[Special Feature] Creating the Future of Niseko Town with the Volunteer Corps
Currently, there are 16 members of the Regional Revitalization Cooperation Team working in Niseko Town. They are bringing a breath of fresh air to the town, taking on challenges every day, and working as part of the community's efforts to revitalize the area.
This special feature focuses on the theme of JICA volunteers and education, showcasing the motivations and activities of JICA volunteers.
What is the Regional Revitalization Volunteer?
The Regional Revitalization Volunteers program was established by the Ministry of Internal Affairs and Communications in fiscal year 2009, and is a system in which volunteers move from urban areas to rural areas, engaging in "regional cooperation activities" while aiming to settle and become established in the area. Volunteers serve for a maximum of three years, and work at their assigned locations, making use of their own experience and abilities, while also working to settle in through local community activities such as supporting local events.
Niseko Town Cooperation Volunteer
The town hired three volunteers for the first time in fiscal year 2011. To date, it has accepted 99 volunteers, and 83 have graduated by last year.
Currently, the team consists of 16 members: 7 first-year volunteers who joined this year, and 9 second- and third-year volunteers. Each volunteer chose Niseko Town with their own unique aspirations. While initially bewildered by the unfamiliar surroundings, they are working daily, constantly thinking about what they can do for Niseko Town.
Three activities aimed at permanent settlement
Assignment Activities: Activities to build the foundation for life in Niseko.
• Placements vary, including government offices, schools, and companies.
Gaining the trust of those around you through this work will form the foundation for group activities and independent activities.
Overall Activities: Activities that transcend the boundaries of individual departments to revitalize the community.
- Support local events, plan and report on activities such as volunteer events, and conduct PR activities.
The Christmas event is organized by the volunteer corps.
Independent Living Activities: Activities to prepare for goals after graduation.
Each individual is working towards settling down in the area, such as studying for qualifications or participating in training programs.
As graduation approaches, the amount of time spent on independent activities often increases.
Volunteer Corps x Children
Mayor Tanaka's slogan is "A challenge to make Niseko child-centered," and Superintendent Kato emphasizes "Creating a Niseko-style educational environment that values 'empathy'." With a new mayor and superintendent in charge, attention is once again being paid to education and childcare in Niseko Town.
Coinciding with this trend, seven of the 16 volunteers currently working are assigned to positions related to children, such as schools and childcare. Furthermore, opportunities for volunteers to interact with children are spreading throughout the town, not just at their assigned locations, but also at Christmas events, community cafeterias, and the Asobukku Festival.
Following the activities of the volunteer corps will also help us understand what kind of educational and childcare environment Niseko Town is trying to create in the future. On the following pages, we will introduce the activities of volunteer corps members involved in education.

Introduction to the first-year volunteers
Seven volunteers have moved to Niseko Town this year. They are assigned to various locations, including Arishima Takeo Memorial Museum and the Niseko Central Warehouse Complex. This time, we introduce a volunteer who is working in an education-related field.

Why Niseko Town?
My parents saw a flyer for the "Regional Revitalization Cooperation Team" in Niseko Town while they were traveling in Hokkaido and contacted me about it. I had always wanted to leave Tokyo at some point, so when I found the job posting for the children's center, I decided to move there because I thought I could make use of my previous experience in after-school childcare.
What kind of activities are you currently involved in?
My main duties involve supporting the staff, such as maintaining the environment within the building and supervising the children. I was surprised by the high level of athletic ability the children possessed.
Things I want to do in the future
While my focus will be on activities at the children's center, I am interested in accommodation, tourism, and experiential learning businesses in the future, so I would like to acquire AI video editing skills and English language skills.

Why Niseko Town?
Having taught English as my specialty for six years, I realized the difference between "being able to speak English" and "being able to use English." Having visited Niseko Town several times, I thought I could teach practical English there, so I decided to move. I also had the opportunity to connect with Ryosuke Kato, a former JICA volunteer (who joined in 2020), and being able to consult with him was another reason for my decision.
What kind of activities are you currently involved in?
We provide support for students who have difficulty learning in classrooms or group settings, known as SSR (School Support Room). We cleaned out a former computer room and repurposed the discarded items to create a new room layout.
Things I want to do in the future
I want to hold outdoor English camps to increase interaction between children from other countries and Japanese children.

Why Niseko Town?
Through my work supporting students studying abroad, I had the opportunity to interact with Principal Motoya at Niseko High School, and I was impressed by the school's open and welcoming attitude. While researching Niseko High School, I learned about the recruitment of House Masters, and feeling that it would be the culmination of my life's work, I applied to join the Japan Overseas Cooperation Volunteers.
What kind of activities are you currently involved in?
As a dormitory mother, I take on responsibilities such as accompanying students to the hospital when they get sick, listening to their problems, and supervising them with cleaning. I also currently volunteer to support high school students studying abroad, including driving them to and from the airport.
Things I want to do in the future
After living in Niseko Town, I started thinking about becoming a sightseeing taxi driver. Currently, I'm attending driving school to obtain my Class 2 driver's license.

Main activities: Entrepreneurship education and language support
I primarily work at "StarsUP," an after-school startup program for high school students, helping students implement solutions to local issues they've identified. Solving local problems is the same goal as the volunteer corps. What I've noticed while working here is that not only the principal, but all the staff are working with the perspective of creating new education that isn't bound by existing frameworks. Because of this, they're always encouraging me to try out my suggestions, and I feel like I'm always being supported.
Furthermore, we often feel that the high school is supported by the entire town, as the townspeople sincerely address the students' requests and even offer advice.
As I enter my third year in October, I will focus on creating an environment that makes it easier for students to engage in activities. In addition, I would like to contribute to solving local issues, drawing on the charm of Niseko Town that I have personally experienced, as I prepare to settle here.

Main activities: High school revitalization coordinator (student recruitment)
I usually conduct information sessions for student recruitment and prepare materials for them. In my first year as a volunteer, there were many things I didn't know about the school's initiatives, but the teachers at the school shared a lot of helpful information and ideas for student recruitment.
What I've noticed during our information sessions is the high level of interest in Niseko International High School. At the regional future study abroad information sessions held in Tokyo and Osaka, people constantly visit our booth, and I get the impression that many people have the impression that we offer a wide range of diverse programs, including international education and entrepreneurship education. I also feel that we have many collaborations with companies and the town. I think that the fact that there is an educational environment where the entire community, not just the school, is working together to raise children is one of the attractions of Niseko Town.
I have only a short time left until I graduate, but I would like to continue to be involved even after I graduate.
Principal Motoya
The members of the Regional Revitalization Cooperation Team are indispensable to Niseko International High School, handling student recruitment, entrepreneurship education, the after-school startup program StarsUP, and Japanese language education. Tasks that teachers, who are limited by their class schedules, cannot handle alone are made possible thanks to the team members, who take on their respective areas of expertise.
What we value most as the receiving side is thoroughly understanding "what kind of work applicants want to do" during the recruitment stage, and fostering a sense of attachment to the school and town through their work.
We hope that all the team members will continue to be involved in our school's endeavors in various capacities even after their three-year term ends.
Ms. Kida is a second-year volunteer and participates in various organizations and initiatives related to children. This time, we will introduce her work at one of them, the "After-School Children's Classroom."
*From now on, "After-School Children's Classroom" will be referred to as "ASC" (abbreviation for After School Class).

I feel that ASC provides an environment where you can freely try out what you want to do. The children are very curious and ask me to do this and that, which helps me to be more flexible. I also enjoy interacting with the children.
Mr. Koshiko and the other staff members have been very kind to me, and recently I've been borrowing one of their fields to do some farming. They've also become close to me on a personal level.
What struck me most about Niseko Town is its strong commitment to listening to and incorporating children's opinions. The fact that ideas from children in the Children's Council are actually implemented, and the many child-centered initiatives, are what make Niseko Town so appealing. I came to Niseko Town because I love outdoor activities like snowboarding and camping, but by getting involved in education in Niseko Town, I discovered nature games. Furthermore, ASC encourages trying new and unfamiliar games with a "Let's give it a try!" attitude. I believe these experiences wouldn't have been possible without being a volunteer in Niseko Town. I see this second year as a turning point, and I will now work to turn the many possibilities I felt during my first year, participating in various town activities, into tangible results.

Representative of After-School Children's Classroom
I always try to interact with children while thinking, "Would they enjoy doing this?" That's why I'm always eager to try new things that I think children will find fun, and I've been looking for volunteers for several years now. Ms. Kida is the first volunteer from ASC since Ms. Muraoka (who joined in 2023), and I think her strengths are her quick thinking to respond instantly to what children want to do now, and the wide range of activities she's involved in. The bottle rocket project we started last year was something we came up with after consulting with Ms. Kida, and it's been a great help that she can quickly prepare coloring pages of characters that we staff members don't know about.
ASC aims to be a welcoming and accessible space where children can drop in casually. To achieve this, relationships like those between friends, rather than between adults and children, are essential. However, in order to continue creating such a space, ASC needs to evolve to suit the times. Therefore, having someone like Ms. Kida, who brings a fresh perspective from outside, involved with ASC is extremely important, and we hope she will continue to bring new ideas in the future.
General activity
In addition to their assigned duties, volunteers participate in a variety of community activities. These include support work assisting with local events and organizing and running events primarily planned and managed by the volunteers themselves. You might even find a volunteer at an event you attend.
August, Tanabata Evening (Support Services)
This is a representative event of Niseko Town, featuring numerous food and drink stalls, opportunities to try making bottle rockets and balloon rides, and spectacular fireworks displays at night. The volunteer corps is fully involved in setting up the day before, managing the event on the day, and providing support for dismantling.
December Christmas Events
Niseko Christmas, a children's event co-sponsored by the Regional Revitalization Cooperation Team and Niseko Friends, features stage performances, instrument making and playing workshops, woodworking experiences, and Christmas cookie making. The Cooperation Team handles everything from planning to operation, and approximately 400 children participated last year.
February activity report meeting
The activity report meeting, held for the first time last year, included introductions to each member's activities and sales of products created by the volunteers. The volunteer corps provides various forms of support to the town, and each member engages in different and interesting activities, which can be heard in detail at the meeting.
This time, focusing on the theme of education x community development support teams, we introduced the voices of first-year support team members, as well as support team members and their staff working at Niseko High School, Niseko International High School, and after-school children's classes. Hopefully, through the support team, you can get a glimpse of education in Niseko Town.
What I noticed as a common thread in their stories was that every volunteer and their host community was facing various challenges. I felt that by having volunteers from outside the town work together with the town to tackle common issues, they could leverage each other's strengths and solve the town's problems.
Although we couldn't introduce them all this time, there are many other volunteers working in various assignment locations. Every single volunteer loves Niseko Town.
I have moved to Niseko Town, and I will continue my activities while exploring the town's potential and grappling with various challenges.

A lesson in mutual respect
Human Rights Class
Human rights commissioners held a "Human Rights Class" for fourth-grade students at Niseko Elementary School.
After learning about what human rights are, we learned about the Diamond Ranking, which includes things like "being able to play together" and "being able to talk about anything."
We did an activity where the students ranked four items related to the good qualities of their friends in groups. One student said, "It was difficult to come up with a consensus."
As the children's opinions suggest, they learned about "empathy for others" by sharing different values.

Summer flavors
First shipment of Yotei melons
This year, as in previous years, the first shipment of Niseko Town grown melons from the JA Yotei Niseko branch's low-temperature warehouse was made, leading the way in the JA Yotei area.
This is Rupia Red, produced by Eiichi Sato (Miyata).
This year's melons were shipped with a sugar content of 15 degrees, exceeding the standard of 13 degrees, resulting in sweet and delicious melons. The weather was generally good this year as well.
Production is going well. You can enjoy various varieties of melons from now until October.

Ensuring safe living in the town
Fire drill
A fire drill was held at the sports park, where 44 volunteer firefighters and 17 fire department personnel showcased the results of their daily training.
The exercise included platoon training to strengthen team cohesion among members, firefighting techniques such as pump truck and small pump operation, and simultaneous water discharge training. There was also a demonstration of disaster response drones for inspecting hard-to-reach places such as snow-covered mountains.
As we enter the full swing of summer, there will be many more opportunities to enjoy the outdoors. Let's be mindful of preventing accidents and fires and have a fun summer.

Students from Hokusei Gakuen University and junior high school students interacted with each other.
Disaster prevention lecture (outreach program)
Teachers and students from Hokusei Gakuen University conducted a disaster prevention lesson at Niseko Junior High School.
The town and Hokusei Gakuen University signed a comprehensive cooperation agreement in 2024. This time, as part of their collaboration with Niseko Junior High School, they listened to a disaster prevention lecture by Professor Suzuki and worked with students to design signs (pictograms) for landslides. In the future, they plan to have students give presentations and create a digital safety map by touring Niseko Town with the students.

The 19th Community Sports Day
Contrary to the prior cloudy forecast, the opening ceremony was bathed in bright sunshine as the long-awaited town sports day began.
Children and adults alike enjoyed the competition to the fullest, filling the venue with bright smiles and loud cheers. Let's learn about the rivers of Niseko Town
Aquatic insect observation party
The town commissioned the Niseko FF River Observation Society to conduct an aquatic insect observation event.
Due to the rain from the previous day, we were unable to actually go to the river to observe, but we were given a talk about what kinds of creatures live in the Rubeshibe River, interspersed with quizzes. We were also taught how to use fly fishing rods, and although the children struggled at first, they gradually became proficient at using the rods.

Blooming youthful passion
Niseko International High School / Niseko High School Festival
The inaugural Niseko International High School Festival was held to commemorate the occasion! This year's festival featured a significantly larger scale of food stalls, class exhibits, and student presentations. Despite the rain forecast, the rain stopped as soon as the festival began, making for a lively start. Twelve groups gave passionate performances in the student presentations, including bands, dance groups, and physical comedy acts, creating a huge buzz in the venue! The unique class exhibits, such as the planetarium and Jurassic Park, were also a great success, making it a wonderful school festival filled with smiles from all the participants.

Human rights commissioners held a "Human Rights Class" for fourth-grade students at Niseko Elementary School.
After learning about what human rights are, we learned about the Diamond Ranking, which includes things like "being able to play together" and "being able to talk about anything."
We did an activity where the students ranked four items related to the good qualities of their friends in groups. One student said, "It was difficult to come up with a consensus."
As the children's opinions suggest, they learned about "empathy for others" by sharing different values.

Summer flavors
First shipment of Yotei melons
This year, as in previous years, the first shipment of Niseko Town grown melons from the JA Yotei Niseko branch's low-temperature warehouse was made, leading the way in the JA Yotei area.
This is Rupia Red, produced by Eiichi Sato (Miyata).
This year's melons were shipped with a sugar content of 15 degrees, exceeding the standard of 13 degrees, resulting in sweet and delicious melons. The weather was generally good this year as well.
Production is going well. You can enjoy various varieties of melons from now until October.

Ensuring safe living in the town
Fire drill
A fire drill was held at the sports park, where 44 volunteer firefighters and 17 fire department personnel showcased the results of their daily training.
The exercise included platoon training to strengthen team cohesion among members, firefighting techniques such as pump truck and small pump operation, and simultaneous water discharge training. There was also a demonstration of disaster response drones for inspecting hard-to-reach places such as snow-covered mountains.
As we enter the full swing of summer, there will be many more opportunities to enjoy the outdoors. Let's be mindful of preventing accidents and fires and have a fun summer.

Students from Hokusei Gakuen University and junior high school students interacted with each other.
Disaster prevention lecture (outreach program)
Teachers and students from Hokusei Gakuen University conducted a disaster prevention lesson at Niseko Junior High School.
The town and Hokusei Gakuen University signed a comprehensive cooperation agreement in 2024. This time, as part of their collaboration with Niseko Junior High School, they listened to a disaster prevention lecture by Professor Suzuki and worked with students to design signs (pictograms) for landslides. In the future, they plan to have students give presentations and create a digital safety map by touring Niseko Town with the students.

The 19th Community Sports Day
Contrary to the prior cloudy forecast, the opening ceremony was bathed in bright sunshine as the long-awaited town sports day began.
Children and adults alike enjoyed the competition to the fullest, filling the venue with bright smiles and loud cheers. Every team displayed wonderful teamwork, and the matches were exciting and close until the very end. This year, the "Central Team" emerged victorious! Thank you to everyone who participated.

Let's learn about the rivers of Niseko Town
Aquatic insect observation party
The town commissioned the Niseko FF River Observation Society to conduct an aquatic insect observation event.
Due to the rain from the previous day, we were unable to actually go to the river to observe, but we were given a talk about what kinds of creatures live in the Rubeshibe River, interspersed with quizzes. We were also taught how to use fly fishing rods, and although the children struggled at first, they gradually became proficient at using the rods.

Niseko International High School / Niseko High School Festival
The inaugural Niseko International High School Festival was held to commemorate the occasion! This year's festival featured a significantly larger scale of food stalls, class exhibits, and student presentations. Despite the rain forecast, the rain stopped as soon as the festival began, making for a lively start. Twelve groups gave passionate performances in the student presentations, including bands, dance groups, and physical comedy acts, creating a huge buzz in the venue! The unique class exhibits, such as the planetarium and Jurassic Park, were also a great success, making it a wonderful school festival filled with smiles from all the participants.

● Establishment of a consultative body
In March, a consultative body was established to promote mutual support within the community. Ten members, including town residents, administrative staff, and welfare workers, held their second meeting last month to discuss the current state of the town and the future they aspire to. They deepened their understanding of the role of consultative bodies in the community.
●KIUA Niseko School Community Exchange Meeting
On July 1st, we supported an exchange event between students from an international school in the Motomachi district and members of the local community. The students gave us a tour of the facility, and we were able to see various learning presentations. At the end, we enjoyed tea and interacted through games and interviews. We hope that this event will serve as a starting point for people to get to know each other and build a relationship of mutual support.
● Boosting spirits through a little volunteer work
On July 9th, we held a workshop titled "How to Create Meaningful Time the Niseko Way," with Mr. Susumu Marufuji, Representative Director of the Minami Hokkaido Community Development Support Center, as the lecturer. He explained that volunteer activities not only help others but also have positive effects on one's own health and dementia prevention, making it a very encouraging talk for both those already involved in volunteer work and those who would like to get started. If you are willing to lend a hand in your spare time, or if you are interested but don't know where to start, please contact the SC.
●We've started a casual consultation session.
We have a corner set up inside Kirano-yu where you can feel free to ask any questions, primarily on the first Thursday morning and the third Friday afternoon of each month. You can also have your blood pressure measured and earn Kirano Points (1 point), so please feel free to stop by.

On July 16th, we held a talk and quiz about vegetables for the middle-year children (Sheep Class) at Yoji Centre. When discussing radishes, which were served in lunch that day, we explained that the taste and texture vary depending on the part of the radish, and that using different parts depending on the dish makes it even more delicious.
Comments such as "My mom told me that" and "I know that" were heard. The final vegetable quiz was also a huge hit.
*The preschool nutrition class is a class held for about 15 minutes before lunchtime for middle-year (sheep class) and upper-year (bear class) children, with the aim of deepening their interest in food from an early age.

There was a fun party
This year, the older children held their annual fun party. For days beforehand, the children had been thinking about what to make for dinner and going shopping together to buy ingredients for curry rice, and they were really looking forward to the party. On the day of the party, they cut the ingredients for the curry rice and made cakes by putting whipped cream and strawberries on sponge cake.
The curry, which contained vegetables they had cut themselves, seemed to be very delicious. The haunted house and fireworks must have made for wonderful memories for the children.

The refreshing summer breeze makes this a pleasant season. I joined the student council in the by-election last May, and before I knew it, more than a year had passed. This past year has given me many valuable experiences. Through our activities, I have come to realize anew the difficulty and enjoyment of working together with my fellow student council members to make the school a better place, as well as the joy of creating school events.
As I write this, each class and department is busy preparing for the school festival. This year marks the first time that Niseko High School and Niseko International High School will be hosting the festival together. New events are planned, such as class presentations, which have never been done before, and each student is contributing ideas and working hard to make it a better and more enjoyable festival. By the time this newsletter is published, the school festival should have successfully concluded. I would be very happy if it was a school festival that was enjoyed not only by the students but by many other people as well.
We hope you will continue to support Niseko High School and Niseko International High School as they continue to evolve by taking on new challenges.

Members of the Chitose City volunteer group "Yume no Kai" visited the center and interacted with the Asobukku volunteer group "Gin no Hari." Both groups create cloth picture books and cloth toys. Holding the cloth picture books they had made, they shared stories about their creative process and ideas for their activities, enjoying a pleasant time discussing topics unique to creators.
Support for elementary school students' lessons
As part of our learning support program for Niseko Elementary School and Kondo Elementary School, Asobukku hosted classes. The children learned about how to use the library and the arrangement of bookshelves by category, and also had a leisurely tour of the library. Entering the closed stacks, an area normally off-limits to the public, the children's eyes lit up with curiosity as they enjoyed the world of books.

Nice to meet you
My name is Yukari Okada, and since June of this year, I have been working at Arishima Takeo Memorial Museum as a community development volunteer and curator. I am originally from Sapporo City, and moved here when I started my job. At university, I studied metalwork, mainly mastering the metal forging technique, but I also put effort into creating my own works incorporating various techniques. I also wanted to share art with many people and help them understand the importance of culture and art in a broad sense, so I participated as an assistant staff member in various workshops and conducted workshops in my club activities.
I had visited Niseko Town and Arishima Takeo Memorial Museum several times before. Even back then, I felt that Mount Yotei, with its dramatically changing appearance depending on the weather conditions, had a charm that the mountains in Sapporo city lacked. Now, comparing the view of Mount Yotei from my commute every day has become a daily pleasure.
At Arishima Takeo Memorial Museum, in addition to exhibiting materials related to Takeo Arishima, we also hold events and exhibitions related to Niseko Town that visitors can enjoy as experiences. While working, I hope to learn and grow together with the townspeople, enjoying the process of learning about Arishima Takeo Memorial Museum and Niseko Town.
As a member of the Regional Revitalization Cooperation Team and as a museum curator, I will do my best to be of service to the people of Niseko Town, utilizing my experience in activities that convey the appeal and importance of culture and art. Thank you for your support.

On June 15th, the Sports Association held its awards ceremony to recognize athletes, organizations, and coaches who excelled in sports last year and who dedicated themselves to training and guiding athletes. Certificates of commendation were presented to 22 individuals and 2 organizations (*). Sports Association Chairman Yabashi offered words of appreciation and encouragement, expressing his hopes for their success this year, and the award recipients showed determined expressions.

Members of the Chitose City volunteer group "Yume no Kai" visited the center and interacted with the Asobukku volunteer group "Gin no Hari." Both groups create cloth picture books and cloth toys. Holding the cloth picture books they had made, they shared stories about their creative process and ideas for their activities, enjoying a pleasant time discussing topics unique to creators.
Support for elementary school students' lessons
As part of our learning support program for Niseko Elementary School and Kondo Elementary School, Asobukku hosted classes. The children learned about how to use the library and the arrangement of bookshelves by category, and also had a leisurely tour of the library. Entering the closed stacks, an area normally off-limits to the public, the children's eyes lit up with curiosity as they enjoyed the world of books.

My name is Yukari Okada, and since June of this year, I have been working at Arishima Takeo Memorial Museum as a community development volunteer and curator. I am originally from Sapporo City, and moved here when I started my job. At university, I studied metalwork, mainly mastering the metal forging technique, but I also put effort into creating my own works incorporating various techniques. I also wanted to share art with many people and help them understand the importance of culture and art in a broad sense, so I participated as an assistant staff member in various workshops and conducted workshops in my club activities.
I had visited Niseko Town and Arishima Takeo Memorial Museum several times before. Even back then, I felt that Mount Yotei, with its dramatically changing appearance depending on the weather conditions, had a charm that the mountains in Sapporo city lacked. Now, comparing the view of Mount Yotei from my commute every day has become a daily pleasure.
At Arishima Takeo Memorial Museum, in addition to exhibiting materials related to Takeo Arishima, we also hold events and exhibitions related to Niseko Town that visitors can enjoy as experiences. While working, I hope to learn and grow together with the townspeople, enjoying the process of learning about Arishima Takeo Memorial Museum and Niseko Town.
As a member of the Regional Revitalization Cooperation Team and as a museum curator, I will do my best to be of service to the people of Niseko Town, utilizing my experience in activities that convey the appeal and importance of culture and art. Thank you for your support.

The Niseko Mirai Neighborhood Association is actively engaged in various activities!
To date, 41 households have moved into Niseko Mirai. This year, neighborhood association activities have gained momentum, and the spring general meeting and barbecue were bustling with many participants.
At the hugely successful Niseko Mirai Marche, we set up a booth for our neighborhood association, allowing us to introduce life in Niseko Mirai to visitors. Also, at the recent town sports day, I officially joined the Sugoroku (board game) team, and I've had many opportunities to interact with neighboring neighborhood associations and residents. I'm a newcomer, so please be kind to me!
And the shared "Niseko Mirai Farm" serves as a hub for residents to interact. The neighborhood association grows several vegetables, mainly edamame, while residents cultivate their own vegetables and fruits. In the fall, they plan to enjoy a barbecue as part of a harvest festival.

Niseko high school students participate in internships!
From June 9th to 12th, two second-year students from Niseko High School came to Radio Niseko for a four-day internship. This time, they appeared as interviewers on Radio Niseko's guest appearance segment, "Niseko People"! They experienced the process of meeting with guests in advance, creating a script for the live broadcast based on that meeting, and then the day of the broadcast. They did a great job during the live broadcast! In addition, they observed how to use the equipment and the flow of parliamentary broadcasts, and finally appeared on the evening live broadcast, "Radio Possible," to conclude their internship. It was a very fulfilling four days for us station staff as well.
You can expect to see Niseko High School students appearing in various events in the future. Stay tuned!

Hello, townspeople! This is the former starch factory in the Niseko Central Warehouse Complex.
The historic building of the former starch factory now serves as an indoor community space equipped with Wi-Fi and other amenities. It's a co-working space where anyone can easily drop by for a break and socialize, even with small children.
On August 22nd and 23rd, this space and plaza will be the stage for "Warehouse Summer Plaza 2026 ~Niseko's Delicious Food, Alcohol, Sweets, and a Marche to Brighten Your Life~". Making hanging baskets to decorate Kira Kaido Street
This year, I once again participated in the hanging basket making workshop organized by the NPO Niseko Community Development Forum. The weather was fine on the day, but due to the high temperature, the work was carried out inside a warehouse instead of outdoors as in previous years. Sixteen volunteers carefully planted the flower seedlings, receiving guidance on placement and combination, and each basket was completed with a unique personality.
Many of the volunteers don't usually have many opportunities to work with soil or flower seedlings, so although they were a little hesitant at first, the work proceeded in a friendly atmosphere. The completed baskets are being used to decorate Kira Kaido Street, in front of Niseko Station, and at the roadside station. As the flowers grow through the summer, the town will become even more vibrant. Please enjoy the seasonal colors when you take a walk or commute. (Mai Ikeda)
Niseko Elementary School Rice Planting Support
On June 1st, fifth and sixth graders at Niseko Elementary School participated in a rice planting experience. Six members of the volunteer corps also took part to support them.
The weather was fine that day, and despite concerns about heatstroke, the children enthusiastically enjoyed their first rice planting experience. I also had a rice planting experience when I was in elementary school, so it was a valuable experience for me, bringing back fond memories of that time. The children seemed to find planting rice and walking in the rice paddy a new experience, and at first they worked diligently. When the children reached the center of the paddy, I threw rice to them from the outside, and they had fun catching it. They got covered in mud, which was so cute and typical of elementary school children, and it made me happy too.
Seeing those energetic children made me want to participate again next year. Thank you very much. (Takuto Kukue)
Asobu-ku Festival Support
I participated in supporting the Asobukku Festival held on June 20th. There were performances by the Niseko Junior High School Music Club and OK・NISEKO, picture book readings, puppet shows, cafes, a panel exhibition by international exchange coordinators, a bazaar by the Living House, a used book market, a craft corner, and a children's fair, and it was bustling with many people.
The volunteer corps assisted with transporting books the day before and on the day of the event, directing traffic in the parking lot, and providing support at the children's festival. The children's festival featured different activities from last year, such as toy shops, candy stalls, and a baseball target game, and the children were very excited. We were able to watch them up close and enjoy ourselves along with them. (Nanami Takagi)
Cultivating a local brand: Cotton planting
I participated in cotton planting at Takahashi Farm, together with local residents. Planting seedlings was physically demanding work, but it was a valuable experience to learn about how cotton is connected to products and to feel closer to a local brand. (Yuki Shoji)

On June 13th, we helped plant pumpkin seedlings at Odagiri Farm. The high school student support team worked energetically under the blue sky, and afterwards, we all enjoyed pizza and yakisoba together. It was a day filled with smiles. Thank you, Mr. Odagiri! (Rie Ito)

Important Notice
A settlement has been reached in the water source lawsuit.
A settlement has been reached at the Sapporo High Court in a lawsuit concerning the ownership of a water source protection area (Yotei Niseko Town) in which the town was a party. In this case, Niseko Town acquired the land in 2013 through a lawful sales contract, and the former owner was seeking the return of ownership. Niseko Town lost the case in the first instance and had appealed.
When the current mayor, Kento Tanaka, took office, settlement negotiations were already underway in the appeal trial, and the opposing party had offered a settlement of approximately 500 million yen. Subsequently, the town presented detailed arguments and evidence regarding the opposing party's insufficient burden of proof and the failure to meet the legal conditions for filing a lawsuit, and the court decided to reopen the proceedings. Ultimately, both parties accepted the court's settlement proposal (settlement amount of 1.5 million yen), and a settlement was reached in which Niseko Town retained ownership of the water source.
The town considered fighting the case to a judgment, but after considering the burden on public funds due to a prolonged lawsuit and the legal instability, they accepted a settlement, prioritizing the interests of the townspeople. As a result, Niseko Town 's water source was preserved, and the lawsuit came to an end.

Make use of last-minute forecast information.
On September 21, 2025, a linear rainband formed in Hokkaido for the first time, resulting in localized record-breaking heavy rainfall.
The Japan Meteorological Agency publishes information to inform the public in advance about the occurrence or possibility of linear rainbands. In addition to these, since May 29, 2026, the agency has started operating the "Linear Rainband Pre-Occurrence Forecast Information" service, which aims to notify the public 2 to 3 hours before the occurrence of a linear rainband when the risk of heavy rain due to a linear rainband increases.
When a linear rainband forms, extremely heavy rain continues to fall in the same area for several hours, rapidly increasing the risk of disaster. If information about a linear rainband is issued, check the situation in your area using the "Linear Rainband Forecast Map" or "Kikikuru," and take appropriate disaster prevention actions according to the warning level, such as evacuating early according to the information from your local municipality.

Vacant houses, such as homes that are no longer inhabited or warehouses that are no longer in use, will deteriorate year after year if they are not properly maintained with regular snow removal and repairs. Eventually, vacant houses (abandoned buildings) that are too damaged to be reused will not only spoil the town's landscape but also pose a risk of causing harm to the surrounding area by collapsing.
What are the responsibilities of the owner of a vacant house?
Vacant houses are private property, so the owners are responsible for their proper management. The town does not, in principle, manage vacant houses. If snow falls from a vacant house, or parts of the building collapse, causing damage to neighboring houses or passersby, the owner may be held liable for damages and other management responsibilities. Those who own vacant houses are requested to manage them properly to prevent them from becoming a nuisance to the surrounding area.
What happens if you leave an abandoned house unattended?
In 2004, the town enacted the "Niseko Town Landscape Ordinance," which obligates landowners to make efforts to properly maintain their land so as not to impede the landscape due to "poor land management," such as abandoned buildings.
Furthermore, in order to address the nationwide problem of vacant and abandoned houses, the government enacted the "Special Measures Act for the Promotion of Measures against Vacant Houses, etc." in 2014. This law aims to promote comprehensive and systematic measures against vacant and abandoned houses.
Based on this ordinance and law, the town conducts on-site inspections of land containing abandoned buildings, provides guidance to the owners, and, in some cases, issues recommendations and orders. If the property is still not properly managed, the town can remove the abandoned building in accordance with the Administrative Execution Act and collect the costs from the landowner.
Measures to address vacant properties in cooperation with the Niseko Real Estate Association
The town has an agreement with the "Niseko Real Estate Association" to assist with the management of vacation homes and vacant houses, and also operates a utilization program that rents out vacation homes and vacant houses when their owners are not using them. Are your workplace measures against heatstroke adequate?
It used to be thought that "Hokkaido is cool, so there's no need to worry about heatstroke," but in recent years, the number of days with temperatures as high as midsummer or extremely hot has been increasing even in Hokkaido.
Since June 1st of last year, the revised Industrial Safety and Health Regulations have come into effect, requiring employers to establish and publicize a system for reporting any worker who shows symptoms of heatstroke when they are working continuously in hot places such as construction sites (Article 612-2 of the Industrial Safety and Health Regulations). Heatstroke, as used here, is a general term for health disorders that occur when the balance of water and salt in the body is disrupted or the body's thermoregulatory function fails to work properly in a hot and humid environment. A hot place is defined as a place where the wet-bulb globe temperature is 28 degrees Celsius or higher or the air temperature is 31 degrees Celsius or higher. The wet-bulb globe temperature is an index intended to prevent heatstroke.
This method incorporates not only temperature but also ambient thermal conditions such as humidity and solar radiation, along with the temperature itself.
Heatstroke can often be prevented with appropriate measures. As we head into the peak of summer heat, it is important to raise awareness of heatstroke prevention not only among individuals but also throughout the workplace.

As of the end of June, France is experiencing an unprecedented heatwave, with temperatures approaching 41 degrees Celsius. A similar heatwave occurred in early May, when the average high temperature, which had been around 15 degrees, suddenly rose to nearly 30 degrees. At that time, I was in Etretat, a village in northern France facing the English Channel, and I thought I was lucky to be spending time by the sea in the north, which is usually cold...
While Hokkaido may not have a high air conditioning penetration rate compared to the rest of Japan, the ownership rate across France is a mere 24%, practically nonexistent. This is attributed to the difficulty of installation in many historical buildings and widespread concern about the negative environmental impact. How can we reconcile protecting the environment with protecting human lives? I find myself pondering this question every time I step outside my air-conditioned office.

A settlement has been reached in the water source lawsuit.
A settlement has been reached at the Sapporo High Court in a lawsuit concerning the ownership of a water source protection area (Yotei Niseko Town) in which the town was a party. In this case, Niseko Town acquired the land in 2013 through a lawful sales contract, and the former owner was seeking the return of ownership. Niseko Town lost the case in the first instance and had appealed.
When the current mayor, Kento Tanaka, took office, settlement negotiations were already underway in the appeal trial, and the opposing party had offered a settlement of approximately 500 million yen. Subsequently, the town presented detailed arguments and evidence regarding the opposing party's insufficient burden of proof and the failure to meet the legal conditions for filing a lawsuit, and the court decided to reopen the proceedings. Ultimately, both parties accepted the court's settlement proposal (settlement amount of 1.5 million yen), and a settlement was reached in which Niseko Town retained ownership of the water source.
The town considered fighting the case to a judgment, but after considering the burden on public funds due to a prolonged lawsuit and the legal instability, they accepted a settlement, prioritizing the interests of the townspeople. As a result, Niseko Town 's water source was preserved, and the lawsuit came to an end.

●Eligibility Requirements: Individuals who have graduated from a high school under the School Education Act, or who are expected to graduate by the end of March 2027, and who were born on or after April 2, 1997. Furthermore, individuals who meet the following conditions.
- People who can reside in the town or village where they work.
- Individuals who hold a regular driver's license (manual transmission), or who will obtain one within the next year.

In recent years, there have been numerous accidents across the country caused by lithium-ion battery fires.
Lithium-ion batteries, found in smartphones and mobile batteries, can ignite if subjected to impact or water exposure. When disposing of these devices, be sure to remove the batteries and bring them to the Town Resident Affairs Division counter. If removal is difficult, please use the facilities that are inspected twice a year (July and October).
Please bring your used small electrical appliances to our collection point.
For safe collection, please cooperate with sorting and recycling.

Niseko Town Chamber of Commerce is recruiting participants for the Odoriyama (dance float) to be carried in the Karita Shrine Festival on September 10th. Yukata (summer kimono) and other clothing will be provided. Anyone is welcome to participate, regardless of experience level or gender.

As of the end of June, France is experiencing an unprecedented heatwave, with temperatures approaching 41 degrees Celsius. A similar heatwave occurred in early May, when the average high temperature, which had been around 15 degrees, suddenly rose to nearly 30 degrees. At that time, I was in Etretat, a village in northern France facing the English Channel, and I thought I was lucky to be spending time by the sea in the north, which is usually cold...
While Hokkaido may not have a high air conditioning penetration rate compared to the rest of Japan, the ownership rate across France is a mere 24%, practically nonexistent. This is attributed to the difficulty of installation in many historical buildings and widespread concern about the negative environmental impact. How can we reconcile protecting the environment with protecting human lives? I find myself pondering this question every time I step outside my air-conditioned office.

Shiribishi Museum Road Joint Exhibition
「藤倉英幸展 風が吹く、耳を澄ます」
This year's theme is "sound." We will be exhibiting paper collage works by Hideyuki Fujikura, depicting landscapes from various locations throughout Hokkaido. The exhibition room is usually quiet, but can you hear the sound of the wind from somewhere?

Niseko Town Kento Tanaka
A settlement has been reached in the lawsuit concerning the protected area of the water source. As a result of this settlement, the water source will continue to be owned by the town. When I took office, settlement negotiations were already underway in the appeals court, and the situation was difficult, with a settlement payment of approximately 500 million yen being offered. However, after thoroughly reviewing the entire case and making repeated arguments and presenting evidence, including new legal points, we were able to achieve our primary objective of protecting the water source and ultimately reached a settlement of 1.5 million yen.
In this matter, I would like to express my sincere gratitude to the many townspeople and the warm support we received from all over the country. Learning from this experience, I will work to protect the town's precious assets entrusted to us by future generations, such as water resources, a rich natural environment, and the social infrastructure that supports our lives, and to promote town administration that will pass them on to the next generation.

The student who reluctantly read books just to write book reports is a distant memory. Now, I can't stop thinking about the ending of a certain book.
There's something that's getting in my way: sleepiness. I want to reach the ending quickly, so I try to read on, but I just can't overcome it. Is it the heat, or my age? Something is draining my energy abnormally, and no matter what I do, I lose to sleepiness. I'd be sad if the day came when I finish reading this book, but I can't help but wonder what happens next. I even feel frustrated that I'm not making much progress.
However, I, who have no understanding of the concept of "moderation," on days when I'm particularly productive with reading, I quench my thirst with barley tea, feel the pleasant breeze from the fan, and completely immerse myself in the story. Yes, the reason I'm succumbing to sleepiness isn't just because of the summer heat or my declining physical strength. It's also because my immersion in stories has led to an accumulation of disrupted habits. But there are other books I want to read precisely because it's summer. So, how should I manage my reading from here on out...?
Well then, everyone, let's all have a wonderful summer! (Ma)
