Regarding measures against customer harassment, effective October 1st.

Harassment prevention measures have been made mandatory.
The revised Comprehensive Law for the Promotion of Labor Policies and the Equal Employment Opportunity Law came into effect on October 1, 2026.
Due to the legal revisions, employers (including Niseko Town) are now required to implement measures against customer harassment and sexual harassment against job seekers. Therefore, we have established the following basic policy and will take appropriate action.
In Niseko Town, we will continue to strive to provide fair and comfortable administrative services based on trust with our residents and visitors, and we will also create a secure environment for those who wish to work as town employees in the future.
In response to customer harassment, which has been reported in various mass media outlets recently, we will take a firm stance, prioritizing the safety and physical and mental health of our employees.

This refers to actions or statements from individuals, corporations, or other organizations that utilize administrative functions, where, in light of the validity of the request, the means and manner of achieving the request are socially unacceptable, and such means and manner harm the working environment of employees.

We consider the opinions and requests we receive from people with diverse backgrounds, cultures, and values to be invaluable assets that contribute to improving our operations and enhancing the quality of administrative functions befitting an international tourist city. We always take these opinions and requests seriously and respond to them with care.
On the other hand, some of the comments, opinions, and requests we receive exceed what is socially acceptable in terms of content, means, and manner, damaging the dignity of our employees and harming the work environment.
In a community where we should recognize and respect each other's diversity, such actions have more than just an impact on individual staff members. They can hinder open information sharing, potentially leading to delays in normal operations and a decline in fair and impartial administrative service to other townspeople and users.
Harassment is an unacceptable "human rights violation" that unjustly tramples on an individual's dignity.
The town is working to create a town where human rights are respected and everyone can live in peace, and in order to protect the dignity and working environment of the staff who work together, it will respond resolutely as an organization to demands and actions from users of administrative services and others that exceed socially acceptable standards, without leaving the response to individual staff members.
