Community Development Information Office to begin operations this fall – New fire station open to the community
With the temporary fencing removed, the exterior of the new fire station has been revealed. Many people are probably wondering, "When will it begin operations?" and "What kind of building is it?" So, in this month's issue of the Community Development Information Section, we will introduce the new fire station.
Background leading to construction
The current Niseko Fire Station, built in 1976, is showing signs of aging after approximately 50 years. Buildings constructed before the new seismic standards were implemented pose a risk of collapse during major earthquakes, posing a challenge to its role as a disaster prevention base. There was also a need to install state-of-the-art equipment and improve the working environment for firefighters. To address these issues, a basic plan was implemented starting in 2022, leading to the construction of the new station.
Concept of the new fire station
In this renovation project, the design was based on the concept of "an open fire station that the community can rely on in times of need," aiming not only to solve the aforementioned problems but also to create a fire station that can engage with local residents and foster trust.
Construction was completed in March of this year, and since April, work has been underway on exterior landscaping around the fire station, as well as the installation of communication equipment and other supplies. Operation is scheduled to begin around this fall.

Site area: 2,923.34 square meters
Scale: Building area 1,521.72 square meters
Total area: 3,094.98 square meters
Structure: Reinforced concrete, partially steel frame
Number of floors: 1 basement floor, 3 above-ground floors

Things that will "change" with the new fire station
1. When a disaster occurs
Because the office is located on the main road, Niseko Station Road, it is easier to dispatch personnel, allowing them to quickly reach the scene in case of an emergency.
2. Preparing for disasters
A disaster preparedness warehouse is located on the first basement floor. This warehouse stores equipment, supplies, and food to prepare for disasters.
3. Improvement of facility functions
The facility will be equipped with meeting rooms and other facilities, and will be used for disaster prevention education, fire extinguishing training, and first aid courses for local residents.
4. Towards facilities that are friendly to people and the environment.
This facility is designed to be user-friendly for all members and staff, regardless of gender. Furthermore, it is an environmentally friendly facility, having received ZEB-Ready certification (BEI value 0.45) under the Building Energy Efficiency Labeling System (BELS).
By centralizing and managing fire and ambulance vehicles and equipment, and improving the working environment for firefighters, unified and efficient management and operation are achieved, enabling a rapid response in emergencies.
As a presence that "watches over" the community
The bricks used for the exterior walls of the new fire station were made by children from Yoji Centre, mixing soil they collected from the construction site. Furthermore, the bricks and the glass doors of the station are adorned with images of rowan trees. The rowan tree is known for its fire resistance and its flower meaning, "I will watch over you," symbolizing the fire station's role in watching over the townspeople.

Principal Motoya and teacher Nakatani report the award.
Niseko High School's tourism education initiative has been selected as the second-best in the "Thriving Communities" category of the "Green Destinations Top 100 Stories" international tourism awards program. Niseko High School conducts education that allows students to learn about the region through tourism and think about the future of the region, in collaboration with the town and local businesses. At the awards ceremony held in Berlin, Germany, the initiative was highly praised as a sustainable tourism development effort that integrates education and community building.

Kotobuki University Learning Event / Closing Ceremony
The Board of Education held the March study session and closing ceremony for the 2025 Kotobuki University at the town community center.
At the study session, the Pikinini Music Band performed, and the participants were seen enjoying themselves while clapping along. Over the past year, the Kotobuki University study sessions have included a total of 12 activities, such as training trips, sports days, litter cleanup activities, and interactions with elementary school students. At the closing ceremony, the Superintendent of Education (President of Kotobuki University) and the town mayor offered words of appreciation to the students for their active participation throughout the year.

In recognition of their contributions to community development.
A letter of appreciation was presented.
Based on the Niseko Town Construction Business Regional Contribution Commendation Regulations, which stipulate the recognition of construction businesses that have made contributions to the community, such as the voluntary development of public facilities, Mayor Tanaka presented a letter of appreciation to Nippon Marking Co., Ltd. (Sapporo City).
As part of its social contribution activities, the company carried out repair work on the parking lot lines at three public facilities in the town. This activity, carried out to ensure the safety of users, has made a significant contribution to community development.

Full of smiles
Yoji Centre Graduation Ceremony
A graduation ceremony was held at Yoji Centre, and 37 children from the Bear Class graduated.
At the graduation ceremony, each child's name was called by their teacher, and they responded loudly as they went up to the stage to receive their graduation certificate from the principal.
At the end of the ceremony, the children spent their last moments with their homeroom teachers and parents, leaving Yoji Centre with big smiles on their faces and looking so much more grown up.

With a big goal in mind
I went to Tonga as a volunteer for overseas cooperation.
Ms. Kikuko Okamoto, a resident of our town, came to pay us a courtesy visit before being dispatched to Tonga for two years starting in May as a JICA Overseas Cooperation Volunteer.
Ms. Okamoto will be assigned to the Tonga Table Tennis Federation, where she will be responsible for teaching techniques and tactics. "I want to work hard to establish a coaching system and create a sustainable foundation so that we can meet the demand for producing Olympic and Paralympic athletes. I also want to convey Japanese culture while experiencing the spirit of mutual assistance in Niseko Town," she said emphatically.

B.B., thank you for the past year!
Retirement Ceremony for Niseko Town Tourism Ambassadors
The town held a retirement ceremony for B.B., the mascot of the Hokkaido Nippon-Ham Fighters, as a tourism ambassador. Mayor Tanaka presented B.B. with a certificate of appreciation and a commemorative gift. Members of the Niseko Supporters Association and the youth baseball team also came to express their gratitude to B.B.
For one year, B.B. served as the town's tourism ambassador, visiting 25 locations including schools and tourist facilities, and widely promoting the town's charm through the B.B. Blog. Thank you for interacting with so many people and helping to enliven the town.

With anticipation for school life
Entrance ceremony at each school in the town
As the new school year begins, entrance ceremonies were held at schools throughout the town. This spring, 32 new students started their school lives at Niseko Elementary School, 11 at Kondo Elementary School, 47 at Niseko Junior High School, and 56 at Niseko International High School. Prior to the entrance ceremony at Niseko International High School, Established ceremony was also held, where the school emblem and school song were unveiled.
The new students seemed nervous about starting a new school life, but smiles were also seen on their faces as they listened to the welcoming speeches from the principal and upperclassmen.

Every second and fourth Friday from 10:00 AM to 11:30 AM, the town community center holds internet-based recreational activities (such as "Fumanet" and "Square Step") with the aim of maintaining and improving cognitive function and walking ability.
・Lively Health Classes
We engage in activities to maintain good health for life by encouraging daily walking and health checks. Sessions are held at Kirano-yu on the 1st and 3rd Fridays of each month, and at the Town Community Center on the 2nd and 4th Fridays, from 1:30 PM to 3:30 PM. New members and visitors are welcome. [Starting a new life]
A month has passed since the start of the new fiscal year. During this time, many people accumulate fatigue from adjusting to their new routines, and their nutritional balance in their diets tends to be disrupted.
This month, I'll introduce a simple keema curry that can be made in just one frying pan. It can also be frozen, so it's a good idea to make a large batch for when you're short on time. It's also versatile, and you can add ingredients like burdock root or mushrooms to get some much-needed fiber. It also pairs well with beans, cheese, bread, and udon noodles, so try customizing it to your liking.

Salt equivalent: 1.5 grams
<Ingredients> (for 4 people)
Ground beef and pork mix, 240 grams
200 grams of onion
100 grams of carrots
Canned chopped tomatoes (400 grams)
1 teaspoon grated garlic
1 tablespoon olive oil
A pinch of salt and pepper
A. Mixed seasoning
4 teaspoons of curry powder
2 teaspoons of Worcestershire sauce
2 tablespoons ketchup
Consommé 1 teaspoon
<How to make>
1. Finely chop the onion and carrot.
2. Add olive oil to a frying pan, add garlic, and once it becomes fragrant, add the ground meat, season with salt and pepper, and sauté.
3. Once the ground meat is cooked through, add the onion and carrot and sauté until the onion is softened.
4. Add the canned crushed tomatoes and sauté over medium heat for about 5 minutes, then add A and sauté for another 5 minutes until done.
*If you don't like spicy food, please adjust the amount of curry powder.

The Asobukku Puppet Troupe has arrived!
The Asobukku Puppet Troupe came and showed us stories such as the puppet show "The Very Hungry Caterpillar (Niseko's Nico-chan)" and the panel theater "Let's Warm Up."
The Hungry Caterpillar was presented in a Niseko version, featuring vegetables and other familiar items that can be harvested in Niseko. The other stories were also easy for the children to understand, and they seemed to enjoy watching them. Even after it was over, they were talking about things like, "We watched the caterpillar story, didn't we?"

School lunch is delicious!
With the arrival of new students, the 125 children who have advanced to the next grade or entered the nursery school have started their lives at Yoji Centre in high spirits.
Some new children are confused and anxious because they are not used to the environment, and they may even cry. But when they smell the delicious aroma of the school lunch being prepared in Yoji Centre, they start having cheerful conversations like, "What's for lunch today?" and "I like curry rice."
I've discovered the joy of eating with friends, and I look forward to school lunches.

The (All Children Can Attend Preschool) system is starting.
The "All Children Can Attend Daycare" system allows children who are not currently attending daycare or similar facilities, from 6 months old to under 3 years old, to temporarily use such facilities regardless of their parents' employment status.
This new benefit system will be implemented in municipalities nationwide starting in fiscal year 2026.

Hello everyone. With the warm breezes starting to blow, we can really feel the arrival of spring. How are you all doing?
It's been a while since we last spoke to you all in our newsletter. Last month, in preparation for the graduation ceremony of our beloved seniors, we collected messages from current students and teachers and created a message board on a large sheet of paper. We hope that our gratitude to our seniors was conveyed.
Despite the tearful farewells, new first-year students full of hope have now joined our school community. The school rules have also changed significantly, and a new life begins as the two schools coexist. We anticipate many more challenges than before, but we hope to guide things in a better direction based on the student charter that we, as the students, have worked together to create.
My term as a student council member ends in six months. I will give it my all until the very end, so I would appreciate your continued support.

We're starting a board game rental service.
Board games can now be experienced in the Asobook Community Room and are also available for general rental. We have nine different games available, including "Yotei," which originated in Niseko. Each family can rent up to two games for a period of two weeks. Please be careful not to damage or lose any small parts.

In June 2019, the "Act on the Promotion of the Improvement of Reading Environments for Visually Impaired Persons (Reading Barrier-Free Act)" was enacted with the aim of realizing a society where everyone can read. At Asobook, we have also started exhibiting books and tools designed to be easy to read. Please feel free to use them.

The author is the director of the Raptor Medical Research Institute in Kushiro City. Most of the birds brought there are injured in their relationship with human society (lead poisoning, collisions with wind turbines, traffic accidents, etc.). As I read about the daily life at the institute and the environment surrounding the raptors, I felt that we need to be more aware of the issue of "coexistence" with wild animals as a more immediate concern.

The Nishikawa-ryu Komasho-kai Japanese Dance Association joined Niseko Town Cultural Association in 2007. Prioritizing camaraderie among its members, the group practices weekly at the town community center.
While cherishing Japanese traditions, we also perform dances that appeal to the masses, participate in various town events, and strive to make them enjoyable for everyone. Young children will naturally learn proper movements, adults can deepen their understanding of traditional culture, and it can even serve as rehabilitation for the elderly.
I want to continue striving forward through my love of dance. I would appreciate your continued support and guidance.

Tracking the Activities of Community Development Companies! Vol. 64
We will strive to create a decarbonized city!
At the end of February, we held Niseko Machi's shareholders' meeting. Thanks to the cooperation of everyone involved, we were able to report that we had achieved a profit for our sixth fiscal year. Immediately after the shareholders' meeting, we also held a board of directors meeting and elected Yuki Miyasaka, our youngest director, as our new Representative Director.
That evening, we held a meeting to report on our activities for fiscal year 2025, including our financial statements, and a greeting from our new representative. The details of the meeting, along with the financial statements and business reports, are available on the Niseko Machi website. We will continue our activities as a highly transparent public-private partnership town development company.
To date, five apartment buildings have been constructed in Niseko Mirai, housing 41 households and approximately 60 people. All residents live a life with zero CO2 emissions. We will continue to strive for decarbonization, where even rising kerosene prices are not a concern.

Niseko Snow Forest Study Group vol.1
Creating value together with the forest
Niseko Yukimori Kosha is engaged in activities that connect forests and people. Through forest maintenance, support for timber utilization, and opportunities for experiences and learning, they bring the concept of "living in harmony with the forest" to the local community.
This year, we have planned events such as the Moribito course, Niseko Wood Park, and wood education events. We are also working on initiatives to utilize felled trees as rescue materials. "Bringing forests closer to you, and making them more enjoyable." We are putting these ideas into practice.
<From the forest>
There are plants that can only be seen for a short period of time, from the melting snow to the time of new growth, when sunlight penetrates the forest floor. These are called "spring ephemerals," and well-known examples include Anemone pseudoaltaica, Corydalis ambigua, and Erythronium japonicum. They are a joy to see while walking in the forest and are also an important source of spring energy for insects.

A company that considers the forests and timber of Niseko.
Our activities mainly include forest maintenance, timber rescue, wood processing, and supporting events organized by Yukimori Kosha.
Forest maintenance involves creating access roads in untouched forests, thinning trees, and working to improve forest health, supporting the maintenance and growth of trees. Wood rescue involves collecting timber that would otherwise become waste from development sites and other locations. Wood processing involves sawing and processing the rescued timber to create products.

This spring, I was transferred from the town hall's Commerce and Tourism Division to Radio Niseko. I'm currently undergoing daily training in "communication." By summer, I plan to host Niseko Morning and a program featuring the volunteer corps. From the studio, I want to connect with your daily lives and deliver moments that feel as if I'm talking to you right next to you, creating a sense of connection. I'll share Niseko Town 's rich nature and current events with my own genuine feelings and inspiration.
I would be grateful if you would quietly listen to the new challenges that are about to begin.
43. Niseko International High School
Second year student: Chiho Kobayashi (from Aichi Prefecture)
Taking a new step forward as "Niseko International High School"!
On April 9th, Niseko International High School Established its doors. For three years, the three schools will work together: second and third-year students will be Niseko High School students, and new first-year students will be Niseko International High School students, a comprehensive, credit-based high school focused on college preparation. Through learning that fosters a love for the region and connections with the world, I will be involved in entrepreneurship education, the newly established Japanese language education, and language support. I hope you will warmly support the students as they co-create with the community, solve local problems using data and generative AI, and create new value without fear of failure.

Find Salman! "The Forest Mystery"
A snowshoeing event was held at Niseko Village on March 7th, and the volunteer corps participated to support the event. An event was also scheduled for the 8th, but unfortunately, it was canceled due to bad weather.
I was in charge of giving the starting announcements and patrolling the venue. I also assisted participants with solving the puzzles. Participants put on snowshoes and set off into the forest of Niseko Village. They tackled five puzzle-solving missions to find "Phantom Thief Salman" and recover the stolen coins. The children worked hard to solve the puzzles together with their friends and parents.
At the venue, a relaxation yoga session was held led by volunteer Nomura, allowing participants to soothe their tired feet after snowshoeing. Warm cocoa was also provided to warm the participants who had grown cold walking in the snow. At the end of the event, there was a grand raffle with fantastic prizes.

Last support event of the 2025 fiscal year: "Niseko Cup GS Tournament"
The first three rounds, the "Niseko Town Cup," the second round, the "HEAD & Niseko Mountain Cup," and the third round, the "Moiwa Cup," were all fiercely contested. The organizing team supported the smooth running of the events by setting up the venue and creating certificates. The second and third rounds were shortened due to a lift malfunction, but the participants competed with all their might, making it a tournament that enlivened winter in Niseko Town.
This tournament marked the final event support for the 2025 fiscal year. Next year, the entire Regional Revitalization Cooperation Team will continue to support town events!

Notice: New disaster prevention and weather information
A new disaster prevention weather information system is scheduled to begin operation on May 28th.
Evacuation information issued by local governments and disaster prevention weather information released by the Japan Meteorological Agency are presented using a five-level "alert level" system to make it easier for residents to intuitively understand what actions they should take. Be aware that Level 3 is for the elderly and others who may need more time to evacuate, while Level 4 is when everyone should evacuate. Level 5, on the other hand, indicates that there is already an imminent danger to life.
If a Level 3 or Level 4 disaster prevention weather warning is issued, check the information on Kikikuru (Japan Meteorological Agency website) and take action as soon as possible.
Notice: The revised Industrial Safety and Health Act will come into effect.
From April 1st, the revised Industrial Safety and Health Act will come into effect, mandating: 1) protection of individual business owners and other workers for clients, and 2) measures to prevent industrial accidents involving older workers for employers. Every year, agricultural organizations and farmers hold discussions to determine wages and working conditions for farm work. This year's wages and working conditions are as follows:

●Working hours: The working hours should be set to be 8 hours within the time frame of 7:00 AM to 5:30 PM.

Dog owners are required to have their dogs vaccinated against rabies once a year. The deadline for paying automobile tax is Monday, June 1st. Automobile tax is a prefectural tax paid annually by the owner or user of a vehicle as of April 1st. Light vehicle tax is a tax paid annually by individuals and businesses who own light vehicles, motorcycles, small special vehicles, etc., within the town as of April 1st. Procedures are required when scrapping a vehicle, moving out of town, or transferring ownership.
● Tax reduction/exemption system for light vehicles
If a light vehicle used by a person with a physical disability meets certain requirements, they may be eligible for a reduction or exemption of light vehicle tax upon application. However, this does not apply if you are already receiving a reduction or exemption of automobile tax (prefectural tax). Please contact us for more details regarding the reduction or exemption.

Online casinos are dangerous!
Online casinos are places where you can play games via smartphones or computers and bet cash, cryptocurrencies, or electronic money on the results. These include not only common games like slots and poker, but also puzzle games and sports games where you compete for victory or defeat. Even if an online casino is legal overseas, accessing it and gambling from within Japan constitutes a gambling offense (Article 185 of the Penal Code) or a habitual gambling offense (Article 186 of the Penal Code). This is because Japanese criminal law applies to those who commit crimes within Japan (Article 1 of the Penal Code).
Incidentally, "gambling" refers to the act of competing for the gain or loss of property or financial benefits based on the outcome of a chance game. The court precedents that have prohibited gambling state that "competing to acquire property through gambling, without any legitimate cause such as labor, based solely on chance, not only creates a harmful habit of negligence and waste among the people and harms the virtue of hard work, which forms the basis of a healthy and cultured society, but also risks inducing other secondary crimes such as assault, intimidation, murder or injury, theft, etc., or causing serious disruption to the national economy."
Furthermore, in June of last year, a new law was enacted making it illegal to advertise or promote online casinos (amended Basic Act on Measures Against Gambling Addiction). It is important to share accurate knowledge and information about online casinos.

Notice: Automatic activation training for disaster prevention radios
In conjunction with the nationwide simultaneous information transmission test of the National Instant Warning System (J-ALERT), the town will conduct an automatic activation drill for disaster prevention radios. To quickly inform residents of emergency information announced by the national government, the disaster prevention radios will be automatically activated in conjunction with J-ALERT.

The town provides disaster prevention radios on a loan basis, with one unit per household and one per business within the town. These radios have a function that automatically switches on and broadcasts information in the event of a disaster or other emergency.
If your household or business does not yet have one, please apply at Planning & Environment Division of the town hall to receive a disaster prevention radio.
Furthermore, if your household or business has a disaster prevention radio and experiences problems such as being unable to adjust the volume or switch channels, it may be malfunctioning. We will replace the radio, so please come to the Planning & Environment Division counter at the town hall.

Exemption and deferral applications must be made every year.
The monthly National Pension insurance premium for fiscal year 2026 is 17,920 yen. The National Pension system offers exemptions or deferrals for those who face financial difficulties in paying premiums. To utilize these systems, an application is generally required annually, except for those already receiving full exemption or deferral who wish to continue the application. Exemption applications can be submitted retroactively for up to two years (the same applies to the student payment exemption).
Please note that if you delay your application, you may not be able to receive disability pension benefits in the event of an emergency, or you may not be eligible for special exemptions such as unemployment benefits.

Caution: Burning in the open at private homes is prohibited!
Burning waste outdoors in gardens or vacant lots, or using drums or other containers for burning, is prohibited under the Waste Management and Public Cleansing Act, with a few exceptions. Violating this law by burning waste can result in penalties of imprisonment for up to five years, a fine of up to 10 million yen, or both.

1. Waste generated as an unavoidable circumstance in the course of agricultural and forestry activities.
2. Waste necessary for conducting local or religious events.
3. Wood chips and other waste when making a bonfire or campfire.
If you plan to burn waste as an exception, you must notify the fire department in advance. You can also notify them by phone, so please call the Niseko branch of the fire department. In addition, please take into consideration the wind direction, time, and amount of waste, and do not leave the area until the fire is extinguished, taking sufficient precautions against fire. Also, be considerate of the surrounding residential environment by informing your neighbors.

Final report from my assignment to the Regional Revitalization Center
My name is Konishi, and I was seconded to the Regional Revitalization Center (a general incorporated foundation) from April 2024. I have now returned to Japan after completing my two-year term. During my secondment, I had the opportunity to learn about fascinating initiatives and examples of community development in various parts of the country. What I realized while visiting many regions is that "regional revitalization" is not about creating something new and extraordinary, but rather about how to make the most of the charm and resources that a region already possesses.
Looking at Niseko Town again from this perspective, I reaffirmed its great strengths, such as its rich natural environment, globally acclaimed tourist resources, and the diverse character of the region that attracts people from all walks of life. At the same time, I learned that for a region to develop sustainably, it is crucial to create a town that values the perspective of the people who live there. Furthermore, in many advanced regions across the country, we saw many examples where not only the government but also private businesses and local residents took the lead, dividing roles amongst themselves to promote community development. I believe that the government can expand the potential of a region by playing a role in connecting people with each other and with various systems.
Drawing on the lessons learned over the past two years and the connections made with people from all over Japan, I want to work towards creating a town that will continue to be loved by both future visitors and those who live here.
We are currently recruiting for our community development support project.
In accordance with the spirit of the Basic Ordinance on Community Development, the town supports community development activities by its residents. The Community Development Support Program is a system that provides subsidies for a portion of the costs incurred by community development activities carried out by organizations primarily composed of residents.
Applications for the 2026 fiscal year are now open. If you are interested, please submit the necessary documents.

1. An organization consisting of 5 or more members, mainly Niseko Town
2. Organizations with activity bases within the town
3. Organizations that are motivated to engage in community development and actively work towards revitalizing the region.
*Organizations that engage in continuous and planned initiatives may be eligible for a maximum of three years (reviewed annually).
●Target projects: Lectures and discussions, events to energize the community, projects that utilize local resources to revitalize the community, community development activities conducted within the scope of neighborhood associations, etc.
●Subsidy amount: Up to two-thirds of eligible expenses, with a maximum of 300,000 yen and a minimum of 50,000 yen.
*The subsidy amount has been revised since fiscal year 2026.
●Eligible expenses include honoraria, transportation expenses, consumables, and printing and binding costs. However, some expenses that are eligible may not be covered, so please check the website for details.

●Selection Method/The decision on support will be made by the town mayor, taking into consideration the overall benefit, feasibility, effectiveness, self-sufficiency, and appropriateness of the region.

Editor's Note
Feeling the warmth of spring, I made my debut as a journalist at the entrance ceremony of Niseko Elementary School. With clumsy hands, I held my SLR camera and photographed the bright-eyed first-graders who raised their hands high to respond.
This month's issue of the town newsletter has a new look, and I've come to realize that it's something that can only be created with the help of many people, and that it's an important source of information that is close to your daily lives. We will continue to deliver information that is easy to understand and interesting to you through various methods, not just the newsletter, but also social media and the town's website, and we would like to hear your voice, you who are reading this editor's note.

The town has been installing terminals for an automatic water meter reading system in each household since last year. With the introduction of the automatic meter reading system, the "Water Usage Notice" that was previously delivered to each household at the time of meter reading will be discontinued.

Notice: New disaster prevention and weather information
A new disaster prevention weather information system is scheduled to begin operation on May 28th.
Evacuation information issued by local governments and disaster prevention weather information released by the Japan Meteorological Agency are presented using a five-level "alert level" system to make it easier for residents to intuitively understand what actions they should take. Be aware that Level 3 is for the elderly and others who may need more time to evacuate, while Level 4 is when everyone should evacuate. Level 5, on the other hand, indicates that there is already an imminent danger to life.
If a Level 3 or Level 4 disaster prevention weather warning is issued, check the information on Kikikuru (Japan Meteorological Agency website) and take action as soon as possible.
Notice: The revised Industrial Safety and Health Act will come into effect.
From April 1st, the revised Industrial Safety and Health Act will come into effect, mandating: 1) protection of individual business owners and other workers for clients, and 2) measures to prevent industrial accidents involving older workers for employers. Online casinos are places where you can play games via smartphones or computers and bet cash, cryptocurrencies, or electronic money on the results. These include not only common games like slots and poker, but also puzzle games and sports games where you compete for victory or defeat. Even if an online casino is legal overseas, accessing it and gambling from within Japan constitutes a gambling offense (Article 185 of the Penal Code) or a habitual gambling offense (Article 186 of the Penal Code). This is because Japanese criminal law applies to those who commit crimes within Japan (Article 1 of the Penal Code).
Incidentally, "gambling" refers to the act of competing for the gain or loss of property or financial benefits based on the outcome of a chance game. The court precedents that have prohibited gambling state that "competing to acquire property through gambling, without any legitimate cause such as labor, based solely on chance, not only creates a harmful habit of negligence and waste among the people and harms the virtue of hard work, which forms the basis of a healthy and cultured society, but also risks inducing other secondary crimes such as assault, intimidation, murder or injury, theft, etc., or causing serious disruption to the national economy."

Notice: Automatic activation training for disaster prevention radios
In conjunction with the nationwide simultaneous information transmission test of the National Instant Warning System (J-ALERT), the town will conduct an automatic activation drill for disaster prevention radios. Exemption and deferral applications must be made every year.
The monthly National Pension insurance premium for fiscal year 2026 is 17,920 yen. The National Pension system offers exemptions or deferrals for those who face financial difficulties in paying premiums. To utilize these systems, an application is generally required annually, except for those already receiving full exemption or deferral who wish to continue the application. Exemption applications can be submitted retroactively for up to two years (the same applies to the student payment exemption).

Caution: Burning in the open at private homes is prohibited!
Burning waste outdoors in gardens or vacant lots, or using drums or other containers for burning, is prohibited under the Waste Management and Public Cleansing Act, with a few exceptions. Violating this law by burning waste can result in penalties of imprisonment for up to five years, a fine of up to 10 million yen, or both.

1. Waste generated as an unavoidable circumstance in the course of agricultural and forestry activities.
2. Waste necessary for conducting local or religious events.
3. Wood chips and other waste when making a bonfire or campfire.
If you plan to burn waste as an exception, you must notify the fire department in advance. You can also notify them by phone, so please call the Niseko branch of the fire department. In addition, please take into consideration the wind direction, time, and amount of waste, and do not leave the area until the fire is extinguished, taking sufficient precautions against fire. My name is Konishi, and I was seconded to the Regional Revitalization Center (a general incorporated foundation) from April 2024. I have now returned to Japan after completing my two-year term. During my secondment, I had the opportunity to learn about fascinating initiatives and examples of community development in various parts of the country. What I realized while visiting many regions is that "regional revitalization" is not about creating something new and extraordinary, but rather about how to make the most of the charm and resources that a region already possesses.
Looking at Niseko Town again from this perspective, I reaffirmed its great strengths, such as its rich natural environment, globally acclaimed tourist resources, and the diverse character of the region that attracts people from all walks of life. At the same time, I learned that for a region to develop sustainably, it is crucial to create a town that values the perspective of the people who live there. Furthermore, in many advanced regions across the country, we saw many examples where not only the government but also private businesses and local residents took the lead, dividing roles amongst themselves to promote community development. I believe that the government can expand the potential of a region by playing a role in connecting people with each other and with various systems.
Drawing on the lessons learned over the past two years and the connections made with people from all over Japan, I want to work towards creating a town that will continue to be loved by both future visitors and those who live here.
We are currently recruiting for our community development support project.
In accordance with the spirit of the Basic Ordinance on Community Development, the town supports community development activities by its residents. The Community Development Support Program is a system that provides subsidies for a portion of the costs incurred by community development activities carried out by organizations primarily composed of residents.
Applications for the 2026 fiscal year are now open. If you are interested, please submit the necessary documents.
●Eligible Organizations (Organizations that meet all of the following requirements are eligible)
1. An organization consisting of 5 or more members, mainly Niseko Town
2. Organizations with activity bases within the town
3. Organizations that are motivated to engage in community development and actively work towards revitalizing the region.
*Organizations that engage in continuous and planned initiatives may be eligible for a maximum of three years (reviewed annually).
●Target projects: Lectures and discussions, events to energize the community, projects that utilize local resources to revitalize the community, community development activities conducted within the scope of neighborhood associations, etc.
●Subsidy amount: Up to two-thirds of eligible expenses, with a maximum of 300,000 yen and a minimum of 50,000 yen.
*The subsidy amount has been revised since fiscal year 2026.
●Eligible expenses include honoraria, transportation expenses, consumables, and printing and binding costs. However, some expenses that are eligible may not be covered, so please check the website for details.
● Subsidy period: FY2026
●Selection Method/The decision on support will be made by the town mayor, taking into consideration the overall benefit, feasibility, effectiveness, self-sufficiency, and appropriateness of the region.

Walking around town, you sometimes come across unused or underutilized land and buildings. While Niseko Town doesn't have a huge number of such properties, we hear many people saying things like, "I can't find a place to live," or "I want to start a business, but there's no place." Reconnecting these situations is crucial for the future development of the town.
Especially in urban areas, the increased use of properties for housing and commercial purposes contributes to vibrancy and a more livable environment. Editor's Note
Feeling the warmth of spring, I made my debut as a journalist at the entrance ceremony of Niseko Elementary School. With clumsy hands, I held my SLR camera and photographed the bright-eyed first-graders who raised their hands high to respond.
This month's issue of the town newsletter has a new look, and I've come to realize that it's something that can only be created with the help of many people, and that it's an important source of information that is close to your daily lives.
