Publicly available information regarding migration to environments other than the Government Cloud in fiscal year 2025.
Important Notice
background
Based on the "Act on Standardization of Local Government Information Systems," which came into effect in September 2021, local governments are now required to migrate the systems handling 20 tasks, such as resident registration, to systems that conform to the national standard specifications (standard-compliant systems).
Accordingly, it is recommended (or recommended) to use the nationwide cloud environment established by the government* (hereinafter referred to as "Government Cloud") as the operating environment for the system, and it is possible to receive financial support for the costs associated with the migration through the government's "Digital Infrastructure Reform Support Subsidy."

Requirements for using environments other than the Government Cloud
Even when migrating to a standards-compliant system built in an environment other than the government cloud (excluding on-premises systems*), you may exceptionally receive financial support from this subsidy if you meet all of the following conditions.
- We will publish the results of a quantitative comparison between the government cloud and other services in terms of performance, economic rationality, etc., and will continue to monitor the situation.
- To connect to the government cloud and enable necessary data exchange with standards-compliant systems on the government cloud.
Comparison results for fiscal year 2025
Niseko Town has decided to operate its standards-compliant systems using the "Regional Cloud," a dedicated operating environment for standards-compliant systems built by the "Hokkaido Municipal Information Systems Council," a municipal cloud group to which it belongs.
Accordingly, we are publishing the results of a comparison of performance, economic rationality, etc., with the use of the "Government Cloud" developed by the government, as stipulated in the "Administrative Procedures Manual for the Digital Infrastructure Reform Support Subsidy," in the PDF file below.
