Happy New Year 2025

Happy New Year. We would like to express our sincere gratitude to all the residents of Niseko Town for their deep understanding and cooperation in the development of the town.
Last year was a year of frequent disasters caused by abnormal weather, including the major earthquake in the Noto region at the beginning of the year and heavy rains across the country. In addition to strengthening our water facilities, we were able to start construction of a new Niseko Fire Department building in October, which has been a long-standing issue and will serve as a base for disaster prevention and mitigation. In addition, the National Emergency Farmland Reorganization and Development Project, which paves the way for the future of agriculture, is progressing steadily, and there are bright signs for the local economy, such as the number of tourists recovering since the COVID-19 pandemic.
In addition, after eight years, we were able to start collecting the accommodation tax in November of last year. We would like to express our sincere gratitude to the town council and all the other parties who supported us, as well as our guests and accommodation businesses for their cooperation. As we head into the new fiscal year, we will continue to work with the Board of Education to promote our "child-friendly town development," and we would like to further strengthen our efforts to improve the child-rearing environment and foster an environment in which teenagers and young people can take on a variety of activities.
This year, we will continue to work to create a "regional circular society" through collaboration between agriculture, tourism, and the manufacturing industry, taking advantage of our status as an "Eco-Model City," "SDGs Future City," "Best Tourism Village" by the United Nations World Tourism Organization, and "Silver Award" by Green Destinations, the world organization for sustainable tourism.
Based on the philosophy of "mutual aid" passed down from Arishima Takeo, we will value the "lives" of our townspeople and work to develop the town so that it can be passed on to future generations with its rich scenery, nature, and people-friendly character.
In closing, I would like to wish everyone good health and happiness and wish you all the best for the new year.

Happy New Year!
We would like to express our sincere gratitude to all the townspeople for your continued understanding and cooperation in promoting and enhancing educational administration.
Last year, various cultural and athletic events were held, and each school and Yoji Centre was able to carry out a wide range of educational activities, allowing the children to gain valuable experiences.
The Community Sports Day and Softball Tournament were cancelled due to rain, but the Niseko Marathon Festival saw an increase in participants and was a great success. We would like to thank everyone for their support and cooperation. In addition, the activities of Kotobuki University and the Cultural Association have been facing issues such as a decrease in membership numbers, so we would like to improve the content and management to increase participation from a wider range of people.
Education in Niseko Town is based on the "Niseko Style Education" and is a collaborative effort between schools and the local community. It is the second year since each school launched the "Niseko Style Education Research Group", and the "Niseko Style Education" Research Conference was held, which has achieved great results. We would also like to thank all of you for your understanding and cooperation in the activities of Niseko Town Community School.
Niseko High School is working to create an attractive school, and has decided to change its department from the Agriculture Department to the General Department from the 2026 academic year, and is implementing some of the educational content ahead of time. As a result, the number of students from outside Hokkaido increased in the 2024 academic year, and the student body became more diverse.
We are promoting distinctive education with an emphasis on international education, entrepreneurial education, and environmental education. We are also building and improving dormitories to accommodate students from all over Hokkaido and the country. In the future, we will create an educational curriculum that will allow students to continue on to university, and as the Board of Education, we will support the development and improvement of the learning environment so that students can achieve results.
I sincerely hope that this year will be a fruitful one for you all, and would like to conclude my New Year's greetings.

We would like to extend our heartfelt congratulations to you all, and hope that you are in good health and welcoming the New Year.
All the town council members would like to express their sincere gratitude to all the townspeople for your continued warm support and understanding towards the town council.
Japan has overcome the COVID-19 pandemic and socio-economic activity is gradually returning to normal, but a mountain of challenges remain, including rising prices caused by the destabilizing international situation.
Despite the current difficult social situation, overseas investment in the Niseko region continues, and the number of foreign tourists visiting the area is exceeding that before the COVID-19 pandemic. In order to revitalize the Niseko economy, we will continue to make requests to the government, members of the Diet, various ministries, and other relevant organizations, with the Hokkaido Shiribeshi Town Council Chairpersons at the core, in order to aim for early completion of the Hokkaido Shinkansen (extension to Sapporo) and realize its opening as soon as possible.
Our role as an assembly is to gather information widely and make accurate decisions. We will listen to the voices of each and every resident and strive to reflect their wishes in the administration. We will also work to steadily advance important issues and develop the region in order to live up to the trust and expectations of our residents.
In closing, I would like to offer my heartfelt wishes for a prosperous year for all of you, and I would like to conclude my New Year's greetings.

Happy new year
As we welcome the New Year, we would like to extend our sincere greetings and express our sincere gratitude for your continued understanding and cooperation in the activities Agricultural Committee.
Last year, a large earthquake occurred in the Noto region at the beginning of the year, causing a lot of damage. In our town, heavy snowfall at the beginning of the year caused damage to some agricultural facilities, making us realize once again the power of nature.
In recent years, we have had to deal with unfamiliar weather such as high temperatures, high humidity, heavy rain, and heavy snow. In our daily lives, we are constantly experiencing price increases for food, materials, fuel, and other items, due to domestic and international situations, and we continue to feel anxious about our daily lives.
On the other hand, when we look at agricultural policy, with the revision of the Basic Law on Food, Agriculture, and Rural Areas, Japan's agricultural policy is also undergoing a period of major change.
In order to stabilize prices of agricultural and livestock products, ensure yields, ensure stable supplies, and expand consumption, we must continue to make persistent efforts to "achieve robust agriculture" by improving the infrastructure of farmland, introducing smart agriculture to increase work efficiency, and promoting soil improvement through the use of green manure and compost, while adapting to the times.
As Agricultural Committee, we will work together to further support these measures by preserving high-quality farmland and promoting its appropriate use.
I would like to ask for your understanding and cooperation in the activities of Agricultural Committee this year as well, and I sincerely pray for all townspeople to live healthy lives and for an autumn with a bountiful harvest.This concludes my New Year's greetings.

02 Let's learn together and connect to the future

Niseko High School dormitory construction work implementation design contract fee: 38.15 million yen
In order to build a new dormitory during fiscal year 2025, we have made adjustments to the necessary expenses to promptly order the detailed design after the basic design is completed.

Niseko High School dormitory construction technical cooperation contract fee: 4.99 million yen
In preparation for the construction of a new dormitory during fiscal year 2025, we have adjusted the costs for ordering under the ECI method (an ordering method in which technical cooperation from construction companies is obtained from the design stage) in order to shorten the construction period and reduce costs in the detailed design stage.

Niseko Elementary School self-consumption solar power generation design and other outsourcing fees: 9.9 million yen
This year, air conditioners were installed in each classroom at Niseko Elementary School, but the electricity demand has become tight. From next year onwards, we will design the renovation of the cubicles to install air conditioners in the staff rooms and other areas.
Additionally, we will utilize Hokkaido's new energy subsidies to design the introduction of renewable energy equipment to match electricity demand, and conduct research and design for the introduction of energy-saving equipment.

・Subsidy from the prefecture: 4.95 million yen
・ Niseko Town 's share: 4.95 million yen

Child allowance: 10.2 million yen
Based on the Acceleration Plan for the Children's Future Strategy, the Child Allowance Act was amended by the Act amending the Child and Childcare Support Act, etc. Regarding child allowances, a drastic expansion has been decided from October 1, 2024, so the costs for benefits will be adjusted.

・Subsidies from the national and prefectural governments: 8.5 million yen
・ Niseko Town 's share: 1.7 million yen

Niseko Junior High School Maintenance Works 1.21 million yen
We will provide a partial subsidy to cover the cost of converting the lighting equipment at Niseko Junior High School gymnasium to LED.

Facility-based benefit fee: 3.68 million yen
In order to provide a system for children aged 0 to 2 years old who live in Niseko Town to receive early childhood education when they use small-scale childcare facilities or certified childcare centers outside the town, and to provide support that is tailored to the needs of parents, we will subsidize the facility-based benefit costs for education and childcare benefits for children.
Financial resources
・Subsidies from the national and prefectural governments: 3.05 million yen
・ Niseko Town 's share: 630,000 yen


04 Improving safety and security in everyday life
Niseko Living House Activity Support Project Subsidy: 10.41 million yen
Niseko Living Home, a nonprofit organization, has decided to build a group home with subsidies from the national and prefectural governments in order to create an environment where people with disabilities can continue to live in the community with peace of mind through communal living. In parallel with the support from the national and prefectural governments, in order to promote the town's environmentally friendly initiatives, the organization will subsidize part of the construction costs, including the costs required for high airtightness and high insulation, and will provide ongoing support for the future operation of the home.

Niseko Heights Day Service Center Equipment Renewal Project Subsidy 1.02 million yen
This update is due to three electric nursing beds used at Niseko Heights breaking down and beyond repair.

Public housing construction contract fee: 5.92 million yen
With long-time tenants moving out, repairs will be made to walls and floors due to normal wear and tear.

Optical fiber infrastructure development fee: 1.21 million yen
In order to create an environment that can adapt to the changing times, we have commissioned Nippon Telegraph and Telephone East Corporation to carry out new construction work and will lay optical fiber in Nishitomi Danchi.

Parking lot paving work: 1.99 million yen
Due to a lack of parking space at the town center, paving work was carried out on the site of the former fire department housing, which was demolished in July, to develop it into a parking lot.


05 Creating a city of mutual aid
Regional public transport optimization study demonstration project subsidy: 3 million yen
In order to meet the needs of tourists, Niseko Area Circuit Bus currently in operation will extend its operation period from early December to mid-March.

Accommodation tax fund reserve: 65 million yen
An amount equal to the expected tax revenue from the accommodation tax introduced in November 2024 will be temporarily recorded as a fund reserve. However, based on opinions heard at the Use Review Committee and the Tourism Council, the accommodation tax will be used to improve local transportation, including expanding Niseko Area Circuit Bus. Therefore, the amount ultimately set aside to meet future tourism demand will change.

Tourism DX/Sharing Service Promotion Project: 2.29 million yen
The car-sharing demonstration project will be extended, with one car each being placed at the station and the community center during the winter. At the same time, efforts will be made to promote use by townspeople and tourists.

Town development support project subsidy: 500,000 yen
We had initially expected to receive two applications for the Town Development Support Project Subsidy. However, since three applications have already been approved and a fourth application is planned, we will be adjusting the budget to accommodate future new applications.
* Town Development Support Project: A project to support town development activities that lead to regional revitalization and other activities conducted by community-based organizations by subsidizing part of the necessary costs.

01 to 05 are the basic goals (basic concepts) set out in the 6th Niseko Town Comprehensive Plan. The basic goals are based on five pillars.

I use it when I go out shopping from my home or when I go to a hot spring.
In winter, there are days when the weather is bad due to snow and wind, but it is very convenient to be able to use the sightseeing bus. It is also useful for carrying bags after shopping, and is a support for daily life. It is also a blessing that town residents can ride for free.

Every year, many people get off the JR train at Niseko Station and head to hotels or ski resorts, so it's extremely helpful to be able to introduce them to the sightseeing bus as a secondary form of transportation. This year, the bus is in operation for a longer period than usual, from the end of November to the end of March. I think that tourist satisfaction will change depending on whether or not we can introduce the sightseeing bus as a means of transportation, so it's a great help for both tourists and the tourist association. This year, we've introduced credit card touch payment, which we think will make it even more convenient to use.
I've also heard that it helps people without cars by using it to commute to work, etc. The townspeople also use the sightseeing bus as a means of transportation, so I think it's a valuable form of transportation for the local community.

On December 7th, a recital of singing, instrumental music, plays and other activities was held at the Early Yoji Centre.
The younger children in the Fox group were a little nervous about their first recital, but they danced with pom-poms and danced cutely as pandas. The Sheep group, which consists of children in the second year of kindergarten, sang "Happy Children" with great energy and gave a good performance in their first attempt at instrumental music and drama. The older children in the Bear group gave a wonderful rendition of "Swallow," which they danced two years ago. In the play "Swimmy," each child performed confidently and with a loud voice, becoming fully immersed in their role.
The children's hard work as they demonstrated the results of all their hard work earned them thunderous applause from the audience.

Fire Chief Inspection Training

On November 14th, a fire chief inspection training was held at the Niseko Branch of the Yotei Sanroku Fire Department. This was a practical and effective training for firefighting activities with a clear command structure, simulating a building fire.
The training also aimed to improve the team's ability to coordinate with other stations, and the team members trained to act safely, reliably and quickly while keeping in mind the actual situation on the ground.

Japan Red Cross Society Blood Donation Merit Award

On November 8th, the Japanese Red Cross Society held a blood donation merit awards ceremony, where the mayor presented Kiratto Niseko Co., Ltd. with a letter of appreciation from the Hokkaido branch chief of the Japanese Red Cross Society and an award for merit.
This award is given to companies and organizations that have been continuously participating in blood donation activities for many years. Kiratto Niseko Co., Ltd. was awarded this time in recognition of its continuous activities for more than five years.

Niseko Junior High School Disaster Prevention Class

On November 8th, a disaster prevention class was held at Niseko Junior High School, where 36 second-year students learned about disaster prevention. Using a card game on evacuation shelter management, they experienced managing an evacuation shelter together with the town hall staff and CS committee members.
Students commented that they wanted to be considerate of those around them and take action independently to reduce the burden on operations, and their interest in local disaster prevention increased.

The 3rd Minna no Shokudo

On November 15th, the Niseko Future Support Team NPO held the "Everyone's Dining Hall." About 250 parents and children from the town and local residents attended the event and enjoyed dishes made with sweet potato dumpling soup, rice balls made with newly harvested rice, and side dishes made with vegetables grown in the town, all prepared by the 15th Grandma.
All the dishes, prepared using ingredients provided by local farmers and businesses, were delicious! In addition, this time, a new initiative was also seen, such as providing a place for children to play freely in addition to the dining area. It was a wonderful opportunity to interact with the local community while eating delicious food.

On November 19th, Niseko Elementary School held a community open day where parents and local residents were able to observe the children's daily learning.
The first and second graders held the "Everyone's Friendship Festival" where they could have lots of fun playing in the gymnasium. The children were seen having fun together with the many people who came, including their parents and local residents.
In addition, students from third to sixth grade were given classes in Japanese, mathematics, music, and other subjects for their grade level, and a "Mobile Phone and Internet Safety Class" was also held for fifth and sixth graders.

Yellow pumpkins get a wonderful makeover
Graffiti Contest Award Ceremony

This autumn, yellow pumpkins have once again adorned the town. On November 23rd, the awards ceremony for the 17th Yellow Pumpkin Doodle Contest (hosted by the Central Union Neighborhood Association, co-hosted by Kiranoyu) was held at Kiranoyu.
This year, 201 works were submitted to this contest, which has many participants every year, and 20 winning works were selected from them. At the award ceremony, the winning works, which were colorfully patterned and had wonderful illustrations, were lined up in the Kiranoyu Hall. The winners were presented with a certificate and an invitation to bathe in Kiranoyu.

Junior High School Human Rights Essay Contest Awards

Mei Ito, a third-year student at Niseko Junior High School, was selected as a finalist in the 43rd Junior High School Human Rights Essay Contest, sponsored by the Sapporo Legal Affairs Bureau and the Sapporo Human Rights Volunteers Association, Sapporo Regional Tournament and Kutchan District Tournament, and was awarded at Niseko Junior High School on November 19th.
The purpose of this contest is to help junior high school students think about human rights issues and deepen their understanding of the importance and necessity of respecting human rights.

Niseko Elementary School Human Rights Class

On November 20th, a human rights class was held at Niseko Elementary School, where 38 fourth grade students learned about human rights.
Ms. Reiko Maki, a human rights commissioner, explained that human rights are the right to live happily and safely, and the children thought about what they can do and what is important to eliminate bullying. The children also seemed to be thinking anew about their own school life.

We will think about this together with Committee Member Maki.



Teamwork brings the team together
Whole town 9-person volleyball tournament

On November 24th, the town held the 45th town-wide 9-player volleyball tournament at the town gymnasium. Eight teams from each district participated, and they played hard and came together to win. The tournament also provided an opportunity for the local community to bond over the past few years.

This month's reporter is "Fukikoshi Koichi."
While working as a local revitalization volunteer, I have been involved in planning and running children's cafeterias a total of three times.

Thank you to everyone who participated and supported the Oyako Shokudo/Minna no Shokudo.
The "Children's Dining Hall," which started in June 2023, has been renamed "Oyako Shokudo" and then "Minna no Shokudo in Niseko" in the hopes of getting more people involved, and continues to operate today.
The November event was a huge success, with over 200 people attending, including volunteers.
This activity is supported by the food and support of many farmers and companies. Using fresh vegetables and fruits from Niseko Town, we were able to provide meals that were enjoyed by all the visitors.
In addition, thanks to the cooperation of the Jugobaa, the local revitalization support team, and Niseko High School, the cooking, serving, and venue management went smoothly on the day. Seeing the children's smiles and the families having fun, we are once again filled with gratitude to everyone who supported us.
"Minna no Shokudo in Niseko" will continue to be a warm place where anyone can easily participate and make connections.

Important Notice

Year-end and New Year holiday closures
The library will be closed from December 30th (Monday) to January 6th (Monday) for the New Year holidays. To return books on closed days, please use the book post at the main entrance of Asobook. Please return books borrowed from other libraries directly to the counter.

Asobook Illumination
The Asobook Illumination has been revived after a few years' absence. During the exhibition period, the lights are on for four hours from 4:00 pm to 8:00 pm, including on closed days. All the light bulbs used are LEDs, which consume less electricity than incandescent bulbs.
This was planned in 2021 as a replacement for an event that was canceled due to the spread of COVID-19, with the idea of "livening up Niseko Town in winter!" Please take a look.

Asobook's "Seasonal Picture Book Recommendations" section is a very popular section throughout the year. We select picture books that are perfect for each season, spring, summer, autumn and winter, and introduce them to help you feel like you're in a small world.
In this corner, you can often see parents and children choosing picture books. Picture books are picked up every day by curious children wondering "What kind of story is this?" and warm-hearted parents who think "It's the season, so I'd like to read it to them." It's also heartwarming to see children picking up a book by themselves and asking their parents if they can borrow it.
Children seem to feel the seasons in the world of picture books, and parents seem to be creating memories together that can only be found at that time.

Members of the local revitalization cooperation team assigned to Niseko High School talk about their activities and their involvement in the local community.
[Towards solving issues together with the local community]
Interviewer (hereinafter referred to as (I)): "Please tell us about the issues you are currently working on in collaboration with the local community."
Sato: "I'm in charge of school information sessions and radio programs for junior high school students. We also use online information sessions to recruit students from all over the country. By bringing together students from all over the country, both in and outside of Hokkaido, it's great to be able to share cultures that we're not familiar with."
(B) "It seems like an increase in the number of students will help revitalize the local area."
Deguchi: "I help foreign students integrate into the local community by helping them learn Japanese. I translate study materials for students and work with educational institutions to provide learning support, among other things, to promote multicultural coexistence."
(B) "Supporting foreign students with Japanese language skills is really meaningful in helping them integrate into the local community."
Takagi: "Interaction with other dormitory residents is essential for dormitory life. In November, dormitory residents volunteered at the "3rd Minna no Shokudo in Niseko" event and worked hard together.
Through these experiences, we are creating an environment where students feel that they are needed in the community."
(B) "It's wonderful that students can develop an attachment to their hometown by working with local people."
Kobayashi: "We are collaborating with Otaru University of Commerce for inquiry-based learning, and our after-school entrepreneurial club, StarsUP, is collaborating with local companies to help students acquire problem-solving skills. I feel that there is great potential for activities that allow students to contribute to the community while they learn."

"The 3rd Minna no Shokudo in Niseko" will be held!
Following the Children's Cafeteria and Parents' Cafeteria, we held the "3rd Minna no Shokudo in Niseko." Approximately 250 people enjoyed local cuisine and socializing! This time, many farmers and businesses in Niseko Town once again provided us with vegetables and other items. Thank you very much. We will work hard to hold the next event! (Nanami Takagi)

Niseko Elementary School rice milling support
Fifth graders at Niseko Elementary School experienced rice milling. They split into two groups, one for manual milling and one for mechanical milling, and took turns trying each method. The manual group came up with a variety of creative methods, such as crushing the husks in a mortar and rolling a rubbing stick on the floor. Many of the mechanical milling group were surprised at how quickly the rice could be milled compared to manual methods. (Muraoka Osamu)

Yoji Centre

A well-done presentation
There was a recital where children in the 3 years old and above classes showed off the results of their daily practice in songs, instrumental music, games, plays, etc. The children chose their favorite songs from the ones they always sing and picture books they always read, came up with their own choreography, and had fun practicing.
On the day of the recital, some of the children looked nervous in the large audience, but for the older children, it was their last recital of the year. They did such a wonderful job that we thought, "As expected of the older children."

Child-raising course "Knitting Class"
A knitting class was held with Yoko Tanaka and Yoko Sakai, who live in the town, as instructors.
The two instructors taught us carefully, and the class took place in a relaxed atmosphere. It takes a lot of patience to knit, but it's nice to see it take shape little by little.
I'm sure the children are looking forward to making warm gloves, socks, hats, etc.

Prevent cold from the inside of your body!

What causes cold?
1. Decreased autonomic nervous system involved in regulating body temperature
When the autonomic nervous system is weakened due to stress, lack of sleep, or fatigue, the body is unable to regulate its temperature properly.
2. Decreased function of the nerves that sense cold on the skin
People who are accustomed to a certain room temperature and are sensitive to temperature changes, or tight underwear or socks can cause poor blood flow and lead to chills.
3. Low muscle mass
Muscles play an important role in generating heat in the body. Women with little muscle mass and people who do not exercise often suffer from chills.
In addition, poor blood circulation throughout the body due to low blood pressure or anemia can lead to chills.

Foods that warm the body
・Winter root vegetables and those grown in cold regions (carrots, lotus root, burdock, pumpkin, spinach, etc.)
・Fermented foods (miso, natto, etc.)
・Proteins such as meat and fish
・Green onion, ginger, garlic,
Dishes using chili peppers and other flavorings
Avoid cold foods and drinks as they will cool your body. Also, having breakfast raises your body temperature rhythm throughout the day, so it is important to eat three balanced meals a day.

Lifestyle habits to prevent cold
Exercise
Moderate exercise improves blood flow and improves sensitivity to cold. It's a good idea to create opportunities to move your body in your daily life, such as standing on your tiptoes and stretching while watching TV, or walking longer than usual when commuting to work or shopping.
Bathing
Bathing improves blood circulation throughout the body. To warm the body to the core, it is effective to soak in lukewarm water of about 38 to 40 degrees.
Clothing
・Keep your neck warm with a muffler or scarf
Avoid things that constrict the body
・Wear layers of clothing and use a lap blanket to keep your lower body warm
- Cover your feet properly
Taking measures against the cold will also help prevent stiff shoulders and back pain. By changing your diet and lifestyle, you can warm your body from the inside and get through the cold winter.

Enjoy Niseko Town at a great price
Niseko Town, which attracts many tourists, is home to many attractive restaurants, activity providers, and hot spring facilities with a wide variety of spring water qualities.

★229th Niseko Town Community Development Lecture
"Nisego, our town of water environments"
In March 2024, the town established a new Basic Environmental Plan, which set out a vision for the environment it aims to achieve: "Niseko, a town of aquatic environments." The plan calls for the town to develop in a way that properly protects and utilizes the natural resources that underpin Niseko life, including the rich natural environment and water environments such as rivers and groundwater, which are the foundation of the town, for the future.
In this townspeople's lecture, we will welcome Nobuhiro Kanai of the Ministry of the Environment, who is currently in charge of national environmental management administration and has also served as the town's SDGs promoter. We will learn about the current situation and issues surrounding the conservation of the local living environment and the forefront of national policies, and consider how we, the townspeople, should put into practice in order to realize "Niseko, a town of water environments."

The fear of social media: Is that post okay?
The Sapporo Bar Association, to which I belong, provides "off-campus lessons" for elementary, junior high, and high schools in Hokkaido. "Off-campus lessons" are when lawyers belonging to the Sapporo Bar Association visit schools and give lessons on various topics to students. One of the most popular topics is the dangers lurking on social media and the internet. I recently observed an off-campus lesson on this topic.
In this class, the risk of leaking personal information such as the poster's address from photos posted on SNS was specifically introduced. For example, the performance of the camera function installed in recent smartphones has improved, so it is possible to identify a person's fingerprint from a peace sign, and the location of the subject can be identified from the scenery or signs reflected in the subject's eyes, as well as the background of the photo, leading to an ambush. The Internet is connected to the whole world, and once posted information is spread, it carries unknown dangers, such as the problem of digital tattoos that cannot be completely erased even if the post is deleted. In this day and age, it is difficult to live a social life completely unrelated to SNS, but even if you do use it, you should use it with great caution and with great care, which was a very good learning experience for me.

How to submit a housing application after April 2025 Building Standards Act changes

Beware of side jobs that claim to help you make money easily in your spare time
"I found a side job website on the internet and applied for a job that promised to earn money by doing simple tasks like 'Just press the like button,' 'Just send a stamp,' or 'Just take a screenshot,' but I was told that I needed to make a payment in advance to receive the high reward, so I made a transfer. I was forced to make further transfers after that for various reasons, but I never received the high reward. I wonder if I was deceived," or "I started the work and can see on the website that I have been paid, but when I tried to withdraw my reward my account was frozen and I was charged a high cancellation fee, and now I'm in trouble," are some of the inquiries we receive at our offices across the country.
What should you pay attention to in order to avoid these kinds of problems?
Advertisements that emphasize "easy money" or "profitable" may be fraudulent sites. Don't believe them at face value. Also, don't disclose your personal information to the other party easily. If you are asked to transfer money on a site that is supposed to make you money, don't respond immediately, but consult with those around you. Even if you are urged to make a payment, don't panic. Take some time to calm down and think carefully about whether it is really okay.

Snowfall increases, and snow accumulates on roofs of houses, forming snow cornices. A lot of snow falls under the eaves, so please be careful when passing through or parking outdoors.
In particular, if you are parking near a building, please park at a sufficient distance from the building to prevent damage to your vehicle due to falling snow. Please note that in the event of damage, the city office will not be able to provide compensation.

Be careful of freezing water
Winter has come to Niseko Town, and there is a risk of water pipes freezing. If water freezes, the water pipes may burst. Please be sure to drain the water from the water pipes at night or when you are away from home for several days when there is a risk of the water pipes freezing. Please note that if the water pipes burst and you do not drain the water, you will be responsible for the repair costs.

*About the toilet
If there is a risk of freezing, drain the water from the toilet tank after draining it. If you will be away from home for an extended period of time, such as on a trip, please put antifreeze in the toilet bowl.

Clean the drain pipes frequently
There have been cases of drainage pipes becoming clogged in rooms in housing complexes, causing water to leak to the floors below. If this is due to improper use, the tenant will be responsible for repair costs, etc., so please be aware of the following:
〇Never pour solids or oil into drains!
In apartment buildings, drainage pipes for the kitchen, bathroom, toilet, etc. are connected to the floors above and below, so if the drains become clogged, water can back up, causing trouble for other residents.
As drains are used, oil, hair, and other debris will naturally accumulate, so please clean the drains regularly. If the blockage persists even after cleaning, please contact us immediately.
〇Washing drainage is sure!
Please be careful as if you take your eyes off the washing machine for a moment, the drain hose may come loose and cause water to leak downstairs.
〇We recommend purchasing insurance.
If a tenant causes damage to other tenants due to a defect on their own, such as a clogged drain, they will have to pay compensation to the other party at their own expense, so we recommend that you take out insurance.

Niseko Kids Park & Picture Books

Introducing "Hitobusa no Budou"
The Niseko Kids Park, a winter playground equipped with trampolines and other play equipment, will open at Arishima Takeo Memorial Museum. In addition, an exhibition introducing the picture book "A Bunch of Grapes" published last year will be held at the same time (parental supervision is required).

Kiyoshi Saito Exhibition from the Otaru Art Base Collection
We will be showcasing about 30 of Saito Kiyoshi's works housed in the Otaru Art Base. We will also be holding an exhibition of Hideyuki Fujikura, who was influenced by Saito Kiyoshi's "Winter in Aizu" series. Please enjoy the landscapes of various parts of Japan depicted by each artist.

Happy New Year! I hope you have welcomed the New Year in good health.
We would also like to thank everyone for their kind support over the past year. Radio Niseko has now reached its 13th year since its launch.
When Radio Niseko first opened, we couldn't have imagined where we would be in 10 years' time. Year after year, the broadcasts have become warmer as the voices of the townspeople are heard on Radio Niseko, bringing joy to the station and encouraging us to keep going. We would like to express our sincere gratitude.
The year 2024, the Year of the Dragon, saw the Noto Peninsula earthquake early in the new year, and it was a year that made us think again about our role as a community FM station. Also, looking around the world, various things have happened, and there are times when I think it is inappropriate, but it was also a year in which I was moved by Shohei Otani's "50-50" and healed by the cuteness of his high-five with a flick of the forehead.
Well, the year 2025 is said to be an auspicious year of "revival and rebirth". How will Radio Niseko shed its skin? What kind of snake (fruit) will it bear? Radio Niseko's motto is "Radio that doesn't just listen, but participates" and we may meander at times, but we will keep in mind the snake-like wing of the station and move forward.

The National Pension System is for people living in Japan between the ages of 20 and 60 (there is also an easy-to-understand video explaining the contents and benefits of the National Pension System on the Japan Pension Service website).
Even students must pay insurance premiums, but since it is often difficult for students to do so, there is a ``Special Payment System for Students'' that allows students to defer payment of insurance premiums while they are enrolled in school.
To apply for the student payment exemption, please bring a copy of your student ID or student certificate and apply at your local municipal office or pension office.

International Exchange News vol.21

Hello, I'm the Coordinator for International Relations!
The 11th Picture Book World will be held at the Community Center from 1:00 pm to 4:00 pm on Saturday, February 15th. This year's theme is "Can You Do It?", inspired by the main picture book "Can You Do It? From Head to Toe" (by Eric Carle).
On the day, we plan to have a variety of activities that can be enjoyed by both children and adults, including storytimes in multiple languages, a corner with recommended picture books, and crafts. We look forward to seeing you there.

Preparing for the future of Niseko vol.75
Niseko Town National Farmland Restructuring Project Promotion Reformation Letter
Development area: 1,490ha
Project period: 14 years from 2014 (planned)

A district promotion committee meeting was held.
The Regional Promotion Committee was organized as a forum for the farmers participating in the project and other related parties to discuss various issues and plans in order to smoothly advance the project. It is held twice a year, and this time it was held from October 29th to November 7th at four locations in eight districts, with 34 people attending.
At the committee, the secretariat explained the report items for this year and discussed the matters to be discussed. After that, the Otaru Development and Construction Department explained the progress of the construction and the location of the construction to be carried out in fiscal year 2025. The secretariat explained the final survey of the land exchange, and after an exchange of opinions and questions and answers, the Otaru Development and Construction Department conducted an interview about problems with the fields that had been prepared for the completion of the project.
We will continue to promote the movement even more vigorously, including by making requests to central government ministries, in order to implement planned projects from next fiscal year onwards.

Seeing is believing ~Reiwa 6 Preparatory Committee Inspection Training Report~
Niseko Town National Agricultural Land Reorganization and Development Project Promotion Committee conducted an advanced area inspection training on July 16th and 17th. Nine committee members visited the "Tsubetsu District" in Tsubetsu Town, which will be completed in fiscal year 2024. In the Tsubetsu District, a project was implemented to realize efficient agricultural work using large machinery, just like in the Niseko District, and the project has had effects such as shortening work hours and increasing yields. Other initiatives included smart agriculture such as the development of information and communication environments and the use of drones, and measures against bird and animal damage. On the second day, they observed broccoli harvesting using an automatic harvester in Higashikawa Town, and the training greatly raised awareness of the use of farmland after development.

Niseko Town Town Hall wins Excellence Award at the 23rd CS Design Awards!
Niseko Town Hall won the Excellence Award in the general category of the 23rd CS Design Awards, out of 148 entries. The building was highly praised for its easy-to-understand guide signs, the depictions of local animals and plants throughout the building, and the efforts made to make it easy for many people, including parents with children, to visit.

Thank you for the diverse efforts to revitalize the town!
The "Lost 30 Years" of Japanese society has become a hot topic. In the past, summer tourism in this town increased slightly, but in winter, the number of skiers dropped sharply, and there were few visitors to ski resorts and hotels, so the town's major challenge was how to recover the winter visitors. In addition, the number of local shops and businesses continued to decrease, and in order to overcome the crisis, the townspeople have been working desperately on various town development activities. Lectures by the Chamber of Commerce and various organizations are frequently held, and the "Niseko Economic Forum" was formed by young agricultural and commercial businessmen and town hall employees, the "Agriculture of Tomorrow" was formed by farmers, the "Green Earth Nico" and "Nature Consideration Group" were formed by those who care about the environment, and the "Local Government Policy Research Group" was also established by town hall employees. These diverse and steady activities have created the town as it is today.

[Quick cooking class for adults]
On Friday, October 25th and Tuesday, October 29th, we held a "Quick Cooking Class for Adults" at the Community Center. On the day, we cooked dishes that were high in potassium, which helps lower blood pressure, and were low in salt, but still not unsatisfying. We will introduce some of the dishes below, so please try cooking them at home.
In addition, starting this year, we provided childcare so that even those with small children could participate, and it was very well received, with many people participating. We plan to hold the event again next year. We will announce the date in our public relations materials once it has been decided.

Potato gnocchi
◆ Ingredients (for one person)
Potatoes: 1 small (100g)
Strong flour・・・・・・・・・・・・・・・2 tbsp

◆How to make
1. Peel the potatoes, boil them until soft, and mash them while they are still hot.
Add the strong flour to 2.1 and mix well.
3. Roll the dough into bite-sized balls, lightly flatten them, and press the back of a fork against the surface to make indentations.
4. Boil in plenty of water until they float, then drain.
5. Add milk and powdered cheese to a frying pan and bring to a boil.
6. Once it has thickened slightly, add salt and pepper to taste and mix with the boiled gnocchi.
7. Serve on a plate, garnish with parsley and it's done.

Editor's Note

Heavy snowfall continues every day in mid-December. Even if you spend more than an hour shoveling snow, the snow piles up so much that the next day you're back to square one. What's more, the surface underneath the piled up snow is slippery and slick, like an ice rink.
The winter shoes I'm wearing now are my favorite shoes that were bought for me when I was in the third year of junior high school, but they've been there for seven years now and have no grip at all. I once fell in front of the mayor on the way back from a town planning meeting, which was very embarrassing lol. I know it's about time to buy new shoes, but they're a pair filled with so many memories that I can't bear to part with them.
However, I keep falling over, so I think it's time to look for a new partner.
