Special feature: Tell me! About corporate hometown tax payment
What is the corporate version of hometown tax payment being used for?
"Hometown tax" is something we often see and hear about in many media outlets, including television and magazines. But did you know that there is a "corporate version" of this hometown tax?
Corporate hometown tax donations are being used in various projects for the town development of Niseko Town. We will introduce initiatives that demonstrate sympathy for Niseko Town so that everyone can continue to live a safe and prosperous life.
What is Corporate Hometown Tax?
Its official name is the "Regional Revitalization Support Tax System." The general "Hometown Tax" system is a system in which individuals who donate to a local government they want to support can deduct the amount of the donation from their income tax, but the "Corporate Hometown Tax" is a system in which companies can reduce their tax burden when they donate to a local government project that has been certified by the government.
◎The beginning of the system
Regional issues, such as population decline, low birthrate and aging society, and labor shortages, are becoming more diverse and complex. It is difficult for local governments and communities to solve these regional issues alone, and it is becoming necessary to develop towns that utilize the power of companies. Therefore, the Foundation was established in fiscal year 2016 as an effective support measure to promote public-private collaboration through donations and lead to the resolution of regional issues.
Niseko Town has been working on the Niseko Town hometown development donation project as a new town development participation system that accepts each person's "thoughts for Niseko Town" in the form of donations since fiscal 2004. In response to the establishment of the corporate version of the hometown tax payment system, companies that sympathize with community development will be included in this initiative, and we have started operating it from the 2020 (FY2020).
◎ Key points of the system
The minimum donation amount is set at 100,000 yen, making the system easy for companies to use.
In addition, when it was first established in FY2016, it was a system that allowed tax deductions of about 60% of the donation amount, but from 2020 (FY2020), the system was revised so that about 90% of tax deductions could be received. The point of this system is that donations to the local government where the head office is located are not eligible, and financial returns to donor companies are prohibited, so you can donate to the local government you really want to support.
◎Until donations are received
The Niseko Town Comprehensive Strategy for Local Government Creation summarizes basic goals and policies for promoting town development where people can continue to live in peace and prosperity based on the town's medium- to long-term population trends. In order to utilize the corporate version of the hometown tax donation system, the efforts to achieve the three basic goals of the Niseko Town Comprehensive Strategy for Local Government Creation must be certified by the national government.
By receiving this certification, we will be able to publicize our efforts to achieve the goal on the town's website as a local government project that can utilize the corporate version of hometown tax. We will also accept donations from companies that sympathize with the project, expressing their "feelings for Niseko Town," and work together to develop the town.
◎ Benefits of using the system
By accepting donations, the town receives financial support for its efforts, enabling it to implement various initiatives to resolve local issues. The donation system can also lead to collaboration on other projects and the development of other businesses.
In addition, there are significant benefits for companies supporting local governments, and the number of companies taking advantage of the system is on the rise.
[Benefits for companies]
1. Contribution to society
Supporting local government initiatives such as the SDGs, which are difficult to promote within a company alone, can help advance business. Donating to local governments with which you have a connection can also help give back.
2. Business development
This will lead to increased trust in the company. In addition, by having regular communication with the local government, more advanced initiatives can be realized.
3. Tax deductions
A tax deduction is available against corporate taxes.
◎ Donations to Niseko Town
2020 Since the start of the system in FY2020, we have received donations from many companies every year through the corporate version of the Furusato Tax Payment System.
As of the end of July in fiscal year 2024, we have received four donations and have also received inquiries about donations. We will continue to promote projects that utilize the corporate version of hometown tax donations.
Niseko Town Self-Government Creation Strategy
<Three Basic Goals>
1. Creating an environment that fosters industries that utilize local resources and allows for diverse working styles
2. Increasing the exchange and related populations and improving the living environment

Here's where corporate hometown tax donations can be utilized!
Corporate hometown tax donations are being used by many of you and in familiar places in your town. Here are some examples of how they have been used so far.
Preserving Railway Heritage
The former Shintoku depot turntable, steam locomotive "9643", and Niseko Express (Kiha 183-5001) are preserved as Niseko Railway Heritage Sites adjacent to Niseko Station. The preservation and exhibition of these railway heritage sites is the fruit of the hopes and dreams of many people.

Demonstration experiment of heavy snowfall-resistant solar power generation equipment
We installed solar power generation equipment that can withstand heavy snowfall in cold regions on the solar carport in Niseko Mirai (SDGs block). Using this initiative as a model case, we have found that renewable energy can be utilized even when installing solar power generation equipment in cold regions with heavy snowfall, and we are preparing to provide subsidies for installing solar power generation equipment at homes, etc. in fiscal year 2024.
We will continue to consider introducing solar power generation equipment and other renewable energy and energy-saving initiatives aimed at decarbonization.
The electricity generated by the solar carport is used to power the Mokure A building at Niseko Mirai. It is also used to power the EV car sharing service operated at Niseko Mirai. This is the first regional energy project in the town, based on an ordinance regarding the appropriate promotion of renewable energy projects. (Planning & Environment Division, Eco-Model City Promotion Section)
Camping Office
In order to promote diverse working styles, the town is creating an environment in public facilities that allows for workation and teleworking.
In order to improve the space and further improve the environment, the central warehouse complex, formerly a starch factory, which functions as a base for teleworking, was remodeled in March this year into a camping office equipped with tents, camping chairs, artificial turf booths, etc. We will promote the use of workation and teleworking by creating a space where people can relax.
We have created a space that allows you to relax and spend your time doing things like teleworking and reading, with a focus on camping equipment. It is also designed to be convenient for team meetings for work, etc. We look forward to your visit! (Central Warehouse Group Staff)
The Public Relations and Public Hearing Section also uses the Camping Office for meetings on creating the newsletter. The Camping Office has a different atmosphere than usual, which creates a sense of excitement and naturally encourages active communication. Niseko Area Circuit Bus
The "Niseko Area Circuit Bus" has been in operation since the 2018 fiscal year (Heisei 30) during the winter season. I'm sure you have used it as one of the means of transportation to get around the town during the winter. In order to ensure freedom of movement for visitors as well as local residents, the bus runs from the town center and Niseko Station to the areas around each ski resort.
At first, it was operated as a tour bus for visitors, but it has been maintained and continued to operate so that everyone can use it according to their own needs, such as operating an early morning express service for students living in the town to go to the ski resort and a night service that can be used for eating and drinking. Since it has become established as one of the means of transportation during the winter period, the operation of 2023 degrees (FY2023) was the highest number of users ever.

Sky Bus Niseko
This year marks the third year that Sky Bus Niseko is in operation.
The tourist associations of both Kutchan and Niseko worked together and the tour ran from mid-July to mid-August.
During the green season, the buses connect the two towns, operating not only during the day but also at night. The open-top buses allow you to feel the summer breeze of Niseko.
During the service, Yoji Centre residents were also invited to join in, and discounts were offered to local residents.
I took it from Kutchan Station to Niseko Station. It was a rare experience of a little attraction, and it was exhilarating. (User)

Small Hometown Development Tanabata Night Fireworks Festival
The "Small Hometown Building Tanabata Evening Fireworks Festival," which began with hand-held fireworks in an elementary school playground, celebrated its 44th year this year and was held on August 3rd.
Although it was pouring rain that day, the event was filled with smiles as both adults and children enjoyed activities such as making paper strips and lanterns and attending a festival.
The main event, the fireworks display, saw 1,500 fireworks launch into the night sky, and this year too, the crowd erupted in applause and cheers as they watched the fireworks up close.

Elementary and Junior High School Student Community Development Committee
The third elementary and junior high school student town planning committee meeting was held on August 5th, with 16 committee members participating.
This time, each group shared their ideas in three categories: "Favorite things about Niseko Town," "What they would like to see change," and "What does the future hold?", and thought up exciting play and learning spaces.
The children also heard from Yosuke Kiyobe, a local revitalization volunteer (affiliated with the Forestry Support Division of Agricultural Policy Division), about forest conservation and the cycle of nature, and then had the opportunity to try making a wooden spoon, completing their very own one-of-a-kind spoon.
At the next town planning committee meeting, we are planning a workshop to create the future of Niseko using the electronic block game Minecraft.

Picture book "A bunch of grapes"
Me and a bunch of grapes
A delicious looking bunch of grapes
Let's eat alone
When you open the picture book "A Bunch of Grapes," which was planned, supervised, and published by Arishima Takeo Memorial Museum in 2023, you will see a boy facing grapes. I pick them up and think about eating them by myself. Then a boy with blue eyes appears. I am troubled. What should I do?
A curator felt that it would be difficult to turn the story of Arishima Takeo's original fairy tale "A Bunch of Grapes" into a picture book as is, and after much deliberation, he decided to create a picture book with the idea of "mutual aid" as its essence, with the aim of questioning Arishima's ideas in the modern world and breathing eternal life into them.
In the story, the protagonist steals one of Jim's paints, a Western-style paint that he is unable to express with his own. His evil deed is discovered immediately, but a kind teacher gives him a bunch of grapes that grow on the school building.
A bunch of grapes
It's no longer just a bunch of grapes
I made a lot of friends.
What should I do?
The following expression appears in the picture book. The curator says that Takeo Arishima lived a life of deep thought and worry, but I think this picture book gives each of us an opportunity to think about the thoughts that Arishima put into the bunch of grapes in our own way.

In addition to the volleyball club, the table tennis club and individual judo players also participated in the national tournament, demonstrating the results of their daily practice. Next year, all activities will aim to participate in the national tournament, and they will continue to compete against each other.
The Niseko Marathon is coming up after the summer vacation. We are working hard every day to train our minds and bodies through sports and contribute to the local community. We appreciate your continued support for Niseko High School.

Becoming a volunteer
1st year: Nanami Takagi (from Sapporo) Assigned to Niseko High School
"I want to live in Niseko Town and be closely involved with the town's nature and the local people," "I want to be involved in education," and other dreams I had before joining the JOCV have come true, and I am able to spend fulfilling days while being encouraged by the warmth of the people involved. I am excited every day that the things I wanted to do after coming to Niseko are gradually becoming a reality, and that I am in an environment where I can work hard to make them come true. I want to continue to work in my own way!
Private Edition: My Relaxation Time
1st year: Saori Nakahara (from Kanagawa Prefecture) Assigned to Niseko Central Warehouses
Every morning, I have the habit of drawing one oracle card in the morning.
I like looking at the beautiful pictures on the cards, and it's a fun time to quietly face myself. I also like to relax at my favorite cafe, meditate while looking at Mt. Yotei, and use Access Bars to clear my head before going to sleep at night.
There are days when my daughter does it for me, and I love spending time with her too.

1st year: Osamu Muraoka (from Hyogo Prefecture)
"The rocket event was a big success"
I work at the After School Children's Classroom and Niseko Children's Center, where I watch over the children, play with them, and teach them every day. The children had a great time at the bottle rocket event we held in June! Their smiles and cheers once again made me feel the joy of community activities. I will continue to support the community as a volunteer to build a foundation for the future.
We also hope to contribute to the development of Niseko Town while watching over the healthy growth of children.
#Today's Field! vol.03
"This month's delicious vegetables"
Third-year student, Naoki Nakamura (from Sapporo City), assigned to Agricultural Policy Division
Hello everyone, this is curry rice. September is the last busy month of the year, when we harvest spinach, sweet potatoes, cane, and cherry tomatoes. We forget about our busy schedules and enjoy every day with a smile.
Spinach at this time of year is at its sweetest due to the temperature difference. We are absolutely confident in the taste, so please try Crystal Farm's spinach at least once.

Enjoying the Niconico Summer Festival with the kids
As a volunteer, I set up a plastic bottle rocket booth at the Niseko Village Nico Nico Summer Festival. Volunteers working in their respective fields worked together after meetings to create plastic bottle rockets, which they filled with the energy and smiles of children and sent flying into the blue sky over the two days. I also had a good memory of being able to take part in an event that would become a summer memory for the children. (Oba Junichi)
Team building "rafting experience" deepened bonds between team members
Since the JOCVs are usually assigned to different locations, they went rafting as a team building exercise to build relationships with the new members. It is a Niseko-like activity that can greatly shorten the distance between people. Compared to the beginning, when the members' movements were uncoordinated and their paddling speed was slow, by the end of the river they were paddling very fast and in sync. We will be demonstrating this teamwork at events in town! (Ito Risa)
Fermentation Festival in Niseko this summer!
The Fermentation Festival was held at Restaurant PRATIVO. Niseko's leading fermentation experts gathered to give presentations on fermentation research, sell limited edition products, and enjoy fermented dishes. It was a special evening where we could learn about and enjoy the profound world of fermentation while interacting with the fermentation experts. In summer, Niseko really showed us how fermented foods such as beer, sake, and cheese are gaining attention from around the world. We're looking forward to next year's event! (Deguchi Emi)

about us
Becoming a volunteer

Enjoying the short summer
The children in the 4 and 5 year old classes went swimming at the town pool.
They played by choosing between shallow and deep water and going back and forth. They each had their own way of "wanting to do" such as putting their face in, diving, or using a kickboard, and when they were able to do it, they looked happy and said "Watch me! Watch me!"
It's fun to play in a big pool!!
Sun
There was a daycare opening
We held an open daycare center where preschool children could come into the classroom with their parents and experience childcare. They had fun playing in the classroom with the current children and splashing around in water.
Although they seemed a little nervous in a new place, the children in their class seemed curious about their new friends who had joined the open daycare center, and they were seen gradually getting closer and playing with each other.

Are you sleeping well?
Do you have any of the following symptoms when it comes to sleep? Feeling sleepy during the day, not feeling like you've had a good night's sleep, waking up with a headache, excessive night sweats, waking up multiple times, etc. If these symptoms apply to you, you may have sleep apnea syndrome.
What is sleep apnea?
This is a disease in which breathing stops repeatedly or sleep becomes shallow for some reason during sleep, causing hypoxia in the body. There are two types of sleep disorders: the "obstructive type" which occurs when the air passage from the mouth or nose to the vocal cords (the entrance to the lungs) becomes narrow, and the "central type" which occurs when brain function is reduced, but the obstructive type generally accounts for the majority of cases.
One of the causes of obstructive sleep apnea is obesity.
During sleep, the throat relaxes and the air passage narrows even in normal people, but breathing does not stop. However, in obese people, the air passage becomes poor due to increased fat deposition around the throat, so breathing becomes shallow or stops. This leads to hypoxia, poor sleep quality, and symptoms such as daytime sleepiness and decreased concentration.
What's the diagnosis?
This is done through a medical interview. If sleep apnea syndrome is suspected, a test will be performed in which a machine is worn while sleeping. There are simple tests and detailed tests including electroencephalograms. The simple test can be easily performed by wearing a testing machine while sleeping. If this test shows that breathing stops or becomes shallow five or more times per hour, sleep apnea syndrome will be diagnosed.
What is the treatment?
Generally, if you experience breathing pauses or shallow breathing more than 20 times, a treatment called CPAP is indicated.
CPAP is a treatment that prevents breathing from stopping while sleeping by putting a mask on your nose and forcing air into your lungs with pressure from a special machine. For those who don't like wearing a machine while sleeping, the only thing you can do is improve your lifestyle. For example, sleeping on your side can help prevent your airway from narrowing, which is effective. In addition, alcohol and sleeping pills can reduce tension in the back of your throat and increase apnea, which can worsen the symptoms.
Since people are not aware of what is happening while they are sleeping, if you are worried please contact us as we can perform tests at our hospital.

Application for inheritance registration has become mandatory!
In order to prevent the occurrence of "unknown land," where the owner cannot be identified even when looking at the real estate registry, from April 1, 2024, it has become mandatory to apply for inheritance registration within three years of learning that you have acquired real estate through inheritance.
If you violate this obligation without a valid reason, you may be subject to a fine of up to 100,000 yen. It is a good idea to apply for inheritance registration of inherited land and buildings as soon as possible.
For details on the system, please visit the Legal Affairs Bureau's website. To request a certificate of registered matters, please use the online "Simple Certificate Request" service.
* Real estate inherited before April 1, 2024 is also subject to the obligation. In this case, registration must be completed within three years from the date of enforcement of the law (by March 31, 2027).

●This month's theme
The Constitution and the Times
I'm watching a morning TV drama called "Wings of a Tiger," which features a female lawyer. The story is set at the time when the current constitution was enacted, but it is portrayed as if the current constitution suddenly fell from the sky and was enacted by the citizens. There seems to have been a considerable difference between the public's sense and customs at the time and the new constitution.
The Constitution is one of the first subjects that students who start studying law study. The Constitution is superior to all other laws, and all laws must not violate the Constitution. If there is a law that violates the Constitution, it will be ruled unconstitutional by the Supreme Court. A while ago, the Supreme Court ruled that a law that stipulates that an illegitimate child who is not the child of a married couple is entitled to half the inheritance of a legitimate child is unconstitutional. This is a perfect example of this.
By the way, when you ask university students these days whether the Constitution should be revised, many of them say that it should be revised because it does not fit the current society. In fact, there is a lively discussion about whether the Constitution should be revised to explicitly state the existence of the Self-Defense Forces.
However, if the Constitution is considered to be superior to all other laws and must be changed because it does not match society, I fear that the Constitution, which is supposed to be the guardian of the law, will no longer fulfill its role as a constitution.
A lot is happening in the world right now. Regardless of whether or not the constitution needs to be revised, as a human being I cannot help but wish for peace.

A new Hokkaido Comprehensive Plan has been formulated!
The Hokkaido Prefectural Government has formulated a new comprehensive plan to work together with many people, including the people of Hokkaido and municipalities, to further develop Hokkaido.
In formulating this plan, for the first time in a comprehensive plan, we asked young people, from elementary school students to university students, about their thoughts on the area in which they live and the future of Hokkaido, and we also had people of a wide range of ages participate in the formulation of the plan in various ways.
Based on the new comprehensive plan, we will work to ensure that all Hokkaido residents want to continue living in their communities.
We also hold on-site lectures to explain the contents of the plan in an easy-to-understand manner, so please scan the QR code for more details.

Activities of a town development company!
We are interviewing people from the local community!
Niseko Mirai has created a dedicated homepage.
In the "Life" section, we not only introduce Niseko Mirai, but also post articles that give a more concrete idea of the appeal and enjoyment of life in Niseko.
The first article was published by Flower Shop Nonno about "Florist & Gardener Nozomi Kuwazoe teaches how to repot ornamental plants", and the second article was published by Lion Adventure about "The appeal of rafting, an activity to experience in Niseko, with Lion Adventure's Shinichi Shimoda". We focus on the activities and work of local people in Niseko, and ask them for tips on how to enrich your life in Niseko.
When I actually went there to do some research, I was able to rediscover the charm of the area, and I fell in love with Niseko even more than before! I hope that through this interview, readers will be able to discover the charms and ways to enjoy life in Niseko. Please take a look at our website!

We broadcast live from the fireworks festival!
On August 3rd, all staff from Radio Niseko participated in the "Small Hometown Building Tanabata Evening Fireworks Festival" held at the Sports Park.
Mana Kobayashi acted as the host from the opening of the event, broadcasting the situation of each corner to the venue and introducing the events held at each time. She went beyond the radio and interacted with the local people.
Starting at 6pm, "Niseko Weekend Plus", which airs every Saturday, will be broadcast live from the venue.
It was raining at the venue, but we were able to broadcast live footage of the rain subsiding and customers gradually arriving.
We interviewed members of the Chamber of Commerce and Industry Youth Division and asked them to make an impromptu radio appearance, making for a broadcast full of realism unlike the usual. The way the broadcast was done this time was that the two main personalities talked from a microphone in a booth set up in the venue, while another staff member went to the Chamber of Commerce and Industry Youth Division booth with a simple microphone and interviewed them. Another staff member joined the talk from the usual Radio Niseko station and played music, making it a simultaneous broadcast from three locations.
The fireworks festival is an important annual event that Radio Niseko gets excited about. We hope to participate again next year and help liven up the local summer.

pension news
The National Pension has various premium exemption/deferral systems, such as those based on income, those applicable to students, and those due to unemployment. However, during the period when these approvals are received, the pension amount received in the future will be less than when the premiums are paid in full.
Therefore, for these periods, you can pay the premiums later (late payment) if it is within 10 years. However, since an additional amount may be added to the premium depending on the time that has passed, we recommend that you pay the premiums as soon as possible.
If you wish to make a back payment, you will need to submit an application form and complete the procedure at your local government office or pension office.

Reducing the burden on the global environment
Due to our economic activities, the global environment is deteriorating, and we are facing crises such as global warming, marine pollution, and biodiversity. Last November, the international climate change negotiation conference COP28 was held in Dubai, and the goal of raising the CO2 reduction target of the 2015 Paris Agreement and tripling the renewable energy capacity was announced. Japan's electricity demand has been on a downward trend, but it is expected to increase in the future due to the construction of new data centers and semiconductor factories. Extreme weather disasters caused by global warming are increasing, and are having a major impact on industries such as agriculture and our lives. Measures to prevent global warming, such as reducing energy by improving the insulation performance of buildings, have become an urgent issue, and our town will also strengthen its climate change measures.

[Summer vacation children's cooking class]
We held a summer vacation children's cooking class for elementary school students with the theme of "Learn about food waste." We made two dishes for the menu: "pita bread" and "lassi." The pita bread was handmade from scratch, and the children enjoyed filling it with their favorite ingredients, such as curry, lettuce, tomatoes, and boiled eggs.
During the tasting, I gave a simple talk about "food waste," and everyone listened attentively. During the talk, I introduced how the carrots in the curry that I put in the pita bread are used without peeling them as a measure to reduce food waste. The children who participated said things like, "Can you eat them?" and "I always peel them with a peeler." I also talked about how we should start by taking measures to prevent food waste that we can do, such as "don't leave food uneaten" and "don't shop too much."
We will introduce part of the menu, so please try making it at home.
Pita bread
◆Ingredients (for 4 pieces)
◆How to make
1. Put the strong flour, weak flour, and dry yeast into a storage bag and mix well.
2. Add salt to the water to make salt water.
3. Gradually add the salt water to step 1 and knead until the dough is no longer sticky.
4. Remove from the bag, knead well again, shape into a ball, then put back in the bag and leave for about 10 minutes.
5. Sprinkle flour on a cutting board and divide the dough into 4 equal parts.
6. Using a rolling pin, roll out the dough thinly into a circle about 15cm in size.
7. Bake on a hot plate until puffed up.
8. Once cooked, remove from heat and cut in half.
9. Add your favorite ingredients and it's done.

Editor's Note
This summer has been marked by a string of dull weather. Neighborhood athletic meets and softball tournaments were canceled due to bad weather, the Tanabata evening fireworks festival was held in heavy rain, and Bon Odori dances were held in each district despite concerns about rain. I can't help but think how nice it would have been if the weather had been sunny, but this month's newsletter is full of people smiling and enjoying the Tanabata evening fireworks festival as if the weather didn't matter.
In September, the summer heat subsides and autumn comes. It's a little cooler, but there are still many exciting events planned in Niseko Town. I hope that the upcoming events will be sunny so that we can see everyone's smiling faces under the blue sky. (Ma)
