[To all organizations affiliated with specific skills] Regarding the submission of the "Confirmation of Cooperation"
Ministerial Ordinance on "Specified Skills" to be Partially Revised
We would like to inform all organizations affiliated with specified skills workers regarding the "Ministry Ordinance Partially Amending the Ministerial Ordinance Prescribing Standards for Specified Skilled Worker Employment Contracts and Support Plans for Type 1 Specified Skilled Workers" and the "Ministry Ordinance Partially Amending the Enforcement Regulations of the Immigration Control and Refugee Recognition Act," which will come into effect on April 1, 2025.
This amendment stipulates that when a specific skill affiliation organization is requested by a local government to cooperate with measures implemented to realize a symbiotic society (hereinafter referred to as "symbiotic measures"), it is required to provide necessary cooperation in response to the request as a standard for the specific skill affiliation organization, and it is now necessary to submit a "cooperation confirmation letter." In addition, it is stipulated that the creation and implementation of the support plan for specific skilled foreign nationals in the first category must take into account the symbiotic measures implemented by local governments as a standard.

"Confirmation of Cooperation" must be submitted
A specific skills affiliation institution must submit a "Letter of Confirmation of Cooperation" if it meets any of the following criteria:
After the operation start date (April 1, 2020),
・When accepting a specific skilled foreign national for the first time: After concluding a specific skilled employment contract with the foreign national, but before applying for a Certificate of Eligibility or permission to change the status of residence
・If a specific skilled foreign national has already been accepted: Before submitting the first application for change of residence status or renewal of period of stay for the foreign national after the start date of operation (April 1, 2025).

(Note) The cooperation confirmation letter isThe city, ward, town, or village where the business establishment where the specified skilled foreign nationals are accepting (or currently accepting) are working and where they live.(If both are in the same city, town or village, one copy should be submitted to that city, town or village.)
(Note) In principle, once the Letter of Confirmation of Cooperation is submitted to the relevant city, town or village, it does not need to be submitted again when accepting other foreign nationals with specified skills working at the same establishment.

If any of the following items listed on the Confirmation of Cooperation Form change after submission, please submit the Confirmation of Cooperation Form again.

Regarding requests for cooperation
After submitting the cooperation confirmation letter, you may be asked by the prefecture or town to cooperate with the following projects.
Example of cooperation request:

・Cooperation with questionnaire surveys, hearings, etc.
- Providing information on various government services, rules on transportation and garbage disposal, information on medical care, public health, disaster prevention training and disaster response, local events, Japanese language classes, etc.
