Public inspection of the ordinance (draft) that establishes standards for the facilities and operation of Niseko Town infant and child daycare support program

The "Act to Partially Amend the Child and Child-rearing Support Act, etc." (Act No. 47 of 2024) amended part of the Child Welfare Act, and newly established provisions regarding the support program for infants and other children attending kindergarten (commonly known as the "Any Child Can Attend Kindergarten System").
The Infant and Child Daycare Support Project is a system that allows children aged between 0 and 6 months and under 3 years who are not attending daycare centers to use daycare centers and kindergartens, etc., within a certain number of hours per month, regardless of their employment status.This system is scheduled to be implemented in all cities, towns, and villages from April 2026, and our town is also making preparations for it.
The government has issued the "Standards for the Facilities and Operation of Infant and Other Daycare Support Programs" (Cabinet Office Ordinance No. 1 of 2025), and each city, town, or village, which is the implementing body, is required to set approval standards in ordinances and grant approval based on those standards.Therefore, our town will also enact a new ordinance in accordance with the Cabinet Office Ordinance.
Therefore, in accordance with Article 54 of Niseko Town Basic Ordinance for Town Development Ordinance, we will publish a proposal and solicit your opinions.
