2023 town administration policy

Honmachi became independent from Makkari Village in November 1901 (Meiji 34), established the Tocho Office in Motomachi, and was able to repeat 120 years of progress in November 2021 (2021). The 120th anniversary ceremony was scheduled to be held in this year, but due to the spread of the new coronavirus infection, we decided to reduce the number of times after several postponements in the Commemoration Ceremony of 120. Through these circumstances, the 100th anniversary of the opening of Niseko Town was held in February this year Commemoration CeremonyFor the 20 years since the "Ceremony", we held a simple "Certificate of Appreciation Presentation Ceremony" to those who have contributed to community development and other meritorious achievements, marking the 120th anniversary of the event.
Thanks to the support of the townspeople so far, the population has been at a low of 4,483 in 1990, and has continued to increase slightly in recent years, reaching a level of around 5,000. In addition, we were able to see an increase in town tax revenue of about 300 million yen, such as the advance of excellent companies into Niseko Town. As a result, out of 926 towns and villages nationwide, the rate of increase in individual inhabitant tax was 7th, the rate of increase in corporate tax was 11th, and the number of business establishments was 6th. In terms of (educational immigration), the Nihon Keizai Shimbun has published data that ranked No. 1 among towns and villages in Hokkaido.

Now, the infection of the new coronavirus that has hit the world has entered the era of "with coronavirus" in which we have no choice but to continue dealing with infectious diseases without seeing the end of the infection. On February 25, 20 2020 20, Honmachi also established the "Crisis Management Headquarters for the Spread of the New Coronavirus Infection," and three years have passed since these measures were taken. During this time, thanks to the understanding and cooperation of the townspeople and town council members, we have been able to take various measures such as infection prevention, economic measures, and livelihood support, and we have been able to reach the present day. I believe that the heartache of the managers and workers of tourism-related businesses such as restaurants and accommodation businesses has been very difficult. Amid the mood of easing infection prevention since the end of last year, I am pleased that we are gradually beginning to see positive signs, such as the recovery in the number of tourists entering Honmachi.
On the other hand, last year, Russia launched a military invasion of Ukraine, causing great anxiety in the world and triggering a global food crisis. We are continuing our atrocious and stupid war crimes. Our lives are in the midst of great life and daily anxiety, such as the current situation where we are unable to escape from this economic uncertainty and pandemic, but looking ahead to the future, we are flexibly working on community development projects with the promotion of various plans in Honmachi in mind. I will come.

In the town administration policy of the year before last and last year, I said that today's society surrounding us is currently facing three major issues that must be resolved. The first is to shift from a society that prioritizes economic rationality to the creation of a “sympathetic capital society” that values human dignity. Reduction of environmental pollution” and “Climate change countermeasures”, we are working on these based on the comprehensive plan based on the self-government comprehensive strategy, Eco-Model City action plan, and the SDGs future city plan.

In the new fiscal year, along with the development of sustainable living infrastructure, as a city where Takeo Arishima's motto "mutual aid" lives on, we will expand the environment that makes it easier to raise children, including "free medical expenses for children". We will strive to create a town where the elderly people who built the town can live with peace of mind.
In addition, regarding the invitation of companies that have been promoted so far, we will strengthen the invitation activities on the premise of "quality companies" that sympathize with Honcho's town development and meet the philosophy of Niseko Town 's environmental creation city.

Regarding the "land of unknown owner" that we have been requesting the national government to date, we are requesting the establishment of a law that allows the ownership to be transferred to a local government that wishes to do so, as well as the development of a water resource conservation area designated by the local government. We will continue to request the national government to establish legislation that allows local governments to regulate. In addition, in Niseko Town, regarding the development of water supply facilities to reduce future risks, such as switching to earthquake-resistant pipes for water supply pipes and water supply pipes, a support system as part of the national resilience policy promoted by the country. I intend to make a proposal to expand or establish a

In addition, regarding the "government subsidies for housing renovations that contribute to health and energy conservation," which we have been working on since last year with many stakeholders, coordination is currently underway with the government ministries and agencies to budget for energy-saving renovations of houses. In addition, we plan to promote efforts for high airtightness, high heat insulation, and energy saving in houses in conjunction with Honcho. In addition, regarding the redevelopment of roadside stations, we will continue to establish a support system for the government through the National Roadside Station Liaison Committee.

2023 year (2023), we will bring together the wisdom of the townspeople, town councilors, and municipal staff who are professionals in self-government, and bring together the "Constitution of Japan" and " Cherishing the philosophy of Niseko Town Basic Ordinance for Town Development", We intend to advance the town administration so as not to postpone various issues.

Next, I would like to report on the basic concept of budget execution.
