Special Feature: Landscape Ordinance procedures will change from October!

Niseko Town is seeing an increase in large-scale developments and complex architecture that has never been seen before.
In order to respond to this development, the town established goals, policies, and standards for landscape formation in April 2024, and formulated architectural guidelines that summarize points to consider.
The revised Landscape Ordinance will finally come into effect in October.
This month, we will be announcing the main changes to Landscape Ordinance.

Landscape Ordinance: Rules to protect the town's landscape
Landscape Ordinance applies to the entire town and requires businesses planning to develop land or build buildings above a certain size to hold prior consultations with the town and briefing sessions for residents living near the proposed construction site. What makes this ordinance unique is that it does not impose numerical restrictions, but instead places emphasis on prior consultations with the town and dialogue with local residents.
It came into effect in October 2004, and this is the seventh revision.


Subject to prior consultation under Landscape Ordinance
Niseko Annupuri and Mount Moiwa foothills area: Change of plot characteristics for land over 3,000 square meters
・All areas of Niseko Town other than those mentioned above: Changes to the plot characteristics of land of 5,000 square meters or more

Major revisions to Landscape Ordinance to date

2008 (Heisei 20)
・Changes to the subject of consultations to ensure consistency with road landscape plans, etc.

・In line with the introduction of quasi-urban planning and the designation of specific use restricted areas and scenic districts, changes were made to the subjects of consultation in scenic districts.

・Changed the hearing body from the Environmental Council to the Urban Planning Council
Revised twice in 2020
- Added designers and builders to the list of people whose names are to be made public as part of the penal provisions.
・Wind power generation facilities and solar power generation facilities have been added to the scope of consultations.
・Regarding the treatment of the same business operator, the criteria for judging a group of development projects will be established to prevent evasion of consultations.
・Additional materials will be made public in conjunction with the briefing session.
-Added a provision that projects that have not been started for a certain period of time after the town's consent will be subject to renegotiation.

- Added a provision requiring businesses to make efforts to disclose business plans from the concept stage.


Quasi-city plan
The quasi-urban plan designates parts of Niseko, Soga, and Higashiyama, areas where development is active, as quasi-urban planning areas, and sets out rules regarding buildings and land use within the areas in order to preserve the natural environment and landscape and ensure orderly land use.
In quasi-urban planning areas, specific numerical values are set for the setback distance from neighboring land, building height, color, etc. The area is also designated as a specific use restriction area, and it is forbidden to build buildings or structures that may disrupt a good environment, such as industrial waste treatment facilities.
This rule was introduced in March 2009 and applies to everyone living in this area.



Building guidelines
The building guidelines compile the town's urban development policies and various considerations for planning and designing all homes and buildings constructed within the town, regardless of size or purpose.
Based on the landscape goal of "protecting and nurturing the beautiful and majestic scenery of Niseko and creating a landscape through mutual cooperation," the town has set out common matters for the entire town and also determined matters to be considered for each district.
In addition, new considerations regarding snow disposal have been established, and water resources and environmental conservation have also been included.
Of these, considerations regarding landscape and snow disposal have been included in the review criteria for Landscape Ordinance since April, ahead of its implementation in October 2025.

Background to the revision of Landscape Ordinance

Increase in large-scale land transactions
The number of land transactions in towns of 10,000 square meters or more, which are subject to notification under the National Land Use Planning Act, is shown on the left. In addition to asset ownership, many of these transactions are aimed at developing resorts such as hotels.

Multiple public information sessions held
The number of consultations based on Landscape Ordinance has remained at around 15 per year, but since around 2016, multiple public information sessions have been held for a single project.
In particular, from fiscal 2021 to fiscal 2022, there were cases where businesses and residents were unable to reach an agreement even after holding four or five public information sessions on a single project, and the town sought opinions from the Urban Planning Council.
The reason for this is that, because the briefing sessions are held after the development plan has already been decided, it is difficult for the developer to change the plan no matter how many requests residents make at the sessions, or even if the developer makes changes in response to residents' requests, it is difficult for the changes to be communicated to the residents.In addition, it is difficult to judge whether the developer's response to residents' requests, such as tree planting, consideration for views, and snow removal, is appropriate, and opinions and advice from a professional perspective are now being sought.

● Illegal acts occurring below the scope of the Landscape Ordinance consultation
In 2024, a resident reported that part of a building under construction in the town was located on a town road. The town then coordinated with the construction company to remove the building on the road and restore the area.
The companies and parties involved in this case are also engaged in forest cutting in the surrounding area, and the town has requested that they submit a report of the incident, including a plan to restore the forest to its original state, and is providing guidance on reforestation.
The project in question involved land development of less than 5,000 square meters, a building of less than 10 meters in height, and a total floor area of less than 1,000 square meters, and was therefore not subject to discussion under Landscape Ordinance.
This is not just a case in point; there are multiple development projects in other areas that are being carried out below the level of consultation so that they do not have to go through the procedures for Landscape Ordinance. We are now in a situation where we need to respond to such developments.

Main changes from October

● Holding a preliminary opinion exchange meeting at the basic concept stage
Once the location and use of the proposed development project has been decided, the developer will be required to hold a discussion with relevant residents (the project manager must attend). The developer will decide on land development and the size of the building through dialogue with residents.

● Use of construction guideline checklists
When business operators submit a preliminary landscape survey report, they are also required to submit a checklist of considerations regarding landscape and snow disposal as stipulated in the Building Guidelines. Discussions will be held at the expert committee and public information session based on this checklist.

● Establishment of a specialist committee within the City Planning Council
Once the business operator has submitted the preliminary landscape survey report and checklist, the town will hold a specialist committee meeting established within the Urban Planning Council to seek opinions and advice from experts regarding the content of the opinion exchange and business plan submitted by the business operator. The specialist committee will be made up of five experts in landscape, urban planning, architecture, and forestry, and will meet approximately six times a year.

● Support for the conclusion of landscape agreements
Even if the development is not subject to consultation under Landscape Ordinance, if the residents of a district have concluded an agreement (landscape agreement) regarding landscape creation, such as standards for the size and form of land and buildings, the business operator must abide by that agreement.
The town will provide support for the conclusion of a landscape agreement.

The Urban Planning Council was established as an organization to convey opinions to the town when the town requests its opinion on applications within quasi-urban planning areas or development projects that are subject to discussion under Landscape Ordinance. Previously, the town asked the council for its opinion on a project for which multiple public meetings had been held, but I felt that it was an issue that the town had no choice but to "agree" as long as the developer was following the rules, no matter how much contention there was at the meetings.
I think it's a great idea that this revision will make the architectural guidelines the screening standard and require developers to exchange opinions at the basic concept stage. Also, listening to the discussions at the residents' information sessions, there were many times when I wanted to hear the opinions of experts, so I have high hopes for the expert committee.
On the other hand, while the project manager is now required to attend opinion exchange meetings and public information sessions, this alone is not enough. There is a risk that the development project will be transferred to a different company, or if the development is for investment purposes, the contents may not be passed on to those who purchase the property after development. Another issue is how to ensure cleanup, such as restoring the property to its original state if the development is stalled.
Many people, including foreigners, will continue to come to Niseko Town. Even as that happens, I hope that the town will continue to be one where local communities such as neighborhood associations function and survive.

After working at architectural design firms in Japan and the United States, he joined Hokkaido Tokai University in Asahikawa in 2000. He currently conducts research and education at Tokai University's Sapporo campus. He received his PhD for comparative research on Japanese and American environmental reviews (a system for assessing the impact of development plans and construction on the environment and landscape), and his research focuses on architectural design and landscape planning. He also specializes in children's environmental studies.
I spoke about environmental reviews of architecture at the Niseko Landscape Study Group, which led me to become involved in the architectural guidelines formulation committee.
Any development that does not gain the support of the local community will not produce good results for tourists, stakeholders, or the local community.Landscape review is a mechanism that leads to harmonious planning by sharing information with the local community as early as possible in the development plan and by making the accumulated case studies public.
The expert committee hopes to help business owners and designers create systems that gain the sympathy and acceptance of the local community and contribute positively to the landscape. We want to help building owners and businesses understand that contributing to the local environment will bring long-term benefits.
I graduated from Kutchan Town Hirafu Elementary School and Kutchan Junior High School. When I was in elementary and junior high school, I saw cute Dolly Varden trout swimming in the nearby stream. Like Rachel Carson's "The Sense of Wonder," I hope that Niseko will be an environment where the beauty and blessings of nature celebrate the lives of many living creatures.

The Niseko Landscape Study Group participates in meetings as a committee member for architectural guidelines, submits opinions to the town hall on issues related to development, etc. Last year and this year, they held workshops to learn about Landscape Ordinance and how to create forums for discussion.
When I first read Landscape Ordinance, it didn't have any numerical values and was very difficult to understand. Recently, I feel like I'm finally beginning to understand the kind of society Niseko Town is trying to achieve with this ordinance. While landscape conservation is important, I've come to believe that building relationships through dialogue that are welcoming and acceptable to both residents and businesses is also important. While this may be impossible in a densely populated city, it may be possible in a small municipality like Niseko Town.
Landscape Ordinance was created about 20 years ago to enable those involved to "mutually cooperate" and "pass on to future generations" the landscapes that "are born from activities in harmony with nature," as stated in the preamble. I believe that this latest revision is also intended to help our generation pass on this to future generations.
This amendment means that a forum for discussion will be held before planning begins.
I think we residents should continue to communicate the good points and charms of Niseko Town to developers. If the charms of Niseko Town residents feel are conveyed to developers, I think the development content will also be better.

It has been 21 years since Landscape Ordinance came into effect.
As time goes by, the mindset of business owners has changed, and the diversity of residents and immigrants has increased. Furthermore, the Niseko area is now attracting a lot of domestic and international capital, and for better or worse, it is attracting attention from all over the country.
In addition to the existing public information sessions, this revision newly requires pre-exchange meetings, expanding the opportunities for dialogue between businesses and residents. Dialogue with businesses also requires our willingness to listen. We must listen carefully to what the other party has to say and convey our own thoughts. This is a time-consuming and labor-intensive task, but the accumulation of such efforts will strengthen "resident autonomy" and contribute to the charm of Niseko Town.

Subsidy for agricultural land use efficiency support project: 12.7 million yen
The town has been notified of its selection for the FY2025 Agricultural Land Use Efficiency Support Grant Project, which is being implemented with national funding, and will carry out the work as an indirect subsidy operator.

This system provides support for efforts aimed at improving the efficiency of agricultural land use and productivity. It supports the introduction of agricultural machinery and facilities necessary for core regional players to improve their management.

Due to the amendment of the Child Allowance Act in accordance with the Act amending the Child and Child-rearing Support Act, etc., a drastic expansion of child allowances has been decided. As a result, child allowances will be paid to new recipients and those whose allowance amounts have been revised.

Led by the newly established "Niseko Town Industry Collaboration Promotion Council for Tourism Revitalization," the council will provide subsidies for projects that bring together primary industry (farmers) and tertiary industry (restaurants, vegetable shops, etc.) to solve the challenges facing agriculture and tourism, such as the aging of customers for agricultural products and the lower proportion of young tourists in summer compared to winter.

04 Improving safety and security in everyday life
Niseko Heights Day Service Center Equipment Renewal Project Subsidy 1.76 million yen
Niseko Heights, a special nursing home for the elderly run by Niseko Welfare Association, will be installing an automatic tablet dispenser to ensure proper medication management for residents. By introducing this device, it will be possible to read the two-dimensional code displayed on the label and confirm and record the information of users taking their medication, preventing medication errors and addressing staff shortages.

Public housing repair work
4.17 million yen
Between the end of last year and January, some of the metal roofing at Hondori A and Hondori B housing complexes shifted due to snow, so repairs will be carried out.
In addition, repairs will be carried out to address a water leak in one of the units in Nishitomi Housing Complex Building No. 4. This building also had a water leak repaired about five years ago, but this time the repairs will be carried out on the entire building, two units in total.

Town Hall Parking Lot Improvement Project

The town center parking lot is usually overcrowded with cars, and there is a shortage of space during events.
As a result, the gateball court behind the community center is no longer used, so the site will be developed into a parking lot. Completion of the development is scheduled for the end of September 2025.

Kiranoyu repair work: 2.14 million yen
At Niseko Ekimae Onsen Kiranoyu, we will be repairing the ventilation fans in both the Japanese and Western-style bathrooms due to abnormal noises caused by deterioration over time.

Niseko Town supports its residents in proactively promoting their health so that everyone can continue to live healthy lives in the areas they are familiar with. As part of this initiative, the town has launched a health app called "kencom" for National Health Insurance subscribers aged 19 and over.
kencom is a health support app that allows you to easily record your weight, number of steps, blood pressure, and other information, as well as check the results of specific health checkups (for people aged 40 to 74) on your smartphone, and earn "Niseko Town Health Points" by taking daily healthy actions.

"Niseko Karita Shrine Annual Festival"

Niseko Town holds a variety of events and festivals throughout the year. Each one is uniquely Niseko Town and reflects the season, attracting many people of all ages. One of these is the Niseko Karifuto Shrine Annual Festival (formerly the Karifuto Shrine Annual Festival), which has been held since the town's pioneering days.

The "History" of Niseko Karita Shrine
Its history is long, dating back more than 100 years to when pioneers first settled in this area. When they first settled in 1896, they began praying for "successful development, peace and prosperity in life." In 1904, Rikuzo Matsuoka dedicated the grounds and shrine building.
It was originally called "Karifuto Shrine" after the village name of Karifuto Village. It remained the same even after Karifu Town was renamed Niseko Town in 1964, but on January 1, 2023, the name was changed to "Niseko Karifuto Shrine" with the addition of "Niseko." It is the first and only shrine in Japan to have a name that includes katakana.

The "tradition" of Niseko Karita Shrine's annual festival
The shrine festival has a long history, dating back to when Niseko Town was still called Karifuto Village.
Every year, people who are in their 60th year of misfortune dress up as Sarutahiko and Okame (Amanouzume), wear masks and parade through the town in a portable shrine procession. You can see the Akasaka Yakko procession, which has been designated as an intangible folk cultural property of the town, as well as the parades of portable shrines from various groups and the dancing Yama dancers.

"The stage is back after several years! The 45th Tanabata Evening Fireworks Festival"
The "Small Hometown Building Tanabata Evening Fireworks Festival" began with hand-held fireworks in the elementary school playground. This year, the 45th annual event was held on August 2nd under clear skies at the Sports Park.
The event kicked off with a lively opening speech by the children Yoji Centre, and this year saw the return of stage events for the first time in several years. There was a wide variety of activities, including dancing, candy throwing, and band performances. Niseko Town Tourism Ambassador B.B. also made an appearance as a guest, livening up the venue.
The finale of the festival was a fireworks display, with 1,500 fireworks launched into the night sky in collaboration with music selected by the students of Niseko Junior High School. This year, the fireworks were once again met with cheers and applause from the crowd as they watched them up close.

"Niconico Summer Festival: Food & Music Summer Festival"
The Nico Nico Summer Festival was held at Niseko Village Niseko 2 on July 19th and 20th.
Following on from last year, Niseko Town and Niseko Village collaborative project "Niseko Town Quiz Battle" was a huge success. The venue was filled with excitement with performances such as music stage, and the finale ended with a joint performance of Japanese drums and fireworks.

"With Wishes for the Reiwa Era: Memorial Ceremony for the War Dead in 2025"
The Niseko Town War Dead Memorial Ceremony was held on July 19th. Thirteen people, including members of the bereaved families' association and related parties, attended to console the spirits of the approximately 170 Niseko Town war dead who lost their lives in the wars from the Manchurian Incident to the Pacific War.
At the memorial service, bereaved families offered flowers, recorded the devastation of war, passed on memories, and shared their hopes for a world free from the horrors of war.

"Challenge to Create a Community Map" by the Elementary and Junior High School Students' Community Development Committee
On July 13th, the Elementary and Junior High School Student Town Planning Committee and the Kondo District Friendship Association jointly created a disaster prevention and attractions map.
This is the third district to be implemented, following the Chuo and Fukui districts, in which dangerous and attractive areas of the city are identified by walking around and then mapped. Instructors from Hokkai-Gakuen University assisted in the creation of the map, and Hokkaido Broadcasting Corporation (HBC) acted as a coordinator.

The Disaster Prevention and Attraction Map will be bound and completed by the end of the year.



"Consadole Festival: A great time interacting with former players!
On July 19th, a soccer workshop sponsored by the Hokkaido Consadole Sapporo Niseko Supporters Association was held at the General Gymnasium.
Due to rain, the originally planned outdoor practice was canceled and the event was held indoors, but about 50 parents and children from within and outside the town participated.
Participants worked up a sweat and beamed with smiles on their faces under the guidance of Ryuji Kawai and Shunta Awaga, both former players of Hokkaido Consadole Sapporo.
During the talk show, which also served as a food education session, the participants spent valuable time with the players, asking them questions about training methods to improve their soccer skills and taking commemorative photos.

"Shiribeshi Museum Road Concert 2025"
A music concert was held at Arishima Takeo Memorial Museum on July 26th in conjunction with the Shiribeshi Museum Road joint exhibition, which is being held at five art and literature museums in the Shiribeshi region.
The theme of the concert was "A Journey Through Music and the Changing Times." Pirikanage, an unusual group consisting of violin, trumpet, and marimba, performed classical pieces.
In addition, in keeping with the theme of the joint exhibition, "Showa," a medley of Showa-era pop songs was performed. The venue was filled with nostalgia as the audience listened to a number of well-known hits.

"Summer Cooking Class for Children: Learning About Food Waste"
The town held a "Summer Vacation Children's Cooking Class" for children over six days during the elementary school summer vacation, with the theme "Learn about food waste."
The menu for this event consisted of two items that were highly requested by the children: gyoza and fizzy jelly. When making the gyoza, the children tried various wrapping methods, such as rolling them up and tying them into hats, and had a lot of fun cooking them.
While waiting for the food to be cooked, the children also learned about food waste and what they can do to prevent it.
It was also an opportunity to learn about the town's efforts to combat food waste.

A World Cafe hosted by the Coordinator for International Relations (Niseko FRIENDS Office) was held at the Town Hall on July 26th.
We tried German sandwiches, Taiwanese morning crepes, Indonesian roti mesus, and Chinese tangyuan (soup dumplings). We enjoyed delicious food and lively conversation, making for a fun and enjoyable exchange.

"The 51st Town-wide Softball Tournament, the first regional competition in two years"
The town-wide softball tournament was held at the Sports Park Baseball Stadium and Multipurpose Field on July 27th. Eight teams from each region participated and played in heated matches.
The rain got heavier midway through the second match, so the semi-finals and finals were decided by rock-paper-scissors.
The final was a battle between the Fujimi team and the Hondori team, with the Fujimi team emerging victorious.

In the pouring rain, the match was decided by rock-paper-scissors.



"Katakana Town Names Connect Children and Students from Takashima City, Shiga Prefecture"
For two days from July 29th to 30th, elementary and junior high school students from Takashima City, Shiga Prefecture, visited Niseko Town and interacted with local elementary and junior high school students.
Niseko Town and Takashima City (formerly Makino Town) signed a sister city agreement in 1978, due to the fact that they share only two town names in katakana in Japan. Exchange events are held every other year. This year, the two towns deepened their friendship through a park golf tournament and yakiniku at the sports park.

This month's reporter is Nozomi Kuwazoe. She runs the flower shop Nonno in front of Niseko Station. As a member of the Niseko Chamber of Commerce, she is active at the Niseko Morning Market and other events.

Start your morning in Niseko with the Niseko Morning Market!
The Niseko Morning Market, which begins with the shout of "Good morning!", first began in October 2019, and resumed again in 2022 after the COVID-19 pandemic. Once a month from May to October, from 8am to 9:30am, various businesses in Niseko Town line up in front of Maeda Shoten. Customers line up before the market even starts, and when the bell rings at 8am, it's a space where people can begin shopping while interacting directly with local residents and those who have traveled from far away.
For us business owners, it's also a time when we feel energized and successful. The live feeling of hearing customers' reactions directly is a comfortable experience that we don't usually get to have. At the same time, it's an opportunity to meet business owners that we don't usually have a chance to talk to, and I feel that it's a place where new products, services, and connections with people can easily be born.
The impetus for starting the Niseko Morning Market came when Kira Card Club asked for new proposals and projects. There was a morning market in the area where I was born, and I have fond memories of my parents taking me there every time I was a child. I still vividly recall the candy and bamboo-copter flies I bought there. When I grew up and got a job in Sendai, I found myself selling things at the morning market. I rediscovered the atmosphere of the morning market and the energy of the people buying and selling, and I would look forward to going to work on that day, no matter how early it was.
Even after opening my shop in Niseko Town, I had a strong desire to hold a morning market somewhere, and with Maeda Shoten, Onishi Butcher Shop, Honda Coffee Shop, Cave de Bamboo, Pompon, and Mytorier as core members, the Niseko Morning Market gradually took shape. The number of stall owners has grown to a diverse range, and the market has now become a place where you can rediscover the essence of Niseko Town.

I am about to graduate this year, but I have never been involved in the student council executive committee, including in junior high school, so I decided to run for office because I wanted to experience student council activities as a student council officer before graduating.
As a member of the student council, I would like to aim to create an environment where all students can think, "This school is fun!" To that end, I would like to work while always thinking about how we can make our school even more fun.

During the library's closing days, we conduct inventory inspections to check whether books and other valuable assets of the townspeople are missing or properly arranged.
Specifically, the barcodes on all 40,000 books in the library are scanned with a special machine, checked for any missing or incorrect books, and then the books are neatly arranged in the correct shelving locations based on the Japanese Decimal Classification.
During the inspection, counter services such as loans and returns will be suspended in order to fix and confirm data. To return books while the library is closed, please use the book drop box at the front entrance. In addition, Tuesday the 16th will also be a public holiday. We apologize for any inconvenience caused and thank you for your understanding.

The book describes the daily life of the author, who lives using sign language as his language, and his family.
The beautiful, light-filled photographs were taken by the author, who is also a photographer. The family is seen through the author's eyes. Both are filled with love and make you feel happy while reading, but when you think that this happy family's daily life may have been taken away during the time of the old Eugenic Protection Law, a feeling of helplessness wells up inside you.
Encountering words like deaf family and coda reminded me that there are people living in a variety of environments, and this book made me think that humans can be either a minority or a majority at any time.

Everyone's Dining Hall
On July 7th, the 5th Minna no Shokudo (Everybody's Dining Hall) was held at the Community Center. Many people attended, and it was an event filled with smiling faces.
This time, there were over 10 dishes on the menu. The members of Jyugobaa prepared dishes that were typical of Niseko Town, including dishes that made generous use of local vegetables and dishes that used ostrich eggs.
Thank you to everyone who participated and cooperated. The next event is scheduled for Friday, October 3rd. (Takagi Nanami)

Niconico Summer Festival
This event was held at Niseko Village for two days on July 19th and 20th, and we provided support for setting up the venue. The venue was bustling with activity, with a quiz competition, singing performances by volunteers, and a spectacular fireworks display at night!
Among the many shops lined up is "Vegirilla," a stall set up by a volunteer.
The visitors ranged from children to adults, and there were many scenes that made them feel connected to the local community. The NISEKO photo frames made by the volunteers were also a big hit! (Sato Kyoka)

An event sponsored by the Central Warehouse Group will be held!
At the request of our users, we held a music session event. Because it was decided at short notice, we only announced it a week in advance and were worried about how many people would show up on the day, but about seven people showed up. The only instruments used were piano and ukulele, but some people sang along with the music, making it a fun time!
We received many requests to hold the event again, so we are planning to hold it again! Once a decision is made, we will announce it on the Central Warehouse Group's Instagram, so please check it out.

Sustainable tourism

Second year: Kosuke Ota (from Hyogo Prefecture)
Assignment: Commerce, Commerce and Tourism Division
This month in our series of articles on initiatives that will lead to the future of the town, I, who work in Commerce and Tourism Division Division, will be writing about the theme of sustainable tourism.
In 2023, Niseko Town received the Silver Award from Green Destinations, an international certification organization. This award is given to regions that meet international standards for sustainable tourism, including environmental conservation, respect for local culture, and consideration for the local economy. Certified regions not only improve the appeal of tourism by working on sustainable tourism as responsible tourist destinations, but also contribute to creating a town that is easy for residents to live in. The photo shows us taking part in a bicycle tour designed by Niseko High School students.
I will use the various experiences I have gained in tourism in Niseko Town through my assigned work and volunteer activities to work with Niseko Town Hall and sustainability coordinators to deepen understanding among townspeople and businesses, create opportunities for information dissemination and resident participation, and work towards obtaining certification to even higher standards.

I went to the town swimming pool
The children in the 4 and 5 year old classes go swimming at the town-run pool.
After doing some warm-up exercises and getting used to the water in the shallow pool, the children enter the deeper pool. They enjoy swimming in a dynamic way, diving, swimming with friends, and using kickboards.
There have been many hot days this summer, so the children were happy to be able to swim in the large pool.
It's fun to play in a big pool!!

Ballet Exercise Course
We held a ballet exercise. First, we did some light stretching to loosen up our bodies before starting.
I learned several smooth, ballet-like movement patterns and combined them. The exercises also helped me improve my balance and the flexibility of my back and shoulders, and I sometimes had to use my head to remember the movements.
It was a good exercise for both the body and the mind, and I'm sure it was refreshing.
I worked up a nice sweat!

"Ohisama" is a place where parents and children can play casually and talk to friends about their worries (within Yoji Centre).

Heart and arrhythmia
Hello everyone. Today I would like to talk about the heart and arrhythmia.
As you know, the heart acts as a pump, sending blood to all organs throughout the body and delivering nutrients and oxygen to each organ. When this pumping function stops working properly, various symptoms appear. The heart's regular beating is caused by electrical signals sent from a part of the heart called the sinus node, which then travels throughout the heart via electrical pathways called the electrical pathways. When the heart's electrical signals are no longer generated at a normal rhythm or are no longer transmitted through the correct pathways, the heart beats irregularly, resulting in a condition known as arrhythmia.

About arrhythmia
The degree of symptoms caused by arrhythmia varies; some may interfere with daily life, while others may be completely asymptomatic, and some may only be noticed during a health check.

Arrhythmia in which the heart rate is much faster than normal often causes symptoms such as palpitations, shortness of breath, and dizziness, while arrhythmia in which the heart rate is much slower than normal often causes symptoms such as dizziness, unsteadiness, and fatigue. Most arrhythmias do not require treatment, but there are some that can cause a drop in blood pressure, leading to loss of consciousness or shock, and can lead to sudden death. In such cases, early treatment is necessary.

About atrial fibrillation
The most common arrhythmia is atrial fibrillation. Atrial fibrillation is caused by abnormal electrical signals generated not by the sinus node, but by the pulmonary veins, which cause irregular heartbeats. When atrial fibrillation occurs, blood tends to stagnate in the atria, increasing the likelihood of blood clotting and forming blood clots. These blood clots can block arteries in the head and cause cerebral infarction. Furthermore, because atrial fibrillation puts constant strain on the heart, it can also lead to heart failure.
Arrhythmia is not only caused by heart disease, but also by people with high blood pressure, lung disease, and thyroid abnormalities. It can also be caused by factors unrelated to illness, such as aging, physical constitution, accumulated fatigue and stress, and lack of sleep.
Be mindful of your daily routine and lead a life without disruption.

"Dementia Day" and "Dementia Month"
It is estimated that by 2025, one in five elderly people and one in 17 people in Japan will suffer from dementia.
The Basic Act on Cognition to Promote the Realization of a Cohesive Society, commonly known as the Dementia Basic Act, which came into effect in January 2024, designates September 21st of each year as Dementia Day and the month of September as Dementia Month in order to raise awareness and deepen understanding of dementia. Around September 21st, dementia-related events are held across the country, including illuminations in orange, the symbolic color for dementia awareness, and exhibitions. In 2024, Hokkaido also held events such as the illumination of the Sapporo TV Tower and a panel exhibition at the Hokkaido Prefectural Government Office.
Niseko Town is taking various measures to ensure that people with dementia and their families can live safely in the areas they are familiar with. Please feel free to contact us for any inquiries regarding dementia or our efforts to address the issue.

September 9th is First Aid Day
September 9th of each year is "Emergency Medical Day." The week surrounding Emergency Medical Day is designated "Emergency Medical Week," during which public relations activities are held nationwide to promote the proper use of ambulances and the spread of first aid. If someone close to you collapses, will you act appropriately? It is no exaggeration to say that your actions in the 10 minutes before the ambulance arrives could mean the difference between life and death for that person.
Niseko Fire Department offers free basic lifesaving courses to local residents throughout the year. If you are junior high school students or older, please contact Niseko Fire Department with a group of five or more people. Why not learn CPR and how to use an AED?
Additionally, ambulances are limited in number, so we ask for your cooperation in using them appropriately.

The Niseko Town Election will be held on October 8, 2025, due to the expiration of the term of office.

Who can vote?

Since this is a mayoral election, those who move out of town by the day before the voting day will lose their right to vote at that point.

If you think you will not be able to go to the polling station on election day due to work, travel, leisure activities, or ceremonial occasions, you can vote early (you will need to fill out an oath on the back of your voting ticket when voting).
*If you are under 18 years old on the day of the early voting, you will need to vote by absentee ballot.

The Legislative Council, which investigates and deliberates on civil law, criminal law, and other basic legal matters in response to inquiries from the Minister of Justice, is reviewing the adult guardianship system and aims to revise related legislation, including the Civil Code, by fiscal 2026.
The adult guardianship system consists of statutory guardianship and voluntary guardianship, but this review primarily concerns the statutory guardianship system. Under the statutory guardianship system, a guardian appointed by the family court protects and supports an individual after the individual's capacity to make decisions is compromised. This system is divided into three categories based on the individual's capacity: "guardianship," "curatorship," and "assistance." In the case of "guardianship," adult guardians are granted comprehensive rights of revocation and power of representation. The roles of guardians are: 1) to enter into contracts for medical, nursing care, and welfare services on behalf of the individual; and 2) to manage contracts and assets, such as depositing and withdrawing the individual's savings and managing real estate. However, they do not cover tasks such as cooking, cleaning, shopping for daily necessities, or providing nursing care assistance.
Furthermore, once a guardian is appointed, their duties will continue until the person in question has fully recovered their decision-making ability or the person in question has died, and even if you wish to stop their employment midway, you cannot do so unless your request for cancellation is granted by the family court.
Currently, in light of the expected aging of the population and an increase in single-person households, consideration is being given to making the adult guardianship system more accessible, including limiting the period of time and restricting it to the scope necessary for the individual, and further progress is expected.

Typhoon Preparation
According to statistics, there are about 25 typhoons per year, with the most occurring between August and September.
Although only about two typhoons have approached Hokkaido, they can approach and make landfall while maintaining their strength, and even if they turn into extratropical cyclones, they can cause severe phenomena such as heavy rain, strong winds, and high waves.
The Japan Meteorological Agency issues a variety of disaster prevention weather information, including typhoon information such as typhoon track maps (current conditions and forecasts up to five days in advance), as well as early warning information (possibility of warning level) that is issued when warning-level phenomena are expected up to five days in advance. In preparation for typhoons, it is important to make preparations in advance when a typhoon is forecast to be approaching.
In an emergency, inform people around you and evacuate without hesitation.

Regional Revitalization Center Secondment Report
My name is Konishi and I am currently on a training assignment at the Regional Revitalization Center, a general incorporated foundation. One of the Center's programs is a seminar called "Regional Revitalization Practice Academy." For this seminar, I went to Nichinan Town, located in the mountains of Tottori Prefecture.
Nichinan Town is a town where forests cover approximately 90% of the town's area. Rather than viewing its abundant forest resources as a temporary source of revenue, the town practices a circular forestry business of cutting, using, planting and growing, and views them as a regional asset that should be passed on to the next generation.
Particularly impressive was the initiative of Shiratani Kobo. Using scrap wood from construction sites and waste from the demolition of old houses, they handcraft and sell marquetry and miscellaneous goods. They utilize the knots and insect damage in the wood as the "unique characteristics of the material," creating products that exude warmth. By combining different types of wood and pieces of wood that have outlived their usefulness in new ways, marquetry preserves the scars and textures that have been carved into it over time. This marquetry is very popular, and with a labor shortage, it has also led to job creation in the local area. This Nichinan Town seminar was not just an opportunity to gain knowledge, but also an opportunity to think about "practice and action" - how to perceive, utilize, and connect local resources.
Niseko Town is currently working on decarbonization, climate change countermeasures, and environmentally friendly development. In addition to these efforts, I believe that shining a light on the resources and invisible values that already exist in the region and discovering new value is also essential for future town development. There may be valuable things and events you didn't notice right under your feet (like an SDGs badge made from 17 types of wood?).

Small hometown making evening fireworks festival of Tanabata
The 45th Annual Tanabata Fireworks Festival was held at the Sports Park on August 2nd. All members of Radio Niseko took part in the event.
Last year, there were stretches of heavy rain, but this year the event was held under clear skies. Stage events were also back, with children from Niseko Town doing a blast with dance, yosakoi, band performances, and more! The event was hosted by Kobayashi Mana, with Miyagawa Hiroyuki and Nakabachi Yuzuki giving talks in between. This year, B.B., the mascot for the Hokkaido Nippon-Ham Fighters, also visited the venue and shared information about each segment.
The final fireworks of the event were set off to music selected by Niseko Junior High School students. The fireworks were spectacular and impressive, and I was really moved. I'm looking forward to the upcoming autumn events.

Activities of a town development company!
Morning yoga event held at Niseko Mirai Plaza!
Niseko Mirai residents plan events, and in late July they held a morning yoga event in the Niseko Mirai Plaza! This was the first time a yoga event was held at Niseko Mirai. The fact that a long-time yoga instructor lives in the area led to the planning and hosting of this event. On the day, 14 people, including Niseko Mirai residents and local residents, gathered and enjoyed a very pleasant time.
The yoga session began with slow movements to gently wake up the body after waking up, and gradually loosened up the stiffness in the body, while also trying movements such as balancing on one leg and stretching the back with both arms intertwined. Led by the instructor's flowing, beautiful voice and words, the participants were able to relax both body and mind, and were also taught how to improve concentration through movement. The day coincided with the day of a softball tournament being held in Niseko Town, so it seemed to be a good warm-up for the participants planning to take part in the tournament.
At Niseko Mirai, residents themselves plan events to make their lives more enjoyable and fulfilling, while valuing interaction between residents. We hope to continue these kinds of activities in the future, so we hope that everyone living in the area will join in!

World Cafe "Breakfast"
The Coordinators for International Relations (CIRs) held a World Cafe on July 26th. The theme of this event was "Breakfast." Participants were able to taste breakfasts from around the world, including Germany, Taiwan, Indonesia, and China.
In Germany, where bread is an essential breakfast food, the menu featured nutritious sandwiches topped with fresh salad, eggs, tomatoes, and more. In Indonesia, breakfast consisted of a slice of bread topped with chocolate sprinkles, known as roti mesus. In addition, Taiwanese morning crepes and traditional Chinese sweets, tangyuan, were also served. The participants enjoyed trying dishes that were a little different from the usual, engaging in lively conversation and appearing to be enjoying themselves with smiles on their faces.

The "Third Niseko Town Autonomy Revitalization Comprehensive Strategy" has been formulated.

The July 2025 issue Koho Niseko Newsletter, in the "Lifestyle Information" section, introduced the Third Niseko Town Autonomy Revitalization Comprehensive Strategy (hereinafter referred to as the "Comprehensive Strategy") as a strategy that outlines the town's current population situation and future prospects, and sets related important goals, policies, and progress targets.
Niseko Town 's population has remained at just over 5,000 in recent years, but trends include an increase in the number of foreigners and a trend of young people and the elderly moving out (a decrease in the number of young people). Taking these factors into consideration, the comprehensive strategy also touches on the need to "create an environment where foreign residents can live with peace of mind," "create opportunities for young people to participate in life events (advance education and employment)," and "address the difficulties faced by the elderly in daily life (transportation, snow removal, etc.)."
For example, for foreign residents, we will provide Japanese language education and multilingual support, such as increasing the number of Japanese support staff at educational institutions. For younger generations, we will create a system for human resource development and employment matching to support local industries. For the elderly, we will track indicators such as the average period of independence and the rate of use of demand buses, and share these as important indicators with related departments to support town development that responds to Niseko Town 's population trends.
The measures and indicators for the comprehensive strategy, including these, will be created by incorporating the opinions of everyone involved in the community, and will be updated annually while tracking the figures. Passing on a rich environment and landscape to future generations
Twenty-seven years ago, when Niseko Town began full-scale environmental and landscape initiatives, it was in the midst of a severe economic downturn, a prolonged economic downturn that saw a continued decline in population and a halving of the number of overnight guests. Despite these difficult times, many residents rallied around the town, believing that the value of the town's agriculture and tourism lies in its excellent environment and landscape, and sympathizing with the idea of "town development that prevents and prevents uncontrolled development." After more than two years of research and consideration, the "Niseko Basic Environmental Plan" was created in March 2001, titled "Niseko: A Town of Water Environment." This led to the enactment of the later "Basic Environmental Ordinance" and the unique "Landscape Ordinance" in Japan. [Summer vacation children's cooking class]
"Let's learn about food waste"
We will be holding a summer cooking class for students.
"Gyoza" and "Cold" were the most requested dishes last year.
I made two desserts that I would like to try.
When I introduced three easy ways to wrap gyoza,
Comments included, "I'll try it at home," and "It's easy and fun!"
For cold desserts, try the "Sparkling Jelly" made with carbonated drinks.
I made this and it was also very well received.
We also conducted a simple talk and quiz on "What is food waste?"
The quiz was a big hit. The participating children received a gift from the town and Niseko Co., Ltd.
The Resort Tourism Association conducted a demonstration project as part of its efforts to reduce food waste.
"Doggy bags" (bags for taking leftover food home)
We distributed the leftovers to the children, promising to eat them by the end of the day.
Some children went home.
We will introduce some of the dishes on the menu, so please try making them at home.

Gyoza (vegetables and curry cheese)
◆Ingredients (for 8 pieces)
Gyoza skins: 8 pieces
Sesame oil.....just under 1 teaspoon

★Basic seeds
Minced pork: 30g
Cabbage: 80g
Green onion: 10g

[A]
Ginger: A little
Soy sauce: 1/2 teaspoon
Chicken stock powder...a little


[Curry Cheese]
★Basic seeds...half
curry powder...a little
Sliced cheese: 1/2 slice

◆How to make
1. Finely chop the cabbage and green onions and rub them with salt. Leave for about 5 minutes to release the water, then squeeze it out.
2. Put the ground pork and seasonings (A) into a bowl and mix well until sticky. Add the vegetables (1) and mix well again to complete the basic mixture.
3. Divide the basic mixture into "for vegetables" and "for curry cheese."
4. Place the filling into the gyoza skin and wrap it up (if making curry cheese, wrap the cheese in it too).
5. Place the wrapped dumplings on a hot plate with sesame oil, and when the bottoms are lightly browned, add water and steam.
6. When the skin becomes transparent and the meat is cooked through, remove the lid and let the water evaporate. Once browned, it is done.

Editor's Note

As a child, I secretly admired the taiko drums used in Bon Odori dances. At summer festivals, I would dance the Bon Odori dance while enviously watching the drummers.
Then, an unexpected opportunity came my way. There was a shortage of drummers, and as I was active in a local Japanese drumming team, I was allowed to volunteer and help out. I was finally able to play the drums that I had only ever watched from below, and it was the moment my little childhood dream came true.
It was my first time seeing the view from the stage. Watching the smiling faces of the participants dancing to the rhythm of the drums, I pounded the drums with all my might, feeling a sense of unity with the other participants. After I finished beating the drums, I was showered with applause and cheers, which was very satisfying. It became a wonderful summer memory. (M)
