Special Feature: Town Work Policies for Fiscal Year 2026

The town and the board of education decided on the budget for the new fiscal year at the regular assembly in March, and clarified the "town administration policy" and "education administration policy", which are the policies for community development this year.
This month, I will give you an overview of this policy.
For detailed information on this year's budget, please refer to "Want to Know More About This Year's Work," which will be distributed in May.



Town administration enforcement policy
1 Basic concept of budget execution
Based on the "6th Comprehensive Plan," which is the highest-level plan for the city, and taking into account various other plans such as the "Comprehensive Strategy for Local Revitalization," adjustments are made considering the urgency of investment projects and the advantages of their financial burden. The basic approach to budgeting for investment projects is to prioritize four areas: "ensuring the progress of ongoing projects," "developing childcare and educational facilities, which are urgent issues," "developing social infrastructure and disaster prevention measures to support safety and security," and "development aimed at improving livability and sustainable future development." For large-scale investment projects, budgets are allocated with a medium- to long-term perspective, taking into account the financial situation and bond issuance plans.
In all aspects of our major policies, we strive to execute budgets with a view to the future of the town, ensuring financial soundness while actively allocating funds to revitalize and ensure the sustainability of the region.

2. Budget Formulation Guidelines and the Positioning of Specific Policies
I have positioned my "Seven Challenges," which are my campaign promises, as the core of the budget formulation policy for fiscal year 2026.

1. Local Autonomy and Administrative and Financial Reforms
- Review and reorganization of the role of public relations and public gathering functions.
- Strengthening information dissemination
- Creating a workplace environment where employees can find their work fulfilling.
- Reform of the town hall organizational structure, etc.

Niseko, where children are at the center.
- Development of water play facilities at the children's play area.
- Expansion of the number of times that are eligible for subsidies for prenatal ultrasound examinations.
- Establishment of a Children and Family Center

- Research and consideration for developing places where multiple generations can gather, etc.

3. Housing and Infrastructure Development
- Promoting the development of multi-unit housing through public-private partnerships
- Installation of air conditioners in local community centers

- Specific considerations for introducing a town bus service, etc.

Challenges to promote health in 4 regions
- Establishing a system for transitioning club activities to local communities.

5. Further promotion of the regional economy centered on agriculture and tourism.

7. Municipalities that can generate income
Preparations and trials to strengthen the hometown tax donation system.
Review of various usage fees, service charges, rent, etc.

- Consideration of introducing naming rights, etc.

In executing the budget, we will proceed with town administration based on the aspirations embodied in the basic philosophy of the "6th Niseko Town Comprehensive Plan," which started in fiscal year 2024: "A city for co-creating the future of children - passing on Niseko Town 's beautiful scenery and nature to future generations of children," aiming to realize the five basic goals of Niseko Town.
The budget is merely the starting point. Having a budget doesn't automatically solve all problems; whether or not we can make the most of it depends on us in the town office, and above all, on the townspeople. Let's work together to create a better town, with the positive participation and cooperation of all residents. And to the council members, who represent the residents: There will undoubtedly be times when our differing positions lead to differing opinions. However, I intend to listen to your opinions and arguments, and continue dialogue with sincerity.
Thankfully, there are many people outside of Niseko Town who love and support us. We aim to unite these forces and create Niseko Town Niseko Town that residents can be proud to live in, that they can be proud to pass on to their children and grandchildren, and that they will be glad to have lived in.


Educational administration enforcement policy
1. Promoting the realization of a sustainable society
Education is the foundation of human life. Leveraging the unique environment of Niseko Town, we will promote education that fosters creators of a sustainable society, enabling everyone from children to adults to receive high-quality education and deepen their learning throughout their lives, thereby contributing to the realization of a sustainable society.

2. Nurturing a rich mind and a healthy body
- Launched the "Infant and Child Daycare Support Program (Daycare System for All Children)".
- Making school lunch fees free for parents of children attending municipal elementary and junior high schools, etc.

3. Cultivating solid academic abilities
- Promoting educational activities based on the perspective of "active, interactive, and deep learning"
- Enhance special needs education to meet the individual educational needs of each child.
- Foster the ability to integrate knowledge from different fields and solve problems creatively.
- Enhancement of career education, etc.

4. Promoting local communities and multicultural coexistence

- Repair work on aging parts of Arishima Takeo Memorial Museum building, such as waterproofing the roof.


We will strive to further improve the operation of the Board of Education while actively addressing the various issues surrounding education.

Koho Niseko Newsletter is getting a makeover!

Thank you for always reading "Koho Niseko Newsletter." Also, thank you for kindly agreeing to be interviewed at town events and activities.
"Koho Niseko Newsletter" will be revamped starting with the May 2026 issue, aiming to become an even more appealing publication. This time, we'll introduce the key points of the renewal.

Koho Niseko Newsletter is a monthly publication that aims to convey the current state of the town.
We deliver a newsletter that will inspire people to participate in community development by conveying useful information for daily life and engaging information about town initiatives and events.



Point 1: The front and back cover designs have been completely revamped.

Change the main logo to Roman letters!
The back cover features silhouettes of Mount Yotei and Mount Annupuri!

To make it more familiar to both local residents and foreigners, we will change the main logo to be written in Roman letters.
Additionally, the table of contents, which was previously on the front cover, will now be placed on the back cover.
This enhances the cover photo while also improving the usability of the table of contents.
The back cover will feature a summary of the most noteworthy points from that issue.


Point 2: Design that is easy to view in both print and digital formats.

To make the newsletter easier to read in electronic format, the entire publication was changed from vertical to horizontal writing.
By reducing the number of characters and focusing on the main points, we will change the layout to one that is mindful of whitespace.


Point 3: Make it easier to find the information you want!

By classifying related items into the same category and clearly defining the target audience, users can more easily find the information they are looking for.

Graduation ceremonies at schools in the town
As March began, graduation ceremonies were held at schools throughout the town. The graduates were 38 from Niseko Elementary School, 12 from Kondo Elementary School, 41 from Niseko Junior High School, and 20 from Niseko High School.
At the ceremony, each student received their graduation certificate from their respective school principal. Afterwards, at Niseko Elementary School and Kondo Elementary School, the graduates expressed their gratitude to their parents and teachers and offered words of encouragement to the current students.
At Niseko High School and Niseko Junior High School, graduating class representatives delivered speeches expressing their memories of school life and gratitude to their parents and teachers.
I hope you will cherish the many memories you made with your friends during your school days and thrive in your new environment.

Learning from former Consadole Sapporo players
Soccer classes & health classes
On February 17th and 18th, a soccer clinic and a brain training health class featuring Istre were held, led by Junki Yokono, a former Consadole Sapporo player.
Seventeen elementary school students participated in the soccer clinic. After practicing ball passing, they played a match with Mr. Yokono.
At the Istre x Brain Training Health Class, we had fun moving our bodies with exercises that combined brain training.
Use a scarf to stretch your body from side to side.



This can be a starting point for thinking about your future career path.
Career learning exchange class
On February 25th, a career learning exchange class was held at Niseko Junior High School for 52 second-year students. Students from Niseko High School, Kutchan High School, Kutchan Agricultural High School, and Rankoshi High School explained their respective school lives and future career paths.
Hearing directly from high school students about the unique features of their school, club activities, and the appeal of school events gave me an opportunity to think deeply about my own future and career path.
We shared the appeal of Niseko International High School, which Established this spring.

With heartfelt wishes to high school students
On February 27th, two 4th-year students and two 3rd-year students from Niseko High School, who are about to graduate, visited the day care center to receive corsages. These corsages are to be worn on the chest at the graduation ceremony and are handmade and presented to the students every year by the day care center users. Along with the lovely corsages, the users offered strong and warm words of encouragement.
The students expressed their gratitude.



Stay safe in Niseko during winter
Avalanche safety class held at local elementary school
Avalanche safety classes were held at Kondo Elementary School on February 26th and at Niseko Elementary School on March 4th. Mr. Akio Shintani, director of the Niseko Avalanche Research Institute, served as the lecturer and gave a valuable talk based on his own experiences, emphasizing the importance of the Niseko Rules and the dangers of avalanches.
During the lecture, the children were introduced to the tools actually used in patrols and rescue operations, and received practical instruction on how to use beacons, probes, ropes, and other equipment. They also had the opportunity to try tying the "Bowling Knot," which is widely used in outdoor activities because it is strong and easy to untie, and learned about the practical uses of ropes through hands-on experience.
Mr. Shintani shares his experiences in using tools and in saving lives.




Niseko Town x Minichestra
A concert connected by sound
On March 8th, the "Concert Connecting Through Sound," organized by the Niseko Resort Tourism Association, was held at the town community center, attracting approximately 150 townspeople and others.
Minichestra, an orchestra team with highly specialized and advanced performance skills that performs both domestically and internationally, presented a wonderful performance that combined familiar tunes such as "Jupiter" with original compositions accompanied by footage of Niseko Town.
Furthermore, during the performance of "Lilac" in the second part, the local dance team Niseko Crew collaborated with the group, enlivening the venue with their dynamic dance alongside the beautiful melody.
I was captivated by the powerful performance of the Minichestra.




Red Feather Community Chest for Fiscal Year 2026
The pin badge design has been decided!
On March 9th, an awards ceremony for the 2026 Red Feather Community Chest pin badge design was held at the town community center. Certificates of commendation were presented by Mr. Norio Mihashi, chairman of the town's Community Chest Committee, to the winners: Ms. Nene Asakawa (2nd year junior high school student at Niseko Junior High School), who received the Grand Prize; Ms. Nao Ikeda (3rd year junior high school student at Niseko Junior High School), who received the Excellence Award; and Ms. Akira Takahashi (1st year elementary school student at Niseko Elementary School), who received the Special Award.
From a total of nine entries, the winning design by Nene Asakawa has been selected as the design for the Red Feather Community Chest pin badge for fiscal year 2026, and will be released as a limited edition pin badge Niseko Town around May.

The 7th Everyone's Cafeteria
On March 6th, the "Everyone's Cafeteria," organized by the NPO Niseko Future Support Team, was held at the town community center, and approximately 250 townspeople and others attended.
Visitors enjoyed curry and side dishes prepared by the "Jugobaa" group using ingredients provided by local farmers and businesses. The event fostered lively conversations among participants and provided an opportunity to deepen connections with the local community.
Every dish is delicious! It brings smiles to everyone's faces.

National Association of Towns and Villages Commendation for Distinguished Service to Local Government
Former Mayor Ken'ya Katayama was selected as a recipient of the 2025 National Association of Towns and Villages' Commendation for Distinguished Service to Local Government, and on March 9th, he received a certificate of commendation from Chairman Takahashi of the Shiribeshi Association of Towns and Villages (Mayor of Kaminai Village). This award is given to individuals who have served four or more terms as town or village mayor and have contributed to the promotion and development of local government.
Mr. Katayama assumed the position of Niseko Town in October 2009 and led town development for 16 years.
Thank you for your long-standing support and efforts.

Niseko High School received a school award in the Hokkaido Board of Education's 2025 Educational Practice Awards for its promotion of diverse educational activities linked to the local community. In addition, Mr. Tomoki Nakatani, a teacher at Niseko High School, received an award for outstanding teaching staff from the Ministry of Education, Culture, Sports, Science and Technology for his innovative and innovative educational practices, including his contribution to nurturing individuals who will play an active role in the community.

The June, October, and February issues of Koho Niseko Newsletter include a form for submitting opinions titled "My Opinion." This form is intended to allow residents to easily share their opinions and questions about town administration.
In addition, "community development opinion boxes" have been installed at the town hall, community center, Kirano-yu hot spring, and Asobu-ku. Furthermore, an inquiry form has been set up on the website to accept your opinions.

[Community Development Residents' Lecture]
This is a forum where town hall department heads and other staff members will serve as instructors, sharing information and discussing the current status and challenges of their respective jobs, allowing residents to exchange information and think together. Every year from November to December, the mayor visits venues in each district to inform residents about the problems the town is facing and the projects it is undertaking, and to listen to their opinions and requests in a roundtable discussion format. The dates and results of these events will be announced through the town's newsletter and other means.

Hello, I'm Amimoto Yashifu, a second-year student at Niseko High School. I was recently elected as secretary in the student council elections.
From now on, I will listen to the voices of each and every student and expand small steps toward environmental protection through the eco-cap recycling campaign. I will also create an environment where everyone can start off on a positive note through recreational activities that encourage interaction across grade levels and a daily greeting campaign.
Going forward, we will continue to gather and incorporate student opinions to create a better school.

Librarian's recommended books
"I Lived in a Bookstore in Jordan" by Fuu, published by Sangyo Henshu Center.
Without knowing where Jordan was or understanding Arabic, the author traveled to Jordan with a burning desire to work there! This is the author's account of their one-month stay in Jordan.
This book vividly portrays the author's fearless leap into a different culture to work at a bookstore she fell in love with online, and her interactions with the staff and customers drawn to the charming bookstore. The book depicts such a rich and fulfilling experience, despite only being a month-long stay, and I was impressed by the author's resilience and sensitivity. The Jordanian bookstore even has a plaza, a café, and hosts music events. It would be wonderful to have a place like that in Niseko! (Librarian Ai Sawada)

Overall Activity Report (January-March)

You can have lots of fun even in winter!
Until the 22nd, Arishima Takeo Memorial Museum hosted its winter indoor playground, "Kids Park," and I served as a safety monitor as part of my assigned duties. This year saw a much larger turnout than last year, making the museum very lively every weekend. During the event, Arishima Takeo Memorial Museum also hosted various other events, including an exhibition of Arishima Takeo's picture book "A Bunch of Grapes," providing enjoyment for both children and adults.
With plenty of indoor play equipment such as trampolines and inflatable domes, this space where children can play and exercise to their heart's content, even in winter, is extremely popular.
In addition to users from Niseko Town, there were also many users from outside Niseko Town, with a significant number of users coming from various parts of the Niseko area. (Kaito Kida)


Scenic Night 2026
Continuing from last year, our team members assisted in creating snow letters. This year, since there were hardly any volunteers who could use chainsaws, a few of us, including myself, took the lead in cutting out the outlines of the letters and heart shapes, and making incisions in the cut-out areas. After that, everyone, including town hall staff and volunteers, worked together to hollow out and shape the snow inside the letters.
On the day of the event, I helped with things like writing messages, lighting up the surrounding area (with candles), and directing traffic during the fireworks. The winter fireworks were beautiful, and combined with the illuminations, it created a truly wonderful atmosphere. I would like to actively participate in the event again next year so that we can create another fantastic event. (Junichi Oba)

The Regional Revitalization Cooperation Team is comprised of people from diverse backgrounds who work together. To foster teamwork and develop a strong sense of unity in their overall activities, they held a team-building event on January 21st, walking across snowfields wearing snowshoes and traditional Japanese snowshoes. Their guide was Mr. Sawada, a former member of the Cooperation Team and founder of HIKOBAYU, a local business.
We all joined hands and surrounded a giant tree, the "master" of the natural forest, and received its power. We split into two teams and built snow sculptures and had a snowball fight. It was a valuable opportunity not only to test our teamwork but also to get to know each other's personalities.

Regional Revitalization Cooperation Team Activity Report Meeting
We held a report meeting for the activities of the Regional Revitalization Cooperation Team. Many people from both within and outside the town attended, and each team member presented on the projects they have worked on so far, their daily activities, and their involvement with the community. This year, we revised the content, and each team member created and displayed their own exhibits.
The event provided a valuable opportunity to convey the details of our activities through photographs and materials, and to engage in direct dialogue with visitors. It also allowed volunteers to exchange opinions on their independent living activities and assigned locations, serving as a learning opportunity for those considering permanent settlement and volunteers still navigating the challenges of independent living. The 7th annual "Everyone's Cafeteria" event will be held!
On March 6th, we held the 7th "Everyone's Cafeteria" event at the town community center. This time, more than 250 people participated and seemed to enjoy themselves.
Thank you to everyone who sponsored us, the farmers who sponsored us, the staff, and everyone who participated in the event.
Once again, we received help from the "Jugobaa" group with the cooking, and the result was a truly Niseko-style "community cafeteria" with a wide variety of dishes made with local vegetables. (Nanami Takagi)


After-meeting
Since the second half of fiscal year 2025, we have been holding after-meetings every Wednesday following the general meeting, with each member taking the lead in organizing the meeting. These after-meetings are small challenge projects designed to help each member utilize their experience and skills to take their first steps towards independence. To date, we have implemented a variety of projects showcasing the individuality of each member, including "Nature Games," "Which to Choose: Sole Proprietorship or Corporation?", "Talking About Our Love for Railways," "What is Macrobiotics?", "Introduction to Activities at Our Assigned Locations," "Environmental Measures in Niseko Town," and "MAC House Tour." Try the bamboo dance!
This year, the senior class once again took on the challenge of the bamboo dance.
Ten bamboo stalks are moved in time with the piano, and the children cross the path in four beats.
At first, the children had trouble keeping time in 4/4 and sometimes got their feet caught in the bamboo, but as they continued practicing, every child gained confidence and was able to jump properly.
At the Rhythm Visit Day in March, the children were shown to their fathers and mothers, and the children received a lot of applause from the audience.

Parenting class "Miso making"
We held a "Miso Making Class" with Mr. Yoshihiro Hattori, a resident of the town, as the instructor.
We used naturally grown soybeans, homemade rice koji, natural salt, and spring water from Mount Yotei, mixing the ingredients together to make miso.
The flavor and sweetness of miso change depending on how long it is aged. It will need to be aged for a while, but it will be exciting to wait for the day when your favorite miso is ready.
I wonder if I can make delicious miso.

On January 21st, "A History of Life in Hokkaido" was published by Hokkaido Shimbunsha. This book contains accounts of life in Hokkaido, gathered from 150 interviewers and 150 storytellers.
Actually, I also participated in this book as an interviewer. The speaker is Yoko Arano, a calligrapher who lives in Kutchan Town. This time, instead of talking about her past artistic activities, we focused on her childhood experiences during the war. What she shared were experiences unique to Ms. Arano that you can't learn from the internet or textbooks.
In Niseko Town, there are aspects of our daily lives that you won't find in any online searches. Only those of us who live in Niseko Town now can preserve them.

Disaster prevention weather information will be updated.
The evacuation information guidelines outline the actions residents should take based on five levels of alert. Previously, it was difficult to understand the corresponding alert levels and actions for disasters such as river flooding, heavy rain, landslides, and storm surges. However, we will now redefine the information to correspond to all five alert levels, improving the information system to better support decision-making regarding appropriate actions.
This new disaster prevention weather information system is scheduled to begin operation in late May 2026.
The Japan Meteorological Agency's website features a special page with various resources on new disaster prevention weather information. Be sure to check it in advance to understand what actions to take when information is released.

Child allowances and subsidies
The town provides various subsidies to families raising children.
■ Child Allowance / The Child Allowance is a benefit paid to people raising children from 0 years old to 18 years old (until the March following their birthday). When a child is born or when you move in from another municipality, you will need to submit an "Application for Certification".
■ Child Rearing Allowance / This system helps stabilize the lives and promote the independence of single-parent families and others who are raising children who do not live with their father or mother due to divorce or other reasons, and aims to improve the welfare of the children.
■ Special Child Rearing Allowance: This allowance is paid to guardians who are raising children under the age of 20 who have physical or mental disabilities.

The town issues "Kirano-yu Admission Fee Reduction Certificates" to people aged 70 and over, and people with disabilities. If you have a certificate, you can use Kirano-yu at a reduced admission fee by presenting the certificate at the reception desk upon entry, so please take advantage of this offer.
In principle, the certificate will not be reissued, so please handle it with care.

There's a proverb that says "a decade is a long time," and one thing that has spread rapidly in the last 10 years is the smartphone. Nowadays, many people consider smartphones a necessity.
Smartphones allow you to make phone calls, chat, and use a variety of services. Many of these are provided through apps.
When downloading new apps, iPhone users use the "App Store," while most other smartphone users use "Google Play." In other words, Apple's iPhone and Google's Android hold a large market share in smartphone operating systems.
In light of these circumstances, the "Smartphone Software Competition Promotion Act (Smartphone Act)" was enacted in December 2025 with the aim of ensuring fair and free competition for smartphone applications and other related services. This law prohibits major companies from unfairly hindering the provision of other companies' applications or from preventing the use of specific billing systems other than those designated by major companies. This law is expected to lead to a wider range of safer and more diverse services for users.

The other day, I visited the Conciergerie, located on Île de la Cité in the heart of Paris. The Conciergerie was used as a royal palace from the 10th to the 14th centuries, and later as a prison. During the French Revolution, a courthouse was also established there, and figures such as Marie Antoinette and Robespierre were imprisoned and tried there. Today, it features rooms recreated from that era, as well as historical exhibits from the Middle Ages to the Revolution, making it a very worthwhile visit.
What surprised me here was that they were lending out dedicated tablets for free. With these devices, you can use augmented reality (AR) to see what it was like back then. You can read explanations of the interior decorations and furnishings, as well as their history, on the device, and there's even a treasure hunt element using AR, so it's designed to be enjoyable for both adults and children.
What impressed me most was that the tablet supported Japanese. There aren't many guide services in Japanese at tourist spots in Paris. Therefore, I was very grateful to find Japanese guidance available at the long-established Conciergerie. The translation was natural, and I think it wasn't just machine translation, but supervised by someone fluent in Japanese.
While advances in AI have dramatically improved the accuracy of machine translation, accuracy and reliability remain paramount for official services. This visit reinforced my belief that it is crucial to communicate using correct language, especially in places that convey history and culture.

Free distribution of compost made from food waste
In the town, food waste generated from households and other sources is disposed of by composting. Therefore, there is a rule that residents must remove any vinyl or plastic that may be contaminants when composting before disposing of the waste.
Furthermore, the garbage bags are made from materials that dissolve when exposed to humidity and fermentation temperatures.
As with last year, we will be distributing free compost made from food waste, which is produced with your cooperation. Please use it for gardening and other purposes.

There are various rules to protect the beautiful scenery
In order to protect and nurture the unique landscape Niseko Town, the town has been enacting the "Niseko Town Landscape Ordinance" since fiscal year 2004. In addition, the Niseko Annupuri and Moiwa Mountain foothills area (parts of Niseko, Soga, and Higashiyama) was designated as a quasi-urban planning area from March 6, 2009, and from July 1 of the same year, in addition to these rules, ordinances such as "Specific Use Restriction Area (outline of restrictions on the use of buildings such as amusement facilities and factories)" and "Landscape District (restrictions on building height, color, wall setbacks, etc.)" have been enacted in the area.
In addition to these rules, the Building Standards Act and the Natural Parks Act may require prior consultation with the town and application for confirmation or certification when constructing buildings (including general buildings, as well as prefabricated garages and storage sheds) or displaying outdoor advertisements.
It may be inconvenient for many people if they can no longer freely build structures on their own land.
However, in order to prevent uncontrolled development from destroying the unique landscape of Niseko Town, it is necessary for businesses, residents, and everyone involved with the landscape to make efforts to protect it themselves and continue to safeguard this valuable local asset for the future.

Making landscapes of Kira Highway
"Kira Kaido" is a 730-meter section of the main street in the Hondori district of Niseko Town, part of the Iwanai-Toya Prefectural Road. Aiming to create a pleasant walking streetscape that showcases the colors of the four seasons, it was developed with a unified design based on the "Streetscape Formation Guidelines" created with input from local residents, and was completed in 2002 with the development of shops, houses, streetlights, and information signs.
When building or renovating new buildings on Kira Kaido, prior consultation with the Niseko Kira Kaido Residents Council, which is made up of local residents, is required.

Subsidize the production cost of the projecting signboard
The projecting signs installed at each store along Kira Kaido Street help to express the individuality of each store and contribute to the orderly landscape of Kira Kaido Street. Consumer affairs consultation memo
Please be aware of potential problems with electricity and gas contracts.
It has been some time since the full liberalization of electricity and gas retail markets, and the number of troubles reported to consumer affairs consultation centers nationwide is on the decline. However, we still receive inquiries such as, "I was told that the contract for the entire apartment building would be changed and was solicited to do so," "I handed over my meter reading slip to a company that suddenly visited my home," and "I was told it would be cheaper than what I was paying now, so I signed a contract, but I want to cancel it." We also receive inquiries from people who were solicited to sign contracts for services other than electricity and gas, such as water server rentals, as optional services. What precautions should you take to avoid such troubles?
If you receive an unsolicited visit, do not sign a contract on the spot. Carefully confirm the name of the visiting company, contact information, purpose of the visit, name of the contracting party, and contract terms. If you are solicited to change the contract for the entire apartment building, do not take their explanation at face value and check with the building manager or management company.
Businesses enter into contracts based on the information listed on meter reading slips (such as name, address, customer number, and supply point identification number). Do not hand over or show meter reading slips unless you intend to enter into a contract. Also, handle the information on meter reading slips with care.
When you are offered optional services at the same time as signing up for electricity and gas contracts, carefully consider whether you truly need those services before deciding whether or not to sign up. Even with the utmost care, problems can still arise. If you are unsure what to do or find it difficult to resolve the issue on your own, please consult a consultation service or your local government office.

Dog care: Rules and manners
Don't let the dog go!
Free-ranging dogs are prohibited by Niseko Town Dog Control and Wild Dog Sweeping Ordinances.
Currently, the town hall and police have received numerous reports of dogs being allowed to roam freely in several areas of Niseko Town. Even normally docile dogs can suddenly act in unexpected ways, and there have been actual incidents where people have been bitten by dogs that have been allowed to roam freely. Please never let your dog roam freely. You should not let your dog roam freely in the early morning or at night, even if there are no people around. When walking your dog, please keep it on a leash and do not let it stray too far from you.
Poop while walking the dog...
When taking your dog for a walk, be sure to bring a plastic bag or similar container and always pick up their feces. Also, try to prevent them from urinating in front of other people's houses.
When you keep an animal, follow the rules and manners, and take responsibility as a member of the family.

International Exchange Newsletter Vol. 37
On February 15th, we held a wildlife plush toy making workshop. After learning about some of Canada's most representative wildlife, such as beavers, polar bears, moose, and caribou, participants tried their hand at creating their own unique plush toys! Children and adults alike were engrossed in the creative process. Participants also enjoyed traditional Canadian maple cookies and ginger ale.
Through the process of creating things, I had a fulfilling time where I could feel the charm of Canada's rich nature and animals up close.

Revision of admission fees for Arishima Takeo Memorial Museum
Admission fees will be revised from April 1st.
■ Admission fee /
- Before revision: Annual pass 800 yen, admission fee 500 yen (400 yen for groups), free for junior high school students and younger.
Revised prices: Annual passport 1,200 yen, permanent exhibition admission 500 yen (400 yen for groups), separate fees for special exhibitions, free for high school students and younger.

Book cafe closes down
The in-house book cafe closed on March 29th. Future food and beverage service is currently undecided.
Please note that the book cafe space will remain available for use.

Snowmobiling and nature games too!
The growing appeal of playing in the snow

We held our annual snow play event on January 31st, now in its third year. 30 children and 20 adults participated. We would like to thank the following businesses and instructors for their cooperation.
1. Snowmobile Experience / Lion Adventure
Following last year's success, we once again used snowmobiles to tow boats and explored the snowfields. Participants experienced the exhilarating feeling of speeding across fresh snow that is normally off-limits. The comprehensive experience, which included two laps in one go, thrilled both children and adults, and many were seen lining up for repeat visits.
2. Nature Game Experience / Regional Revitalization Cooperation Team Member Kaito Kida
Two games utilizing snow were played. In one game, participants had to guess whose full-body footprints were left in the snow, using clues such as the shape of clothes and hats, and height, to demonstrate their observational skills.
In a game where participants searched for man-made objects hidden in nature, they realized the importance of changing their perspective, and the experience was as exciting as a treasure hunt.
3. Hot drinks for sale / Niseko Panini
The whey amazake and whey soup made by the cheese maker were a huge hit, and people were seen enjoying socializing while warming themselves up in between playing in the snow.
Participants commented, "It was great to be able to experience snow activities other than skiing and snowboarding," and "A place where we can freely play in the snow is precious. It was also nice to be able to interact with local people in nature," making it a day to share the charm of playing in the snow.

Thinking about "challenges" for the next fiscal year
On March 9th, we held the third Community School General Meeting. During the meeting, each school conducted group work to develop ideas for the next academic year.
◆ Yoji Centre
We will further promote the recruitment of volunteers and the development of networks with experts. By broadly utilizing the support of the local community, we aim to create a system that allows childcare workers to dedicate themselves to providing high-quality care by carefully engaging with the children.
◆Niseko Elementary School
We will make connections with the local community during integrated learning time sustainable. We will re-examine educational activities from the perspective of "how to connect various experiential activities to children's deep learning," rather than letting them end as mere events.
Kondo Elementary School
We will create an environment where local residents can become more actively involved in children's learning and school life. We will open up the school to foster a sense of "raising children as a community" and build a system that makes it easy for everyone to participate.
◆Niseko Junior High School
To ensure that the community and schools are working towards the same goals, we will hold "information sharing sessions" once every one to two months. These sessions will allow us to regularly share information about the school's current situation and challenges, leading to more effective activities tailored to the school's needs.
◆Niseko High School
We will systematize opportunities for students to learn about the workings of local communities in a practical way. As part of this, we will proceed with discussions involving local businesses and restaurants regarding future utilization plans for agricultural facilities owned by the high school, and develop learning activities that take place in the local community.

Starting in April, we will continue to focus on "better learning for children" and aim to build sustainable, personal relationships.

In April, Niseko International High School will Established, transforming from a part-time to a full-time program.
Niseko High School once faced the threat of closure due to declining student numbers. However, thanks to the efforts and understanding of the local community and stakeholders, the school underwent reforms and was reborn as a comprehensive high school with 40 to 70 students per grade.
Having young people from both within and outside the region study and live in this town is a great asset to the community. Learning isn't confined to the classroom; interactions with people, nature, work, and culture in the community are also crucial. I hope that high school students will venture out into the community and take on many challenges using this town as their field of study.
We hope that the townspeople will also warmly support this school as a place of learning open to the community.

We'll be starting with a new system this spring!

Hello, this is Niseko Central Warehouse Complex.
In February and March, we held the "Niseko Wakuwaku Festa," an event organized by the Central Warehouse Group. Many people attended, and the venue was filled with a lively atmosphere. Thank you so much to everyone who participated. We hope to continue planning events that local residents can easily gather and enjoy.
Starting in April, the Central Warehouse complex will be operated under a new management structure. We will continue to operate it as a place where local residents can easily drop by, gather, and where various activities can take place. Thank you for your continued support.

Thank you so much for everything over the past five years: four years as director and one year as a volunteer assigned to the Central Warehouse Complex. I truly feel that these five years were supported by all of you. In addition to running my own vintage clothing store, everything I did at the Central Warehouse Complex, from managing events to handling daily opening duties, was a great learning experience for me.
I plan to continue being involved with Niseko Town, and I would like to utilize the experience I gained at the Central Warehouse Complex to continue my activities in new locations. Thank you very much.
The operation of the Central Warehouse complex will continue. We hope you will continue to support the Central Warehouse complex as it becomes even more attractive in the future.

Editor's Note

Spring is a season of encounters and farewells. For the past three years, camera in hand, I have met many people, witnessed numerous wonderful events, and continued to interview the diverse expressions and thoughts of the townspeople. With this April issue, I will be graduating from my position in the Public Relations and Public Affairs Department.
I spent my days rushing to meet deadlines for the company newsletter, struggling with my fear of driving, and heading to interview locations. There were many hardships, but I feel that every experience I gained over these three years was precious and irreplaceable. The smiles of the children I saw through the camera lens, and the earnest gazes of the people who spoke passionately during interviews, are still etched in my memory.
I will miss everyone who used to call out to me enthusiastically, "You're the photographer!", but I will use the experience I gained in public relations to work hard in my new environment.
