Regarding 2021 Temporary Special Benefit for Child-raising Families

In order to support families raising children who are suffering from the effects of COVID-19, the Cabinet Office has implemented emergency economic measures.Households with children up to high schoolWe will provide a temporary special benefit to you.
The base date for this benefit is September 30, 2021, and it will be paid by the municipality that pays child allowances (excluding special benefits) for September, or the municipality where the person is registered as a resident as of the base date.

Niseko Town Payment Policy

Niseko Town, advance benefits and additional benefits will be paid in a lump sum in cash.
* This benefit is paid only once for 100,000 yen per eligible child.
 

Children eligible for payment

Children who fall under any of the following
  1. 2021 Children covered by child allowance for September (2021 for births in September, for October)
  2. Children who are high school students as of September 30 2021 (born between April 2, 2003 and April 1, 2006)
  3. High school students who are entrusted to foster parents on the reference date or are admitted to or admitted to facilities for children with disabilities, etc.
  4. Children (newborns) born between October 1, 2021 and March 31 2022

Persons eligible for payment

Those who are eligible for this benefit are those who fall under any of the following (A), (B), and (C).

(A): Recipients of child allowance (excluding special benefits) for September 2021

(B): As of the reference date, children (high school students, etc.) born from April 2, 2003 to April 1, 2006
Those who are raising children (the income of those who raise the child and maintain a livelihood is a child allowance (excluding special benefits)
(Limited to those who are less than the same amount (*) as the amount to be paid)

(C): Those who are raising a child (newborn) other than those in (A) who was born by March 31 2022
(Limited to those who are the recipients of the child allowance (excluding special benefits) for the target children)

Those who need to apply

  1. Those who are raising high school students ((B) above) * If you have siblings who are eligible for the child allowance (excluding special benefits), you may not need to apply.
  2. Those who are raising newborns ((C) above)
  3. Persons who fall under (A) above and who receive a child allowance (excluding special benefits) from the agency to which they belong (public employees who cannot confirm child allowance information in our town)

Application method / procedure


  1. Those who need an application (B)

If your siblings do not have a child allowance (excluding special benefits) among the high school students to be paid, you need to apply.
A set of application forms will be mailed in early January.
Once you receive it, please submit the necessary documents, including the application form, to Niseko Town Hall by March 31 2022.
After receiving the application form, we will examine the income of the applicant and spouse.

  2. (C)

We will inform you of the application by mail or when the birth certificate is accepted. After receiving the application form, we will examine whether the applicant is eligible for the child allowance (excluding special benefits).

  3. Those who need an application (A) (public servants, etc.)

Payment schedule (updated from time to time)

December 16: Notification of "no application required" sent to (A)
December 24: Notification of "no application required" will be sent to (B) who do not need an application.
December 27: Benefits to (A)
Early January: "A set of application documents" will be sent to those who need an application (applications will be accepted at any time after the application is sent)
January 24: Benefits to (B) who do not need to apply
Late January: The submitted application will be reviewed and payment will start in sequence.

This schedule is as of December 30th.
