Hokkaido is recruiting consumer life monitors as follows:

1 Main duties of the monitor
(1) Monthly survey on price trends and availability of essential commodities for daily living (conducted around the 10th of each month).
(2) Conduct surveys on product and service labeling, etc. (approximately twice a year).
(3) Answer the questionnaire (approximately once or twice a year).
(4) Submit other comments as necessary.
 
2. Monitor Qualifications
Applicants must meet all of the following criteria:
(1) A person who agrees to the Guidelines for Establishing Consumer Life Monitors and the Guidelines for Operating Consumer Life Monitors (hereinafter referred to as the "Guidelines").
(2) Any person who meets the following criteria:
Monitors must meet all of the following criteria:
・Anyone aged 18 or older (excluding high school students) who resides in a designated city, town, or village.
Those who make purchases of everyday items at stores around the 10th of each month
-Those who are willing to carry out the duties as monitors
-Those who can attend the monitor training seminar hosted by Hokkaido
(3) Those who agree to the "Points to Note when Working as a Consumer Life Monitor" below.
 
3. Term of Monitors
From April 1, 2025 to March 31, 2026
 
4. Honorarium
To be determined (Actual amount for FY2024: 1,600 yen per month (19,200 yen per year))

"Points to note when working as a consumer life monitor"

1 Please be aware of the following points when working as a consumer life monitor in Hokkaido.
(1) When working as a consumer life monitor, you are required to comply with all applicable laws and regulations.
(2) Travel expenses will not be reimbursed except for attendance at monitor training sessions organized by the prefecture.
Please conduct a monthly price survey of food items, etc. around the 10th of each month when you go shopping in the store.
Price surveys of household fuels, etc. can also be conducted by interviews over the telephone, etc.
(3) If you are unable to cooperate with the price survey due to reasons on the part of the store, the survey will be cancelled.
Please contact the relevant Regional Development Bureau or the Regional Development Bureau's Health and Environment Department, Environment and Lifestyle Division (hereinafter referred to as the "Environment and Lifestyle Division").
(4) Monitor numbers, stores subject to monthly price surveys, etc., and information that can identify the stores,
Do not disclose this information to anyone.
(5) The relationship between the prefecture and the consumer life monitors does not constitute an employment contract or a contract for services.
For this reason, the prefecture cannot be held liable for any damages caused by the monitor's activities.
If difficulties arise, discontinue the investigation immediately.
(6) If you move or decline your appointment, please notify the Environment and Lifestyle Division within one month.
 
2 If you do not comply with the above 1, or if we deem it inappropriate to continue to appoint you as a monitor for any other reason, your appointment may be revoked.

In the event of a large number of applications, the selection process will take place in Hokkaido.
