We would like to extend our sincere congratulations on the New Year.
We would like to express our sincere gratitude for your continued understanding and cooperation in the development of Niseko Town. The support of each and every one of our residents is a great source of strength for the daily administration of the town.
Last October, I was appointed Niseko Town, having received the trust of the townspeople. Since taking office, I have prioritized holding repeated dialogues with town hall staff and sharing the initiatives that have been valued and the challenges we face on the ground. As a result, opportunities for broad dialogue with townspeople have been limited, but I would like to expand the opportunities to hear their voices in various ways in the future.
As I walked around the town, I felt strongly that Niseko Town is not made up of the government alone, but is supported by the thoughts and actions of many people, including business owners, neighborhood associations, social gatherings, and various other local activities, as well as the small actions and considerations shown in everyday life. I feel that the accumulation of these efforts is the town's strength, something to be proud of, and the starting point of town development.
In running the town government, it is important to first carefully reexamine where we stand. While respecting the efforts and systems that have been built up to now, I would like to make necessary improvements one by one in line with the actual situation on the ground. I would like to make this a year in which we cherish the progress we have made so far, take into account the voices of those on the ground, and carefully make each decision one by one.
Furthermore, in order to incorporate the voices of the townspeople into town administration, I believe it is important that not only is the mayor listening to them personally, but that the town hall as a whole receives and shares their voices and reflects them in policies and operations. I will improve the way dialogue and information sharing is conducted so that the thoughts and small realizations of people in their daily lives can be properly conveyed to the administration.
I will continue to work diligently in town administration so that each and every resident can be proud to live in this town. In closing, I would like to wish you all good health and happiness, and I ask for your continued understanding and cooperation this year.

We would like to express our sincere gratitude to all the residents of the town for their deep understanding and cooperation in promoting and enriching our educational administration.
Each school and Yoji Centre was able to carry out a variety of educational activities, and the children were able to gain valuable experiences. We would like to express our gratitude to the Cultural Association and Athletic Association for their support and cooperation in promoting and enhancing various cultural and athletic events in Niseko Town 's school education and social education.
In fiscal year 2025, we were blessed with good weather, and were able to successfully hold events such as the Fureai Town Sports Day and the Niseko Marathon Festival.
We would like to express our gratitude for your support and cooperation. However, due to factors such as the declining birthrate and aging population, youth group activities are declining, and the number of members of the Kotobuki University and Cultural Associations is decreasing. Going forward, we would like to support the efforts of each organization to improve their operations.
The town's education is based on the "Niseko Style of Education," which treats the four types of schools -Yoji Centre, elementary school, junior high school, and high school - as one school, and is a collaborative effort between schools and the local community. The "Niseko Style of Education" study group is now in its third year and has achieved great results, including hometown studies.
Niseko High School will be establishing a full-time, academically-oriented, credit-based comprehensive program starting in the 2026 academic year. The school will be named "Niseko International High School." Up until now, the school has been offering distinctive educational programs, including international and entrepreneurial education, and the 2025 enrollment saw a significant increase in diversity, with many students from across Hokkaido and the entire country. With an increasing number of high school students, they are actively participating in and creating excitement for local events. Going forward, the Board of Education will continue to support the development and improvement of the learning environment, so that students can achieve results in their progression to university and other educational institutions.
I sincerely hope that this year will be a fruitful one for you all, and would like to conclude my New Year's greetings.

We would like to extend our heartfelt congratulations to you all, and hope that you are in good health and welcoming the New Year.
All the town council members would like to express their sincere gratitude to all the townspeople for your continued warm support and understanding towards the town council.
Japan is currently facing challenges such as rising prices, a declining birthrate and aging population, continued natural disasters, and destabilizing international situations. The national government is taking measures to address rising prices, as well as working to ensure security in the areas of economy, food, energy, and health care. In local areas, efforts to protect the livelihoods of residents are becoming increasingly important.
Despite the current difficult social situation, investment in the Niseko region continues, and the number of tourists from Japan and abroad is showing signs of growth since the COVID-19 pandemic. In order to revitalize the Niseko economy and shorten emergency transport times to advanced medical facilities, we will continue to lobby the government, members of parliament, various ministries and agencies, and other relevant organizations, led by the Hokkaido Shiribeshi Town and Village Council Chairpersons' Association, to quickly reopen the Shiribeshi Expressway between Kutchan and Yoichi, and to begin construction between Niseko and Kutchan as soon as possible.
Our council will listen to the voices of each and every townsperson and strive to carry out council activities that reflect the wishes of the residents in the administration.We will also address important issues and work to develop the region in order to live up to the trust and expectations placed in us.
In closing, I would like to wish you all a happy new year and sincerely hope that this year will be a year of great prosperity.

As we welcome the New Year, we would like to extend our sincere greetings and express our sincere gratitude for your continued understanding and cooperation in the activities Agricultural Committee.
Last year, natural disasters such as earthquakes, typhoons, and heavy rains, as well as livestock diseases such as avian influenza, occurred throughout the country, and we would like to express our heartfelt sympathies to all those affected.
Instability in the international situation has led to disruptions in global distribution, and rising prices for food, materials, and fuel are weighing heavily on the country. In addition to a chronic labor shortage, domestic agricultural production is facing increasingly difficult conditions, with the prices of production materials remaining high, and there are concerns that this will lead to an acceleration in the number of people leaving farming.
Meanwhile, Japan's agricultural policy is undergoing a period of major change due to legal reforms, and I feel that efforts are needed to "achieve a robust agriculture" by improving the infrastructure of farmland, introducing smart agriculture to improve work efficiency, and promoting soil improvement, in order to stabilize prices and ensure yields for agricultural and livestock products, ensure stable supplies, and increase consumption.
As Agricultural Committee, we are carrying out our activities with the two main pillars of "developing and securing agricultural workers" and "appropriate use and conservation of agricultural land." This year, we will continue to work even harder to develop local agriculture and preserve valuable agricultural land through farmland patrols, farmland consultations, and reviews of farmland conversions.
I hope that this year will be a healthy and fruitful one for you all, and I would like to ask for your continued understanding and cooperation in the activities of Agricultural Committee. This concludes my New Year's greetings.

Occupation of the mayor and representation of the mayor
At the extraordinary assembly meeting held on November 26th, Mayor Tanaka took the oath of office and made a statement of his intentions.
Niseko Town has a "Niseko Town Basic Ordinance for Town Development" as a set of common rules for promoting town development. Article 26 of the ordinance requires that when a new mayor takes office, he or she must take an oath at the town assembly. This oath allows us to see what kind of attitude the mayor, who will be leading the town development, will take in town development.
Mayor Takehito Tanaka, who was elected in the mayoral election held last September and took office in October, also took the oath of office in accordance with this provision at the 8th Niseko Town Extraordinary Session held on November 26th. This month we will introduce the contents of that oath.

I am deeply aware that I am the mayor in trust for the people of the town, and based on the principles of local autonomy guaranteed in the Constitution of Japan and the principles of "information sharing" and "citizen participation" set forth in Niseko Town Basic Ordinance for Town Development, I will strive to build a form of self-government that is in tune with the times, even under the rapidly changing social climate.
As a representative of the town government, I pledge to carry out my duties fairly and honestly, listen to the voices of those on the ground, think together, and move forward together, while continuing to take on challenges without fear of change, and to do my utmost to create Niseko Town that the townspeople can be proud of.

Following the oath, the mayor gave a statement of his intentions, outlining the town's basic policies for development. Here are some excerpts from the statement:
Confidence
In running the town government, I will place importance on the following three values:
First of all, it's a challenge.
With the social environment changing dramatically, maintaining the status quo means retreating. Niseko Town is currently continuing to develop, with a slight increase in population and the number of businesses. That is why we believe that rather than stopping our progress, we must take on new challenges in order to continue developing sustainably.
I will not be bound by precedent or custom, but will take on new challenges, prioritizing the voices of those on the front lines above all else. In my address to city hall staff on the day I took office, I immediately emphasized the importance of "taking on new challenges."
As the head of the administration, I will take full responsibility. I aim to run the town government in a positive manner, taking on new challenges without fear of failure.
Second, it's open.
Because the idea of resident autonomy is deeply rooted in Niseko Town, we would like to further strengthen the foundation of resident autonomy, where each resident thinks and acts for themselves, based on the two pillars of "information sharing" and "resident participation" more than ever before.In addition, we will share the decision-making process as much as possible and increase transparency, aiming to create a town administration that can be co-created with all those who support Niseko Town, including not only the townspeople but also related populations and businesses.
Third, "enjoy."
The purpose of local governments is to promote the welfare and improve the lives of their residents. Given this purpose, some people may feel uncomfortable with the value of "enjoyment."
However, I believe that while the people who run the town government are town hall employees, they are also townspeople and human beings. As "official officials are only useful to people," I believe that while carrying out my duties is a given, it is also necessary to enrich the lives of each individual and pursue both material and spiritual happiness for employees. Running a town government comes with many difficult and challenging situations.
However, I believe that by approaching work with a positive attitude, we can ultimately produce better work and results.

Niseko Town has always placed importance on resident autonomy, placing emphasis on "information sharing" and "resident participation" as outlined in the Basic Town Development Ordinance. Continuing this spirit, we will carefully advance town development while engaging in dialogue with the townspeople. Furthermore, in all our projects, we will make fair and just decisions about what should be changed and what should continue to be maintained.
Based on seven challenges, we aim to make Niseko Town that can be proud of for present and future generations.
1. The challenge of moving the city forward through dialogue
We will continue to refine our activities through resident autonomy, and promote a forum for "information disclosure" and "resident participation" that is appropriate for the modern era, as well as support for a variety of activities.
2. Children in the middle of Niseko
We aim to create a town where children, who will be the leaders of the future, can grow up healthily.
3. Taking on the challenge of improving housing and infrastructure
We will promote the development of housing and infrastructure, which are the foundation of life, so that everyone can live in peace.
4. The challenge of promoting health in the community
We aim to create a community where people can live their lives in a way that is true to themselves both physically and mentally by extending healthy life expectancy through sports, culture, and interaction.
5. Taking on the challenge of further promoting the local economy
With agriculture and tourism as our core industries as our core, we will promote industrial development by making the most of our strengths, such as our rich natural environment, agricultural products, and tourism resources.
6. Taking on the challenge of next-generation urban development
We will advance new solutions to difficult issues that directly affect our daily lives by utilizing the latest technology and collaboration among diverse actors across regions and fields.
7. Challenge to become a profitable local government
We aim to become a self-sustaining local government by making the most of our strong brand power, creating a connected population and businesses, and making effective use of public assets.

Work correction budget that you want to know more
We would like to inform you of the main budget additions made between September and December of the fiscal year 2025 budget.
01 Protecting Niseko's natural environment
Harmful bird and animal extermination contract: 1.04 million yen
The adjustment is due to a budget shortfall caused by the fact that the number of Ezo deer, raccoon dogs, and raccoons captured is expected to far exceed the initial estimate, and an increase in the unit cost of disposal.
Financial resources
・ Niseko Town 's share: 210,000 yen
・Special grant tax: 830,000 yen
Subsidy for harmful bird and animal extermination measures: 1 million yen
Regarding the subsidy for bird and animal damage prevention measures implemented by the town, due to the increase in bird and animal damage in recent years, the budget is expected to be insufficient, so adjustments will be made in anticipation of future measures.

02 Let's learn together and connect to the future
Elementary school operating expenses: Teaching materials and equipment: 1.21 million yen
The town had planned to gradually introduce electronic whiteboards at each elementary school in the town, with two being installed this year and three being installed next year. However, by purchasing them all at once, the town will be able to take advantage of favorable bond issuance, and will therefore install the electronic whiteboards that were scheduled for purchase next year within this year.
*We plan to use digital utilization promotion business bonds.
Ski lift fee: 2.78 million yen
The subsidy for ski lift tickets for children and students will be extended to include KIU Academy Niseko, and the distribution of one-day passes will be expanded to include parents of preschool children.

We will repair any areas of Niseko Elementary School facilities and equipment that have become damaged or malfunctioning due to aging.

As society as a whole is experiencing a labor shortage, the situation is becoming even more serious for occupations that are essential to local life due to factors such as an aging population and wage disparities with other industries.
As an effort to secure human resources in this current situation, we will work in cooperation with local businesses to demonstrate a new (contracted) operation of the Regional Revitalization Volunteer System in Niseko Town, which will help maintain and revitalize local life.
This time, the program will focus on public transportation, snow removal, and public facility management. Local businesses will directly employ volunteers, and the town will commission them and place orders with local businesses. The program aims to secure the manpower needed for local life through this outsourcing volunteer system.

Although it was their first time playing an instrument or performing a play, they were full of energy and performed well.

Symposium held to bring together certified regions from across the country
On November 12th, a symposium entitled "What are valuable experiences that make the most of the charms of the region?" was held at the Town Hall, bringing together Best Tourism Village certified regions from all over the country.
Participants included tourism operators and Niseko High School students from the town. Through keynote speeches that included examples, the event provided an opportunity to consider the value that travelers seek in travel and the future of tourism in the town.

Katsumi Hayashi (Arishima)
On November 12th, Katsumi Hayashi (Arishima) was awarded the Order of the Rising Sun, Silver Rays. The Order of the Rising Sun, Silver Rays is one of Japan's decorations, awarded to individuals who have made outstanding contributions to the nation or the public.
As a town council member for 12 years from 1995, Hayashi worked hard on the development of Kiranoyu and Asobook, and also served as an audit committee member, contributing to fair town administration.
Thank you for your efforts in the development of Niseko Town.
Raising awareness of disaster prevention in the local community
Niseko Junior High School One-Day Disaster Prevention Class
On November 7th and 11th, a one-day disaster prevention class was held at Niseko Junior High School, where 60 second-year students learned about disaster prevention in the area. Using a shelter management card game, the students experienced running a shelter together with town hall staff and CS committee members.
The lecture by disaster prevention staff introduced important points in running evacuation shelters and fake news, deepening participants' understanding of local disaster prevention.
We will move forward by sharing our opinions together.

As part of the Hokkaido Support Ambassador Project Player Exchange Meeting 2025, a project in which the Hokkaido Nippon-Ham Fighters support municipalities in the prefecture, a school visit and talk show was held on November 20th.
During the school visit, pitchers Takumi Yamamoto and Naoma Kanemura visited Kondo Elementary School. They interacted with the students by eating lunch and playing catch. They patiently answered questions such as "How often do you practice?" They also showed us how the two of them played catch, and the students cheered at the speed of the ball.
Meanwhile, the talk show attracted around 200 Fighters fans from inside and outside the town at the town center. Pitcher Noriaki Kitayama and player Ryota Ichibata were in attendance and engaged in a lively discussion. The raffle included a chance to win an autographed baseball or uniform, and the crowd erupted in excitement every time the winning numbers were announced.
Niseko Town Tourism Ambassador B.B. also participated in both the school visit and talk show. It was a valuable time for many people to interact with players and fans.

Food Safety and Security Class for Children
On December 11th, the town held a food safety and security class for children at the town hall, entitled "Let's experience how rice balls are made."
First, we used a mortar and pestle to remove the husks from the rice with the husks still attached, and then we put the brown rice with the husks removed into a milk bottle and experienced polishing it.
The process required patience, with the children saying things like, "It's so hard until the rice turns white." Finally, they made rice balls with the cooked rice.
I hope that through this experience, you were able to realize the importance of rice.

The audience enjoyed a session with the Japanese drummer Hassho. The venue was also filled with excitement as the dad band "Enmokan" and Niseko High School students performed.

The Hokkaido Nippon-Ham Fighters Niseko Supporters Association is fun
When I was a child, there was no professional baseball team based in Hokkaido, and most of the games broadcast on TV were those of the most famous teams. At the time, I only knew that there was a team called Nippon Ham.
This was around the time when the first professional baseball team with a franchise in Hokkaido was established.
At the time, all I could think was, "Oh, really? Nippon-Ham is the Nippon-Ham of the Pacific League, right?" The foreign manager, the pitcher who pitched on the live TV coverage of the Spring and Summer Koshien tournaments, the prince who thrilled the Summer Koshien... Gradually, the "Nippon-Ham" baseball team began to take root in my mind.
I was invited to go see a game at the Daiwa House Premist Dome (Sapporo Dome). Tens of thousands of people were overflowing, and as I pushed my way through the crowd to find my seat, I looked out onto the ground from the aisle and saw the vast expanse of green grass stretching out before me. I remember being impressed by how beautiful it was. Live concerts are amazing.
After that, when I heard that the Niseko Supporters' Association was being established in earnest, I immediately joined. There are plenty of fun things to do as a supporter member, such as bus tours to watch games, meetings with players, and helping out at stalls at town events. This year, he has visited Niseko Town, and we have also had the opportunity to get a glimpse of the hobbies of B.B., who is the biggest favorite of Fighters fans. (Did you know? B.B. is a good piano player.)
The Niseko Supporters' Club is great. You don't need to be an expert on player information. Just go to Escon Field and enjoy the experience. You can "hit it!" and feel the joy of it. Everyone around you is a friend. I hope you'll come and take a look at the activities of the Niseko Supporters' Club.

We are also aiming to post once a week on the Student Council Instagram page, so we hope you will take a look and support us as we work to share the atmosphere of our school and our events with as many people as possible.
Before we know it, there's only a little time left this year, and winter break will soon begin. Niseko High School has many students from various regions. I will miss seeing everyone during the break, but I will continue to make small efforts every day so that we can meet again in January in good health.

Thank you for your continued use of the Town Library/Playbook.

Hokkaido-wide JOCV Meeting in 2025
I participated in the Hokkaido-wide JOCV Meeting, organized by the Hokkaido Regional Revitalization JOCV Network. JOCVs in their first to third years gathered from all over Hokkaido to report on their work and JOCV activities, and exchanged opinions with volunteers who share similar goals, and I was able to learn about the situation of JOCVs in various regions.
In addition, a former JOCV instructor gave an explanation on the mindset required for working as a JOCV and for settling in the local area.
It was a very meaningful training session that also gave me an idea of what it means to be independent. (Kida Kaito)
Say goodbye to pumpkins
Autumn in Niseko Town is a season colored by pumpkins. The volunteers helped carve jack-o'-lanterns and created their own unique lanterns. All of these pumpkins are "farm produce" (perishable goods) grown in Niseko Town, so when the time comes, they are all collected at once and sent to the compost center.
In early November, all the team members went around the town to load pumpkins onto a light truck. After they finished collecting the pumpkins, snow was falling in front of the station, and the change of seasons was felt. (Sato Keima)
Echinococcus prevention! First time participating in bait spraying
Echinococcus is something I've never had to worry about before. In Niseko Town, where many red foxes live, measures are taken every year. This involves getting in a light truck and scattering small pieces of medicated food called bait at regular intervals.
The day I participated was very cold, and we drove for about two hours with the windows open, so my body was chilled to the core. Spraying in winter is a bit harsh, but it was a very good experience. Every day since coming to Niseko Town, I feel that our safe lives are made possible by the efforts of many people. (Nomura Mari)

35. Niseko Resort Tourism Association Co., Ltd.
2nd year: Daigo Kizawa (from Hakodate City)
This time, I would like to introduce my work at Niseko Resort Tourism Association Co., Ltd. Currently, there are three volunteers, including myself, and we are responsible for a wide range of tasks, including accepting educational trips, providing customer service, and supporting events.
In our educational travel business, we plan programs to deepen learning for each school and coordinate with the host companies to provide students with memorable experiences.
The office also offers bicycle and electric tuk-tuks for rent, and provides tourist support. The Tourism Association is full of rewarding work and opportunities for growth, as it uses tourism to communicate town development and SDG initiatives, and allows people to use their ideas to create the town's appeal.
36. Board of Education, Children's Future Division
First year: Kaito Kida (from Sapporo)
This time, I will introduce the work I am assigned to, which is an after-school children's class.
The After School Class (ASC) is held every Monday and Friday at the community center or the general gymnasium. International exchange staff also regularly participate.
This is an opportunity for children to experience the games that the CIRs played when they lived in their home countries, games in their native languages, greetings in each language, and more. There are also games that are adapted from introductions to the CIRs' home countries or areas of interest, and the children always enjoy participating!

Second-year student Risa Kamikawauchi (from Chiba Prefecture)
Niseko Machi no Kintai Cooperatives, a town development company, is currently run by just me. I am in charge of public relations and administrative consulting, and am also responsible for online and social media communications, event management, interview and inspection support, and flyer creation.
This year, we are particularly focusing on community building and developing human resources for the energy industry. Through events held by Niseko Mirai residents as lecturers and Niseko Mirai tours by high school students, we have a real sense that resident-led urban development is progressing steadily.

Winter, when the air is drier than summer, is the perfect environment for viruses that cause infectious diseases. When the air is dry, the moisture in the virus evaporates, and it remains suspended in the air for a longer period of time, increasing the chances of it invading our bodies.
●Weakened immune system
When body temperature drops due to cold weather, your immune system is more likely to weaken. Lack of sleep, fatigue, and high stress can also lead to a weakened immune system.

Request to townspeople regarding snow removal
In order to ensure safe and secure road traffic during the winter, the town outsources snow removal work to private companies. We ask for the understanding and cooperation of all townspeople to ensure the smooth running of snow removal work.
About the town's snow removal work
Snowplows are deployed when there is approximately 10 centimeters or more of snowfall in the morning, and snow removal work that has fallen during the day and night is carried out early in the morning, with the aim of finishing by the time people start commuting to work or school.
However, when it is snowing continuously, we may not be able to dispatch immediately in order to carry out the work efficiently and effectively.
In addition, snow removal may not be carried out if the weather is too bad to be safe. In such weather, we may ask you to refrain from going out unless it is absolutely necessary.

On-street parking hinders snow removal work. Even just one car can prevent snow removal work, causing great inconvenience to local residents.

Snow removal work is extremely dangerous work. During work, visibility from the snowplow is limited, making it especially difficult to see to the rear.

●This month's theme: Sole custody and joint custody
Currently in Japan, the sole custody system is adopted, which means that one parent is designated as the guardian of the children after divorce.
However, many foreign countries recognize "joint custody," which allows parents to jointly decide matters concerning their children even after divorce.
It was also pointed out that sole custody does not reflect the current family system.
Therefore, in Japan, the Civil Code has been amended to allow for joint custody, which will come into effect in April next year. Specifically, in the case of a divorce by mutual consent, either sole or joint custody will be designated by mutual agreement between the parents. Parents who divorced before the revised law came into effect can also apply for a change to joint custody after the revised law comes into effect. In addition, if joint custody is granted, the parents will, in principle, jointly decide on the exercise of parental authority.
As an exception, 1) when the other parent is unable to exercise parental authority, 2) when there are urgent circumstances for the benefit of the child, and 3) when daily acts related to custody and education can be exercised unilaterally. For example, if a parent who lives separately from their child eats with the child, they can do so without the consent of the parent who lives with the child. This is because eating with the child falls under case 3 above.
On the other hand, if a cohabiting parent unilaterally refuses to allow the other parent to interact with the child or to take other steps related to the upbringing of the child, this may be considered a breach of duty. The nature and extent of such breaches of duty are expected to be taken into consideration when deciding whether to assign or change parental authority or terminate or suspend parental rights.

Distribution of water and sewerage usage notices (meter reading slips) has ended
Starting in April 2026, automatic water meter reading will be implemented.
From now on, meters will be read automatically using mobile phone lines by the automatic water meter reading devices that were installed in your homes last year. - Install snow guards at roadside houses where there is a risk of falling ice and snow.

The charm of Niseko Mirai, experienced through living there, and the challenge of realizing the dream
This time, we asked Terada and Nakanishi, who have been residents for a year, about the appeal of Niseko Mirai.
Terada is originally from Tobetsu Town. After working in dairy farming and other fields, he set his sights on becoming a cheese maker, and has been gaining experience at Niseko Cheese Factory since 2024. This led to him moving into Niseko Mirai with his partner Nakanishi in January 2025. Nakanishi is originally from Saitama Prefecture. Having previously lived in an apartment in Hokkaido where it was very cold, he was surprised by how warm Niseko Mirai's home was. The fact that electricity is charged at a fixed rate even in the middle of winter is also reassuring.
The two held a "Cheese Making Experience" at the Niseko Mirai event in September 2025. They were supported by members of the neighborhood association on the day, which they said was very encouraging. They were very happy to hear participants say things like, "The freshly made cheese was so delicious, I was so moved!" and "It was so much fun, I want to try it at home!" The following month, they opened a cheese-themed cafe in the shared kitchen at Arishima Coworking Space. They continue to work towards making their dream a reality.
"Just as we were able to hold the event even though we had just moved here, we have high hopes for Niseko Mirai's system, which allows us to take on new challenges in the future," said the two.

Proper use of heating equipment
As we enter the season when the use of heating equipment becomes essential, fires caused by heating equipment are on the rise in Hokkaido. Fires occur frequently, especially in January. To prevent fires caused by heating equipment, please pay attention to the following points.

Preparing for a major winter earthquake
If a major earthquake occurs in winter, you will also need to prepare for the cold and snow. Please be aware of the points listed on the left and be prepared on a daily basis.
1. Prepare for the cold
If your body temperature drops due to the cold outdoors in winter, you may suffer from hypothermia, which can be life-threatening. Be sure to prepare warm clothing and cold weather gear in case you need to evacuate.

"I saw an advertisement on the internet for a sale on down jackets and other items that were advertised as genuine products from a famous brand, and ordered them.
I received the product via cash on delivery, but the brand logo was different, it was thin and filled with cotton instead of down, and the size was wrong. I had communicated my desire to return it via email, but the wording was unnatural and I was not given a refund.
We have received inquiries from customers across the country about products they ordered after seeing an internet ad, such as, "I was browsing social media when I saw a video advert for a heater developed by a major electronics manufacturer that warms up your room in 3 seconds, so I bought it, but the product I received didn't even have the logo of the major electronics manufacturer and seemed to be unrelated, and it didn't heat up at all. I asked the seller to return it for an exchange, but I can't get in touch with them. Can I get a refund?" What should you be careful of to avoid these kinds of problems?
Even if a product claims to be an authentic product of a famous brand, if it is an unofficial website, check the advertisement for any unnatural content and the website's company information before ordering. Even for home appliances such as heaters, if the name or logo of a major electronics manufacturer is displayed, check the product model number to see if it is a real product. Even if you order from a website displayed in Japanese, the seller may be an overseas company, so be sure to carefully check the company's name, address, phone number, and other contact information displayed on the website and check for any suspicious content. Regional Revitalization Center Secondment Report
My name is Konishi and I am currently on secondment to the Regional Revitalization Center. I recently visited Higashikagawa City and Sanuki City in Kagawa Prefecture to learn about public-private partnership initiatives.
In Higashikagawa City, the city, fishing cooperatives, companies, universities, and others have joined forces to launch a new oyster farming business in order to solve the issue of declining fishery resources. The city has outlined the overall direction of the business while outsourcing the work to the private sector to allow for flexibility in its efforts, creating a system in which the public and private sectors can "tackle the project together." It was also impressive to see how city officials' thorough research of the area and their constant on-site visits have built trust and helped move the public-private partnership forward.
In Sanuki City, private-sector-led urban development was underway in a small, approximately 1-kilometer coastal area known as "Ura-Tsuda." First, a "starting point model store" was created to attract people and revitalize the town, creating an atmosphere that made people who saw it feel like "this is where we can take on challenges." Following this, efforts were made to gradually increase the area's appeal, such as attracting new stores and promoting the name "Ura-Tsuda." The city respected the private sector's sense of speed and market perspective, and acted as a "partner," utilizing systems to provide support when necessary. By leveraging the strengths of both the public and private sectors, the small area was able to achieve tangible results from its challenges.
Niseko Town is attracting attention from both within Japan and overseas, so I felt that by leveraging the strengths of the government and private sector to work together and take on new services and businesses that address challenges, various industries and the lives of residents can be harmonized and the town can grow into an even more attractive and vibrant place.

●This month's theme: Sole custody and joint custody
Currently in Japan, the sole custody system is adopted, which means that one parent is designated as the guardian of the children after divorce.
However, many foreign countries recognize "joint custody," which allows parents to jointly decide matters concerning their children even after divorce.
It was also pointed out that sole custody does not reflect the current family system.
Therefore, in Japan, the Civil Code has been amended to allow for joint custody, which will come into effect in April next year. Specifically, in the case of a divorce by mutual consent, either sole or joint custody will be designated by mutual agreement between the parents. Parents who divorced before the revised law came into effect can also apply for a change to joint custody after the revised law comes into effect. In addition, if joint custody is granted, the parents will, in principle, jointly decide on the exercise of parental authority.
As an exception, 1) when the other parent is unable to exercise parental authority, 2) when there are urgent circumstances for the benefit of the child, and 3) when daily acts related to custody and education can be exercised unilaterally. For example, if a parent who lives separately from their child eats with the child, they can do so without the consent of the parent who lives with the child. This is because eating with the child falls under case 3 above.
On the other hand, if a cohabiting parent unilaterally refuses to allow the other parent to interact with the child or to take other steps related to the upbringing of the child, this may be considered a breach of duty. The nature and extent of such breaches of duty are expected to be taken into consideration when deciding whether to assign or change parental authority or terminate or suspend parental rights.

Distribution of water and sewerage usage notices (meter reading slips) has ended
Starting in April 2026, automatic water meter reading will be implemented.
From now on, meters will be read automatically using mobile phone lines by the automatic water meter reading devices that were installed in your homes last year. - Install snow guards at roadside houses where there is a risk of falling ice and snow.

- To prevent falling snow and ice, remove snow early, always have multiple people remove the snow, and be careful of pedestrians and children playing nearby.

The charm of Niseko Mirai, experienced through living there, and the challenge of realizing the dream
This time, we asked Terada and Nakanishi, who have been residents for a year, about the appeal of Niseko Mirai.
Terada is originally from Tobetsu Town. After working in dairy farming and other fields, he set his sights on becoming a cheese maker, and has been gaining experience at Niseko Cheese Factory since 2024. This led to him moving into Niseko Mirai with his partner Nakanishi in January 2025. Nakanishi is originally from Saitama Prefecture. Having previously lived in an apartment in Hokkaido where it was very cold, he was surprised by how warm Niseko Mirai's home was. The fact that electricity is charged at a fixed rate even in the middle of winter is also reassuring.
The two held a "Cheese Making Experience" at the Niseko Mirai event in September 2025. They were supported by members of the neighborhood association on the day, which they said was very encouraging. They were very happy to hear participants say things like, "The freshly made cheese was so delicious, I was so moved!" and "It was so much fun, I want to try it at home!" The following month, they opened a cheese-themed cafe in the shared kitchen at Arishima Coworking Space. They continue to work towards making their dream a reality.
"Just as we were able to hold the event even though we had just moved here, we have high hopes for Niseko Mirai's system, which allows us to take on new challenges in the future," said the two.
Niseko Town will continue to strive to create comfortable homes and an attractive town!

Proper use of heating equipment
As we enter the season when the use of heating equipment becomes essential, fires caused by heating equipment are on the rise in Hokkaido. Fires occur frequently, especially in January. To prevent fires caused by heating equipment, please pay attention to the following points.
When using heating equipment,
- Do not place anything flammable in front of or around heating equipment.
・Do not dry laundry on top of heating equipment.
・Be sure to extinguish fires before leaving the area, going out, or going to bed.
・Turn off the flame before refueling the portable stove.
Even heating equipment such as electric heaters that do not use fire as a heat source can overheat and cause a fire if it comes into contact with flammable materials. Make sure you understand the correct usage methods to prevent accidents.

Preparing for a major winter earthquake
If a major earthquake occurs in winter, you will also need to prepare for the cold and snow. Please be aware of the points listed on the left and be prepared on a daily basis.
1. Prepare for the cold
If your body temperature drops due to the cold outdoors in winter, you may suffer from hypothermia, which can be life-threatening. Be sure to prepare warm clothing and cold weather gear in case you need to evacuate.

3. Fire prevention
In winter, there is a higher risk of fire caused by heating appliances during earthquakes. Be careful not to let heating appliances tip over or ignite the surrounding area. When evacuating, turn off the circuit breaker and the main gas valve.

Beware of counterfeit and inferior winter sale items
"I saw an advertisement on the internet for a sale on down jackets and other items that were advertised as genuine products from a famous brand, and ordered them.
I received the product via cash on delivery, but the brand logo was different, it was thin and filled with cotton instead of down, and the size was wrong. I had communicated my desire to return it via email, but the wording was unnatural and I was not given a refund.
We have received inquiries from customers across the country about products they ordered after seeing an internet ad, such as, "I was browsing social media when I saw a video advert for a heater developed by a major electronics manufacturer that warms up your room in 3 seconds, so I bought it, but the product I received didn't even have the logo of the major electronics manufacturer and seemed to be unrelated, and it didn't heat up at all. I asked the seller to return it for an exchange, but I can't get in touch with them. Can I get a refund?" What should you be careful of to avoid these kinds of problems?
Even if a product claims to be an authentic product of a famous brand, if it is an unofficial website, check the advertisement for any unnatural content and the website's company information before ordering. Even for home appliances such as heaters, if the name or logo of a major electronics manufacturer is displayed, check the product model number to see if it is a real product. Even if you order from a website displayed in Japanese, the seller may be an overseas company, so be sure to carefully check the company's name, address, phone number, and other contact information displayed on the website and check for any suspicious content. In particular, check the "Company Profile," "Inquiries," and "Notation Based on the Specified Commercial Transactions Act" sections.

Regional Revitalization Center Secondment Report
My name is Konishi and I am currently on secondment to the Regional Revitalization Center. I recently visited Higashikagawa City and Sanuki City in Kagawa Prefecture to learn about public-private partnership initiatives.
In Higashikagawa City, the city, fishing cooperatives, companies, universities, and others have joined forces to launch a new oyster farming business in order to solve the issue of declining fishery resources. The city has outlined the overall direction of the business while outsourcing the work to the private sector to allow for flexibility in its efforts, creating a system in which the public and private sectors can "tackle the project together." It was also impressive to see how city officials' thorough research of the area and their constant on-site visits have built trust and helped move the public-private partnership forward.
In Sanuki City, private-sector-led urban development was underway in a small, approximately 1-kilometer coastal area known as "Ura-Tsuda." First, a "starting point model store" was created to attract people and revitalize the town, creating an atmosphere that made people who saw it feel like "this is where we can take on challenges." Following this, efforts were made to gradually increase the area's appeal, such as attracting new stores and promoting the name "Ura-Tsuda." The city respected the private sector's sense of speed and market perspective, and acted as a "partner," utilizing systems to provide support when necessary. By leveraging the strengths of both the public and private sectors, the small area was able to achieve tangible results from its challenges.
Niseko Town is attracting attention from both within Japan and overseas, so I felt that by leveraging the strengths of the government and private sector to work together and take on new services and businesses that address challenges, various industries and the lives of residents can be harmonized and the town can grow into an even more attractive and vibrant place.

[Quick cooking class for adults]
On October 28th and 30th, we held the "Quick Cooking Class for Adults (Cooking Class to Prevent Lifestyle-Related Diseases)" at the Community Center. This year, we received requests for "Chinese cuisine" and "xiaolongbao" from last year's participants, so we created a menu that is easy to make at home and is low in salt so you won't feel unsatisfied. We will introduce some of the dishes below, so please give them a try.
We are planning to hold another quick cooking class for adults (a cooking class to prevent lifestyle-related diseases) next year. We will announce the date in our newsletter once it has been decided. We look forward to your participation.

Xiaolongbao (4 pieces) Calories: 138kcal Salt equivalent: 0.4g
◆Materials (for 20 pieces)
・Gyoza skins...20 pieces
[Meat] Minced pork...150g
1 teaspoon green onion
A. Ginger...1 piece
Cooking sake: 2 teaspoons
Sugar: 1 teaspoon
Soy sauce...2 teaspoons
[Soup base] Powdered gelatin.....5g
Chicken stock powder... 1 teaspoon
Hot water: 100 ml
◆How to make
1. Put chicken stock powder, powdered gelatin, and hot water into a bowl and dissolve well. Once cooled, chill in the refrigerator until solid, then break into small pieces with a fork.
2. Put the ground pork, seasonings A, and soup base 1 into a bowl and mix well.
3. Wet the gyoza skin with water and wrap the meat filling around it.
* Close tightly to prevent soup from leaking out during heating.
4. Steam in a steamer for about 10 minutes, and when the skin becomes transparent it is done.
*If you don't have a steamer, put 50ml of water in a frying pan, place a sheet of parchment paper on top, and arrange the wrapped xiaolongbao on top. Heat over low heat for about 15 minutes, and when the skin becomes transparent, it's done.
[Tips for reducing salt intake]
1. Season the meat thoroughly so that you don't need to use dipping sauce. If you really want dipping sauce, you can reduce the amount you use by adding vinegar or chili oil to soy sauce.
2. By changing to a low-salt soy sauce, you can expect to see even greater salt reduction effects.
3. If you use more ginger and green onions, you will feel less unsatisfied.

As the year comes to an end, 2025 has flown by in the blink of an eye. Every year around this time, I'm amazed at how quickly time flies. What kind of year was 2025 for you?
It has been a busy year for me, both professionally and personally. In addition to my regular duties, I have also been involved in the Fighters Support Ambassador Project, where I have had the opportunity to gain valuable experience all things baseball, such as setting up a PR booth at Ace Contest, organizing baseball game tours, and attending to mascot B.B.
This year I was also able to go to many live shows of my favorite artists and enjoy my private life to the fullest.
I will continue to cherish music that always touches my heart, no matter what the situation.
I look forward to 2026 being an even more fulfilling year, filled with wonderful experiences and musical encounters. I hope it will be a fruitful year for everyone. Thank you for your continued support this year. (M)
