Special Feature: "NIS-ECO Project" - Connecting Niseko Town 's Nature to the Future
In recent years, the rapid progression of global warming and frequent occurrence of serious weather disasters have led to a global environmental crisis. Niseko Town is no exception. What can we do to protect the town's magnificent nature and beautiful scenery?
This time, we will tell you about the "NIS-ECO Project", which is working on town development activities in cooperation with the local community with the strong desire to "protect the nature of Niseko Town and pass it on to the future".
The town regards climate change as a serious issue and has set a goal of achieving net-zero carbon dioxide emissions by 2050. To achieve this goal, the town is promoting climate change countermeasures and decarbonization efforts, such as promoting the introduction of renewable energy and energy-saving equipment through subsidies, and sustainable development of high-performance apartment buildings and new blocks that reduce the town's environmental impact.
Sustainable tourism initiatives
In March 2022, the town formulated a "Tourism Promotion Vision" that outlines the future image the town should aim for as a tourist destination and the direction of tourism destination development. This plan is based on the International Standard for Sustainable Tourism (GSTC-D) and the Japan Tourism Agency's Japanese Guideline for Sustainable Tourism (JSTS-D), which serve as new standards for the development of future tourist destinations.
Issues and future vision
Niseko Town Tourism Promotion Vision lists the following five challenges for the town's tourism:
- Seasonal fluctuations in tourism demand
・Improvement of tourism economic ripple effects
・Strengthening secondary transportation (regional transportation) functions
・Improvement of international competitiveness
・Commitment of townspeople to tourism (understanding and participation)
Taking these challenges into consideration, the tourism promotion vision sets out the future vision to aim for: "A sustainable tourist resort that is trusted by local residents and tourists alike."
We feel a responsibility to pass on the rich natural resources that support the town's tourism to the next generation, and we aim to become a tourist destination that is in harmony with life in the town, loved and trusted not only by tourists but also by local residents.
Inspired by the vision for the future that these towns have set, sustainable urban development projects are being launched, led by local residents.
What is the NIS-ECO Project?
The Niseko area is one of Japan's leading resort areas. The fluffy powder snow is loved by many people as a quality of snow that can be proud of in the world. In summer, you can enjoy activities such as rafting and canoeing on the Shiribetsu River, which is fed by spring water from Mt. Yotei. Furthermore, the magnificent nature gives us many benefits, such as many alpine plants and hot springs with rich spring water.
In order to protect the town's rich nature and pass it on to the future of our children, local business owners, town hall staff, local revitalization cooperation team members, and other nature-loving members of the town have come together. The NIS-ECO Project was launched in 2022 as a public-private partnership to protect Niseko Town 's local resources and pass them on to the next generation.

What kind of initiatives are you taking?
In order to protect the resources of Niseko Town as a whole region and pass them on to the next generation, we are working on essential and sustainable activities such as developing environmentally friendly products and planning projects. Through these activities, we aim to deepen awareness and understanding of the SDGs throughout the region and increase the added value of local resources for both businesses and tourists.
Future Donation Products
This is a donation-type product in which a portion of the proceeds from the sale of products and services in the Niseko area is used for activities to protect the town's nature. NIS-ECO's original bags and T-shirts, made from organic cotton (GOTS certified) and made with fair trade in mind, and bamboo toothbrushes for accommodation facilities with the aim of reducing plastic are also sold as future donation products. These products are currently being handled and sold at more locations within the town.
Forest conservation activities
We are working to create connections between people and forests through tree planting experiences, forest walks, and the use of thinned wood, and to protect the rich natural environment in the town.
What is "Future Donation"?
This is a system in which a portion of the sales from products and services sold in the Niseko area is used as a donation to activities to protect the town's nature.
■How to register for Future Donations
1. Register the products and services you wish to donate to the Niseko Future from among those sold in the Niseko area
2. Registered products will be sold with stickers affixed to them. The sticker purchase price will be recorded as a donation in advance (currently 1 sticker will cost 20 yen or more).
*Consultation required for intangible services
3. We will use the donations we receive to help protect the town's natural environment.
■ Public relations support after registration of "Niseko Future Donation Product"
We will introduce these products and services on our official website as environmentally friendly products and services for the town.

We will post articles introducing registered products.
*No production costs will be incurred. The article can be used for secondary purposes.
2. Submit your company logo
As a support group, your company logo will be displayed on the site. You can also set up a link from the logo to your designated site.

"VegiPic" was a limited-time event held from August to September this year as a collaborative project between agriculture and tourism, where people could enjoy spectacular views and vegetables. A portion of the sales from this event was donated to the NISECO Project.

NIS-ECO's activities to date
The NIS-ECO Project has been working with children on forestry lectures and tree planting experience events. These initiatives call for active participation from not only local residents but also tourists, and support from local businesses is also expanding. Through these activities, awareness and understanding of the SDGs and the creation of sustainable tourist destinations is deepened.
2023
Niseko Future Donation Utilization Project
Forestry lecture and tree planting experience
A forestry lecture was held for 80 fifth-grade students and their parents from Niseko Elementary School, where they learned about forest management in the town, and also participated in a tree-planting experience where parents and children planted Japanese Sakhalin fir seedlings.
In the forestry course, the participants learned from lumberjack Ken Suzuki, a member of the NIS-ECO project, about the differences in tree species and lifespans within the forest, and management methods for using trees while maintaining the landscape and regenerating the forest.
Afterwards, the participants planted 40 trees, including Japanese Sakhalin fir, in a park in the town. It was a valuable opportunity to experience firsthand how the participants were contributing to the future of Niseko Town by planting seedlings grown in the town with their own hands.

Niseko Future Donation Utilization Project
Niseko Forest Regeneration Project
On October 26th, a tree planting activity was held in Annupuri Forest Park as part of the "Niseko Forest Regeneration Project." After listening to "The Story of the Forest of the Future" from Kawahara, the president of Kawahara Seed, and lumberjack Suzuki Ken, a member of the NIS-ECO Project, who explained why tree planting is necessary for the forest of the future, 30 participants worked together to plant 45 trees of nine different kinds, including magnolia and Japanese elm.
After that, the children split into two groups and participated in some tree-related recreational activities. They tried their hand at "wood burning," in which participants freely draw letters and pictures on wood with an electric pen, and "Mölkky," in which participants throw a wooden stick to knock down 12 pins with the numbers 1 to 12 written on them, competing to see who can knock down the most.
The wood used for the wood burning was cut from trees thinned out in the town. To use as protective material to protect the trees, we attached original wood burning with our own feelings to the trees we planted.

Our thoughts on the NIS-ECO project

I started thinking about what I could do to help the environment in Niseko Town, and I felt that I should do something that could be continued for a long time into the future and that many people could support, so I started the NIS-ECO Project.
The Niseko Future Support Team holds events such as child-rearing education, arts, and welfare, so the NIS-ECO Project itself has held tree-planting events that are easy for townspeople to participate in. This has given people an opportunity to think about the future of the forest and the environment of Niseko Town, so we would like to continue this activity steadily in the future.
The NIS-ECO Project has just begun, so from now on we will seek the cooperation of everyone who supports us and companies, and we hope to make this an activity that will help support the future of Niseko Town 50 or 100 years from now.

Through tree planting experiences and forest walks, we aim to create connections between people and forests and protect the rich natural environment.
During the activities, seeing the children find creatures, animals, acorns and other familiar things in the forest and playing with them innocently makes it feel rewarding and makes us realize the importance of creating opportunities for children to interact with the forest.
I am also very happy that the event has provided an opportunity for people to learn about the charms of the town's forests and the significance of the NIS-ECO Project's activities.
In the future, we would like to have people experience not only planting trees, but also caring for them. Forest creation takes decades, even centuries, and is a long process. We hope that by caring for the trees and watching them grow, people will develop an attachment to them and become more interested in the forests of Niseko Town.

The "2024 Town Development Discussion Meeting" began on November 22nd. The mayor will visit each venue to inform you about the town's projects and listen to your opinions and requests in a roundtable discussion format. Winter is here! Help us remove snow!

The full-scale snow season has arrived again this year. If you live in Niseko Town in the winter, you cannot avoid snow removal. Snow removal requires the understanding and cooperation of all townspeople. Let's deepen our understanding of snow removal and work together to get through the winter.
Do you know how deep the snow is in Niseko Town?
It snows a lot every year Niseko Town. Do you know how much snow actually falls? The average snowfall depth for 10 years from FY26 (FY2014) to 2023 degrees Celsius (FY2023) is about 850 centimeters. The amount of rainfall varies depending on the year, but you can see that Niseko Town receives a lot of snow every year.
Snow removal is necessary to protect daily life when it snows a lot. In order to ensure safe and secure road traffic, the town outsources snow removal to private businesses.
Did you know?
Snow removal work in Niseko Town
Snowplows are deployed when the amount of snowfall exceeds approximately 10 centimeters in the morning. However, if the snow continues to fall and it is determined that the work cannot be carried out efficiently and effectively, they may not be deployed immediately.
On the other hand, when snowdrifts are severe due to strong winds and there is a risk of accidents, etc., patrols are dispatched whenever they deem snow removal necessary. Snow that fell during the day or at night is usually removed in the early morning, and we try to finish removing the snow as much as possible before people start commuting to work or school.
Snow removal by snowplows involves pushing the snow off the road to the left or right. As a result, snow that has been pushed aside can end up being left behind in front of the entrance or garage. This method of snow removal is used to efficiently remove snow and ensure that the roads are safe for travel in time for commuters and school commuters.
If the width of a road becomes narrower due to snow accumulated as a result of snow removal work or road surface leveling, the snow is removed to ensure the road is wide enough.

1. Absolutely no! Parking on the street
On-street parking is an obstacle to snow removal work. Even a single car parked on the street makes snow removal impossible, causing great inconvenience to local residents. Parking on the street also impedes general traffic, so please refrain from parking on the street.
2. Definitely not! Removing snow from the roads
If you dump snow on the roads, it will make the roads uneven and narrow, causing traffic problems. Also, it will take time to remove the snow, and it may not be finished in time for people to commute to work or school, so please refrain from dumping snow on the roads.

Niseko Elementary School/Kondo Elementary School School Performance
The school festival was held at Niseko Elementary School on October 26th, and at Kondo Elementary School on November 9th.
At Niseko Elementary School, the 1st, 3rd and 5th graders performed music, while the 2nd, 4th and 6th graders performed plays. The 6th graders performed their roles with great expressiveness, as a culmination of the experiences they had gained over the past 6 years.
At Kondo Elementary School, the students were divided into 1st and 2nd graders, 3rd and 4th graders, and 5th and 6th graders performed plays, and the 4th to 6th graders performed traditional Japanese drums. In the school chorus, the students sang "The Highest Reach" along with the band performance of the teachers, which is an annual tradition. Making a jack-o-lantern
On October 23rd, a jack-o'-lantern making event was held at Kiranoyu. Around 30 people, including members of the local revitalization cooperation team and the Central Union Neighborhood Association, carefully removed the seeds and pulp from pumpkins and made lanterns with various designs.
From October 26th to 27th, pumpkin lanterns placed around Niseko Station were lit up.

Yusuke University Learning Meeting
Town bus tour guided by the mayor
At the Kotobuki University study session on October 18th, 40 students participated in a bus tour of the town guided by the mayor.
On the bus tour, the group visited 10 facilities in the town, including the Niseko Ostrich Farm and the Central Warehouses, while listening to a guided tour by Mayor Katayama. They made new discoveries that they had not known about even though they live in the town, and seemed to enjoy themselves.

The 226th Town Development Citizen Lecture
On October 17th, the town held the 226th Town Planning Citizens' Seminar to discuss the "Niseko Town Basic Ordinance for Town Development." The Niseko Family Running, organized by the Regional Revitalization Support Team, was held at the Niseko High School gymnasium on October 19th. Due to rain, the originally planned outdoor run was canceled and held indoors, but about 100 people, including parents and children from inside and outside the town, participated.
Participants loosened up with rhythmic exercises taught by Hokkaido Consadole Sapporo alumnus Junki Yokono, and enjoyed balloon volleyball and other activities.

Taking on the world from the foot of Mt. Yotei
On October 26th, an event was held at Central Warehouse Group Warehouse No. 1, sponsored by the Niseko Future Support Team, to support local athletes.
A member of the freestyle skiing and mogul team "NISEKO B&J" based in the Niseko area.
The 11 athletes put together videos of their regular practice sessions and matches they have participated in, and introduced the sport.
This season, we are participating in overseas tours and various tournaments.
There was also an introduction to cross-country skiing, biathlon and other sports, providing a valuable opportunity to learn about winter sports.
We are rooting for all the players!
Considering Landscape Ordinance
The 227th Town Development Citizen Lecture
On November 1st, the town held the 227th Town Planning Citizen Lecture entitled "Protecting Niseko Town 's Landscape - Our Wishes and Landscape Ordinance."
Mr. Yoshinobu Kitamura from the Faculty of Law at Sophia University was invited as the lecturer and, based on the talk of other local government ordinances on landscapes, gave a lecture on how we should think about Landscape Ordinance, which is currently under review for revision. Participants asked questions about the concept of a good landscape and its relationship with the environment, and there was an active exchange of opinions on what should be done to make Landscape Ordinance suitable for the town in the future.

Winner of the top prize at the Life Experience Presentation
Niseko High School 3rd year student, Namiko Kudo
On October 8th, Niseko High School student Namiko Kudo participated in the 68th Hokkaido High School Part-time and Correspondence Course Student Life Experience Presentation Competition and won the Grand Prize.
On November 17th, they participated in the 72nd National High School Part-time and Correspondence Course Student Life Experience Presentation Competition held in Tokyo. Unfortunately, they did not win a prize, but we commend them for their efforts so far and look forward to their future success.

Niseko Town Culture Festival
Niseko Town Cultural Festival, sponsored by Niseko Town Cultural Association, was held from October 26th to November 4th. In addition to presentations by various cultural groups, works by various cultural groups and children and students were exhibited at the Town Hall.
The Cultural Encouragement Award ceremony was also held, where Miyo Hayashi of the Niseko Tanka Club was awarded the Cultural Encouragement Award in recognition of her contributions to cultural activities.

Presentation ceremony for the ozone sterilization and deodorization device "Air Buster"
Sanyu Shoji Co., Ltd. made a donation using the corporate version of the hometown tax system, and offered to donate an ozone sterilization and deodorization device called "Air Buster." A donation presentation ceremony was held on November 7th.
The presentation ceremony was also attended by Yoshio Itoi, an advisor to Sanyu Shoji Co., Ltd. and former Nippon Ham Fighters player, who also appeared on Radio Niseko's "Straight Talk" segment after the ceremony.

1st Year President Pirika Kunii
Nice to meet you all. I'm Pirika Kunii, a first year student and the new student council president.
Niseko High School held a student council election at the beginning of last month. There were many candidates in this election, and it was a heated battle. Each candidate gave a strong speech and made their appeal, which was very cool, and we could see their intention to carry the future of the school on their shoulders. Niseko High School is now facing a major reform in the year after next, and students are becoming more free to carry out their activities. Since last month, we have been conducting a survey of the townspeople regarding the school's rules on hairstyles.
In this way, we, the new student council, have taken over the will of our predecessors and are working hard to build a new school. We appreciate your continued support.

Niseko Elementary School/Kondo Elementary School School Performance
The school festival was held at Niseko Elementary School on October 26th, and at Kondo Elementary School on November 9th.
At Niseko Elementary School, the 1st, 3rd and 5th graders performed music, while the 2nd, 4th and 6th graders performed plays. The 6th graders performed their roles with great expressiveness, as a culmination of the experiences they had gained over the past 6 years.
At Kondo Elementary School, the students were divided into 1st and 2nd graders, 3rd and 4th graders, and 5th and 6th graders performed plays, and the 4th to 6th graders performed traditional Japanese drums. In the school chorus, the students sang "The Highest Reach" along with the band performance of the teachers, which is an annual tradition. The perfect performance by the teachers and students drew a lot of applause from the audience.

Making a jack-o-lantern
On October 23rd, a jack-o'-lantern making event was held at Kiranoyu. Around 30 people, including members of the local revitalization cooperation team and the Central Union Neighborhood Association, carefully removed the seeds and pulp from pumpkins and made lanterns with various designs.
From October 26th to 27th, pumpkin lanterns placed around Niseko Station were lit up.

Town bus tour guided by the mayor
At the Kotobuki University study session on October 18th, 40 students participated in a bus tour of the town guided by the mayor.
On the bus tour, the group visited 10 facilities in the town, including the Niseko Ostrich Farm and the Central Warehouses, while listening to a guided tour by Mayor Katayama. They made new discoveries that they had not known about even though they live in the town, and seemed to enjoy themselves.
During the tour of the Niseko Ostrich Farm, we also had the opportunity to feed the ostriches.

The 226th Town Development Citizen Lecture
On October 17th, the town held the 226th Town Planning Citizens' Seminar to discuss the "Niseko Town Basic Ordinance for Town Development." The lecturer was Akira Nazuka, who was instrumental in the implementation of the ordinance, and a roundtable discussion was also held with former town council member Yuko Matsuda and current review committee member Keita Okuda. Hearing about the implementation of the ordinance and the future of the basic ordinance, it was an opportunity to reconsider the ordinance.

Niseko Family Running
The Niseko Family Running, organized by the Regional Revitalization Support Team, was held at the Niseko High School gymnasium on October 19th. Due to rain, the originally planned outdoor run was canceled and held indoors, but about 100 people, including parents and children from inside and outside the town, participated.
Participants loosened up with rhythmic exercises taught by Hokkaido Consadole Sapporo alumnus Junki Yokono, and enjoyed balloon volleyball and other activities.
At the end of the event, a fun raffle was held where participants could win luxurious prizes from around the town, creating a buzz in the venue.

This month's reporter is Nobuaki Sugawara. As the chairman of the Tokyo Niseko Association, I promote Niseko Town in the metropolitan area and other areas.
We participated in the 27th Hokkaido Farm Fair
Tokyo Niseko Association participated in the 28th Hokkaido Farmers' Fair at Yoyogi Park for four days from October 3rd to 6th.
Although attendance was lower than usual at 150,000 people, Eri Suzuki from Commerce and Tourism Division, Riko Sasaki and Yuki Konishi, who were seconded to Tokyo, came to support the Tokyo Niseko Association booth, creating a great atmosphere. On the first day, Member of the House of Representatives Osaka also stopped by, encouraging all the staff.
[A different Niseko Town booth than ever before]
This year, in addition to town hall officials, we also received support from Niseko Town fans in Tokyo. We also enlarged the layout and added a Niseko Distillery GIN corner to the booth, which helped us to appeal to youth and innovation.
[Suspension of sales of most popular corn and new initiatives]
Corn is usually well-received, but as with last year, there was a risk that it would be difficult to sell due to the high temperatures of the summer. As an alternative, we introduced online sales in limited quantities, and as a result, we received orders from people who were not members, which made us realize the power of the internet.
The product was well received by buyers, and they were able to enjoy the taste of Niseko Town grown corn, which cannot be found in the Kanto region.
[The Powerful Power of the World's Highest Award-winning Ohoro GIN (Standard)]
This was the first time that GIN was offered. Niseko Distillery's General Manager Tomoki Hayashi and other powerful marketing members came together to hold a tasting promotion aimed at women and people from overseas, which resulted in unexpected sales.
[Future issues: dealing with inbound demand and the risk of unsold units]
We have had visitors from overseas for some time, but I think that internationalization will continue to progress in the future. We expect to attract even more customers by making signs and plates multilingual and by increasing the bilinguality of our staff. In addition, we are facing an issue of unsold items due to a lack of demand forecasting. We will investigate other cases and countermeasures, and we hope to avoid the risk of unsold items by promoting the use of the Internet, such as by introducing product cards that can be used to purchase items at a later date, in addition to direct sales.

We held our own local revitalization cooperation team workshop!
In order to decide on the direction of Niseko Town Regional Revitalization Team, the team members held a workshop.
The first session was held on October 3rd, with the theme of "Creating a Volunteer Person Map." Volunteers discussed what areas they are interested in and what kind of initiatives they would like to undertake in the local community in the future.
The second theme was "Good and bad points of volunteering." We identified the good points and problems that we felt while working as volunteers. We discussed and presented in a workshop format in groups why the problems occurred and what measures could be taken to solve them.
In the third meeting, we will look back on the discussions held so far and decide on the team's overall activity policy for the second half of the year.

One year left in the term
The use of drones to spray pesticides, which began in the first year, has gradually taken shape, and this year we have received requests from farmers in the town.
In the spring, summer and fall we spray pesticides, and in the winter we work towards opening a yakitori restaurant in the shared kitchen, which we are currently working on.

This is the last farm work of the year. We cleaned up the greenhouse and harvested spinach. We plan to start farming in the Tomikawa area of Niseko Town next year. We aim to improve our agricultural techniques so that we can grow delicious vegetables.

The first session was held on October 3rd, with the theme of "Creating a Volunteer Person Map." Volunteers discussed what areas they are interested in and what kind of initiatives they would like to undertake in the local community in the future.
The second theme was "Good and bad points of volunteering." We identified the good points and problems that we felt while working as volunteers. We discussed and presented in a workshop format in groups why the problems occurred and what measures could be taken to solve them.
In the third meeting, we will look back on the discussions held so far and decide on the team's overall activity policy for the second half of the year.

"Revision of the Road Traffic Act"
Did you know that the revised Road Traffic Act regarding bicycle accidents came into effect on November 1, 2024? In this article, we will explain the main changes to the Road Traffic Act.
1. Penalties for drunk driving on bicycles
Until now, only drunk driving was subject to penalties for bicycles, but now driving under the influence of alcohol is also subject to penalties. Penalties are up to three years in prison or a fine of up to 500,000 yen.
"Drunkenness" refers to having 0.3mg or more of alcohol per 1ml of blood or 0.15mg or more per 1L of breath. As a guide, this amount of alcohol is said to be equivalent to one medium-sized bottle of beer, one cup of sake, or 1.5 cans of chuhai. Since the degree to which someone becomes drunk varies from person to person, it is not okay to drive after drinking alcohol.
2. Prohibition and penalties for operating or looking at a smartphone screen while riding a bicycle
Due to the increase in bicycle accidents caused by carelessness due to smartphones, operating a smartphone or staring at the screen while riding is now prohibited and punishable by imprisonment for six months or more or a fine of up to 100,000 yen.
However, it is said that about 23% of all traffic accidents are bicycle-related, and in the past, there have been cases where bicycle accidents resulted in compensation of about 100 million yen. Despite the fact that such large compensation amounts can occur, unlike automobile insurance, not many people have bicycle insurance, and it is said that only about 60% of the population has bicycle insurance.

Preparing for a snowstorm
Blizzards occur when a developed low pressure system passes near Hokkaido or when there is a strong winter pressure pattern. There is a risk of serious traffic disruptions, such as cars getting stuck and buried due to poor visibility and snowdrifts caused by a severe blizzard. If a car gets stuck and buried, there is a risk of the muffler getting clogged with snow, causing carbon monoxide poisoning.
In addition, while it is best to avoid going outside during a snowstorm, it is also important to prepare for a power outage, as heavy snow and strong winds can cause power lines to fall, causing power outages and making lighting and heating appliances unavailable.

The material of burnable garbage bags will change
The material of Niseko Town designated "burnable garbage bags" (green bags) that you use will be changed.
The materials used for bags up until now have high tensile strength and a hard texture, and can withstand heavy weight, but they tend to tear easily, and can tear vertically through small holes, etc. For this reason, many people may have had the experience of repairing torn parts with duct tape or the like before using them again.
We have decided to change the material of the burnable garbage bags to solve the issue of them tearing easily. The new material is the same as the "non-burnable garbage bags" that we currently use, and is characterized by its resilience and less tendency to tear even if it is punctured or scratched than the previous material. However, since the material is stretchy, the handles of the bag may stretch if a considerable amount of weight is put in the bag.
There will be no major changes to the color or size of the bags currently in use, but we will add English and Chinese labels to the packaging so that people who have come to live in Niseko Town from overseas can understand them.
The new bags are scheduled to be available in stores from mid-December at the earliest. The current bags will continue to be available, and there will be no change in the purchase price.

I grew up in Konbu Onsen as a child. At that time, we lived near a major road, but even when it snowed, the roads were only cleared once every few days, and when there were heavy snowfalls in succession, the snowplows would not come for days. I was very happy when the long-awaited snowplows finally arrived, and I felt a sense of joy and relief, as if the cleared roads were brightening the world. The neighbors also greeted the snowplows every time they came.

"Revision of the Road Traffic Act"
Did you know that the revised Road Traffic Act regarding bicycle accidents came into effect on November 1, 2024? In this article, we will explain the main changes to the Road Traffic Act.
1. Penalties for drunk driving on bicycles
Until now, only drunk driving was subject to penalties for bicycles, but now driving under the influence of alcohol is also subject to penalties. Penalties are up to three years in prison or a fine of up to 500,000 yen.
"Drunkenness" refers to having 0.3mg or more of alcohol per 1ml of blood or 0.15mg or more per 1L of breath. As a guide, this amount of alcohol is said to be equivalent to one medium-sized bottle of beer, one cup of sake, or 1.5 cans of chuhai. Since the degree to which someone becomes drunk varies from person to person, it is not okay to drive after drinking alcohol.
2. Prohibition and penalties for operating or looking at a smartphone screen while riding a bicycle
Due to the increase in bicycle accidents caused by carelessness due to smartphones, operating a smartphone or staring at the screen while riding is now prohibited and punishable by imprisonment for six months or more or a fine of up to 100,000 yen.
However, it is said that about 23% of all traffic accidents are bicycle-related, and in the past, there have been cases where bicycle accidents resulted in compensation of about 100 million yen. Despite the fact that such large compensation amounts can occur, unlike automobile insurance, not many people have bicycle insurance, and it is said that only about 60% of the population has bicycle insurance.
I don't think I'll be riding a bicycle this coming season, but I should still be aware of the changes in the law.

Preparing for a snowstorm
Blizzards occur when a developed low pressure system passes near Hokkaido or when there is a strong winter pressure pattern. There is a risk of serious traffic disruptions, such as cars getting stuck and buried due to poor visibility and snowdrifts caused by a severe blizzard. If a car gets stuck and buried, there is a risk of the muffler getting clogged with snow, causing carbon monoxide poisoning.

The material of burnable garbage bags will change
The material of Niseko Town designated "burnable garbage bags" (green bags) that you use will be changed.
The materials used for bags up until now have high tensile strength and a hard texture, and can withstand heavy weight, but they tend to tear easily, and can tear vertically through small holes, etc. For this reason, many people may have had the experience of repairing torn parts with duct tape or the like before using them again.
We have decided to change the material of the burnable garbage bags to solve the issue of them tearing easily. The new material is the same as the "non-burnable garbage bags" that we currently use, and is characterized by its resilience and less tendency to tear even if it is punctured or scratched than the previous material. However, since the material is stretchy, the handles of the bag may stretch if a considerable amount of weight is put in the bag.
There will be no major changes to the color or size of the bags currently in use, but we will add English and Chinese labels to the packaging so that people who have come to live in Niseko Town from overseas can understand them.
The new bags are scheduled to be available in stores from mid-December at the earliest. The current bags will continue to be available, and there will be no change in the purchase price.

The International Youth Training Association, a public interest incorporated foundation, is recruiting participants for its spring break overseas training and exchange program. The aim is for participants to experience exchange through life abroad and develop an international perspective.
■ Schedule: 7 to 13 days between Saturday, March 22, 2025 and Saturday, April 5, 2025
■ Target audience: 3rd grade elementary school students to 3rd grade high school students
* Age ranges vary depending on the course.
■Training countries: UK, Australia, Canada, Saipan, Hawaii, Cambodia, Nepal
■Contents: Homestay, English training, school visits, cultural exchange, local tours, outdoor activities, etc.

This year's Chinese cooking class is finally coming to an end!
In April, Niseko Town traditional Chinese foods such as mugwort dumplings, in June, rice dumplings, and in September, mooncakes.
I have introduced it to you all. And this time, I would like to make authentic Chinese dumplings from scratch together with you all.
Do you like dumplings? When winter comes, don't you feel like eating warm boiled dumplings? Boiled dumplings, pan-fried dumplings, or steamed dumplings - which do you like best? On Saturday, December 21st, in celebration of the Chinese "Winter Solstice", let's make and compare three different kinds of dumplings!

Ski lift season ticket
This season, with the cooperation of the ski resorts in Niseko Town, elementary, junior high and high school students living in the town, as well as students attending Niseko High School and HIS, can purchase ski lift season passes at a discount.
To purchase a season pass, you must first apply for a voucher at the General Gymnasium. Bring the voucher to purchase a season pass at each ski resort.
In addition, Niseko Moiwa Ski Resort offers a discount for Hokkaido residents, and Niseko Annupuri International Ski Resort offers a 40% discount on adult one-day tickets and free admission for preschoolers for local residents from this year. For details, please check with each ski resort.

"Straightforward Talk in Niseko"
The Hokkaido Nippon-Ham Fighters Niseko Supporters Association works to create and revitalize the sports community in Niseko Town.
As part of this initiative, we will be holding a talk show called "Niseko de Chokkyu Talk" with Hokkaido Nippon-Ham Fighters player Kota Yazawa, who wears uniform number 12. Thank you to everyone who protects our lives!
I grew up in Konbu Onsen as a child. At that time, we lived near a major road, but even when it snowed, the roads were only cleared once every few days, and when there were heavy snowfalls in succession, the snowplows would not come for days. I was very happy when the long-awaited snowplows finally arrived, and I felt a sense of joy and relief, as if the cleared roads were brightening the world. The neighbors also greeted the snowplows every time they came.
Clearing snow from roads is a tough and important job that involves dealing with nature, and when snowfall continues, it becomes hard work day and night. We would also like to thank those who collect garbage from homes and businesses for their daily efforts. Thank you to everyone who works in a variety of jobs that protect our lives and livelihoods.

Various "Autumn" and the end of the year
Hello! I'm Matsuda, the museum director. How did you spend this fall?
For the Central Warehouses, October and November were two very eventful months! October in particular saw the return of Niseko Halloween, which was held last year, Niseko Wood Park, which was held for the second time at the Central Warehouses, and other events every weekend, including music concerts and the finish line of an adventure race, creating a great atmosphere for people both in and outside the town. In addition to weekends, academic presentations and school trips were also held here, and the area was also a popular spot for events outside of the weekends.
The Central Warehouses have been used in a variety of ways, including hosting events for special events such as Christmas and New Year's parties. However, because the facilities were often rented out for private use, we were forced to turn away people who wanted to use the facilities as a place to work, relax, or socialize with friends. We do not plan to hold many private events in December, so we will keep the building warm and look forward to welcoming you.
2024 is coming to an end in a flash. Thank you for using the Central Warehouses this year. We look forward to your continued support in 2025. In addition, future opening schedules and announcements will be posted on our website and various SNS accounts, so please take a look. Editor's Note
The Niseko Town Culture Festival was also featured in the town's news. When I looked at the program I received in advance to cover the event, I was surprised at the number of arts and cultural groups in the town.
Unfortunately, I wasn't able to cover all of the presentations, but I enjoyed the stage presentations and exhibits while taking photos. Both the stage presentations and the exhibits gave me a glimpse into their everyday activities, and I thought it was wonderful that so many people were able to share their passions with their friends.
When I go out and do interviews, I realize that there are many people in the town who are engaged in various activities. I will do my best to create a paper that will draw attention to all of these people who are active in the town. (Ma)
