Landscape Ordinance procedures will change from October!
The town will formulate architectural guidelines in April 2024, outlining the goals, policies, and standards for landscape formation and outlining points to consider. From October this year, the architectural guidelines will be incorporated into an ordinance, and the revised Landscape Ordinance will come into effect. The main changes are as follows:
For businesses, the main focus is on procedures such as pre-examination meetings and checklists, while for residents, the main focus is on the current situation.
We will explain the purpose of this revision and the overall flow of it.

The town will formulate architectural guidelines in April 2024, outlining the goals, policies, and standards for landscape formation and outlining points to consider. From October this year, the architectural guidelines will be incorporated into an ordinance, and the revised Landscape Ordinance will come into effect. The main changes are as follows:
- Project operators will be required to hold a prior opinion exchange meeting with relevant residents at the basic planning stage (attendance of the project manager is mandatory).
- When business operators submit a preliminary landscape survey report, they will also be required to submit a checklist of considerations regarding landscape and snow disposal as stipulated in the architectural guidelines.
- A specialist committee will be established within the City Planning Council to seek opinions and advice from experts on the content of the opinion exchange and business plans submitted by business operators.
