Basic idea of budget execution

As we enter 2023, the government has changed COVID-19 classification from Category 2 to Category 5, and various social activities are returning to normal, with various events being held. Our town will also continue to work on efforts to help revive its weakened economy, even if only a little.
In order to develop a sustainable social infrastructure that supports the livelihood of our town, we will promote administrative projects in accordance with each plan systematized under the "Niseko Town Comprehensive Plan" based on the philosophy of "practice of self-governance" set forth by "Niseko Town Basic Ordinance for Town Development".

As a basic policy for budget compilation, for investment projects with large budget scale, the urgency of the investment project and the advantage of financial burden are taken into consideration.
1. Reliable promotion and completion of ongoing business
2. Preparation for future sustainable development
3. Development of social infrastructure to support safety and security
4. Improving child-rearing/educational environment
5. Improving livability and sustainable development for the future
We are preparing the budget so that we can carry out administrative operations in a focused and planned manner with a long-term perspective, taking into account the bond issuance plan and financial situation, in the order of preparations toward this goal.

Projects with large budget scales include, in the general account, the redevelopment of the fire department building, extending the lifespan of public housing, improvement of the Niseko Mirai Dori town road, reorganization and improvement of national emergency farmland, and bridge repair work, while in the public enterprise account, the expansion and improvement of water facilities (construction of a new water purification plant in urban areas, installation of water conveyance pipes in urban areas, installation of water distribution pipes in urban areas, etc.), water facility renewal (renewal of Miyata area water distribution pipes, renewal of water equipment, etc.), and renewal of sewerage management center equipment.

Other key projects that will utilize the Digital Garden City State Initiative Grant include ongoing projects such as a project to support the promotion of sustainable urban development through diverse collaborations and a regional forestry company project to utilize local resources, as well as new projects such as the promotion of tourism digital transformation and sharing services, as well as the promotion of climate change measures and the promotion of the SDGs.
