1) In order to clarify the idea of ​​the town, we prepare a preamble.

2) Simplification of procedures

Information that clearly indicates that it does not fall under the privacy of individuals among town administrative information is defined as "Disclosure Information" and we simplify procedures related to billing and disclosure (omission of invoices etc.). (Disclosure on the spot, reducing the burden on the claimant.)

3) Public town information is handled as disclosure information

The town administrative information once decided for disclosure is handled as "disclosure information" which simplifies the procedure, considering the convenience of the requester and rationalization of administrative procedures, simplifying the billing procedure.

4) Anyone can make a claim

Anyone can claim it without restricting the extent to which the town administrative information disclosure can be requested to the townspeople and others.

5) The reason for non-disclosure explains the reasons of non-disclosure with additional reasons in writing

When the requested information is determined to be "not disclosed" or "only partial disclosure", the notice will be attached to the notice why it is not disclosed. In addition, the executing agency (town, parliament, etc.) stipulates accountability as "we must explain the reason for non-disclosure".

8) Public official's name is published

The names, positions, and job contents of public officials (local public officials, national public servants) and public officials who are involved in the performance of their duties are excluded from the information to be protected by individuals and subject to disclosure.

9) Disclose information on invested corporations and supplementary organizations

Investment corporations that have contributed more than one-half of their capital and supplementary organizations supporting more than one million yen per year are obligated to disclose information. In addition, the executing agency stipulates that when the request for disclosure of information concerning the corresponding investment corporation etc. is requested, the executing agency can request that the necessary information be submitted and can be made public. Furthermore, in order to ensure the effectiveness of these, the executing agency will enter into an agreement with the corresponding investee corporation, and provide supplementary conditions to supplementary organizations.

10) Search information and make it convenient for the requesting party

The executing agency will provide necessary information so that the person making the request for disclosure can obtain the information. We also stipulate that we will take actions that take convenience into account.

11) Publication fee

The commission is free.
However, in giving copies etc., we will pay the actual expenses. (There are exemption measures for living guardian etc)

12) Disclosure of deliberations of attached agencies

In principle, various meetings to be held in adjunct organizations such as the council and executing agencies are made public.

Niseko Town has enforced the Information Disclosure Ordinance since April 1999 to ensure this system.

Document management is a two-wheeled vehicle

Document management is essential for information disclosure, as compared to the two wheels of a car. In order to smoothly share the information that the government has with the residents, it is necessary to properly manage the information. There are various management systems for this purpose. Niseko Town, the ordinance was enforced before establishing a document management system because it was judged that it was not appropriate to postpone implementation due to lack of document management in the enforcement of the ordinance.
However, it does not deny the importance of document management, and it was necessary to take some time to build a management system suitable for the operation of Niseko Town after fully recognizing the necessity. .

The method of document management that Niseko Town chose is the "Filing System" AKF (Administrative Knowledge Filing). The filing system is more than just a cleanup of documents. By completely eliminating the personalization of documents and sharing documents (information), anyone can utilize the information. Documents are categorized in three levels and stored in a cabinet. The documents stored in the folder can be retrieved quickly by visually searching for the guide name.

Previously, we needed a lot of time to find the necessary documents. As a result, documents are now available at hand, and around the desk are filled with documents as soon as they are noticed. With the filing system, you can quickly retrieve documents, so you do not have to keep documents at hand. When leaving the office, all the documents are stored in the cabinet and nothing remains on the desk, so it looks like a "runway".
