This proposal proposes amending the relevant ordinances to raise the classification of the cold-weather allowance paid to town employees from the current national standard of "Grade 2" to "Grade 1," which is more in line with the actual conditions of neighboring municipalities with similar living conditions. The town was formerly recognized as a "Grade 1" area, but in the 2014 National Personnel Authority recommendation, it was reclassified as a "Grade 2" area despite being a cold-weather area comparable to neighboring municipalities, and this has remained the case since the ordinance was amended in December 2016. Until now, based on the "Ministerial Ordinance Concerning Special Local Allocation Tax," measures were taken to reduce the special local allocation tax for municipalities that paid various allowances, such as the cold-weather allowance, in excess of the national standard. However, in light of the recent rise in prices and the difficulty in securing local personnel, the Ministry of Internal Affairs and Communications has revised this calculation method (abolishing the reduction measure). Therefore, even if the town independently raises its classification to Grade 1, although the town's burden for the increase will increase, it will no longer be subject to the reduction of the special local allocation tax, and thus we propose this amendment.
