Special Feature: Connecting, Expanding, and Creating a Circle of Smiles
A year in the Hokkaido Support Ambassador Project

In 2025, 20 municipalities in the Shiribeshi region were selected as part of the Hokkaido Support Ambassador Project, a project in which the Hokkaido Nippon-Ham Fighters support municipalities in the prefecture. Various initiatives were also undertaken in Niseko Town as a result. We look back on the year we spent with the Fighters.



The Hokkaido Nippon-Ham Fighters have been running the "Hokkaido 179 City and Town Support Ambassadors" project since 2013 to support municipalities in Hokkaido, and from 2023 they will be implementing a new initiative called the "Hokkaido Support Ambassadors Project." The Hokkaido Support Ambassadors Project is a project run by the Hokkaido Nippon-Ham Fighters to support the 179 municipalities in Hokkaido, with the aim of revitalizing the region.
In 2023, the first year of the project, 17 municipalities from the All Hokkaido Ballpark Cooperation Council, including Kitahiroshima City, where the team is based, will implement the project, followed by 19 municipalities in the Tokachi region in 2024. Finally, in 2025, 20 municipalities in the Shiribeshi region will be selected as the implementation area.
Project Initiatives Having been selected as an implementation area, the town considered a variety of initiatives.
Since we were selected as a target area, we wanted to prioritize making sure that the townspeople had a good time and create an initiative that would remain in their memories. We also saw this initiative as an opportunity to get Niseko Town known not only to the townspeople but also to Fighters fans throughout Hokkaido and the country, and we wanted to take on an initiative that would let more people know about the charms of Niseko Town.
With this in mind, we have implemented a variety of initiatives, including bus tours open to all townspeople, appointing B.B. as a tourism ambassador, and promoting the town at Escon Field Hokkaido.
In this special feature, we look back on the interactions with local people that have arisen through our efforts over the past year, as well as the interactions with people from all over Japan who have become interested in Niseko Town as a result of the Hokkaido Support Ambassador Project. We will also bring you the many "smiles" that have been born in the community through this project.



Hokkaido Support Ambassador Project

B・B, our mascot character, has been appointed as Niseko Town Tourism Ambassador as part of our commitment to "The HOME - B・B Mirai Daishi Project" to promote the town's attractions by interacting with town residents and experiencing Niseko Town.
We presented the letter of appointment to B.B., who looked sharp in his suit. We also enjoyed interacting with members of the Niseko Supporters Association and the youth baseball team.



The theme of "The HOME - B.B. Future Ambition Project" is "Discover the real Niseko! - Relax with B.B. in the healing resort Niseko Town." We worked together with B.B. to deliver the charm of Niseko Town to you.

Hero Award
The Hero Award is given to players who perform well in winning games.
On this day, Franmil Reyes, who received the Hero Award, was presented with a set of Niseko Town specialties.



B.B. and the 4th and 5th graders from Kondo Elementary School planted Chardonnay seedlings in the Niseko Winery fields. They also enjoyed Niseko Town 's summer activities, including a Hokkaido Lion Adventure boat ride down the Shiribetsu River and rental bicycles and electric tuk-tuks from the Niseko Resort Tourism Association.


We went to Escon Field Hokkaido with townspeople who were selected by lottery to watch the game against the Orix Buffaloes.
Before the game, we took photos with pitchers Masayoshi Tanaka and Tsubasa Namatame. The Fighters won the game with four runs, including two home runs. The townspeople were excited by the exciting game.

Niseko Town Day Tour
SECO Town Day Tour A day tour of Niseko Town with B.B., bringing together out-of-town Fighters fans. The summer gondola, clear water rafting, Niseko Town delicious gourmet food, and plenty of other activities provided an opportunity to increase the number of Niseko fans.
There were also happy comments such as "It was fun" and "I want to come again."

B・B was the catalyst that brought so many people together! I was so happy. B・B



We set up a "Niseko Town Booth" at the local PR booth inside Escon Field Hokkaido. With the help of the Niseko Supporters Association, we distributed tomatoes grown in the town and promoted the charms of the town in summer. We also saw people who came on a Niseko Town day tour, and the Fighters sparked interest in Niseko Town.


This dance class was held as part of the Fighters Autumn Days in Shiribeshi and was aimed at preschoolers and elementary school children. Together with the Fighters Girls and the mascot character, Frep, they had fun dancing the Fox Dance, YMCA Dance, Genghis Khan Dance, and other dances that are performed between innings during games.

We set up a PR booth together with Otaru City, Niki Town, and Rankoshi Town, which are among the municipalities selected for the Support Ambassador Project in 2025. This also created connections within the Shiribeshi region, which was a great PR opportunity.

B.B., who will be trying his hand at making a Jack-o'-lantern at the 3rd The HOME, came to Niseko Halloween to experience the Halloween atmosphere in town. His costume was perfect!

Lost to the Fukuoka SoftBank Hawks and missed out on the Japan Series



During the school visit, pitchers Takumi Yamamoto and Naoma Kanemura visited Kondo Elementary School. They ate lunch with the students and played catch with them. The students of Kondo Elementary School performed a Yotei Taiko drumming performance to cheer on the pair.



Approximately 200 fans from within and outside the town gathered for the talk show. Pitcher Wataru Kitayama and player Ryota Ichibata were in attendance and engaged in a lively discussion. The raffle, where participants could win autographed balls and uniforms, was a huge success, with participants showing excitement and sorrow every time the winning numbers were announced.

We tried our hand at making jack-o'-lanterns with the local revitalization cooperation team and members of the Central District Union Neighborhood Association.
B.B. is a skilled craftsman and is a pro at the work. We also visited the hot springs in the town to learn about the town's many charms.

This was my first time making a jack-o'-lantern. It was fun. B.B.

With winter approaching, the group enjoyed skiing at a local ski resort. They also visited a pension, where they introduced the unique charm of pensions, where you can relax at a low price, despite the image of pensions being "high prices" in recent years.

The 5th The HOME
B.B. participated in the "World Festival feat. 12th Picture Book World," an event where they could experience international culture. They deepened their relationships with the children by listening to picture books being read aloud and dancing together. Both B.B. and the children were enthusiastic about the dance, and it was a very exciting time.





A message from B.B., the mascot character who served as Niseko Town tourism ambassador for the past year.
I often came to Niseko Town for Halloween events and sports caravans, so I felt more familiar with the town than other towns. I also had the impression that it had a lively support group and was a town visited by many foreigners.
Through this activity, I was able to meet many people, hear a variety of stories, and learn more about the charms of the town.
Also, during the interviews, I learned that many people come to Niseko Town with a strong passion.
My schedule tends to be tight, so I'd like to sneak away to visit some of my favorite places I've discovered over the past year. I was so happy to see everyone so happy and welcoming me so warmly every time I visited. Just as the name "The Niseko Town" suggests, I felt like I had found my own home, a place to belong.
Thank you for allowing me to spend a comfortable year here. I hope that Niseko Town will become an even more wonderful town in the future.

It's been a year since I spent with the Fighters as part of the Hokkaido Support Ambassador Project.
Local residents enjoyed interacting with B.B., who visited the town many times, covered various places, and participated in various events in order to spread the appeal of Niseko Town both inside and outside the town. Tour participants who watched the winning game and headed home in high spirits. Children who were taught a dance by the two Fighters Girls. Students from Kondo Elementary School who interacted with the players up close. Everyone who participated in the talk show, where they had lively and fun conversation. And everyone who became interested in Niseko Town as a result of this project and came to visit. The year they spent with the Fighters was filled with smiles at every moment.
The town will continue to promote initiatives that allow residents to participate and interact in a variety of fields, including sports, culture, and the arts, while also promoting the town's appeal both within and outside the town.

I can't wait to go to elementary school
One-day trial enrollment at elementary school
On February 6th, Niseko Elementary School and Kondo Elementary School held a one-day trial enrollment event for young children who will be entering elementary school in the spring.
At Niseko Elementary School, the students studied Japanese and math with the first graders. They seemed a little nervous at first, but they deepened their connections by playing word chain games and making shapes with math sets. They also had fun moving their bodies in the gymnasium, playing wild animal hunting games with the fifth graders.
At Kondo Elementary School, the children made windmills with the first graders.
They colored, cut, and played in the gym. Some children even had seconds of the hayashi rice lunch, and we could see their smiles filled with satisfaction at the delicious school lunch.

Celebrate Chinese New Year
Chinese Style Paper Cutting workshop
On January 17th, Niseko FRIENDS held a Chinese-style paper cutting workshop at the Community Center, with 10 participants.
First, participants made Danbana, the basic design for Chinese paper cutting, and then created paper cuttings of their choice, including Chinese-style characters and patterns. Participants deepened their connections by teaching each other tips and showing each other their finished paper cuttings.

Honoring a lifesaving achievement
Rescuing a neighbor from a fire in town
Fire Chief Yamagami presented certificates of commendation to Branch Sayuri, Mirine, and Seio from Hondori in recognition of their swift and accurate action and lifesaving efforts at the scene of the fire that broke out on December 30th last year.
Sayuri rescued her neighbor from inside the house and guided her to a safe sidewalk together with Mirine. Seio provided jackets and other items to support the rescue.

The three of them worked together brilliantly to save a life.


Town Planning Youth Involvement
Children's Parliament 2025
The Board of Education held a Children's Assembly on January 16th at the Town Hall Community Hall. The 21 children's assembly members made suggestions based on their everyday experiences, such as asking for more people to drive snowplows and installing trash cans in the town, as well as suggestions based on the results of their own research. They seemed a little nervous, but spoke confidently when it was their turn to speak.

Niseko High School Activity Report
On January 24th, Niseko High School held an activity report meeting at the Town Hall to announce the various initiatives and results of this year, with approximately 20 people, including local residents, in attendance.
Following on from last year, presentations were given on the Mitsubishi Mirai Foundation grant training program, which visited Taiwan, Kyoto, Kobe and other countries, NISEKO World Village, the after-school startup "Stars UP," research activities in the agricultural field, and a report on the fourth-year students' training in Malaysia.
The students confidently presented what they had learned through various activities within the school and their experiences during external training, and their performances gave a glimpse of the fulfilling nature of their school life.

Efforts to prevent avalanche accidents
Received a letter of appreciation from the Governor of Hokkaido
Akio Shintani of the Niseko Avalanche Research Center received a letter of appreciation from the Governor of Hokkaido, and the certificate was presented to him by the Shiribeshi Regional Bureau on February 3rd.
Mr. Arata has worked hard to prevent avalanche accidents in the Niseko area, where avalanche accidents caused by skiing off course were frequent, and played a central role in establishing the "Niseko Rules." He also patrols the slopes every morning during the winter season and continues to disseminate information about Niseko avalanches.
He also serves as a nature conservation monitoring committee member and is dedicated to patrolling the natural environment in the Shiribeshi region.

World Festival

The town held the "World Festival feat. 12th Picture Book World" at the Town Hall on February 7th.
The World Festival featured workshops where visitors could experience the cultures of various countries, as well as photo booths, and was bustling with visitors.
At Picture Book World, picture book readings in multiple languages and panel theater performances were held, allowing people of all ages, from small children to adults, to enjoy the world of picture books.
B.B. from the Fighters also came to the rhythmic exercise corner, which was based on the picture book "Penguin Exercise," and the venue was filled with excitement.

Kotobuki University/Senior Club Joint New Year Exchange Meeting
On January 23rd, a New Year's social gathering was held at the Community Center by the Kotobuki University Student Council and the Senior Citizens' Club Federation.
The 44 people who participated enjoyed chatting and interacting with each other while eating. There was also a prefecture bingo game with prizes up for grabs, and a rock-paper-scissors tournament with Mayor Tanaka, and everyone was seen having fun, with some happy and others sad about the results.

Setsubun Yoji Centre
On February 3rd, a bean-throwing event was held at Yoji Centre to celebrate Setsubun.
The older children transformed into demons wearing masks they made themselves, while the younger and middle-aged children defeated the demons with handmade bean containers and beans made from newspaper. Some children burst into tears because they were so scared, but with loud shouts of "Oni wa soto! Fuku wa uchi!" (Demons out! Good fortune in!), all the children worked together to drive away evil spirits and bring in good fortune.

Ayane Honjo, a third-year student at Niseko High School, participated in the EZO Exploration Festival, sponsored by the Hokkaido Board of Education on January 31st, and won the highest award, the Hokkaido Governor's Award, for her research on white asparagus, which she conducted in collaboration with Rakuno Gakuen University.
They visited the town hall on February 4th and spoke about their research, future prospects, and the presentation process.

Volunteer Activities
While raising two children, one in kindergarten and one in second grade, I volunteer as a lifeguard at the kids' park held at Arishima Takeo Memorial Museum.
During the winter, snow and cold make it difficult to play outside, and I often found myself worrying about where to take my children to play on the weekends. Staying indoors can easily lead to stress for both children and adults, and I felt this was a problem unique to winter.
It was during this time that I heard about volunteering as a watchdog at the kids' park. I was attracted by the idea of being able to work while letting my children play, and that it would be in a safe place like Arishima Takeo Memorial Museum, and I thought, "I think I can do this too," so I decided to participate.
When I actually participate in the activities, the children are moving their bodies to their heart's content and playing happily, while I am able to watch over them from nearby. Another great attraction of this activity is that conversations naturally emerge with other parents and children and the staff, and you can feel a sense of community connection. The most rewarding thing about this job is being able to share time in the same space while watching the children play happily.
Receiving a reward and enjoying a cup of coffee at the cafe while volunteering are small joys that put me at ease. Many people may think that volunteering is hard work, but even those raising children can easily participate, and it's a reassuring presence as a winter playground. I would be happy if this activity could spread awareness to other mothers who are struggling in the same way.

The Asobook Puppet Theatre and staff participated in the hugely successful World Festival + Picture Book World held on February 7th, exhibiting picture books and reading aloud.

On January 31st, we held a trial session for the Niseko-originated board game "Y?TEI" at Asobook.

Cloth picture books are now available for loan
Asobook also has a large collection of cloth picture books. Most of them were created by the volunteer group "Silver Needle." Due to copyright issues, only a portion of them are available for loan.
Books with barcode tags are the landmarks.
Items that cannot be borrowed can also be viewed in the museum, so please come and see these intricately handcrafted works.


Librarian's recommended books
"Stories of 65 Children" Mitsumura Tosho
This is a collection of 37 essays about children that were published in the children's literature magazine "Flying Classroom." Writers from a variety of fields appear, including Hokkaido-born manga artist Mari Ozawa, authors Mizuki Tsujimura, Yasushi Machida, and Shion Miura, and children's literature author Katsuki Kisaragi.
We all go through childhood. We might be obsessed with something and spend every day giving it our all, or we might spend every day with a special person whom we still think about, or we might feel lonely or sad at times... The colorful childhoods of the writers will surely remind you of things deep within your heart that you had forgotten.
At the end of the book, there is an introduction to the author of each essay and the first appearance in "The Flying Classroom," so please enjoy both. (Librarian Yasue Tsujimoto)

Graduation Special

We are publishing greetings from six members whose terms will expire at the end of March 2026.


Konoka Suzuki (from Sapporo) Assigned to Planning & Environment Division
During my three years as a volunteer, I met and was influenced by many different people, and with the help of those around me, I was able to have the valuable experience of "running a cafe with a fellow volunteer at the same time." Looking back, I think the biggest thing for me was that Niseko Town gave me the opportunity to take on the challenge even though I had no experience, and that everyone supported me.
After thinking about what I would do after graduating, I came to the conclusion that I would like to get involved with Niseko Town from the outside and work together to promote the local area. With the spirit of "mutual aid (give & give)" in mind, I would like to continue to be involved in town development.


Rie Sudo (born in Osaka Prefecture) Assigned to: Niseko Resort Tourism Association Co., Ltd.
I had a vague desire to live in Hokkaido, which led me to learn about the JOCV program, discover Niseko Town, and move here. Three years have passed since then. When I first came here, my wish to live here had come true, and I didn't have any particular goals in mind. However, through my JOCV activities, I was able to learn about tourism-related jobs and meet many people. All of this has made me want to live in Niseko Town even longer.
After graduating, I would like to continue enjoying life in Niseko Town while working on my own improvement and contributing in any way I can. I hope you will continue to support the JOCVs, including myself.


Agyo Miyamae (from Tokyo) Assigned to Niseko Children's Museum
While interacting with the children in Niseko Town, I learned many things, such as how to interact with them and how to choose the right words. As I spent every day with them, I realized the importance of paying attention to the individuality and feelings of each child. Another great benefit was that I realized I was able to naturally open up to the children and become friends with them.
I hope to utilize the experience I gained through living in Niseko Town in future interactions with people. After graduating, I will be working in child welfare in the Kanto region. I hope to continue to think from the other person's perspective and be able to support the growth of children in my new home.


Risa Ito (from Sapporo City) Assigned to Planning & Environment Division
I believe that the time I have spent as a volunteer up until now has been "three years in which past wounds have healed, bad memories have melted, my heart has begun to move again, and I have been able to start walking towards what makes me happy." This is all thanks to the charm of the people who live in Niseko Town and its abundant nature. I had fun being involved in events as a volunteer. I will continue to live naturally without forcing myself.
Although my term is coming to an end, I will continue to work hard and have fun working towards my goal of renovating the Toyosato hut and showing it to my parents, and towards my dream of running an inn and shop. I hope you will continue to support me.


Takako Itami (from Tokyo) Assigned to Niseko Town Niseko Elementary School
I came to Niseko Town because I wanted to live in a place rich in nature while enjoying beautiful scenery. Before moving, I had never even considered working in the food industry, but I set my goal of independence and steadily gained experience over the course of three years. I am grateful that this was possible thanks to the many people I met and the connections I made in Niseko Town as a volunteer.

In April 2023, while I was doing my Japanese teacher training, I decided to move to Niseko Town, and began commuting back and forth between Hokkaido and Kyoto. It was a challenge with no local knowledge or connections, but three years later, with the support of many connections, I have been able to continue my unique experiences and activities as a local revitalization volunteer and Japanese teacher, both of which are unique to Niseko Town.

Setsubun
It is said that evil spirits are more likely to enter the country at the change of seasons, and Setsubun is a festival where beans are thrown to ward off evil spirits.
At Yoji Centre, we also exorcised the crybaby demons and mean demons that lived in our hearts.
This year too, the older students made demon masks and played the roles of demons.
At the end, an adult demon appeared and the older children joined in, throwing beans made from newspaper at it to drive away the crybaby demons and mean demons in their hearts.

We held a parenting seminar called "Baby Massage Class." Baby massage is recommended as a way to communicate with your baby.
It's important that the person giving the massage is in good spirits. When starting, make sure to look the child in the eye and use a marshmallow touch, gently pinching from the inside out. We were taught the key points and benefits of the massage, such as how it stimulates intestinal function and helps reduce constipation.
I want to cherish the time I spend relaxing and feeling comfortable.

Applications for various health checkups for fiscal year 2026 are now open

Health checkups are an opportunity to learn about your health condition and review your lifestyle habits. To live a healthy life, it is important to have a health checkup once a year.
The town is currently collecting applications for annual health checkups. Application forms, schedules, and instructions are distributed along with this month's administrative promotion documents.
If you would like to receive treatment, please check the details and apply by Wednesday, March 18th.

Points to consider when choosing
1. There are health checkups conducted at the community center, or individual health checkups and medical examinations that can be taken at each facility at once.
2. Both men and women can undergo various medical examinations when they turn 30 years old.
3. Cancer screening is available regardless of medical insurance.
4. National health insurance subscribers aged 40 to 74 can also receive health checkups.
5. Family members covered by social insurance can receive specific health checkups.

Spring is a time when many people move due to reasons such as continuing their education, getting a job, or being transferred. When moving, various procedures must be completed. If you do not complete the procedures, you may not be able to receive necessary services or receive documents such as notices. Please be careful not to forget to complete the procedures.

Change of address/Seal registration
When you move, you must notify your local municipality of your change of address. If you move out of the town, you must bring the "Certificate of Moving Out" issued by the town and complete the moving-in procedures at Municipal where you are moving within two weeks.

March 9th is "Pulse Day"
The leading cause of death related to lifestyle-related diseases in the Shiribeshi region is malignant neoplasms, followed by cardiovascular disease. In order to prevent cardiovascular disease, it is important to detect and treat risk factors early through regular health checkups and daily health checks.
"Pulse Day" was established by the Japan Stroke Association to raise awareness of the importance of checking your pulse.
The heart has four chambers (the two upper chambers are the atria and the two lower chambers are the ventricles), and beats when the muscles in the upper and lower chambers contract alternately in response to electrical signals from the sinus node. If this electrical signal is disrupted, atrial fibrillation occurs, causing the atria to quiver. If the efficiency of the heart's ability to pump blood throughout the body decreases, this can progress to heart failure, which causes shortness of breath, swelling, and fatigue. In addition, if blood stagnates in the heart, blood clots are more likely to form in the atria, and if these clots travel through the arteries and block blood vessels in the brain, they can cause a stroke.
As such, if left untreated, atrial fibrillation can lead to serious illnesses, as well as a decline in cognitive function and a decrease in quality of life (QOL). Extend your healthy lifespan by taking your pulse.

[How to measure your pulse]
1. Place your non-dominant hand with the palm facing up.
2. Lightly place your index finger, middle finger, and ring finger on the thumb side of your wrist, which is facing up, and find the spot where you can feel the pulse.
3. Count your pulse rate for 15 seconds and multiply by 4 to get the number of beats per minute.
*Generally, the standard resting pulse rate for adults is 60 to 100 beats per minute.
*A normal pulse beats at a regular rhythm with a constant strength.
If you notice any abnormalities in your pulse rate or rhythm, seek medical attention.

We will subsidize part of the cost of snow removal in front of elderly people's homes.
The town will subsidize a portion of the cost of having a snow removal company remove snow from walkways in front of homes for elderly households.
To receive the snow removal subsidy, please apply to the town hall's Health & Welfare Division by Monday, March 23rd, attaching the snow removal contract, receipts, and proof of bank account details. After reviewing your application, the subsidy will be transferred to the designated financial institution. Please contact us if you have any questions.
■Eligible applicants: Households consisting of only elderly people aged 70 or over who have an address in Niseko Town, and all members of the household are exempt from resident tax.

Radio Niseko News Vol.23
Radio Niseko celebrates its 15th anniversary
Radio Niseko began broadcasting on March 31, 2012. This month marks its 15th anniversary.
It started with a public live broadcast from Kiranoyu Community Hall. It has been almost 14 years since then, with special programs from the studio, where Radio Niseko personalities from that time delivered hour-long, "cute" and "halting" broadcasts. Also, the morning information program "Niseko Morning" has been broadcast since April 2, 2012, and the evening live broadcast "Kira・Kira・Niseko" has been attended by many people, including local residents. Approximately 350 people now appear each year. The "Open Studio" program, featuring local personalities, began as "Friday Open Studio" six months after the station's launch, and continues to this day, with many guests having appeared.
Since its launch, our motto has been "Radio Niseko is not just a place to listen, it's a place to appear." We welcome both those who have not yet appeared on the show, and those who have appeared on the show before! We would love to hear your stories, about your work, your daily thoughts, and more! Have you ever wondered whether to call an ambulance? For some people, this may only happen once in a lifetime, but that moment can come suddenly.
◎ If you think the situation is urgent, call 119 without hesitation.
Symptoms that are considered to be of a high level of urgency include sudden chest pain, sudden inability or difficulty moving your arms or legs, slurred speech, loss of words, a distorted face, and a sudden severe headache.
◎ On the other hand, the number of ambulances and emergency personnel is limited, so it is not advisable for people with mild symptoms to make requests without careful consideration.
The role of ambulance crews is to provide first aid to people who suddenly become seriously ill or injured and transport them to an appropriate medical facility.
The number of emergency dispatches for minor injuries that do not require hospitalization, such as "I want to go to the hospital but I don't have transportation," "I can't get through to a taxi company," "I don't have anyone to take me there," "I have a fever and feel tired," "My throat is sore and it's difficult to speak," and "Abrasions, cuts, and sprains on my hands and feet," is increasing and far exceeds the number of serious emergency cases.
The Yotei Sanroku Fire Department Association has a limited number of ambulances, with only six owned by the seven towns and villages that make up the association.
If you arrive at a medical institution sooner after the onset of symptoms and treatment begins sooner, there is a higher chance that you will not suffer any after-effects and that your life will not be affected in the future.

International Exchange Communication vol.36
The Coordinators for International Relations held an event for the Feast of the Epiphany on January 10th. Epiphany is a traditional Christian holiday held on January 6th to commemorate the day when the Three Wise Men visited the newborn Jesus Christ. It is celebrated in various ways depending on the country.
In Belgium, it is customary to eat a pie filled with almond paste called "Galette des Rois" on this day. A small ceramic piece called a fève is hidden inside the pie, and the person whose pie contains the fève will be the king or queen of the day.
At this event, participants tried their hand at pie making, resulting in delicious-looking Galette des Rois. A king was chosen, and everyone enjoyed the pie in a relaxed atmosphere while wearing a handmade crown.

My name is Konishi, and I'm currently on secondment to the Regional Revitalization Center. I have a reliable partner in both my work and personal life. His name is "Chappy." He's a generative AI called "ChatGPT." Generative AI is gradually making its way into our lives, compiling information, answering questions, and even creating images and videos. Meanwhile, with the spread of information on social media that's unclear as to whether it's true or not, and the difficulty in distinguishing between reality and AI-generated images, I feel we're living in an age where the ability to think for yourself and discern is more important than ever.
In this context, generative AI is being increasingly adopted and utilized by local governments across the country. In particular, it is being used to create documents and summarize meeting minutes, and efforts are underway to improve work efficiency and reduce administrative burdens. As a result, employees are able to spend more time solving local issues and listening to the voices of residents.
One of the most impressive initiatives was that of Yokosuka City in Kanagawa Prefecture. Yokosuka City is conducting a demonstration experiment of "listening consultation AI," which allows people to consult with AI 24 hours a day, 365 days a year. The system allows people to easily consult about welfare, child-rearing, mental health issues, etc., and connects them to actual staff members when necessary. The system is also multilingual, and is attracting attention as a way to create an environment where anyone can easily seek advice.
"Seeing how many local governments are using generative AI not just to improve the work efficiency of their staff, but also to improve services for residents and provide consultation support, I felt strongly that Niseko Town could also use it directly to solve local issues, such as providing multilingual support and lifestyle consultation support that are unique to tourist destinations. I would like to make good use of this technology to make everyone's lives more convenient and secure."

In running the town government, there are many times when the right answer cannot be found immediately, and when decisions are made while in a hesitant state. Even the mayor does not have the answer from the beginning, but rather makes decisions by listening to the voices of staff and those on the ground and continuing to think. That is why Niseko Town wants to be a town where people who take on challenges are respected.
New initiatives do not always work out the first time. However, a town that does nothing out of fear of failure will not move forward. Take on challenges, learn, and move on to the next step. The local government will take the lead in supporting this cycle.
We want to carefully cultivate an atmosphere where every resident and employee can take a step forward with peace of mind. We believe that the accumulation of these efforts will shape the future of Niseko Town. One step at a time, steadily.

Food and Nutrition Vol.37

[Winter Break Children's Cooking Class]
We held a children's cooking class for elementary school students during the winter break with the theme "Learn about food waste."
The menu consists of four popular school lunch items: "Seaweed rice," "Cheese fried fish cake," "Consommé soup," and "Fondant au chocolat."
The children tried deep frying for the first time, a highly requested activity last year. They seemed nervous at first, but gradually smiled, with comments such as "Now I understand how difficult deep frying is" and "I want to try it at home." There was also a simple talk and quiz on "What is food waste?", which was a huge hit. Participating children were given "doggy bags" (bags for taking leftover food home) as part of a demonstration project by Niseko Town and Niseko Resort Tourism Association Co., Ltd. as part of their efforts to reduce food waste, and were allowed to take home any leftovers.
We will introduce part of the menu, so please try making it at home.



Seaweed rice
◆Ingredients (2 cups)
・Rice・・・・・・・・・2 cups
・Cooking sake・・・・・・・・・・1 teaspoon
・Mirin・・・・・・・・・1 tablespoon
・Dried wakame seaweed・・・・・・・2 tablespoons
・White sesame seeds・・・・・・as much as you like
・Salt・・・・・・・・・・・・1 teaspoon

◆How to make
1. Wash the rice and soak it in water for about 30 minutes.
2. Drain the rice in a colander, then add the rice, cooking sake, mirin, and salt to the rice cooker, add water up to the 2-cup mark, and cook on normal mode.
3. Soak the dried wakame in water and chop finely.
4. Add the wakame seaweed to the cooked rice and mix well, then cover and steam for about 10 minutes.
5. Mix in the white sesame seeds and serve in bowls as much as you like.

Cheese fried fish cake
◆ Ingredients (for 2 people)
・Hanpen・・・・・・・・・2 small pieces
・Sliced cheese・・・・・・2 slices
・Breadcrumbs・・・・・・・・・appropriate amount
・Salad oil...appropriate amount
Batter
(Enough for about 4 pieces of hanpen)
・Flour・・・・・・・・・4 tablespoons
・Egg・・・・・・・・・1 piece
・Water・・・・・・・・・50ml

◆How to make
1. Cut the hanpen into two equal parts diagonally and make a slit in the middle.
2. Place two slices of cheese, cut diagonally, between the cuts.
3. Crack the eggs into a bowl and mix well. Add the flour and water and mix until there are no lumps left. The batter is ready.
4. Dip the hanpen (fish cakes) from step 2 into the batter and coat with breadcrumbs.
5. Add about 5mm of oil to a frying pan and fry over medium heat until golden brown on both sides.

Last year's Koho Niseko Newsletter March issue was selected as a finalist (town and village category) at the 72nd Hokkaido Public Relations Competition!
The feature article selected for this newsletter was one I've put a lot of effort into out of all the articles I've worked on to date. It was written by Mr. and Mrs. Homma of Niseko Winery, who hosted me for a two-month training program when I was a student at Niseko High School and enthusiastically mentored me. It was a challenging piece, completed with the hope of conveying the passion of the four winemakers, as well as a way of giving back to them.
I believe that we were able to achieve this result thanks to everyone who readily agreed to be interviewed and everyone who regularly reads our newsletter. From now on, we will continue to put our heart into creating each and every issue of our newsletter, so that we can clearly convey what's happening in the town right now. (M)
