Tanaka becomes Mayor 2025.10 START

Tanaka Town administration began on October 9, 2025 (Reiwa 7).
We spoke to Mayor Tanaka about the future of Niseko Town that he envisions.

Mayor's inauguration speech
I am Taketo Tanaka, the newly appointed Niseko Town.
We embarked on a new journey on October 9th, and have begun by talking to each and every employee, listening to their daily work and the voices of those on the front lines. I intend to take on various challenges while gradually gaining a better understanding of the town hall's structure, challenges, and "potential."
My starting point for town development is "dialogue." I would like to walk together with the townspeople, listening to their issues and voices, and valuing speaking and listening, and thinking together beyond our positions. I believe there is more potential in Niseko Town.
It may take some time, but we will continue to work hard to make Niseko Town that people will love more than ever before. Also, if you see us at town events or in your daily life, please feel free to say hello to us, "Tanaka-san" or "Kento-kun." Your voices will help move this town forward. We look forward to your continued support.

The future of the town through dialogue
Seven Challenges

01 The challenge of moving the city forward through dialogue
Through dialogue, we will uncover issues and true feelings, and reflect the feedback that emerges from the dialogue in urban development.

02 Children's Challenge to Niseko
We will connect the community with children as the starting point and create an environment in which children can be proud.

03 Taking on the challenge of developing housing and infrastructure
We will continue to develop infrastructure so that everyone can live in peace while preserving the unique character Niseko Town.

04 The challenge of promoting health in the community
We will work to create an environment where everyone can live vibrantly and be themselves.

05 Taking on the challenge of further promoting the local economy
With agriculture and tourism as our core businesses, we will create an environment where people can work with peace of mind and bring vitality to the region.

06 The Challenge of Next-Generation Urban Development
We will consider new solutions to challenges in everyday life using digital technology and other means.

07 Challenge to become a profitable local government
We will diversify our sources of income and give back to the local community so that people living in Niseko Town can live in peace.

After that, in 2018, he was involved in the establishment of Niseko Machi Co., Ltd., which led to his connection with Niseko Town, and he has expanded the scope of his activities to the present day. Let us hear your thoughts

Is this something we'll need in the future?
I want to create a town like this!
I have this problem!

In order to make Niseko Town a more livable town, the opinions of each and every resident are of paramount importance. In order to hear as many of your voices as possible, the town hall is using various methods to create an environment where it is easy to share your opinions and questions.
We will introduce you to the method here, so please make use of it.

There are various ways to participate.
Why not try this out too?

Traveling town planning discussion meeting
The mayor will come and talk to you at opportunities for everyone to gather, such as club activities, general meetings, meetings, neighborhood association gatherings, and employee discussions.
Why not come and have a casual chat with the mayor in a friendly environment, with friends who share the same hobbies? There are no set dates or times, so please contact the Public Relations and Hearings Section and we will arrange a date and time for you to meet with the mayor.

My Opinion, City Planning Public Hearing Box, Website Inquiry
If you don't have time to visit the mayor's office or a town planning meeting, please feel free to send us your opinions by phone, fax, letter, or public hearing box, or by contacting us via our website or filling out the "My Opinion" form.
We will respond to all opinions submitted as long as they are signed. In addition, any opinions that should be made known to the townspeople will be published in the town newsletter.

Town Planning Talk
If there are more than five people in attendance, the mayor will visit a location of your choice to hear from them. It is also available for those who wish to hear from department heads or other staff members in a specialized capacity.
If you are interested, please contact us in advance to arrange a date. If there is no suitable venue, please let us know and we will prepare one for you.

Hello (Good evening) Mayor's Office
The town hall and mayor's office were originally intended for the townspeople. Even though people should be free to visit, they feel "uneasy about entering the town hall." If you feel that way, feel free to come on this day. Even if you don't have any other reason, such as "I want to see the mayor's office," that's fine. On this day, the mayor will speak with each person individually. The conversation will last approximately 30 minutes (you may be asked to leave if the time is up).
We hold "Hello" (daytime) and "Good evening" (evening) sessions alternately every month. There is no need to apply, but please be aware that you may have to wait, so it would be helpful if you could contact us in advance.
For the schedule, please refer to Koho Niseko Newsletter Town Calendar or the website.
*The Mayor's Office will not be open in November and December due to the town planning discussion meeting.

The town hall welcomes your opinions, requests, questions, and suggestions regarding town development. Please feel free to contact us in any way you like. Please let us know your thoughts about Niseko Town.

FY2025 Urban Development Meeting
The mayor will visit each district venue to inform you about the issues facing the town and the projects currently being undertaken, and listen to your opinions and requests in a round-table discussion format. Please feel free to attend the discussion and share your thoughts, whether it's something you've noticed, a simple question, or a request for something you would like done. You can also participate in the discussion even if you don't have any particular opinions.
We will consider whether the opinions and requests we hear can be addressed immediately or whether they are necessary. We will implement any measures that can be implemented immediately, and if a certain amount of money is required, we will reflect them in creating next year's budget.
Although a venue will be prepared for each district, you are welcome to attend even if you do not live in the administrative district. You are free to come at a time that is convenient for you.

Niseko Town 's "Sustainable Tourism"
Our town is a world-class city, and its journey towards the future

Following on from 2020 and 2021, this year Niseko High School's tourism education has been selected as one of the Green Destinations Top 100 Stories as an advanced initiative in sustainable tourism. This is the result of the sustainable tourism initiatives that Niseko Town has been promoting.
In this information room, we will introduce Niseko Town 's sustainable tourism efforts to date.

Niseko Town 's tourism history
Tourism in Niseko Town values "Niseko Town identity." This means tourism that preserves the value of the landscape and environment, tourism that unearths and utilizes the region's resources and attractions, tourism that circulates in local industries, and tourism that contributes to the lives and education of residents.
Niseko Town 's tourism efforts, which value "Niseko Town identity," were selected as one of the Top 100 Stories by Green Destinations (an organization that evaluates regions according to international standards) in the Niseko Rules in 2020 and in the Ski Resort Climate Change Initiative in 2021. In this way, Niseko Town 's steady progress in tourism has been recognized around the world.
Additionally, the World Tourism Organization certifies regions that share these values and are committed to sustainable tourism as "Best Tourism Villages." Niseko Town, along with Miyama Town in Nantan City, Kyoto Prefecture, became the first towns in Japan to be certified as Best Tourism Villages in 2021. Since then, the town has been working on various initiatives as a pioneer in sustainable tourism.

Initiative 1. [Collaboration and co-creation]
Best Tourism Village Bonds
Since being certified as a Best Tourism Village, Niseko Town has been working under the leadership of its Sustainability Coordinator to deepen ties with other certified regions in Japan that share the same aspirations. In particular, the town has engaged in concrete exchanges with Miyama Town, Nantan City, Kyoto Prefecture, including mutual visits to each other's regions. Each region has shared its challenges and success stories, and discussed ways to jointly promote them overseas. The symposium to be held this fall marks the culmination of these steady exchange activities.

Initiative 2. [Fostering the next generation]
Niseko High School's achievement goes global
The selection of the Top 100 Sustainable Tourism Destinations in the World story in 2025 is the result of the leading role of the future generation of Niseko Town.
While confronting the practical issue of young people leaving their communities, the students focused their studies on the Global Standards for Sustainable Tourism (GSTC). They then collaborated with local businesses to plan and commercialize eco-friendly sightseeing tours using electric-assisted bicycles (E-Bikes), leading to concrete action. The students' proactive learning and practice have been recognized worldwide as an excellent model for developing human resources who will lead sustainable communities.

What is the Best Tourism Village?
The Best Tourism Villages project, run by the World Tourism Organization (UN-Tourism), the tourism arm of the United Nations, recognizes excellent regions that are working to preserve cultural heritage and promote sustainable development through tourism in line with the Sustainable Development Goals (SDGs) from among regions that meet the following three criteria. By 2024, 184 regions around the world, including eight in Japan, will have been selected.
1.Population 15,000 or less
2. Primary industries such as agriculture, forestry, livestock farming, and fishing
3. We are taking steps to preserve the values and lifestyles of the local community.

What is a Sustainability Coordinator?
They are experts in establishing "sustainable tourism" in local communities, and their roles are diverse.
・Connect: We act as a bridge between government, businesses, educational institutions, and local residents, promoting dialogue and collaboration.
・Leading: Introduce international standards such as the Global Sustainable Tourism Council (GSTC) to the region and show Niseko Town the path it should take based on global trends.
・Nurturing: We foster the people and businesses that will lead sustainable communities, such as by providing support for energy-saving renovations for businesses and developing tourism education programs for high school students.

The 2nd Best Tourism Village Symposium is being held!
A symposium will be held on Wednesday, November 12th, bringing together representatives from the best tourism villages in Japan.
There will be a lecture by the Japan National Tourism Organization (JNTO) and a panel discussion by participating regions on themes such as "The future of regions working towards sustainable tourism." Participation is free and open to everyone. This will be a valuable opportunity to think about the future of tourism in your town, so please come and join us!

On October 12th, the Niseko Halloween 2025 and Railway Heritage Halloween Reveal Event was held around Niseko Station and the Niseko Central Warehouses, attracting many visitors from inside and outside the town.
Niseko Halloween was a huge success, with a costume contest featuring everyone dressed up in fantastic costumes, stage performances by the kids' dance team FLASH and the Japanese drumming team Hassho, a quiz competition, and more. The Railway Heritage Halloween Open House also featured special programs only available on this day, including a steam locomotive guided tour, a Niseko Express guided tour, and a giant turntable show.
Both events were packed with fun content, and the area around the venue was filled with smiling faces from participants.

The Niseko Marathon Festival (organized by the Executive Committee) was held on September 21st.
This year, 1,379 people from all over Japan entered the race, starting at the athletics stadium for the half marathon, 10km, 3km, and fun run events. Despite the cloudy weather, the runners ran through the autumn scenery of Niseko Town, passing by Arishima Takeo Memorial Museum, Niseko Ohashi Bridge, Kira Kaido, and more.

Niseko Junior High School Cultural Festival
Niseko Junior High School's cultural festival was held on October 4th. The festival began with a performance by the music club, followed by stage presentations by each class and choral performances, showcasing the students' unity in front of parents and local residents.
In addition, the hallways were lined with exhibits of impressive face-out panels, art club works, calligraphy, and other artworks, and many people were viewing the works.

The third graders tried their hand at a mixed four-part chorus.

Taste local ingredients
Minna no Shokudo in Niseko
On October 3rd, "Everyone's Restaurant in Niseko" was held at the Town Hall, sponsored by the Niseko Future Support Team, an NPO.
The "Jugobaa" team prepared curry using ingredients provided by local farmers and businesses, along with a variety of side dishes such as potato gratin and pumpkin salad. Approximately 200 local parents and children, as well as local residents, gathered to enjoy dishes made with locally sourced ingredients. Many people were also seen interacting with each other, including participants, Niseko High School students who were helping to organize the event, and local revitalization volunteers.

Shiribeshi Sports Tournament for the Physically Disabled
The 52nd Shiribeshi Physical Disability Sports Tournament was held at the Town Hall on October 7th. 93 people from 12 towns and villages in the Shiribeshi region participated, competing for points in five events.
The students competed in team and individual competitions between towns and villages, and the matches were close. In the third event, the "Pin Knocking Relay," participants had to hit a pin set up two meters away with a ball and then pass the baton to the next person. They showed their teamwork by cheering on their teammates as they competed.
Niseko Town participated as a joint team with Makkari Village and came in third place.

Let's try the tea ceremony!
Niseko Mirai Lab "Mini Challenge"
The Niseko Mirai Lab "Mini Challenge" event, sponsored by the town's Board of Education, took place over two days on October 8th and 9th, where 14 fifth and sixth graders from the town's elementary schools experienced the tea ceremony. After learning about the history of tea and the tea ceremony techniques from a local tea ceremony master, the students made tea and enjoyed it following the proper etiquette.
Finally, the children tried their hand at making tea themselves! They seemed to have a hard time moving their wrists quickly and stirring the tea with the tea whisk, but they were able to enjoy the delicious tea they made.
It was a valuable opportunity to learn about traditional Japanese culture through the tea ceremony.

Niseko Fan News vol.92

Corner for townspeople by townspeople
Would you like to work as a reporter too? We look forward to your participation.

This month's reporter is Muramatsu Manami, a member of the cooking study group "Jugobaa."

Cooking experience for 200+ people

She has been active as a member of the cooking research group "Niseko Kakoken Jugobaa" for about three years. Jugobaa is in charge of cooking at "Minna no Shokudo" (Everyone's Dining Room), which started in 2023.
At the "Minna no Shokudo" (Everyone's Dining Hall) held on October 3rd, we also prepared meals for 200 participants and volunteers.
After all, the quantity of food is far greater than that of home cooking. Preparation begins the evening before. Niseko Town Freshly harvested vegetables and fruits are delivered in tens of kilograms from farmers in the town of Kashiwa, Miyagi Prefecture, to the Life Training Room of the town center. This time, potatoes, pumpkins, and sweet potatoes are the main items. First of all, we peeled, cut, and boiled the vegetables. Cooking began at 9:00 a.m. on the day of the event. Yuko Matsuda, the chairperson, led the work.
The menu for the day was packed with curry and potato gratin, potato salad, pumpkin salad, carrot rapée, French fries, sweet potato fries, kimchi, and grilled vegetables! While preparing their own lunch, they had most of the food ready by 5pm. They wanted to serve it hot, so they started frying the fries just before the start. The most popular item among the many children who participated was, of course, the French fries! Along with the sweet potato fries, they couldn't keep up with the frying.
The final cleanup is finished after 8pm. I am exhausted from standing all day, but the best part is working with the other members, seeing the participants eating the food with gusto and having a good time.
As someone who moved here, Jyugobaa has become an important place for me to interact with the local mothers and learn more about the area. Cooking for a large group of people is also a valuable experience that is hard to find anywhere else.

Niseko High School Student Council

Looking ahead to next year, 2nd year Accountant, Otsuki Shuuto
As autumn deepens, the mornings and evenings become chilly. How are you all doing?
Our school has now ended the "casual clothing" period, and students are once again wearing their uniforms. Although it was a short period, it was a refreshing change for the students, and we feel it was a good opportunity for them to express their individuality. What did the townspeople think of this initiative?
Through these new initiatives, we, the Student Council Executive Committee, aim to create an environment where each student can take the initiative in shaping their school life. We hope to continue incorporating various opinions and evolving into a new "Niseko International High School" that continues to grow together with the local community.
We hope that you will continue to support us with your warm support and watch over the school as it grows.

Asobook has a collection of 243 books, including works by literary masters such as Natsume Soseki, as well as novels and practical books by famous authors such as Higashino Keigo, Hamuro Rin, and Hiraiwa Yumie. We can also help you find books, so please feel free to ask us.

Librarian's recommended books
"Children of the Universe: Between Sex and Life"
Written by Atsuko Nakai, published by Sogensha
This is one of the books in the "Thinking in Between" series published by Sogensha.
It records the lives of three people: Atsuko, Sunao, and Mitsuo, the son Atsuko gave birth to.
The book contains the author's various thoughts about divisions, such as the meanings of the words mother and father, male and female, and her discomfort with the roles that are unconsciously assigned based on gender.
In libraries, books are classified according to the Japanese Decimal Classification System, but depending on the content of the book, it can often be difficult to separate them. In our daily lives, there are many situations where we need to draw clear lines, but sometimes having space between books can be calming, and that's what this book made me think. Overall Activity Report September and October

event support

Support for the Karifuto Shrine Festival Dedication Dance Dance
On September 10th, we participated in the Kaributo Shrine Festival Dedication Dance Festival by dressing people in kimonos and providing traffic security. The weather was perfect on the day, and with the blue sky and Mt. Yotei in the background, the procession of people dancing in yukata robes brightened up the town. Accompanied by the sounds of drums and bells ringing in time with the music and the energetic shouts of the high school students, we moved through the town, experiencing the lively dedication dances at various locations.
Throughout this precious day, I was able to once again feel the warmth and liveliness of the town. Thank you very much to everyone in the town who interacted with us by laying flowers and calling out to us along the road. (Kobayashi Tomoho)

Lots of pumpkins!
Halloween Pumpkin Harvest Festival!
On September 11th and 17th, we helped harvest Halloween pumpkins. We were blessed with good weather on the day, and under clear autumn skies, we worked together with farmers, local residents, high school student volunteers, and interns from high schools outside the town to harvest. The pumpkins were called toy pumpkins.
There are small pumpkins that can be easily picked up, as well as large, heavy pumpkins.
Although many people were heard complaining about their backs, everyone worked together to harvest, transport, and arrange the pumpkins. The harvested pumpkins were displayed in various places around town, and many local residents and tourists were seen taking photos.
Did you all enjoy Niseko Halloween on October 12th? (Kaito Kida)

Niseko Marathon Festival!
What comes to mind when you think of autumn? Autumn of appetite? Autumn of reading? No, it's not! Autumn is all about sports. Sports is all about marathons. And when you think of marathons, it's the Niseko Marathon!
In any sport, the act of running is the most basic of basics.
Athletes should not neglect running. Running is an exercise that anyone can do immediately, regardless of age or gender.
This year's Niseko Marathon was a very fulfilling event.
Seeing the happy expressions on the runners' faces as they ran made me think, "Ah, sports really are the best." I don't have a good vocabulary, but even with these simple words, I can proudly convey that the Niseko Marathon was a wonderful event. (Shimizu Kohei)

Wood Park in the Autumn Forest
Wood Park 2025 was held at Annupuri Forest Park on September 27th. As the subtitle "Open the Forest Gate" suggests, this time the event was held in the forest.
The weather was perfect on the day, making it the perfect day for the event. At the entrance to the event, we were greeted with a live performance by chainsaw artist Kodama! Further inside, there was a woodworking class and a forest art workshop corner. Further back, in addition to forest walks and tree climbing, we had a lecture on Niseko's forests and hunting by Tero-san, the representative of K2 Stable, who is involved in hunting and game meat processing in the town. Adults and children alike walked through the forest, and were stimulated in many ways, and everyone looked very happy. (Oba Junichi)

Original project

The 6th Minna no Shokudo was held!

October 3rd at the Community Center
We held the 6th Minna no Shokudo (Everyone's Dining Hall). Once again, we had many visitors. Thank you to everyone who provided vegetables and other items, and to everyone who participated in the event. This time, we once again received help from "Jugobaa," who prepares dishes using local ingredients, and we had a wide variety of dishes on the menu.
We hope to continue holding "Minna no Shokudo" events in the future, so please keep an eye on the volunteers' social media for event information! (Takagi Nanami)

Activities that connect to the future of Niseko
Universal Tourism
2nd year: Daigo Kizawa (from Hakodate City) Assigned to: Niseko Resort Tourism Association Co., Ltd.

A series of articles on initiatives to connect the town to the future.
This month I would like to introduce the "universal tourism" project that I am working on.
Universal tourism is a concept that aims to make travel enjoyable for everyone, regardless of age or disability. Niseko Town has many attractions, including nature, food, and culture, but for wheelchair users and those with small children, there is a lack of information they need to know in advance.
Therefore, we are currently researching the barrier-free status of accommodations and restaurants in the town and creating a "Universal Guide Map" that summarizes the information in an easy-to-understand manner. Rather than creating something new, we value the idea of how to make use of what we already have, and will continue our activities to provide needed information and create Niseko Town where no one is left behind.

I harvested vegetables
The potatoes planted in the spring have grown, and the Kuma group (older children) had the chance to dig them up. Many of the children were harvesting potatoes for the first time, so they were first shown how to dig them up, and then cheered when they came across big potatoes.
We also harvested lots of other vegetables, including cucumbers, tomatoes, pumpkins, eggplants, ground cherries, and edamame beans. The vegetables we harvested were cooked in the cafeteria and enjoyed by everyone.

We harvested a lot!!

Sun

We went on an autumn excursion.
My parents and I took a bus trip to Furusato Park in Rusutsu Village.
The weather was pleasant and comfortable on the day, and as soon as they arrived they were off to play on the large playground equipment. The children were full of energy as they moved around the spacious grounds, playing on the various equipment.
Then, we ate the lunch we had been looking forward to. Everyone was smiling as they enjoyed the delicious lunch.

It was fun!

"Ohisama" is a place where parents and children can play casually and talk to each other about their worries (inside Yoji Centre).

Hello from Arishima Takeo Memorial Museum vol.43

Arishima Takeo Memorial Museum
TEL.0136-44-3245

Passing on the history of Niseko Town to the future
The island where we received local materials

This is Arishima Long-tailed Tit, the director of Arishima Takeo Memorial Museum. We've come out because we're about to enter the season of our pure white winter fur, which makes us people say we're cute.
Now, Arishima Takeo Memorial Museum is often thought to be dedicated to the town's ties to Takeo Arishima and the Arishima Farm. However, research into Takeo Arishima has long since been exhausted.
So, for the past 10 years, as written in the town's ordinance, in order to preserve the history of Niseko Town for the future, Shima has been collecting items ranging from ancient pottery and stoneware to modern items that people 100 years from now will need to know about the lives of the people of Niseko Town in the 2020s (such as general tourist brochures and notices posted during the COVID-19 pandemic).
Thanks to this, Shima has received an increasing number of donations of farm tools, household items, tourist brochures, etc. that were used in the town and Niseko area. Today, Shima will introduce two of these donations.
The first is a complete set of tools from a wheat gluten factory that was thriving in the town until recently. I was surprised when I was shown the factory. In the days when electric motors were expensive, a shaft was attached to the ceiling and a mechanism that allowed one motor to operate multiple machines by changing the belt was still in place. Not only motors, but also steam engines and water wheels were used as power sources, and this is a system that has supported industries around the world. I immediately ordered our first curator to take almost all of the machines in the factory.
This is the island where they managed to transport the machine, which appears to weigh around 300 kilograms, using the same principle of levers and logs that people used in the past.
The second one is "Kubo Confectionery Store" which was open in Niseko Town until the mid-Heisei period. Shima received the tools used to make sweets there. In addition, the tools for baking rice crackers,
Shima was simply grateful that the copper plates used to grill Chinese food, wrapping paper, and other items had been preserved in a consolidated form for decades after the restaurant closed.
Furthermore, Shima commented that he was able to learn about his own homework work by looking at past issues of "Koho Niseko Newsletter," which have been available online for several years, and that this would have pleased the PR person at the time.
These two donations are invaluable because they contain a full set of manufacturing tools, allowing people 100 years from now to learn about the food manufacturing process of the 2000s through these tools. Also, unless curators examine and record each tool one by one, people 100 years from now won't know how to use them. I casually wrote "Chinese," but the younger generation won't know. It's like the long, thin dorayaki that's often served at funerals and memorial services in Hokkaido. Keeping in mind that what we take for granted may not be so obvious to future generations, information is being left behind along with the objects.
Shima is always collecting tools and photographs that will convey the history of Niseko Town and the Niseko area to the future, as well as old ledgers, flyers, old town newsletters, and more!
I hope you call me before you dispose of it!

News from Niseko Town Information on living

Notice

Let's all protect the beautiful scenery
In Niseko Annupuri and the foothills of Mount Moiwa (Niseko, Soga, and parts of Higashiyama),
The area has been designated as a quasi-urban planning area since March 6, 2009. Also, since July 1 of the same year, the area has been designated as a quasi-urban planning area.
In addition to the rules of the urban planning area (restrictions on floor area ratio and access to roads, etc.), the area is also designated as a "specific use restriction area (an overview of restrictions on building use, such as amusement parks and factories)" and
Ordinances such as "Landscape Districts (restrictions on building height, color, wall setbacks, etc.)" have been put into effect.
These rules may be inconvenient for many people, as they require confirmation and certification applications that were not previously required, and may prevent you from freely building on your own land. However, to prevent disorderly development from destroying Niseko Town unique landscape, businesses, residents, and everyone involved in the landscape must make an effort to protect the landscape and continue to protect this regional asset for the future.
In order to continue protecting the landscape of Niseko Town, we ask for your understanding and cooperation in following the rules we have established together.
For detailed information such as the rules for quasi-urban planning areas, please visit the town website or contact us.
In addition to the quasi-urban planning area, some areas within the town have been designated as natural parks. Within natural parks, there are various restrictions on the construction, extension, and renovation of buildings, the installation of advertisements, changing the color of buildings, changing the shape of land, and cutting down trees and bamboo. Please contact us for more information.

Attorney Tsuchiya will solve your daily life problems!
●This month's theme: Wills and Civil Code Revision
A "will" was found among the deceased's belongings. The text was written on a computer, with the date and signature handwritten and even a registered seal affixed. Is this valid...?
This will is invalid under current civil law.
There are three types of wills: holographic wills, secret wills, and notarized wills. The "will" mentioned at the beginning is a holographic will, and the Civil Code stipulates that "To make a will by handwritten will, the testator must sign the entire text, date, and name, and affix a seal to it" (Article 968, Paragraph 1 of the Civil Code).
Although the provisions regarding the formalities of wills were slightly revised in 1999 and 2018, the actual content has not been revised in nearly 130 years since the Meiji Civil Code was enacted. The social situation surrounding the will system is changing, with issues such as a declining birthrate and aging population, and the problem of unowned land. In addition, the ownership rate of digital devices such as smartphones is increasing even among the senior generation, and opportunities to create documents in ways other than by hand are increasing in everyday life.
Therefore, the Ministry of Justice is working towards the "digitization of the holographic will system." Specifically, this means that not only should the entire text be created as an electronic record using a computer, but methods such as audio and video recording of the testator dictating the entire text should also be made effective. However, there are many issues to be resolved, such as how to verify the sincerity of the will and how to prevent the forgery and alteration of wills, and it seems that this system is still some way off.

Activities of a town development company!

New excitement at Niseko Mirai! Daily interactions
With the completion of rental building A and condominium building C, more people are living in Niseko Mirai. These new residents are actively participating in community activities, and we can really feel that the town is taking shape. As part of community building, Niseko Town is providing shared fields, hosting events, and running online tools for neighborhood associations. In this article, we will introduce some of the residents' thoughts on the interactions they are experiencing through these initiatives.
We received comments such as, "There is a lot to learn from the shared fields, and it makes me want to try growing new vegetables," "It's great for people with children that there are regular events that the whole family can enjoy. It also becomes a place for residents to interact with each other, so it's a meaningful time," and "The neighborhood association's LINE chat is very convenient. It's nice to be able to easily ask for advice on something quick."
We also received some happy comments from the new residents, such as, "This is the first time I've had the opportunity to talk so much with my neighbors, and it feels like a comfortable distance," and "The neighborhood association has become a place where I feel safe." We will continue to work with the residents to promote resident-led town development!
The next Niseko Mirai event will be the "Snowmobile & Snow Fun" event, which was well received last year.
" will be held in January next year. Look forward to it!

Based on a resident's idea, the neighborhood association has set up a shared compost pile!

International Exchange Newsletter vol.31

On September 27th, the Coordinators for International Relations (CIRs) held a traditional costume dressing event. CIRs from China and Indonesia introduced the history and characteristics of each costume, as well as the occasions in which they are worn. They also brought some locally popular sweets, which participants enjoyed together.
At the venue, everyone interacted with smiles on their faces while looking at the costumes up close and actually trying them on. Comments such as "It's so beautiful!", "It's impossible to wear Chinese Hanfu by yourself!", and "Indonesian costumes are cool and perfect for summer!" were exchanged, creating a friendly atmosphere.

Regional Revitalization Center Secondment Report
My name is Konishi and I am currently on secondment to the Regional Revitalization Center, a general incorporated foundation. When I walk around Tokyo, I notice that there are surprisingly many hills. I also often see place names with "XX Valley" in them, such as Shibuya. This is because the edge of the Musashino Plateau, which stretches across the western part of Tokyo's 23 wards and the Tama region, has been gradually eroded by spring water, creating a series of bowl-shaped valleys.
I learned about its origins during an in-house training session at the center. The theme of the training was "Discovering the charm of towns and developing communities with a focus on topography and water." By focusing on the relationship between plateaus and valleys, springs and rivers, and the plateau edges and lowlands, overlaying old maps of Edo with current maps and actually walking around, one can see the changes in the town. In Edo, the samurai area known as "Yamanote" spread across the plateau, while the surrounding lowlands developed into townspeople's areas, known as "Shitamachi." Since the modern era, the plateau has been developed as a government district and business district, while the lowlands have tended to attract residential and commercial activities. Many waterfront areas, such as canals, have been bustling areas where parks and commercial facilities gather, while also serving as key disaster prevention areas.
This perspective on the town from the perspective of topography and water could be applied to Niseko Town 's urban development. On the terraces along the Shiribetsu River and the terrain that connects the hills to the foothills, the direction of the slope affects the amount of sunlight and remaining snow. Winds tend to get stronger around the corners of buildings, and water tends to collect in low-lying areas after spring snowmelt or rain (leading to flooding in some areas). Even in daily life, where we often travel by car, if we change our perspective and walk, we can find paths that are easy to walk on even in winter, paths that are safe for children and the elderly, and places where we can enjoy beautiful mountain views in every season. The insights gained from walking can provide hints for better urban development, such as improving snow removal methods, preserving viewpoints, stormwater countermeasures, and reviewing evacuation routes. It's also a good idea to walk while paying attention to the topography under your feet and feel the changes of the seasons.

Delivering concrete results for children

On September 29th, the second Community School General Meeting was held with the aim of deepening the activities of Niseko Town 's Community School. Through a lecture by Professor Deguchi Hisahisa of Asahikawa City University, the basic significance and practical methods of community schools were reaffirmed, and discussions were held on the themes facing each school.
◆ Yoji Centre
One of the challenges facing the group is smooth communication with foreign families, who make up one-third of the total. To overcome the language barrier and create a safe environment for all families, the group discussed the role of local volunteers who can act as interpreters or other helpers in times of need.
◆Niseko Elementary School
The Annupuri climb was made possible with the cooperation of the local community and high school students. The school management council will discuss various issues to be addressed in order to continue this activity.
Kondo Elementary School
Ensuring the safety of children while waiting for the school bus became an issue, and the need for local residents to get involved by watching over them was discussed in order to create a place where children can feel safe.
◆Niseko Junior High School
There was a debate about whether the goal of English education should be "improving academic ability" or "fostering communication skills." One opinion was expressed that it is more important to let students express their thoughts in their own words and experience the joy of connecting with people from diverse regions.
◆Niseko High School
It was discussed that in order to enhance activities that increase students' motivation to learn and broaden their career choices, it is necessary to work with the management council and provide more appropriate information.
There were many positive comments that will lead to the next step towards the common goal of "producing concrete results for children."

hello mayor
Since taking up my new position, time has flown by with various greetings and meetings. I am still getting used to my new environment, but as I speak with many people both inside and outside the town, I have once again realized how much support Niseko Town has. I have started an email newsletter for staff to help them get to know me better. In the first newsletter, I quoted the "Teachings of Satsuma" (which has its roots in Takeo Arishima) and spoke about my attitude toward challenges. I aim to be "people who have tried and succeeded," "people who have tried and failed," and "people who support those who have tried," and I would like to demonstrate this attitude myself and work to spread a positive atmosphere throughout the town hall and the entire community, rather than becoming "people who do nothing" or "people who just criticize without doing anything."

Editor's Note

I have no connection to sports. I've always been bad at sports, and I tend to avoid team sports in particular. I've never been particularly interested in watching sports.
My job in public relations gave me the opportunity to watch a sports game for the first time. At first, I was overwhelmed by the powerful cheers and the atmosphere at the venue, but it was also very inspiring, and from that day on, my connection with sports deepened.
These days, I've been exposed to sports in a variety of ways through my reporting, including various sports classes, visiting athletes, and interacting with team mascots. Before I knew it, I was watching games at home, discovering my favorite athletes, and even developing an attachment to mascots. I've become completely immersed in the allure of the sports industry.
I never thought that one day I would become so fascinated with sports through my work... I would like to continue to visit various locations with my camera in hand, seeking new worlds and experiences. (M)
