2021 Statement of Belief (10th Niseko Town Regular Meeting)

1. 1. Introduction

Since assuming the post of Niseko Town on October 9, 2009, I have been able to work on many office work projects with the guidance and support of the town council members and the townspeople. I did. This is the result of the history that our ancestors have built up over the years and the proactive community development activities of the townspeople, and in view of the current situation in which the town development of Niseko Town is progressing today, this 12 We would like to express our sincere gratitude for the warm support of the year.

In addition, in the situation where the infection of the new coronavirus cannot be expected to converge, we are making efforts to overcome the slowdown of the local economy and the exhaustion of life, prevent infection, vaccination, various town development activities, and promote town administration. We would like to express our deep gratitude to all of you.

By the way, in recent years, various authorities and financial resources of the country have been transferred to local governments, and the area is decided by the municipalities, which are the basic local governments close to the residents. As a result, the "flow of decentralization", which aims to develop the country by demonstrating the dynamism of politics and revitalizing the regions, has stagnated significantly, and the country in various office work projects such as the "regional revitalization project". The support menu is increasing and subdivided, and the involvement of the national government in local areas is expanding.
As a result, even for Honmachi, which aims to reduce and minimize the financial burden on the town by efficiently introducing national subsidies and grants, plans for receiving subsidies from the national government and related organizations and these Related affairs are on the rise.
Under these circumstances, the fact that we were able to challenge and carry out many projects to promote community development is an ambitious job for each Niseko Town Hall employee who is boldly working on the work in response to the referrals of the residents. We would like to express our deepest gratitude to all the people involved in community development, along with the departments, the staff of each administrative committee, and the townspeople.

We would like to express our gratitude once again for the support of the townspeople and the fact that we were able to complete the four elections without voting, and we have 12 years of experience as a town mayor and have cultivated so far. We are determined to make the best use of our network and make every effort to further increase the value of Niseko Town.
 

2. Future goals

In the next four years, I will be able to better pass on to the next generation the goal of the Niseko Town Comprehensive Plan, "Niseko Town, an environmentally-creating city that is sustainable in the future and where resources and the economy circulate." We will steadily promote concrete office work business.

First of all, we will utilize the power and abundant resources of the diverse people of Niseko Town to promote our business with the next future vision and goals.
The future image is the following three.
1. "SDGs Future City Niseko where resources and economy circulate"
2. "A heartwarming Niseko where people's power is demonstrated and their smiles spread"
3. "Energetic Niseko where the townspeople think and act for themselves"
And in order to realize these, I have the following ten goals and work on my work.

1. A trusted agricultural town
"We will improve productivity through the state-owned agricultural land development project, promote smart agriculture, and create Niseko for safe and secure clean agriculture."

2. A city with a vibrant economic system
"Tourism, agriculture and commerce will work together to create a Niseko sympathetic capital society where the local economy circulates and becomes autonomous, is friendly to residents and lives."

3. A town that preserves the water environment
"We will create an" Eco-Model City Niseko "that grows and utilizes forests, conserves tap water sources and groundwater, and reduces the burden on the global environment."

4. A town where the human rights of children are valued and children can be raised with peace of mind
"We will further enhance the educational environment for children, expand playgrounds and places to live, and create Niseko that is easy to raise children."

5. A town that values the elderly
"We will create a heartwarming Niseko that respects the elderly and supports each other so that they will not be isolated."

6. A town that protects local health care
"Creating Niseko with full medical care and welfare that keeps you healthy and allows you to continue living with peace of mind."

7. A town that is prepared for disasters
"Prepare measures for firefighting, emergency and disasters, and create Niseko to protect life and livelihood."

8. A town that respects each other and expands the circle of mutual aid
"We will create a variety of fun Niseko that will support people who do their best and liven up the city."

9. A town that increases employment opportunities and protects people's lives
"We will strive to attract companies that sympathize with Niseko's town development while fostering manufacturing and local industries, and create Niseko that protects employment and livelihoods."

10. A town that practices fair and efficient municipal management
"We will promote the sharing of information, challenge ourselves freely, and create a sustainable Niseko in the future."
 

3. 3. Promotion of major office work

The 5th Comprehensive Plan, the Second Niseko Town Basic Plan Niseko Town for environmental affairs, and the "5th Comprehensive Plan," which have been formulated with the participation of many townspeople. In addition to promoting town administration in accordance with the town's plans, such as the Niseko Town Comprehensive Strategy for Revitalization of Autonomy," based on the 2021 (FISCAL 2021) Town Administration Policy and the 2021 fiscal year accounting budget, we will work on clerical work.
 

Four. Local government management and wide area cooperation

Due to the revision of the Local Autonomy Law in 2007, the top management system of local governments was revised, and in order to promote more efficient and prompt local government management, the introduction of administrative delegation of authority within the organization was strengthened. We will strive to clarify responsibilities and improve efficiency, and will continue to move away from the traditional vertical division and precedent principle.

In addition, the financial base of Honmachi is improving due to active financial management such as effective use of each fund and maximization of utilization of various subsidies by the national government and related organizations.
Going forward, we will continue to introduce the local government DX (Digital Transformer Information) promoted by the national government in order to achieve stable financial growth, streamline local government management, and reduce the burden on residents.

In addition, we will expand the training of staff who work as community development professionals and pay attention to the welfare of staff, create a bright workplace where staff can help each other, and the townspeople love the office and feel free to consult with them. We will continue to strengthen our role as an "autonomy mechanism".

Going forward, we will continue to strengthen diverse cooperation and cooperation with other pioneering local governments, companies, research institutes such as universities, etc., and promote community development that will be sustained in the future.
 

Five. basic principle

In order for Niseko Town to develop as a "resort area with a food base" that is trusted not only by Japan but also by the world, I will strongly promote SDGs (= sustainable social capital development) and prevent overdevelopment. However, I think that "wise development (wise use)" is necessary by harmonizing the excellent landscape with the environment.

We have stated that we will make "good investment" in local governments that have "appropriate regulations" to protect the environment in the future. While keeping in mind that Niseko Town should not be a "market mowing ground" and that it should not be swayed by immediate profits and increased income, on the other hand, it will increase its own financial resources ratio including tax revenue. We will continue to promote financial management with a bird's-eye view of the future by paying attention to "sustainable fiscal policy" and "appropriate development guidance".

Niseko Town, the national park "Niseko Annupuri" in the north, the national park "Mt. Yotei" in the east, and the vegetative Mt. It is a town blessed with a natural environment and scenery, where the first-class river "Shiribetsu River" flows.
While enjoying such abundant nature, I think that the lifestyle of the townspeople who spend their days happily and the "lifestyle" that coexists with the nature of today's townspeople are the major attractions of Niseko Town. We are here.

Agriculture, where the infrastructure of agricultural land is being developed along with the appearance of a beautiful rural landscape, and tourism, which is being developed with the efforts of many people, are also "safety" and "food" such as "water" and "food" in nature and living environment. We are confident that "safety" will be trusted by people and will be the basis for the sustainability of Niseko Town.

We will continue to value the three cycles of "1. resource circulation, 2. energy circulation, and 3. regional economic circulation", as well as expanding the child-rearing environment, supporting children who will lead the next generation, and "children." We will continue to make efforts toward the realization of "Energetic town development where people's smiles shine."
 
As Niseko Town, I will comply with the "Constitution of Japan", which is based on the sovereignty of the people with high ideals, and continue to promote "fairness, speed, and compassion" toward the realization of the principles of the "Niseko Town Basic Ordinance for Town Development" As a guideline for action, we are determined to do our best to pass on the rich value of Niseko Town to the future.

We sincerely request the guidance and support of the town council members and the townspeople, and we will use this as a "statement of belief" for the new term of office.
