, we also go on summer camps and participate in volunteer litter cleanup the day after the Tanabata fireworks display. We all have fun together while fostering communication and empathy through our connections with others!

On July 12th, the International Relations Coordinators hosted "Mogumogu Niseko: Summer Edition"! "Mogumogu Niseko" is a seasonal potluck where the International Relations Coordinators prepare dishes that are popular in their home countries or families, and participants are also asked to bring a dish to share. This time, the theme was "Desserts"! We prepared brown sugar steamed buns and spring roll ice cream, popular in Chinese-speaking regions, sweet congee with tapioca from Indonesia, and banana milk, a popular dish in Germany.
In addition, all the participants brought their favorite desserts, such as cheesecake and dorayaki. Thank you for your cooperation! All the desserts were delicious, and it was a fun time of exchange as we talked about food and culture!

My family in Belgium has always grown rhubarb in our garden, and every year when it's in season, we make rhubarb tart without fail. It's still not a very common vegetable in Japan, but I recently found it for sale at View Plaza! Rhubarb tart, with its refreshing sweet and sour taste, is perfect for summer. Why not give it a try?

Activities of a community development company! Vol. 68
Construction has begun on Niseko Mirai.
In the Niseko Mirai residential area, residents have already begun living in three detached houses and two rental properties, and construction has now begun on three more houses this year. Foundation work started sequentially from the end of June, and currently, before the Obon holiday, concrete is being poured for the foundations. Construction of the first house will begin after the Obon holiday, with the goal of raising the roof.
The rental building, which was the top priority for construction, is scheduled to be completed in March of next year, welcoming new residents. We have received inquiries from town residents about moving in even before construction began, indicating a very high level of interest. The two condominium buildings, which were started next, are expected to be completed sometime in fiscal year 2027.
Due to the naphtha shock caused by the blockade of the Strait of Hormuz, there are still many building materials whose delivery dates and prices have not yet been determined, making this an unprecedentedly difficult construction project. However, we will proceed with safety as our top priority.

I went to a fireworks display!
The 46th Annual Small Hometown Creation Tanabata Evening Fireworks Festival was held on August 1st. This year, three second-year students from Niseko High School served as MCs, and personality Nakabachi also co-hosted the event with the high school students as a support MC.
On stage, the children of Niseko took center stage with Yosakoi dance performances, other dance performances, and band performances. Despite the forecast of rain, the weather held out, and we were able to enjoy the fireworks finale. We were close to the launch site, and the fireworks were spectacular. I was deeply moved again this year. The high school student MCs also played a major role throughout the day.

Creating value together with the forest
Niseko Yukimori Kosha participated in an outdoor event held in Sapporo in July. As people picked up our products, such as wooden planks, new encounters and connections were made. It was a day that gave us a real sense of accomplishment, seeing how the things and experiences we bring connect people with forests and create new value for wood. Yukimori products are also sold at Niseko View Plaza. We would love for everyone in town to take a look. You can also find information about NISEKO WOOD PARK 2026 on our website and social media.

The vibrant yellow of the Niseko Bridge harmonizes beautifully with the yellow of the blooming Rudbeckia laciniata flowers. Many people probably feel the gradual shift towards winter when they see these flowers.

Thankfully, we've been receiving more requests for custom sawing. We carefully assess the shape of each log and cut it to the specified dimensions. Please feel free to contact us with any inquiries, such as "Do you have this kind of lumber?"

My three years living in Niseko went by incredibly quickly. I was captivated by the breathtaking snowscapes of winter and the short but idyllic scenery of summer, and the days I spent feeling close to nature in every season are irreplaceable memories.
Through my work in tourism, I had the opportunity to meet many townspeople and business owners, and to experience the charm of Niseko and their passion for the region, which has become a great asset to me. I am also very happy that I was able to contribute, even in a small way, to the development of primary industries and wine tourism.
I feel that way.
From now on, I will be working from outside the town, but I would like to continue to be involved with Niseko through tourism and give back to the community by using what I have learned. Thank you so much for the past three years.

During my approximately three years with the Japan Overseas Cooperation Volunteers, I was mainly involved in student recruitment and public relations at a high school. Because the school was in the process of reform, it was challenging to convey the school's appeal when information was still being finalized, but being involved during the time when the new school was taking shape was an invaluable experience.
As a volunteer, I was involved in event support and had the opportunity to interact with many people, which left a lasting impression on me. I had many experiences that I wouldn't have had working as a regular company employee, and I was able to truly appreciate the unique charm of Niseko and the warmth of the local community.
I will continue to be involved in the operations of Niseko High School and Niseko International High School, and I hope to continue promoting the appeal of these schools. Thank you for your continued support.
Overall activity report for July
Two days filled with smiles, undeterred by the rain.
The Nico Nico Summer Festival was held at Niseko Village on July 18th and 19th. The volunteer corps was involved in setting up the venue and managing traffic control.
I was in charge of security for walkways and parking lots, supporting operations to ensure that visitors could enjoy themselves safely.
Unfortunately, it rained, but the rain stopped in the afternoon on the 19th, and many families came to the bingo tournament that started at 5pm, creating a lively atmosphere.
The event was spectacular. Before the fireworks at 9 PM, the Niseko Aikokai "Yawara" gave a powerful taiko drum performance, and the volunteer corps members also participated in the performance. The sound of the drums and the fireworks blended together, creating a lively atmosphere at the venue.
Being involved in the operation of the event and experiencing the joy of creating it together with the local community made it a truly memorable two days. (Yuki Shoji)

We recently held a team-building training session for Niseko Town Regional Revitalization Cooperation Team.
In the morning, we played park golf in town. In a friendly atmosphere, we deepened our friendships with each other through the game and further strengthened our team's unity. In the afternoon, we held a get-together with alumni who have completed their terms and are active in various fields. We were able to hear valuable stories based on their real-life experiences, such as how to choose training during their term and how they considered their future life after graduation when deciding on their career paths.
Utilizing the knowledge and network gained from this training, all of us in the volunteer corps will continue to work wholeheartedly with the townspeople to make Niseko Town a truly wonderful place. (Rie Ito)
"Everyone's Cafeteria" event is being held!
On July 17th, the 8th "Everyone's Cafeteria" was held at the town community center.
245 people attended the event and enjoyed themselves. Thank you to everyone who came. We would also like to thank everyone who sponsored and provided support, and everyone who helped run the event.

September 9th is "Emergency Medical Day" every year. The week including Emergency Medical Day is designated "Emergency Medical Week," during which public relations activities are held nationwide to promote the proper use of ambulances and the spread of first aid.
If someone close to you collapses, will you be able to act appropriately? It's no exaggeration to say that your actions in the 10 minutes before the ambulance arrives could mean the difference between life and death.
Niseko Fire Department offers free basic life support training year-round for all residents. If you are a junior high school student or older, please invite five or more people and call Niseko Fire Department. Why not learn cardiopulmonary resuscitation (CPR) and how to use an automated external defibrillator (AED)?
Additionally, ambulances are limited in number, so we ask for your cooperation in using them appropriately.

The town will hold a training and tour of waste treatment facilities with the aim of raising awareness about waste management and other related issues. This year, the tour will visit the "Nishi-Iburi Eco Factory," which produces electricity by incinerating waste generated in the Nishi-Iburi area (including Muroran City).

September 1st is designated as Disaster Prevention Day. This commemorates the Great Kanto Earthquake that occurred on September 1st, 1923. Disasters can strike at any time. It's important to be prepared for emergencies.
By the way, "evacuation site" and "shelter" are often thought to be the same thing, but legally they are different. Under the Disaster Countermeasures Basic Act, a "designated emergency evacuation site" refers to an emergency evacuation site designated for each type of disaster, such as floods, earthquakes, and landslides, that is, a temporary place in an emergency to protect lives from the dangers of disaster (Article 49-4 of the Act). On the other hand, a "designated shelter" refers to a facility that is suitable as a shelter when a disaster occurs, that is, a place for disaster victims who have evacuated to live for a certain period of time (Article 49-7 of the Act). In addition, both can be used interchangeably (Article 49-8 of the Act), but there are also cases where only one or the other is designated. As a result, when a disaster occurs, it may be necessary to move from a designated emergency evacuation site to a designated shelter.
Furthermore, the law also defines the role of the government during disasters. You can pay back the exempted insurance premiums
The national pension system offers various exemption and deferral programs for insurance premiums, including those based on income, those applicable to students, and those due to unemployment. However, for periods during which these exemptions are approved, the amount of pension received in the future will be calculated to be less than if the full amount of insurance premiums had been paid.
Therefore, for these periods, you can pay your insurance premiums retroactively (retroactive payment) up to 10 years later. Please note that an additional amount may be added to the insurance premium depending on the elapsed time, so we recommend making retroactive payments as soon as possible. Those who wish to make retroactive payments will need to submit an application form, so please complete the procedure at the town hall or pension office.

To start something new, you need to think not only about "what to do," but also "what to stop doing." I see this not as "scrap and build," but as "build and scrap."
It is because we have things we want to do and things we need that we think about how to create the time, people, and resources to achieve them. There are bound to be things in our work, meetings, and procedures that can be reviewed in line with the changing times and environment. The important thing is not to reduce things, but to redirect the freed-up resources to necessary work and new challenges. And when discontinuing something, it is important to carefully explain the reasons and engage in dialogue with everyone involved. While respecting what has been built up so far, we must change what needs to be changed. We will not shy away from the "decision to stop," but rather use it to move on to the next challenge.
Editor's Note
"A bird has built a nest on top of a bulldozer's fuel tank, and chicks have recently hatched and they're so cute, so come and take some pictures!" Though bewildered by the sudden message, I headed to the site to take photos. When I looked at the bulldozer I was directed to, I saw a bird's nest with five chicks in the recessed part where the fuel tank lid is. I was touched by the bird's intelligence in choosing a place to shelter from the rain and wind, and by the cuteness of the chicks with their mouths wide open, presumably waiting for food.
The photos I took are also posted in a photo album. The person who contacted me said they will not operate the machine until the chicks fledge and will continue to watch over them.
Actually, a few years ago, we received a similar report about a bird that looked like a white-tailed eagle, and our public relations and public affairs staff took a photo. I was very happy that they contacted us directly to ask if they could include it in the newsletter. If any of you have photos you'd like to share in the newsletter, please let us know. (T.)

You can pay back the exempted insurance premiums
The national pension system offers various exemption and deferral programs for insurance premiums, including those based on income, those applicable to students, and those due to unemployment. However, for periods during which these exemptions are approved, the amount of pension received in the future will be calculated to be less than if the full amount of insurance premiums had been paid.
Therefore, for these periods, you can pay your insurance premiums retroactively (retroactive payment) up to 10 years later. Please note that an additional amount may be added to the insurance premium depending on the elapsed time, so we recommend making retroactive payments as soon as possible. Those who wish to make retroactive payments will need to submit an application form, so please complete the procedure at the town hall or pension office.

Lupicia Niseko Marche 2026
Lupicia will be hosting an event at its Niseko headquarters, surrounded by the beautiful nature of Niseko, to celebrate the flavors of autumn. Enjoy a tea tasting of Lupicia's offerings, dishes made with local seasonal potatoes, original baked goods, Lupicia beer, and more. Fireworks and sky lanterns are also planned for the 4th.

Shiribeshi Museum Road Joint Exhibition "Hideyuki Fujikura Exhibition: The Wind Blows, Listen Carefully"
This year's theme is "sound." We will be exhibiting paper collage works by Hideyuki Fujikura, depicting landscapes from various locations throughout Hokkaido. The exhibition room is usually quiet, but can you hear the sound of the wind from somewhere?

To start something new, you need to think not only about "what to do," but also "what to stop doing." I see this not as "scrap and build," but as "build and scrap."
It is because we have things we want to do and things we need that we think about how to create the time, people, and resources to achieve them. There are bound to be things in our work, meetings, and procedures that can be reviewed in line with the changing times and environment. The important thing is not to reduce things, but to redirect the freed-up resources to necessary work and new challenges. And when discontinuing something, it is important to carefully explain the reasons and engage in dialogue with everyone involved. While respecting what has been built up so far, we must change what needs to be changed. We will not shy away from the "decision to stop," but rather use it to move on to the next challenge.
Editor's Note
"A bird has built a nest on top of a bulldozer's fuel tank, and chicks have recently hatched and they're so cute, so come and take some pictures!" Though bewildered by the sudden message, I headed to the site to take photos. When I looked at the bulldozer I was directed to, I saw a bird's nest with five chicks in the recessed part where the fuel tank lid is. I was touched by the bird's intelligence in choosing a place to shelter from the rain and wind, and by the cuteness of the chicks with their mouths wide open, presumably waiting for food.
The photos I took are also posted in a photo album. The person who contacted me said they will not operate the machine until the chicks fledge and will continue to watch over them.
Actually, a few years ago, we received a similar report about a bird that looked like a white-tailed eagle, and our public relations and public affairs staff took a photo. I was very happy that they contacted us directly to ask if they could include it in the newsletter. If any of you have photos you'd like to share in the newsletter, please let us know. (T.)
