<Public Comments: Call for Opinions> Public viewing and comment solicitation for the "Niseko Town Ordinance to Establish Standards for the Operation of Specific Infant Daycare Support Projects (Draft)" and the "Niseko Town Ordinance to Partially Amend the Ordinance on the Establishment and Management of Yoji Centre (Draft)"

The "Act to Partially Amend the Child and Child-rearing Support Act, etc." (Act No. 47 of 2024) amended part of the Child Welfare Act, and newly established provisions regarding the support program for infants and other children attending kindergarten (commonly known as the "Any Child Can Attend Kindergarten System").
　乳児等通園支援事業は、保育所に通っていない0歳6か月から満3歳未満のこどもが、就労要件を問わず、月一定時間までの利用可能枠の中で、保育所や幼稚園等を利用することができる制度で、令和8年4月から、全ての市町村において実施することとされており、本町においてもその準備を進めております。
Therefore, since it is necessary to enact new ordinances and amend existing ordinances as follows, we will publish a draft based on the provisions of Article 54 of Niseko Town Basic Ordinance for Town Development and invite your opinions.

＜ニセコ町特定乳児等通園支援事業の運営に関する基準を定める条例（案）＞
The national government has issued the "Standards for the Operation of the Daycare Support Program for Specific Infants, etc." (Cabinet Office Ordinance No. 95 of 2025), which sets out standards for the capacity and operation of approved facilities, etc. in order to be eligible for grants (financial support) when implementing this program. Each city, town, and village is also required to set the standards for confirmation by ordinance. Therefore, our town will also enact a new ordinance based on the Cabinet Office Ordinance.
*The proposed ordinance is as follows, but is equivalent to the standards set out in the Cabinet Office Ordinance.

　
<Draft ordinance amending the ordinance regarding the establishment and management of Niseko Town Yoji Centre >
In order to implement this project in our town, we will be collecting contributions from users of this system, so we will need to add a provision regarding "childcare support fees for infants, etc." Therefore, we will amend this ordinance. We will also revise the wording.
