We would like to inform you of the main budget additions made between August and March in the 2023 budget.
01 Protect nature, landscape and living environment
Fee for entrusting management of brought-in general waste receiving site: 2.53 million yen
We have set up new areas where people can bring their garbage to accommodate situations where it is difficult for ordinary households to dispose of their garbage on the designated day and they need to put out a lot of garbage.

02 Improving livability
Public civil engineering facility disaster recovery expenses: 24.36 million yen
Disaster recovery work will be carried out and outsourced for 21 town roads and forest roads that were damaged by the heavy rains in September.
Main expenses
・Contract fee for disaster restoration work on town roads, etc.: 11.83 million yen
・Civil engineering facility disaster recovery work: 10.34 million yen
・Disaster recovery materials: 2.19 million yen
Public housing improvement project: 422 million yen
The project will begin as material prices have stabilized and there is some prospect of a water supply.

・Contract fee for supervision of construction of new public housing complex: 13.6 million yen

06 Development of tourism that takes advantage of regional characteristics
Niseko Tourism Area Council contribution: 6.94 million yen
In cooperation with Kutchan Town, we will conduct a demonstration experiment to solve the taxi shortage in the Niseko area. The funding will be provided by a grant from Hokkaido.
Maintenance and management costs for tourist facilities, etc.: 980,000 yen
Of the five shops at the Niseko View Plaza Roadside Station, one has moved out. As for future use, there are plans to redevelop the roadside station, so we will not be looking for new shops that would require large investments. Instead, we will simply renovate the interior to create an indoor space for people to stay and interact, which has been lacking for some time, and a space that can also be used for event exhibitions.
07 Enhancement of education and lifelong learning
Subsidy for promoting high school education: 2.66 million yen
The grant will be used to support the activities of Niseko High School.

We will subsidize the purchase of lift tickets for children aged 4 and over when using Niseko Annupuri Ski Resort and Niseko Village.
School facility air conditioning installation and design work commission fee
3.3 million yen
To combat the summer heat, we will conduct research and consider installing air conditioners in each elementary, junior high, and high school.
Yoji Centre maintenance work: 6.73 million yen
We will be installing air conditioners to provide a safe and secure childcare environment for children and staff during the scorching heat of summer.
08 Health Promotion and Reliable Community Medicine
Children's medical expenses: 4.8 million yen
This is an adjustment due to an increase in the number of children's medical expenses and medical costs.

09 Improving community welfare
Niseko Heights Day Service Center Facility Renewal Project Subsidy 1.46 million yen
We will install air conditioners in staff offices, caregiver rooms, living rooms (dining rooms), etc. in an effort to improve the work environment and prevent heatstroke.
Price Rise Emergency Support Grant Program: 50.59 million yen
The "Comprehensive Economic Measures to Overcome Deflation," approved by the Cabinet on November 2 2023, included additional support for low-income households. As a result, 70,000 yen will be paid per household to households that are exempt from resident tax, etc.

Energy and other price hike support project: 29.06 million yen
The town will utilize priority support grants, which were established to enable local governments to implement necessary support tailored to local conditions for residents affected by rising energy and food prices. As part of its economic measures and lifestyle support, the town will distribute gift certificates and other items that can be used within the town.

The start of a new school life!
Entrance ceremony at each school in the town
This April marked the start of a new school year and entrance ceremonies were held at schools in the town. Starting their new school lives this spring were 40 first-year students at Niseko Elementary School, 3 at Kondo Elementary School, 59 at Niseko Junior High School, and 40 at Niseko High School.
The new students seemed nervous at first as they were in a different environment to what they were used to, but after listening to welcoming speeches from the principal and upperclassmen on the stage, they started their school life with smiles on their faces.
At Niseko Elementary School, when their homeroom teacher called their names, the students raised their hands and answered enthusiastically. At Kondo Elementary School, the new students entered the school holding hands with the older students. At Niseko Junior High School and Niseko High School, the new student representatives spoke about their aspirations for their future school life.

Mock fire drills in preparation for disasters
A mock fire drill was held on March 8th to coincide with Fire Prevention Day. The purpose of this drill is to strengthen cooperation among fire brigade members and improve water supply techniques.
On this day, the fire brigade members practiced fire procedures such as hose extension and relay training, simulating a building fire, and took part in the training under the cold sky with serious expressions on their faces.

Contribution to the promotion of education in the region 2023
Niseko High School teacher Tomoki Nakatani and NPO Niseko Future Support Team Director Yuko Takai were awarded for their efforts in promoting education. Teacher Nakatani has made a significant contribution to making Niseko High School more attractive through "sustainable tourism education," while Director Takai has achieved great results in social education in the region through events and experience activities that promote the town's appeal.

Panel exhibition of Arishima Memorial Museum promoting its appeal in Sapporo
Last year marked the 100th anniversary of the death of novelist Takeo Arishima. A panel exhibition was held in the underground pedestrian space in front of Sapporo Station from March 14th to 15th to raise awareness of his work, life, and connections with Niseko Town and Hokkaido, as well as the Arishima Memorial Museum and recommended spots in Niseko Town.
We will continue to actively promote the attractions of this area.

Kotobuki University Study Session and Closing Ceremony with Friends
On March 21st, the Board of Education held the March study session and closing ceremony for the 2023 Kotobuki University (Senior Citizens' Class) at the Town Hall.
At the study session, Tsukinowa Kumahachi performed a rakugo story and a lecture entitled "Laughter Comes from Wisdom." During the lecture, he introduced "tricks of rakugo" and "tidbits of information about laughter," and the students listened intently.
At the closing ceremony, participants looked back on various study sessions that had taken place at Kotobuki University over the past year, including a joint training trip for senior citizens' clubs and sports days.

Hokkaido Forestry Leaders Certification Ceremony to Honor Efforts to Conserve Forests
On March 25th, the Hokkaido Forestry Leadership Certification Ceremony 2023 was held at Niseko Town Hall, and the certificate was presented to Ichiro Igari (Miyata) by the Director of the Forestry Division of the Shiribeshi General Bureau.
Mr. Igari inherited the forest from his predecessor, who was passionate about mountain development, and while expanding the area he owns, he practices forest management using the teachings of his predecessors and the skills and knowledge he acquired through self-study.
He established the Niseko Forest and Green Association and, as its first chairman, organized forest observation events for local residents and carried out activities in cooperation with the local community.
To pass on abundant forests to future generations
The 223rd Town Planning Citizens' Lecture on Sustainable Tourism
On March 28th, the town held a lecture for townspeople to report on the results of Niseko Town's Global Tourism Certification (GSTC) assessment.
It was reported that Niseko received a Silver Award from Green Destinations, an international certification organization for tourist destinations, in October last year. In addition, Niseko High School students presented their school's efforts under the theme of "Sustainable Tourism Education and GSTC." In addition, a panel discussion was held with four people who contributed to this GSTC certification, and a discussion was held on future tourist destination development.
I learned the importance of creating sustainable tourist destinations.

Corporate Hometown Tax Donation Presentation Ceremony
Toyota Rent-A-Car Sapporo Co., Ltd. offered to make a donation using the corporate version of the hometown tax system, and a donation presentation ceremony was held on March 27th.
President Aicha said, "I hope this will be useful in solving the problem of overtourism and creating a system in which the benefits of tourism are returned to local people."

Maki has served as a human rights commissioner for the past three years, and this will be her second term.
Human rights commissioners are recommended by the mayor and appointed by the Minister of Justice.
In order to protect the human rights of our townspeople, we will engage in activities such as providing consultations.
The appointment will last until March 31, 2027.

I attended the COPEPE Market held at the Niseko Central Warehouses with a friend.
Spring in the North
My village has a population of about 5,000.
There is a supermarket, A-Mart (agricultural cooperative), and one private store. Recently, a drugstore has opened, and if you go there, you will usually meet someone you know. There are about three coffee shops and restaurants in front of the station. There is also a hot spring and a starch warehouse. It was renovated a few years ago and is used for events.
The other day, a series of coincidences led me to go to a local event. A friend of mine came all the way from outside the town on the day of the Marche event, so I decided to go.
Half of the people in my village are immigrants. It was originally a place of seasonal employment, so we welcomed those who came and did not chase those who left. Now it is very international. Even though there is already an international school, it seems that another one is planned to open. A Chinese boarding school is also going to open in the neighboring village.
I have been blessed with the generosity and tolerance of the people here. The immigrants are also very international, creative, positive, anarchic, hippie, and many other types.
This Marche also had products made from natural cultivation, salt from a certain place, handmade biodynamic soap, and handmade items made by children at the Steiner school. While watching the children crying loudly, I detoxed by eating rice balls made by a farmer I know and carrot cake made by someone's daughter. One of the good things about this village is that you can eat food that you know who made it. It's amazing that they can cry loudly in front of so many people, and I felt like I was opening up a lot of things, like when did I start to believe that I shouldn't do things in front of other people?
I'm happy that I'm still attracting good things. But I'm the one who attracts both good and bad things. There are a lot of things, but I'll do my best!!

The in-person ceremony and student council orientation were held on April 10th.
A total of six club activities were introduced at the meeting, and members of each club and second and third year students
They were doing their best to liven up the atmosphere. The first-year students seemed nervous when they first met the upperclassmen at the face-to-face ceremony, but seeing their seniors' reactions seemed to ease their tension as they listened to the explanations with a smile. The second- and third-year students made their presentations so that they could show the new first-year students how cool they looked.
In addition, the student council orientation included a detailed explanation of the events and content for the year. During the quiz about Niseko High School, all the groups discussed independently and in a friendly manner.
As a member of Niseko High School, I will continue to work to make the school a success, so please continue to support me.

The in-person ceremony and student council orientation were held on April 10th.
A total of six club activities were introduced at the meeting, and members of each club and second and third year students
They were doing their best to liven up the atmosphere. The first-year students seemed nervous when they first met the upperclassmen at the face-to-face ceremony, but seeing their seniors' reactions seemed to ease their tension as they listened to the explanations with a smile. The second- and third-year students made their presentations so that they could show the new first-year students how cool they looked.
In addition, the student council orientation included a detailed explanation of the events and content for the year. During the quiz about Niseko High School, all the groups discussed independently and in a friendly manner.
As a member of Niseko High School, I will continue to work to make the school a success, so please continue to support me.

What is "Mini Play Book"?
Asobook has set up "mini Asobook" libraries (bookshelves) that do not lend out at the Niseko High School Kibougaoka dormitory, day service center, town hall, and since the end of last year at the general gymnasium. Asobook books are sent out to deliver books to those who think, "I want to use the library, but I can't get there easily..." Each "mini Asobook" has books selected to meet the needs of the location.
Recently, we placed the English version of the Doraemon comics on the bookshelf opposite the kids' corner of the gymnasium. This book is written in both Japanese and English, and is picked up by children playing here. Also, since the gymnasium has a wide range of users, we would like to conduct a survey and replace the books from time to time. Please help us by filling out the survey.

2nd year: Ayaka Saito (from Saitama Prefecture) Assigned to Niseko Central Warehouses
I joined the JOCV in August last year and experienced life in a snowy country for the first time. Six months have passed in the blink of an eye. During these six months, I have participated in various events, interacted with many local people, and spent very busy days.
This will be my second year from April, so I would like to participate in many events this year as well, and focus on studying for qualifications and coffee in order to become independent. First of all, I would like to enjoy Niseko from spring to early summer!
Mood in May
1st year: Keima Sato (from Obihiro City) Assigned to: Niseko Resort Tourism Association
This is the season when the boundary between the mountain ridges and the sky is clearly visible. Exploring nature that is completely different from winter feels refreshing. I came to Niseko in early winter last year, so I'm looking forward to the season from spring to summer. I would like to collect various information in the future.
I was surprised at how chewy and delicious the long-sized imomochi were for sale at the roadside station's agricultural produce corner. I'm considering stocking up on them in the future.

OK・NISEKO
We were involved in the management support of the OK NISEKO concert that was held the other day. OK NISEKO is a mini orchestra made up of about 30 Niseko Town, with the aim of providing a fun venue for both professionals and amateurs to play together.
On the day, approximately 170 guests attended, far exceeding our initial expectations, making the event a great success.
As a member of the JOCV, I am happy to have had the opportunity to support the first OK NISEKO event. (Ago Miyamae)
Patagonia Worn Wear
Patagonia held an event at the Niseko Central Warehouse with the theme "If you break something, fix it." The event included free clothing repairs, a sale of second-hand Patagonia products, and picture book readings.
There's lots to tell.
Other exhibitors included Kumagera Seisakusho and Niseko Glove Factory. There was a panel display by Wanaka of Protect Our Winter, and a talk event by Akio Shintani of the Niseko Avalanche Research Center and Taro Tamai of GENTEMSTICK.
The volunteers also helped out with repair sticker workshops and other activities.
Thank you for a wonderful event that was "much better than new." (Masaaki Yasui)
Niseko Cup GS Competition Support
On March 17th, 23rd and 24th, the Niseko Cup GS competition was held at Niseko Moiwa Ski Resort, and a total of nine members provided support, including preparations the day before. We supported the competition from preparations to assistance during the competition and cleaning up, and during the competition we assisted with start roll calls, timed the finish area, read out times, printed certificates at the competition headquarters, and more. It was my first time watching a ski competition, and I was impressed by everyone's cool runs! (Suzuki Konoka)

Hello, this is Takagi from Forestry Support. Spring has arrived, and the forestry team is steadily moving towards a new season. In March, I went to Minami-Shiribeshi Forest Association for on-site training. Before joining the JOCV, I worked for a forestry company, so it was nostalgic, and unlike the work we usually do in Niseko, this training was very educational. In Hokkaido, kikori are called yamago, and it was a great inspiration to meet the real yamago. I will continue to work hard to become a fine yamago myself!

I'm going to enjoy the rest of the year to the fullest!
Time flies and I only have one year left of my term as a volunteer. Right now, I'm looking forward to seeing who I'll be in a year (although of course I'm also a bit anxious). In the future, I'd like to be able to provide career education and job hunting support to students. To that end, I would like to use the remaining year to obtain qualifications that I can use in the future. I'm aiming to obtain qualifications such as career consultant, MOS, and secretary certification.
We also hope to hold the Children's Cafeteria again this year, as we did last year. The details have not been decided yet, but we will let you know as soon as they are decided. We will do our best while having fun with both the independent activities and the volunteer activities! Thank you for your support in the remaining year!

The instructor kindly gave advice, and the mothers seemed to enjoy making the crafts while chatting with each other. The crafts were well received, with some mothers saying, "I can't wait to show them to my child."

Car sharing service demonstration project to continue
Since last year, Niseko Town has been working with Times Mobility Co., Ltd. to conduct a demonstration project for a car sharing service within the town.
Car sharing is a service that allows registered members to share the use of cars. It can be used in a variety of ways depending on your lifestyle, for situations such as "I need a car, but I don't want to have two for my family," "I don't have a car, but I'd like to use one to go shopping or travel on the weekend," or "I suddenly need to pick up or drop off a family member, but another family member is using their car, so I don't have one." If a car is available, you can rent it immediately 24 hours a day, and you can use it even for a short period of time, so there are various ways it can be used depending on your lifestyle.
Based on the usage status of last year's demonstration project and feedback from users, this year we will be increasing the number of units deployed and the duration of the demonstration. Please take advantage of this opportunity.

Light vehicle tax procedure

The town will be conducting leak investigations in parts of the town from this month through October. During the investigation, staff will enter your property, so we ask for your understanding and cooperation.
how do i investigate?
A leak detector is applied to the water meter buried around the building such as a house. A leak detector detects the faint vibration sound that occurs when water leaks. A survey can be completed in minutes.
The actual surveys are carried out by employees of a company commissioned by the town. Surveyors always work in pairs, wearing vests provided by the town (Photo 1) and carrying identification issued by the town (Photo 2).
Please note that we will always contact you before conducting an investigation, but if you are not at home we will continue the investigation anyway, so please understand.
In addition, if there is a risk of water leakage on the premises, we will immediately explain the situation.

2nd CS Committee General Meeting
In March, the "2nd CS General Meeting" was held, where the initiatives of each school and Yoji Centre were shared with the entire group. Opinions were exchanged enthusiastically so that the school and the community could move forward together in the new school year.

-This year, there were more opportunities for school-wide meetings, which gave us the opportunity to get to know the committee members and teachers better, which led to ideas for various activities.
- We would like to provide committee members with an opportunity to observe classes on moral education and other subjects taught by subject teachers.
- We would like to increase the number of school-level councils so that information can be shared in a more timely manner.
- We would like to utilize local resources to provide children with better learning opportunities, such as by reviewing the content of "integrated learning time."
- I would like to create a place such as a tea party where we can easily share and disseminate information about the school's activities.
The new system for the 2024 school year will begin at the end of May. We will continue to value what we have achieved so far and work together with the local community to support the growth of children.

Emergency radio rental

Disaster prevention radio automatic start training
The town will conduct automatic start-up drills for disaster prevention radios in conjunction with the nationwide simultaneous information transmission test of the Japan-ALERT instantaneous warning system.

We are going to hold the edamame soybean sowing event again this year, which was attended by many people last year! The last time we sowed the seeds, it was our first time growing vegetables in the field, so we prepared nutritious soil and grew some very large edamame. What kind of edamame will we grow this year? We plan to harvest the grown edamame in the summer, boil them in salt on the spot, and eat them in the field.

A town with good ventilation
In a previous column titled "Who owns public facilities?", I wrote that "public facilities belong to all the townspeople." Generally, administrative agencies, as the owners, want to limit the scope of use in order to "minimize their management responsibility." However, many public facilities are built for the use of all townspeople and visitors. We need to think carefully about how to make effective use of them as the property of the townspeople. The same can be said about "information" held by administrative agencies. The Niseko Town Information Disclosure Ordinance is designed on the premise that "information held by the town belongs to the townspeople as sovereigns," and we have introduced a "document management system" to make it easy for everyone to use in town development. We want Niseko Town to always be open.

Car sharing service demonstration project to continue
Since last year, Niseko Town has been working with Times Mobility Co., Ltd. to conduct a demonstration project for a car sharing service within the town.
Car sharing is a service that allows registered members to share the use of cars. It can be used in a variety of ways depending on your lifestyle, for situations such as "I need a car, but I don't want to have two for my family," "I don't have a car, but I'd like to use one to go shopping or travel on the weekend," or "I suddenly need to pick up or drop off a family member, but another family member is using their car, so I don't have one." If a car is available, you can rent it immediately 24 hours a day, and you can use it even for a short period of time, so there are various ways it can be used depending on your lifestyle.
Based on the usage status of last year's demonstration project and feedback from users, this year we will be increasing the number of units deployed and the duration of the demonstration. Please take advantage of this opportunity.

how do i investigate?
A leak detector is applied to the water meter buried around the building such as a house. A leak detector detects the faint vibration sound that occurs when water leaks. A survey can be completed in minutes.
The actual surveys are carried out by employees of a company commissioned by the town. Surveyors always work in pairs, wearing vests provided by the town (Photo 1) and carrying identification issued by the town (Photo 2).
Please note that we will always contact you before conducting an investigation, but if you are not at home we will continue the investigation anyway, so please understand.
In addition, if there is a risk of water leakage on the premises, we will immediately explain the situation.

2nd CS Committee General Meeting
In March, the "2nd CS General Meeting" was held, where the initiatives of each school and Yoji Centre were shared with the entire group. Opinions were exchanged enthusiastically so that the school and the community could move forward together in the new school year.

-This year, there were more opportunities for school-wide meetings, which gave us the opportunity to get to know the committee members and teachers better, which led to ideas for various activities.
- We would like to provide committee members with an opportunity to observe classes on moral education and other subjects taught by subject teachers.
- We would like to increase the number of school-level councils so that information can be shared in a more timely manner.
- We would like to utilize local resources to provide children with better learning opportunities, such as by reviewing the content of "integrated learning time."
- I would like to create a place such as a tea party where we can easily share and disseminate information about the school's activities.
The new system for the 2024 school year will begin at the end of May. We will continue to value what we have achieved so far and work together with the local community to support the growth of children.

Emergency radio rental

Disaster prevention radio automatic start training
The town will conduct automatic start-up drills for disaster prevention radios in conjunction with the nationwide simultaneous information transmission test of the Japan-ALERT instantaneous warning system.
In order to quickly inform the townspeople of emergency information announced by the government, the disaster prevention radio will automatically start in conjunction with J-ALERT.

It's May now and spring is in the air in Niseko. The fields at Niseko Mirai will soon be starting to get active!
We are going to hold the edamame soybean sowing event again this year, which was attended by many people last year! The last time we sowed the seeds, it was our first time growing vegetables in the field, so we prepared nutritious soil and grew some very large edamame. What kind of edamame will we grow this year? We plan to harvest the grown edamame in the summer, boil them in salt on the spot, and eat them in the field.

A town with good ventilation
In a previous column titled "Who owns public facilities?", I wrote that "public facilities belong to all the townspeople." Generally, administrative agencies, as the owners, want to limit the scope of use in order to "minimize their management responsibility." However, many public facilities are built for the use of all townspeople and visitors. We need to think carefully about how to make effective use of them as the property of the townspeople. The same can be said about "information" held by administrative agencies. The Niseko Town Information Disclosure Ordinance is designed on the premise that "information held by the town belongs to the townspeople as sovereigns," and we have introduced a "document management system" to make it easy for everyone to use in town development. We want Niseko Town to always be open.

[Protect your bone health]
Calcium intake is important to maintain bone health. However, Japanese people are said to suffer from chronic calcium deficiency, and no one of any age group meets their required amount.
If you are deficient in calcium, you are more likely to develop osteoporosis, a condition in which bones become porous and weak. Since there are no subjective symptoms, you may experience pain in your lower back or back, and when you are examined, a fracture may be found. This can lead to you becoming bedridden, so you need to be careful.
Regardless of age, everyone should be conscious of taking in calcium.
[Preventive diet]
In order to maintain bone health, calcium intake is important, but that is not all. Various nutrients are also necessary, such as vitamin D, which promotes absorption, and vitamin K, which helps calcium to be incorporated into the bones. It is important to take in the right amount of energy and nutrients.
1. Eat three regular, balanced meals a day.
2. Consume an appropriate amount of milk and dairy products.

Editor's Note
The gym was filled with smiles and excitement for school life. The cute wall decorations and flower path made my heart warm, but I struggled to decide where to start taking photos and hoped that everyone would look forward, and my debut interview at the entrance ceremony was one of them.
When I think of entrance ceremonies, I remember many things, such as accompanying the choir and waiting outside to recruit students for club activities, but I don't remember my own entrance ceremony very well, and the only thing that reminds me of that time are the photos of that day. As someone who looks back on my memories through photos that captured a moment, I feel a sense of responsibility for the importance of my role in capturing those moments in words and taking photos.
