Niseko High School to become a new full-time school

Niseko High School, the only green space tourism department in the country that has produced many graduates who have studied agriculture and tourism, Niseko's core industries, plans to stop recruiting students at the end of the 2025 school year.
In 2026, the school will be transformed into a full-time, comprehensive, credit-based, university-level program, and we are considering establishing a new school.
What kind of school will Niseko High School be in two years?


Niseko High School - Full-time
Niseko High School is a daytime, part-time municipal agricultural high school with a capacity of 40 students per grade.
As the only green space tourism department in the country, all first-year students learn the basics of agriculture and tourism.
From the second year, students split into two courses: the Agri-Food Course and the Global Tourism Course, where they deepen their specialized knowledge of agriculture and tourism, the town's main industries.
However, enrollment has been declining since 2013, falling to just nine students in 2020.
Previous educational programs that focused on "developing agricultural and tourism leaders" had been criticized for not meeting students' learning needs and for not providing educational content that would attract students.
In order to overcome this situation, the town decided in June last year to switch to a comprehensive studies program starting from the 2026 academic year.
In addition, the school is also considering converting to a full-time school and increasing enrollment capacity, with plans to expand from the current one class with 40 students per grade to two classes with 35 students each (total of 70 students).

Through practical learning in collaboration with local companies and organizations, and through events created in collaboration with local people, we aim to become a presence that is loved and supported by the local community.



A new full-time school
What kind of school is it?
Why convert to a full-time education? In order to realize a variety of university options that fit each student's career path, to realize a learning environment that is unique to Niseko and linked to urban development, and to respond to globalization, it is necessary to increase educational resources, including the number of teachers and students, and to expand the educational curriculum.
For this reason, we are considering switching to a full-time education system and reviewing the size of the school.

Why increase capacity?
1. Revitalization of the school By having two classes, we can create an environment where students can improve themselves through distinctive learning, enriching school events, and participating in club activities such as the High School Athletic Federation and the High School Cultural Federation.
2. Increase in the number of teachers With more teachers available, students can receive small-group instruction based on their math and English proficiency level, and take individual science courses, making it possible to prepare students for entering prestigious science universities while also enjoying the unique learning experience that is unique to Niseko.
3. The increased student enrolment quota will make it easier for students from Niseko Junior High School to enrol.

How will the entrance exam process change?
Until now, the only method of entrance examination was interviews, but as the school plans to become a full-time institution, academic ability tests and interviews will also be conducted.

How will we secure classrooms as capacity increases?
We will gradually renovate existing practice rooms and other facilities to prepare for accepting students.

How do you deal with your studies when changing departments?
Rather than starting with a departmental change in 2026, we are already working on new education to ensure that it is reflected in current students' learning as much as possible.

How will the curriculum change?
Unlike the previous course-based learning, students can choose and study the subjects that suit their career path. The Comprehensive Studies Department allows students to choose and study both general and specialized subjects. We are currently considering the curriculum proposal for the 2026 academic year.

1. Urban development as education
・As a high school in a SDGs future city, we study sustainable tourism, international culture, and multiple foreign languages.
・As a high school in Eco-Model City, students will study the school's unique subject, "Environmental Studies."

2. Using local resources for education
・In the school's unique subject "Niseko Studies", you will learn about Niseko's industry, nature, history and culture.
- In the school's unique subject, "International Liberal Arts," students will learn about world languages and cultures and sustainable tourism.

3. Education for digital transformation and entrepreneurship
・As part of entrepreneurial education, we will use data and AI to engage in research activities aimed at solving local issues.
・To develop a multifaceted way of thinking that combines the humanities and sciences, all students will be able to take courses related to data and AI.

4. Response to difficult entrance exams for science universities
Students can freely combine elective courses (major) that will help them realize their careers and elective courses (minor) that fit their interests.

5. Improving English education
・You will acquire advanced English skills through school-set subjects in the specialized subject of "English."

6. Introduction of Japanese language education
・For foreign students and students whose Japanese language skills are insufficient, we will provide the opportunity for them to learn Japanese through school-specific subjects.

Second dormitory
In preparation for the expansion of the school from 2026, the town is considering building a second dormitory for students from remote areas, Kibougaoka Dormitory (accommodates 36 students).
● Planned construction site
We are considering building the school on the former town sports ground, so that we can accommodate future expansion as the number of students increases.
Capacity: Approximately 70 people
From 2026 onwards, we expect that half of the 70 students per year will live in the dormitory, and we believe that we will need a dormitory that can accommodate approximately 100 students, including the Kibougaoka dormitory.
●What kind of dormitory is it?
We are considering building a dormitory that is open to the local community and that provides both a space to spend time alone and a space to gather with others.
This year, we plan to carry out basic design and formulate a proposal for consideration.



Promoting Digital Transformation
In order to become the kind of "global talent with civic pride" that Niseko High School aims to nurture, students need to acquire knowledge in fields that interest them, as well as literacy in mathematics, data science, and AI.
Niseko High School has developed the "Niseko High School DX High School Initiative" to acquire the qualities and abilities to explore and solve increasingly complex local issues. It applied for this initiative to the Ministry of Education, Culture, Sports, Science and Technology's "FY2024 High School DX Acceleration Promotion Project" and was adopted on April 16th.
What is the High School Digital Transformation Acceleration Promotion Project (DX High School)?
This is a project that provides financial support for the necessary environmental improvements to schools and other institutions that implement curricula that emphasize education in areas such as information and mathematics, as well as strengthen cross-disciplinary, inquiry-based learning using ICT.
A subsidy of 10 million yen is available to cover the costs of implementing initiatives to support the digital growth sector in high schools and other institutions.

We are currently preparing to open an on-campus study abroad facility called "NISEKO World Village" (tentative name) from April 2024.

We have ALTs and staff who can speak foreign languages, and we create an environment where students can be exposed to the languages and cultures of various countries, including Japan, through seasonal events and regular activities.
We also aim to create a space where students and international students can interact across grade levels.
● A regional hub for English education and international understanding
As a base for the "English Style" of the "Niseko Style of Education" being promoted by the town's Board of Education, Yoji Centre aims to develop "English Time" and "After School World Classes" for elementary, junior high, and high school students.
We are also considering holding local exchange events with Hokkaido International School Niseko and KIU Academy Niseko (scheduled to Established in April 2025).
We are also considering planning events for local residents.
●NISEKO World Village Pre-Event
On May 9th, a pre-event for NISEKO World Village was held.
51 students and two junior and senior high school ALTs participated, and everyone enjoyed interacting with each other regardless of grade or nationality.
We also played a true or false game in English called "True or False Question," allowing the children to have fun while learning English through the game.

We feel that Niseko High School is an important presence in the town development of Niseko Town. Students are actively learning as the core of the younger generation, actively participating in local events and working on product development in collaboration with local businesses, and they value interaction with the local community.
Currently, Niseko High School is clarifying the type of student it should be cultivating, and is recruiting students not only from the town, but also from neighboring towns and villages, as well as from the whole of Hokkaido and the whole country. By gathering students not only from within the town, but from all over the country, it will be a diverse student group.
On top of that, I want our school to be one that respects the individuality of each student and values diversity.
I also believe it is important for students to take the initiative in trying new things and actively participate in school management.
Niseko High School offers many learning opportunities unique to Niseko, such as distinctive learning in collaboration with the local community and English language learning through international exchange. We hope that students will grow up to be people who are proud of having studied in Niseko Town.
Furthermore, I hope that Niseko High School will become a school that is loved by the local community.

The town publishes its financial situation twice a year (June 1st and December 1st).
What we are announcing this time is the financial situation for the second half of 2023 (as of March 31st).

The final budget for the general account was 6.65596 billion yen, an increase of 815.06 million yen from the previous year.

Major large-scale public works projects have included the Fire Department Building Redevelopment Project, urban water pipe renewal project, Kutchan Kosei Hospital Phase 2 construction cost burden project, public housing improvement project (Chuo Danchi Building 6), town road maintenance and repair project (Ohanai Forest Road slope repair, etc.), and bridge longevity improvement project (Ogawa Bridge, etc.).

In fiscal year 2024, we will systematically implement projects such as the redevelopment of the fire station (implementation design and construction work), the second phase of construction at Kutchan Kosei Hospital, extending the lifespan of the early Yoji Centre, construction of the sidewalk in front of the town hall (implementation design), and improvement of public housing (improvement work on Central Housing Complex Building No. 5). We will also work to extend the lifespan and systematically renew facilities that are essential to daily life, such as roads, bridges, and water supply systems.
In addition, as carryover projects from 2023, we will also be implementing housing development projects to promote permanent residence, new housing complex development projects, grant and fixed tax reduction support projects, and road development projects.
The total amount of the budget to be carried over is 773.87 million yen, and the plan will be implemented by securing revenue through subsidies from the national and prefectural governments and issuing town bonds.
We will continue to thoroughly review our operations, execute the expenditure budget efficiently, and implement necessary measures to maintain and develop the town.
In order to reduce future burdens, we will prioritize projects from a medium- to long-term perspective and implement well-planned and balanced financial management.


Special accounts
Special accounts are set up when it is necessary to separate general revenues and expenditures from general revenues and expenditures in order to carry out specific projects.
Currently, there are four special accounts: National Health Insurance, Medical Care for the Elderly, Simple Water Supply, and Public Sewerage.

The 6th Comprehensive Plan to Create the Future of Niseko Town has begun

This year, the Sixth Comprehensive Plan, which will serve as a guideline for Niseko Town 's urban development over the next 12 years, has begun.
What will Niseko Town aim to achieve in the next 12 years as it develops the town?
This month we will provide you with an outline of the 6th Comprehensive Plan.

What is a comprehensive plan?
A comprehensive plan sets out a future vision for urban development and serves as a guideline showing a comprehensive, planned direction for achieving it.
In Niseko Town, the plan was created based on Article 37 of the Basic Town Planning Ordinance, which is the "town constitution," and is positioned as the town's highest priority.

how did you make it?
Last year, the council, consisting of 12 members, met five times to discuss the direction Niseko Town should aim for in 12 years' time.
We also conducted a survey of 1,500 townspeople, held workshops for adults and children, and held town development lectures for townspeople, taking into consideration the opinions of many people.
We also received opinions at urban development discussion meetings held in 14 locations within the town.

What kind of feedback did you receive?
The left shows our thinking, which has been compiled from opinions received through townspeople surveys, workshops, and town planning lectures, as well as discussions in councils.

●Shift from "harmony" with the natural environment to "protection"
The townspeople are proud of the beautiful nature of Niseko Town, but are concerned that recent resort developments may have a negative impact on the natural environment. The town will send out a strong message by shifting the focus from "harmony" with the natural environment, as set out in the Fifth Comprehensive Plan, to "protecting" it.
● Raising children who will lead the next generation together
In the future, the working-age population, which is the core of children and labor, is expected to decrease, and it is necessary to develop a town that the young generation who will lead the next generation will want to continue living in. We will provide education that is open to the local community and involves townspeople and people who are interested in Niseko Town.
● Circulate the local economy
Niseko Town has established the Niseko brand through agriculture, construction, tourism, service industries, etc. In the future, we will circulate the value created there within the region, attract new investment, and develop the town's economy.
● Aiming to create a livable town
In order for the townspeople to continue living in the area, it is important to develop a town where they can live safely and securely. We will develop a comprehensive transportation system, including the Shinkansen, expressways, and buses that will be opened in the future, and ensure that medical and welfare services are provided so that the elderly can live in peace of mind.
● Citizens who think and act for themselves
As the population increases due to the influx of people raising children and foreigners, the needs of the townspeople are also diversifying. In order to respond to these diversifying needs, the townspeople need to cooperate with each other, think for themselves, act, and take responsibility for town development.

Looking ahead 12 years from now
The comprehensive plan will be reviewed every four years to include an evaluation of projects and new initiatives to keep up with the changing times.
This review, which takes place every four years, is structured to be linked to the mayor's term of office.
However, the government alone cannot carry out everything written in the comprehensive plan.
The government, townspeople, and businesses need to work together, think for themselves, take action, and take responsibility for town development.

Background and purpose
In order to maintain the beautiful scenery into the future, the town enacted the "Niseko Town Landscape Ordinance" in 2004.
Since then, whenever there have been plans for large-scale construction or development, we have created the landscape while deepening mutual understanding between the project developers and local residents through information sessions for residents and other means.
However, in recent years, there has been an increase in complex construction and development plans, including unprecedented large-scale developments, in each region, and it is becoming difficult to respond to these projects using current ordinances and regulations alone.
Therefore, in order to continue creating better landscapes in the future, we have established goals, policies, and standards for landscape formation for the town as a whole and for each region, and have formulated architectural guidelines that summarize the town's urban development goals and points to consider.

Formulation process
The town has been working on formulating specific guidelines for the past three years. In fiscal 2021, the town conducted a preliminary survey to determine the actual state of land use and legal regulations in each region in order to formulate guidelines suited to the characteristics of each region.
In fiscal 2022, we will hold workshops and surveys for each district. We will also listen to opinions at town development meetings and create a draft guideline.
In fiscal 2023, the Architectural Guidelines Review Committee, consisting of 17 members, was held three times, and a town development lecture was held for townspeople.

Coverage
These guidelines apply to the entire town and set out points of consideration.
In addition, with regard to landscape items, the area is divided into areas with different landscape characteristics, and in addition to the town-wide policy, considerations for each area are defined.
More detailed considerations regarding landscape at the district (small area) level will be determined in area guidelines compiled by the local residents.

Based on the landscape goal of "protecting and nurturing the beautiful and magnificent Niseko scenery and creating a collaborative landscape," we have indicated common matters for the entire town and have determined considerations for each district, as shown on the left.

Common matters for the entire town
● Making use of landscape resources
- The layout and scale will make the most of the landscape's resources as much as possible.
- Take care not to impair views of scenic resources from major roads, etc.
● Relationship with the surrounding area
- Consider the distant view with mountains and rural scenery in the background.
- Value the continuity of the streetscape and the expansive landscape and middle ground of farmland and forests.
●Layout plan (exterior)
- For the parts of the site adjacent to major roads, consideration will be given to continuity and harmony with the surrounding area, and to the scenery along the road.
- The layout and exterior planning will take into consideration the lifestyles of local residents.
In addition, it describes the location, color, design, and form of buildings and structures, the design of advertising materials, and landscape creation activities.

Subject of consultation based on Landscape Ordinance
Business operators who intend to build buildings above a certain size (such as buildings or structures over 10m in height, or buildings with a total floor area of over 1,000 square meters) or develop land must consult with the town in advance.
As a general rule, when holding discussions with the town, a preliminary landscape survey and a public information meeting will be required, so prior coordination (prior consultation) on these matters will be necessary.
In addition, in order to deepen mutual understanding of landscape creation among relevant residents and others, please make efforts to make the details of the project public from the planning stage prior to the preliminary landscape survey (advance disclosure of project plans).
*Regarding advance adjustments (advance consultations), the ordinance is scheduled to be revised to include additional provisions such as making advance discussion meetings mandatory at the planning stage and establishing an expert committee.

Snow disposal considerations
Niseko Town has been designated as a special heavy snow area under the Act on Special Measures for Heavy Snow Areas, and so has decided on new considerations regarding snow disposal.
● Arrangement of buildings and structures (also positioned as an examination criterion for Landscape Ordinance)
- Consider the approach (snow removal area) from the road to the entrance (front door).
- Setback distance from neighboring property should take falling snow into consideration.
- Ensure space for snow accumulation.
・Install auxiliary equipment for buildings (kerosene tanks, gas cylinders, septic tanks, etc.) taking into account where snow will fall from the roof.

It also describes consideration of energy conservation and renewable energy with a view to decarbonization, water supply and drainage that takes into consideration the protection of water resources and environmental pollution, conservation of forests, farmland, and rivers, environmental conservation such as waste sorting, and considerations during construction.

What is an elementary school like?
Welcoming party for first-year students
On April 26th, Niseko Elementary School and Kondo Elementary School held welcome ceremonies for their first graders.
In addition to introducing the school song, the older students introduced the various events that take place at the school, the types of teachers there are, the rules and so on in creative ways, such as quizzes and plays, which created a lot of excitement in the venue.
At Niseko Elementary School, all the students played the game of "Look the other way" and had fun playing together. At Kondo Elementary School, the first graders introduced themselves and announced their names and favorite things in a loud voice.
Both first graders and upperclassmen are looking forward to their elementary school life from now on.

Kotobuki University Opening Ceremony · Learning Meeting
The opening ceremony for the 2024 Kotobuki University (Senior Citizens' Class) was held on April 19th, and 70 students were enrolled.
At the study session held on the same day, President Kataoka gave a lecture on health for living a vibrant life and showed photographs looking back at Niseko Town in the past.
The students listened intently to the talk about health, but couldn't help but smile when they saw the nostalgic photos from the past.

Spring Fire Prevention Campaign Parade
The Niseko Branch of the Yotei Sanroku Fire Department held a fire prevention parade in conjunction with the Hokkaido Spring Fire Prevention Campaign, which began on April 20th. Fire engines and tankers went around the town to promote fire prevention.
In addition, members of the Niseko Town Women's Fire Prevention Club handed out fire prevention awareness materials in front of the fire station and taught children the importance of fire prevention measures.

Shiribeshi Black & White Show
The 47th Shiribeshi Black & White Show was held at the town's Livestock Fairgrounds on April 23rd. Many dairy cows that are the pride of the town and other dairy farmers in the area who raise them with great care on a daily basis were exhibited, and they were judged by month and age on the basis of physique, balance of body parts, etc.
A judging contest was also held at the venue, with the audience intently participating in the judging.

Chinese and New Zealand Cooking Class
The Coordinators for International Relations (Niseko FRIENDS Office) held a Chinese cooking class and a New Zealand cooking class.
At the Chinese cooking class held on April 20th, students made and ate Zhou Cai Hozi (pan-fried dumplings with chives and eggs) and Qing Tuan (steamed rice cakes with mugwort powder).
We also enjoyed 30 different kinds of Chinese tea, including oolong tea and pu-erh tea.
At the New Zealand cooking class held on April 27th, students made ginger crunch, hokey pokey, and Anzac cookies in honor of Anzac Day (April 25th), a day to commemorate and honour those who fought bravely for their country during the war.
They had a great time experiencing a different culture and enjoying the delicious food they had made themselves.
This month, the second Chinese cooking class and New Zealand cooking class will be held. Why not enjoy the culture and cuisine of various countries through cooking classes?

Awaken your creativity!
artology workshop
On May 9th, an Artology Workshop was held at Asobook.
In this workshop, graphic artist Masako Muramatsu will be the instructor, and participants will experience the creative process of various artworks that have developed mainly in Europe and the United States.
On this day, the final part of the six-part series, the participants took on the challenge of painting landscapes using Crayola (crayons), a tool commonly used in the West. They drew 10 motifs related to landscapes with a black pen and then colored them. Each participant showed their drawing and shared their thoughts and feelings about how they felt before and after drawing.

A total of 95 people participated and enjoyed the art.

Spring Cleanup Strategy
The annual "Spring Clean-up Campaign" was held on April 26th, mainly on the main roads in the town. Thanks to the cooperation of townspeople and various organizations, a lot of trash, such as discarded cigarette butts and plastic bottles, was picked up along the roads after the snow melted.
To preserve the beautiful scenery of Niseko, please refrain from littering or illegal dumping.

Harvesting eggs of the huchen
On May 6th, the "Obirame Association for the Future of the Shiribetsu River" collected and measured the eggs of spawning-season huchen at Arishima Pond near Arishima Takeo Memorial Museum. In the future, they plan to release artificially hatched juvenile fish into a tributary of the Shiribetsu River.
The Obirame Association has been carrying out this activity since 2001, aiming for the complete recovery of the hucho population.

About 30 huchen are protected at Arishima Pond.



Towards resolving regional issues
Comprehensive partnership agreement signed
On May 13, the town signed a comprehensive partnership agreement on urban development with Deloitte Tohmatsu Financial Advisory LLC, a member of the Deloitte Tohmatsu Group.
We will work to promote sustainable industry that utilizes the resources and people unique to Niseko Town, and promote collaborative urban development with the aim of solving the town's problems and developing the local economy.

This month, I would like to introduce a method that allows you to easily communicate with your town about things that you have noticed on a daily basis regarding towns and community development. Please feel free to use it.




Submit "My Opinion"
This month's newsletter contains a form titled "My Opinion." This form is enclosed so that you can easily share with us any opinions or questions you may have about the town and its development.
This form can be shaped into an envelope with glue and sent as mail (no stamp required). The form that arrives at the town will be opened by the town mayor himself and the contents will be checked. After that, we will respond to each of your opinions and questions, so please fill in your contact information such as your address and name as much as possible (personal information will be strictly protected).
In addition, we will give instructions to the department in charge about what needs to be addressed and what is possible, and we will respond as soon as possible.
In addition to this form, opinions are accepted by any means, such as letters, faxes, e-mails, and "town development public hearing boxes" installed in various places in the town.
*"Machizukuri Public Listening Boxes" are installed at the town hall, townspeople center, Kiranoyu, and Asobukku.

On May 17th, the school preliminaries for the opinion presentation contest, one of the three major events for the Agriculture Club, were held. This was the last opinion presentation contest for Niseko High School, so everyone was psyched up from the class preliminaries. The two students selected in this school preliminaries will move on to the Southern Hokkaido competition.
The ability to have your own ideas and express them is a skill that will be necessary when you enter society. I think this competition will be the first step in acquiring that ability.
I will continue to accumulate various experiences and grow into a human resource that society needs together with everyone at Niseko High School!

Opening of the mountain and a turning point in life

1st year: Kodai Ogura (from Fukuoka Prefecture)

After a long, long winter, the forest is finally ready for work to begin.
This winter, starting with volunteering for the Noto disaster relief effort, there were many life-changing events for me.
In order to raise funds for my trip to Noto, I sold off my winter sports equipment for charity, which made me realize that winter sports are a thing of the past that I no longer need. I am moving forward to the next page of my life!!

I'm looking forward to all the different events!

New Community
At Niseko Mirai, the first house was completed in March of this year! With the increase in new work, I am busy, but with the support of my seniors, I am living an exciting life every day. In April, the solar panels will be operational, and the EV sharing business that I am in charge of will move to a new step. The team is working together, and the insatiable spirit of inquiry is busy, but it is a worthwhile challenge.
We are also in charge of local events, and are considering launching a new community as well as holding a park golf tournament and BBQ in July!

Spring Cleanup Strategy
As spring flowers begin to sprout, garbage also begins to surface.
We all picked up trash on the side of the road at the same time. It was a cloudless day, so we were able to enjoy the scenery while picking up trash. We were surprised to find a bathtub that had fallen off, but we are working to make Niseko a clean and pleasant town for people who come to enjoy it. We had a chance to interact with each other in a way that is unique to times like these, and it was a fulfilling time.

I want to be someone who can live anywhere
I've been living in Niseko for four years now. I took maternity leave during my volunteer term, so I've been working here for a little longer than the usual volunteer term.
During my assigned activities, I took advantage of my experience as a photographer to introduce Niseko's scenery, gourmet food, businesses, and more through photos and videos on social media. During my independent activities, I experienced the launch and management of the pension "Ginkei" at the foot of the Annupuri ski resort, and was able to experience firsthand the Niseko that is inundated with tourists from all over the world.
Currently, after obtaining a real estate license last year, I am studying for a legal license while exploring how I can be involved in Niseko. In the future, I will use my experience in photography, building management, and other fields to improve myself so that I can live anywhere.

I've gotten used to my new life
The new school year has begun, and a month and a half has passed since we started living at Yoji Centre.
They have left their homes and are living in a group setting...At the beginning, there was a lot of crying at the center, but now it is being replaced by laughter.
While spending time with others, children become interested in their friends' behavior by singing together, imitating others, and sometimes even fighting over toys. In the process, they become aware of others' feelings and learn various things.

When we go for a walk, they tell me about the horsetails and dandelions they find. They seem to be having fun, chatting with their friends and saying things like "They're so pretty" and "They're so cute."
They also run across the grass after the snow has melted, playing energetically in the spring outdoors.
It's a comfortable season to spend time outdoors. I'd like to enjoy a walk in the warm weather.

It's a refreshing season now, why not go for a walk?

Easy-to-start exercise
Some people may think of walking as an easy form of exercise to start. According to the latest survey, the number of people walking is increasing year by year (Sasakawa Sports Foundation).

Be careful of injuries and falls!
When starting exercise such as walking, be careful not to injure yourself or fall. Fractures caused by falls can lead to frailty and bedriddenness.

When to start walking
So, what are some ways to walk effectively? Here are three points to keep in mind: 1. Preparation beforehand, 2. Getting in shape, and 3. Food.
1. Advance preparation
First, check the size of your clothes and shoes. Wearing the wrong size clothes can lead to injury or falls.
2. Get in shape
Lack of sleep and accumulated fatigue can lead to a decrease in concentration and can cause unexpected injuries, falls, and accidents. Make sure you get enough sleep and rest, and keep your body active.
Also, some medications can cause dizziness or lightheadedness as a side effect. Please consult with your doctor to find out the appropriate amount of exercise for you.
3. Meals
Exercising, such as walking, uses all the muscles in your body. Be sure to include plenty of protein (meat, fish, soy products, etc.) that builds muscle.

It's important to continue
It has been shown that walking regularly is effective in lowering blood sugar and cholesterol levels, which can help prevent lifestyle-related diseases such as stroke (according to the Japan Obesity Prevention Association).
It also helps the elderly maintain and improve their muscle strength and sense of balance, and is effective in preventing injuries and falls. As a result, it helps prevent frailty and bedriddenness, as mentioned earlier.
Regular exercise is effective for improving your health no matter what generation you are. Now that the weather is getting more comfortable, why not try walking or some other form of exercise to enjoy the refreshing early summer weather?

New Freelance Law
The new freelance law (official name: Act on the fairness of transactions involving specified contract businesses) will come into effect by autumn 2024.
This law aims to make it easier for freelancers, such as those working in delivery and transportation, system development engineers, web designers, and writers, to work.

The changes are as follows:
1. All ordering businesses are now required to clearly state the terms of the transaction, such as the work content, amount of compensation, and payment date, in writing, by email, social media, etc.
2. Contracting entities that employ employees or have directors will pay the remuneration within the shortest possible period, but not later than 60 days, from the delivery of the work results.
In addition, when recruiting contractors through advertisements or other means, the recruitment conditions will be required to be accurately displayed, and companies will be required to have a harassment consultation system in place and not to treat anyone unfavorably (such as being denied new orders) as a result of seeking such consultation.
3. Among ordering businesses that employ employees or have directors, businesses that have an ongoing relationship of placing orders with a certain freelancer will be prohibited from refusing to accept deliveries, reducing remuneration, or returning goods, including cases where they unilaterally cancel orders.
In addition, it is prohibited to set extremely low remuneration or to force employees to use goods or services designated by the business operator without a legitimate reason.

Forestry environment tax (national tax) is levied
The Forest Environment Tax is a national tax established to ensure a stable source of funding for forest management and promotion policies.
Starting from fiscal year 2024, individuals with addresses in Japan will be levied this tax in addition to the flat-rate town and prefecture resident tax.

Management status of general waste final disposal sites
Last year, we did not carry crushed incombustibles to the final disposal site either.
Currently, about 88% of the waste capacity of the landfill site has been buried, approximately 20 years after it began operation.
◎The water used in the disposal site is cleaned and discharged into the river.
At the final disposal site, water is sprinkled to prevent scattering of garbage and to reduce its toxicity.
Sprinkled water is collected in the water treatment facility on the premises, purified, and then discharged into the river. (table 1)

◎The future of final disposal sites
When the final disposal site was first constructed, it was expected to be full by the end of fiscal year 2009. However, due to the trends in landfill volume to date and the cessation of incineration ash delivery due to the conversion of combustible waste into solid fuel, the period of use has been extended (Table 2). As of fiscal year 2018, final disposal has been carried out at a private facility.
To protect the local environment, we ask for your continued cooperation in reducing the amount of non-burnable garbage and oversized garbage and separating recyclable garbage.

Hokkaido Crossing Expressway
New business venture between Niseko and Kutchan
On April 1, 2024, the Ministry of Land, Infrastructure, Transport and Tourism announced its budget allocation, and it was decided that the Hokkaido Trans-Hokkaido Expressway Rankoshi-Kutchan Road (between Niseko and Kutchan) would be made a new project.
The Rankoshi-Kutchan Road (between Niseko and Kutchan) is an 11.7km long road that will connect to the Kutchan-Yoichi Road, construction of which is currently underway. The development of this road is expected to bring the following benefits:
・Improved speed from New Chitose Airport and Sapporo to the international tourist resort "Niseko"
・Improved speed and stability of access to advanced medical facilities
- Ensuring alternative routes in the event of a large-scale disaster and ensuring a highly reliable road network that will function even when a disaster occurs

Niseko Town National Agricultural Land Reorganization and Development Project Promotion Committee General Meeting and District Promotion Committee for FY2024 were held!
The 2024 General Meeting of the Preparatory Committee was held at the Town Hall on April 12th. The meeting was attended by 25 people, including guests, representatives and vice-representatives from each district, and the Otaru Development and Construction Department and the Shiribeshi Chubu Agricultural Development Office, who discussed and approved the report from the secretariat and the contents of the budget proposal.
The Otaru Development and Construction Department, which will be running the project, introduced its staff, explained the project content for fiscal year 2024, and future project schedules, and there was a lot of exchange of opinions.
The district promotion committee meetings were held at four locations in all eight districts from April 22nd to April 25th, and were attended by a total of 31 farmers participating in the project.

Child-centered society
The slogan of the Agency for Children and Families, which is responsible for Japan's child policy, is "A society with children at the center." Last year, the Basic Act on Children was enacted and the Children's Policy Guidelines were decided. Children's rights and child-rearing support have finally become important issues for the Japanese government, but compared to other developed countries, Japan is a country where support for child-rearing and education is weak.
This outline requires local governments to make an effort to reflect the opinions of children and those involved in raising children when implementing child-related policies. Article 11 of Niseko Town Basic Ordinance for Town Development, enacted in 2000, stipulates "the right of town residents under the age of 20 to participate in town development," and children's opinions are reflected in comprehensive plans, etc., and a children's assembly and children's urban development committee have been implemented. This year marks the year that this basic ordinance is being reviewed, so let us know your opinions!

Niseko's summer season has begun!
Hello! This is Matsuda, the director.
The snow has disappeared from the square in front of the old starch factory, and Niseko's summer season has begun! Swings, chairs, and tables have been set up since May, so please feel free to come and visit us on a nice day.
On Sunday, May 12th, a bicycle event called "NISEKO GRAVEL" was held at this square as its main venue, and around 200 bicycles and their riders gathered on the day.
There were also food trucks and food stalls, so even people who didn't have bikes could enjoy the event, and it was a lively day! In fact, I, the director of the museum, also entered the 60km short course category and enjoyed the event myself.
Also, as introduced in the April Central Warehouse Group Newsletter, we have undergone a major makeover and changed the interior of the building to resemble a camping office!
We also have artificial turf booths and simulated bonfire booths, making it a space where you can relax more than ever before, so please feel free to make use of it.

The cover of this month's issue features a scene from a New Zealand cooking class. The sweets made with golden syrup, which is popular in New Zealand, were delicious.
Niseko Town currently has five international exchange officers. Many international exchange officers have supported the town development of Niseko Town to date. Various events are planned depending on the hobbies and personalities of the international exchange officers. Recently, there have been many cooking classes and tea parties where people can enjoy tea from various countries, and I feel that there are many events related to "food."
I think these events are a valuable opportunity to experience different cultures while having fun. I would like to continue to introduce the activities of CIRs through PR. (M)
