Special Feature Regional Revitalization Cooperation Corps is doing this!

Some people who live in urban areas want to live in rural areas for various reasons, such as "I want to live in a place rich in nature" and "I want to value connections with people."
The Regional Revitalization Cooperation Volunteer is a system created to encourage people living in urban areas with such thoughts to live in rural areas, work there, and become members of the revitalizing community.
This month, we would like to introduce the thoughts and goals of the 3rd year 2nd year and 6th year 6th year enlisted since October last year.
We also interviewed two people who support JOCV activities.

What is the Regional Revitalization Volunteer?
Regional Revitalization Cooperation Volunteers (hereinafter referred to as JOCVs) are people who move their bases of life from cities to rural areas under the national system, and during their term of service for a maximum of three years, work in rural areas while working to settle down and settle in the area. This is an initiative that leads to revitalization.
At first, various problems such as a mismatch between the receiving side and the JOCV were pointed out, but measures have been taken to solve the problem, such as the enhancement of the support system and the creation of trial cooperation corps, and the permanent settlement rate is on the rise. .
Niseko Town 's Cooperation Team In 2011, the town adopted three cooperation teams for the first time.
Since then, we have accepted 73 JOCVs, and by the end of last year, 45 had graduated. At the time of appointment, 20% were in their 20s, 40% were in their 30s, 30% were in their 40s, and 10% were in their 50s.
The situation at the time of graduation is 44% for entrepreneurship in the town, 25% for employment in the town, and about 70% continue to work in Niseko Town.

What I want to do as a cooperation team Create a step to connect the precious treasures of Niseko's nature, resources, and people to the future!

Current Efforts Niseko Yukimori Kosha Co., Ltd. is working on the utilization and circulation of forest resources.

Goals after Graduation To create new ways of using forest resources and to think of activity programs.
I would like to use my experience as a bicycle mechanic to solve problems related to bicycles.


Daisuke Kudo (born in Sapporo) R4/12/16 ~
Assignment / Niseko Town Chamber of Commerce

Qualifications/hobbies Kendo 3rd Dan. Organic solvent work chief, lead work chief.

Before becoming a cooperation team In Yokohama, I was involved in department management after working in quality, production, and process management at an auto parts factory contracting business.

What I want to do as a cooperation team I want to interact with many townspeople and explore activities that can contribute to Niseko Town.

Current Efforts Clerical work for the chamber of commerce and business assistance for members of the chamber of commerce.

Goals after Graduation: Start a restaurant business that offers specialty dishes using Niseko ingredients that both locals and tourists want to visit.

Misa Kudo (from Ebetsu City) R4/12/16 ~

Before becoming a volunteer After working at cafes and bakeries in the Kanto region, I obtained a chef's license and worked as a chef at a restaurant.

What I want to do as a cooperation team: Disseminate the appeal of Niseko ingredients. Rent cafe, lunch box sales, food processing sales such as jam.
If you have a shop or place where you can rent a room, please introduce it!

Goals after Graduation My dream is to open a cafe in Niseko. I will do my best to be independent with a job that will please the townspeople!

Konohana Suzuki (born in Sapporo) R5/4/10~
Assignment / Planning and Environment Division

Qualifications/hobbies Junior high school and high school teacher's license (health and physical education). Hobbies include long drives and handing out business cards.

Until I became a volunteer I played volleyball for 14 years from elementary school to college graduation!
In my first year as a member of society, I worked at a conveyor belt sushi restaurant in Sapporo.

Why I applied for the cooperation team An active cooperation team in Niseko Town told me about the cooperation team, and Niseko Town often visited by drive, so I applied thinking, "This is the only way to go."

What I want to do as a volunteer First, I will participate in a programming camp run by the workation promotion council to which I am assigned and acquire programming skills.
I would like to clarify how I will be involved with Niseko Town after graduation through the activities of my assignment and cooperation team events.


Asato Miyamae (from Tokyo) R5/4/17~
Assignment / Children's Future Division

Qualifications/Hobbies Currently studying to become a travel service manager. My hobbies are table tennis, skiing and driving.

From Tokyo to Sapporo as I entered university.
After studying Hokkaido tourism in the Faculty of Tourism at university and studying abroad in Shenzhen, China for half a year, he continued his research in the field of Niseko at the same graduate school.

Why I applied for the cooperation team I applied because I wanted to actually live in Niseko, which was my research field, and deepen my understanding of the town.

What I want to do as a volunteer I play with children every day at the Niseko Children's Center.
I would like to establish a table tennis club team and plan and manage events for children.
I'm thinking about various things for independence so that I can live in Niseko Town for a long time. I will do my best to contribute to the town.


Takako Itami (from Tokyo) R5・5・1~
Affiliation: Learning Exchange Center Asobukku

Qualifications/Hobbies Qualifications include primary school, teacher librarian, and curator. Hobbies include reading and cooking. I learned macrobiotic cooking. Two cats are healing.

Before becoming a JOCV After working at a financial institution, worked as a Japanese language teacher in South Korea and Japan, worked at a private company, and worked as an elementary school teacher in Tokyo for about 20 years before retiring at the end of last year. To the cooperation team.

Why I applied for the cooperation team Last year, when I visited a friend who moved to Niseko Town, I was fascinated by the magnificent nature.
At that time, I learned about the JOCV and felt that my dream might become a reality. I decided to retire early and applied for the cooperation team.

What I want to do as a JOCV I would like to convey the appeal of the town at the town library, which is a place to disseminate information. I also want to get to know everyone in the town and get to know the town.

I was transferred to Niigata Prefecture as the store manager when the Hokkaido apparel company I worked for opened its first store outside of Hokkaido.
After that, he moved to Tokyo and worked as a medical office receptionist at a university hospital for about 10 years.

Why I applied for the cooperation team When I was a child, I often came to Niseko to play.
Amid the spread of telework due to the corona crisis, I applied because I wanted to run a coworking space in Niseko Town, where I would like to hold events and retail clothing and accessories.

What I want to do as a JOCV: Acquire know-how on information dissemination work at the public relations and public hearing section of the assigned office. I also want to learn more about the town in general through the work I am assigned to.



Rie Sudo (from Osaka Prefecture) R5/5/1 ~

Qualifications/hobbies Kendo 2nd dan, photo master 2nd grade. My hobbies are snowboarding and traveling.

Before becoming a volunteer After graduating from a university in Osaka, I worked as a salesperson at a consumer electronics store in Kyoto for about 12 years.

Why I applied for the JOCV system I learned about the JOCV system because I wanted to live in Hokkaido, which I love. And when you find Niseko Town, unlike other areas, there are a wide variety of jobs, and volunteer activities look fun! I wanna try! I applied because it was the only town I thought of.

What I want to do as a cooperation team I would like to become a person who can know and disseminate the charm of Niseko Town through communication with the townspeople, participating in the work of the tourist association to which I am assigned, and various events.



Emi Deguchi (from Kyoto Prefecture) R5/5/1~
Assignment / Niseko Resort Tourism Association

Qualifications/Hobbies Qualifications: curator, Japanese teacher (currently practicing teaching), web creator ability certification test (HTML5). My hobbies are traveling, drinking, music, and baking.

Before becoming a volunteer After working for a non-life insurance company in Osaka, I studied language and alcohol while working in Australia. I returned to Kyoto once, then went to Ireland, where I worked as an au pair (live-in childcare and housework for local children) before returning to Japan. Worked as a university employee in Kyoto for about 10 years.

I applied for the cooperation team because I wanted to be involved in an international exchange project that connects the townspeople with foreign tourists and Japanese language learners in Niseko Town has many immigrants and visitors from overseas.

What I want to do as a JOCV I would like to take on the challenge of expanding opportunities for international exchange by making use of my Japanese teaching skills and English skills.

Overall activities of JOCV
Niseko Town 's cooperation team is currently active with 26 people.
Each member is working day by day, focusing on the duties of their assignments, aiming to become independent three years from now.
As a whole activity, we volunteers flexibly help out when we need support for events in the town or when we need manpower.
Events supported last year include Kira Kaido Planting, Niseko Classic, Tanabata no Yube, and Halloween Pumpkin Harvest.
This year, the corona wreck has settled down, and we plan to support more events than last year.
When I support events, I wear a matching navy blue jacket, so if you see me, please feel free to say hello!


Host an event
We plan and host various events, mainly for the purpose of regional revitalization.
For example, we planned and held the "Let's Play Christmas Party 2022" last December and "WE ARE NATURE!! Let's play with snow and ice in NISEKO" in February.
In addition, we co-sponsored Niseko Annupuri mountain climbing for elementary school students with an NPO.
We are planning a "Christmas Party" and a "Party Marche" that will be held for the first time in a while this year, so please look forward to it!
I think that the ability to hold such a project is unique to Niseko Town 's cooperation team, where there are many members with various backgrounds and various ideas are born.
Niseko Town is a town with a large number of members nationwide, and many diverse members are active.
I would like to revitalize the area together with the townspeople and contribute to the appeal of Niseko as much as possible.

Currently, the cooperation team broadcasts live every Monday from 3:20 pm to 48 minutes for about 30 minutes as a corner of Radio Niseko's program "Kira Kira Niseko" entitled "Because the cooperation team likes Niseko". We are doing activities and recent reports.

To townspeople
The careers of active duty volunteers are very diverse. At first glance, they may look disparate, but what they have in common is the feeling that they love Niseko.
I feel that the depth of the heart of the townspeople is why they accept us like this.

I consult with JOCVs about their daily lives and assignments, and have regular meetings with JOCVs to help them become independent.
When I was a member of the JOCV, there was no system like this, so I would like you to make good use of it.
In terms of activity support, we place importance on the image after graduation. Especially when it comes to money, there aren't many people who can give me advice, so I ask them about their balance after graduation.
People who have a clear idea of what they want to do are more likely to be consulted, but there are also people who find what they want to do through their activities.
I would like such people to actually engage in various activities and accumulate experience.

In the past few years, there have been various restrictions due to the corona disaster, so I want many people to enjoy Niseko Town from now on.

Tourism is one of the two major industries in Niseko Town.
I hope that everyone will overcome the corona disaster and that the tourism industry will revitalize, and the whole town will revitalize along with agriculture, commerce and industry.
I heard that the number of foreign tourists has already increased since last winter season.

Looking at Niseko Town 's tourism statistics (graphs 1 and 2), you can clearly see the magnitude of the impact of corona.
Still, the number of tourists in last year has recovered to 85% of the pre-coronavirus. The number of foreign tourists decreased to almost 0 due to the corona crisis, but it recovered to 50% for the year and 70% during the winter. I often hear that "Niseko before Corona is returning", and I often feel it in my life.

I hope that tourism in Niseko Town will continue to recover smoothly, but the new corona that has raged all over the world has affected not only economic activities but also people's way of thinking and living. is being reconsidered.
It is very important how tourism in Niseko Town should be in the future.

Tourism promotion vision


I think so too. In March 2022, the town will announce the future image it should aim for as a tourist destination and the direction of the development of tourist destinations, while the circumstances surrounding tourism, such as the national tourism nation policy, are changing significantly, including the new corona. We have established a “tourism promotion vision” to show.
In the formulation work, in addition to analyzing the strengths and weaknesses of Niseko Town tourism (Table 1), questionnaires for townspeople, interviews with business operators, workshops with Niseko high school students, town planning townspeople lectures, tourism forums, and business operators and experts , We have held five tourism councils consisting of 14 people, including public recruitment committee members, and have repeatedly discussed tourism in Niseko Town in the future (for details, see the March 2022 issue of Public Relations Niseko).

He was also soliciting public comments. After a lot of work and discussions, the townspeople, business operators, tourism associations, government offices, etc. all came to a common understanding and goal.
So what kind of vision did you have?

As a new standard for developing tourist destinations in the future, it was based on international standards for sustainable tourism.
This is an idea that looks ahead to the post-coronavirus era, and is intended to reduce the negative impact of tourism on the region and the environment as much as possible, while promoting efforts throughout the region to ensure proper recovery.
We believe that it is an essential initiative to continue to be a “tourist destination visited by domestic and foreign tourists” and a “tourist destination chosen by travelers”. Yes, it matches the policy of "SDGs Future City Niseko Town".


Impact and effects of tourism


How does the new international standard capture the local and environmental impact of tourism?

For example, in terms of the environment, the evaluation items include the amount of energy (CO2 emissions) such as electricity and kerosene consumed by tourists, the amount of garbage emitted, the amount of water used, and the number of businesses that are implementing environmentally friendly initiatives. what.
According to a town survey last year, tourists account for about 30% of the town's overall waste generation, and there is also estimated data that tourists use about three times the amount of water used by ordinary townspeople.
It can be said that tourists are consuming more resources.

However, the impact of tourism has many positive aspects as well as negative aspects. For example, tourism consumption was estimated at about 35 billion yen last year.
Along with this, a lot of jobs will be created, and jobs will increase the number of immigrants.
If the population increases, the area will become more energetic, and if the number of shops increases, the lives of the townspeople will become more convenient, and the tax revenue of the town will increase.
In fact, there are many business operators who prioritize local employment and purchase from local stores as much as possible.

From now on, while responding to changes in tourism needs, various initiatives for tourism promotion will be considered and implemented along this direction.

Certainly, the situation of tourism has changed greatly in the post-corona era.
For example, Issue 3, secondary transportation, is said to be a more serious issue.
But I need a lot of money to make it work.

New financial resources (money) that can be used for tourism are necessary in order to continue initiatives in line with the vision, not limited to secondary transportation. Therefore, Vision presents the accommodation tax.
The accommodation tax is a tax paid by travelers who stay overnight in the town, and is used to solve problems caused by travelers (such as reducing the environmental impact of transportation and accommodation facilities).
This money will be used to solve problems and increase the attractiveness of the area as a tourist destination, which will lead to attracting more visitors.
Many tourist destinations around the world have already introduced it, and Kutchan Town is nearby. The town has been considering new financial sources for eight years, and is currently working on introducing an accommodation tax.

"Morijin" Movie Screening Information

On July 9th (Sunday), we will hold a screening of the movie "Moribito" at the townspeople center. It is "with English subtitles" so that people who understand English can enjoy it.
This movie is a documentary film closely related to the three-year activities of landscape gardener "Tomonori Yano" from Kitakyushu.
Mr. Yano, who grew up observing nature from an early age, often used the term “bond structure.” Embarrassingly enough, the word ``fettered'' conjured up an image of a cramped human relationship (laughs).
What he refers to as the 'restrictions' of nature is 'neither too heavy nor too light, with just the right amount of air to pass through.' , something that can be entwined with nature.
Therefore, when it rains, it regulates the amount of water so that it does not wash away everything, and when the sun is strong, it moderately cools the ground. It seems that each characteristic is made use of and they have a good connection as a whole.
I used to ask the mayor a question, and when I asked him what he thought, he said,
"I want to respect the thoughts of each townsman." When I heard this word, I thought it was really good to live in Niseko Town.
It's a movie that reminds us of how we live in modest constraints that allow us to make the most of each person's individuality.

Spring Cleanup Strategy
On May 9th, I participated in the "Spring Cleanup Operation". Clean Operation is an event to clean up the town by picking up trash in cooperation with the townspeople.
This time, the members of the cooperation team were in charge of the route from "Town office → Arishima Misaji → Route 5 → Michi no Eki" and worked enthusiastically to pick up garbage.
With a garbage bag in hand, I picked up trash as I walked, but there were countless cigarette butts lying between the road and the sidewalk. Various kinds of garbage, mainly empty cans and PET bottles, were found in the grass, and I was able to pick up about ten 45L garbage bags, so I think I was able to restore a neat and clean cityscape.

Creating a forest that connects to the future in Niseko
It's been three years since I came to Niseko Town. I am filled with gratitude for being able to live in a rich natural environment interwoven with diverse forests.
In order to pass on this rich nature to the future, we are working every day to acquire forestry techniques. Last year, we produced firewood from thinned wood and sold it mainly in the town.
In addition, we have received requests from local people to do work such as felling trees and cutting grass around the fields. As an activity after graduating from the corps, we are thinking about forest maintenance, production and sales of firewood, mainly in the town.
I would like to try making charcoal someday. Through forest development that connects to the future, we will work on local production for local consumption and effective use of local resources!
I'm looking for a forest that I can maintain! Please let us know!

At Kindergarten, we have adopted a rhythm that allows children to move their bodies to the sound of the piano.
Even small children mimic what they see when the piano sounds, becoming a "rabbit" or a "dragonfly" and moving their bodies freely.
This play encourages physical development and aids in well-balanced growth. If you hum the song, you can easily enjoy it anywhere, such as in your room or outdoors, so everyone from 1 year old to seniors can enjoy it all year round.

My name is Shian Kono, and I have been working as a community supporter and a curator at the Memorial Hall since May of this year.
I was born in Asahikawa, and moved here when I went to university. At university, I studied graphic design and focused on the production of printed media materials such as booklets and posters.
I was also interested in volunteer staff at art festivals in Sapporo and art communicators, who were interested in activities that could connect art with people.
I have been to Niseko Town and Arishima Takeo Memorial Museum several times before. Mt. Yotei and Annupuri, which can be seen from the vicinity of the hotel, have a different charm from the Daisetsu mountain range that I saw locally when I was a child, and I was very attracted to them.
Now, I love the scenery that I can see while commuting on a sunny day or from the café space in the building.
Curator is a job I've wanted to do since I was a junior high school student, so I'm very excited to be able to experience it at Arishima Takeo Memorial Museum.

Courts and lawyers have no way of verifying the evidence that police and prosecutors have. Since prosecutors indict defendants with the intent to convict, they generally do not present evidence that would lead to their innocence.
Recently, retrial proceedings in criminal cases have been in the news. In some cases, evidence that was not previously presented to the court leads to the initiation of a retrial. An innocent person should not be held guilty.

Activities of a town development company!

In the fields of Niseko Mirai
Edamame seeding event held!
On June 4th (Sun), we sowed edamame, the first vegetable to be cultivated in Niseko Mirai's fields!
This field will be used by people living in Niseko Mirai to enjoy growing vegetables and as a place for local people to interact.
On the day of the event, a whopping 30 people gathered, mainly from the local community! Some of the participants happened to be in Niseko Town for sightseeing and visited during their stay.
Students and teachers from the local Niseko high school also participated, and it was a fun time where people from various generations, both inside and outside the area, interacted.
When I actually sowed the seeds, a former farmer in the neighborhood helped me with the preparations and gave me instructions on how to sow the seeds.
Many people were involved in the planning and holding of this event, such as farmers who were new to farming in the town and who were members of the Community Revitalization Cooperation Corps, helping us prepare the soil in the fields beforehand.
Thank you to everyone in the area who helped us and everyone who participated!

Agricultural land is a limited and valuable local resource to ensure a stable supply of food, and owners and renters of farmland are required to take responsibility for the proper and efficient use of farmland.
There are no penalties, but it is not possible to leave the currently planted farmland without planting anything.
Therefore, the agricultural committee of the district confirms the field and investigates the agricultural land use situation about all farmlands once a year.
I think that there are times when I will enter the farmland and talk to you, but I ask for your cooperation (this year from the end of July to August).

[Food poisoning prevention]
The main causes of food poisoning are bacteria, viruses, and parasites. Food poisoning caused by bacteria is especially common during the summer months from June to September, so be careful.
It is up to you to choose and cook ingredients to prevent food poisoning at home. Let's know the points of prevention.
We also have a simple menu using seasonal broccoli, so please try to cook it at home.

Being able to experience events and new initiatives that I have never participated in before, I am also learning every day.
The other day, I participated in a 9-day public relations training, where I learned points for making public relations papers and how to use a single-lens reflex camera.
