Special Feature: It's not just adults who build towns!
Town Planning Youth Involvement

The right to participate in town development as stipulated in the "Niseko Town Basic Ordinance for Town Development."
Everyone who lives in Niseko Town, from adults to children, has this right.
So far, many children have participated in town development and supported the town development of Niseko Town.
This time, we will look back on our activities so far and tell you what the children are thinking and feeling right now.


The right to participate in urban development
In 1994, the town launched a plan for town development based on "information sharing" and "resident participation." As part of this initiative, the town started holding town development lectures for town residents and town development discussion meetings, publishing "I want to know more about this year's work," and enforcing information disclosure and personal information protection ordinances. Amidst all this, the townspeople had a question: "Will these mechanisms disappear if the mayor is replaced?"
Therefore, in order to back up the efforts and practices made up to that point and to clearly define the town's stance, the "Niseko Town Basic Ordinance for Town Development," which is a set of common rules for promoting town development in Niseko Town, was enacted in April 2001.
The preamble and Article 1 of the "Niseko Town Basic Ordinance for Town Development" state that town development will continue to be based on the two pillars of "information sharing" and "resident participation," which have been the foundation of town development up to that point, and outline the rights and responsibilities that we, the townspeople, have in order to leave a "town that we can be proud to live in" for future generations. Chapters 2 to 4 then go into detail about the system for information sharing and the rights of townspeople to actively participate in town development.
The right to participate in town development. This is not just a right for adults. Children, who will be responsible for the town's future, also have the right to participate in ways appropriate to their age, as stipulated in Article 11 of Niseko Town Basic Ordinance for Town Development.

Article 11 Young people and children under the age of 20 have the right to participate in urban development appropriate to their age.
The "Elementary and Junior High School Student Town Planning Committee" and "Children's Parliament" were established to guarantee this right and enable town development to be considered from children's perspective.

The beginning of children's participation in town development
The Niseko Town Basic Ordinance for Town Development came into effect in 2001. This was the same year that the elementary and junior high school student town planning committee and children's assembly were established.
The Elementary and Junior High School Student Town Planning Committee is held as an initiative to learn about Niseko Town from a different perspective and participate in town development. Eight elementary school students participated in the first meeting in 2001, and discussed what they could do for the town, what they hope for the town, and their dreams. The eight members who participated as committee members had free ideas and strong feelings for the town, and felt the need for opinions from a child's perspective, so the meeting has been held every year since then. The contents of the meetings vary depending on the theme of the year, such as painting the connecting bridge and decorating signs that they had written themselves as a measure against graffiti at Niseko Station, finding hometown view points as defined by the Niseko Town Landscape Ordinance and making recommendations to the mayor, and creating school lunch menus using Niseko Town ingredients. Many children have learned about Niseko Town through various activities and participated in town development from a child's perspective.

Children's assemblies are also held as an opportunity for children to voice their opinions on town development. The proceedings, explanation staff, and venue are the same as those for town assemblies. Children discuss their ideas with the assembly members, receive advice many times, and think up questions to ask before the day of the assembly.
Town officials are also serious about answering the questions that the children have thought up so hard about. This is a very important opportunity for them to become aware of the initiatives they are taking and to consider the feasibility of the questions.

The Significance of Children's Participation in City Development
Learning about Niseko Town from a different perspective than usual. Participating in town development and expressing your own ideas. It is an opportunity to think deeply about Niseko Town, rather than viewing Niseko Town to have these ideas presented from a child's perspective.


FY2024 Elementary and Junior High School Student Town Planning Committee

We all learned, thought, and came up with lots of ideas.
As of 2023, a total of 262 children and students have participated in the elementary and junior high school town planning committee.
The number of members of the 2024 Elementary and Junior High School Student Town Planning Committee is 21.
We have held four activities so far. What did the children see and think during these activities?




Disaster prevention and attraction map creation
July 13th, Fukui Community Center

The "Fukui District Disaster Prevention and Attraction Map Creation" was a collaborative project between the town, the Fukui District Friendship Association, the Elementary and Junior High School Student Town Planning Committee, representative elementary and junior high school students from the Fukui district, Hokkai Gakuen University, and HBC.
First, we learned about the history and efforts of the Fukui region from Mr. Yajima of the Fukui Region Friendship Association. After that, we split into the "Fukui Region Group" and the "Soma Region Group" and carried out fieldwork. In addition to historical sites and places with beautiful scenery, we identified areas expected to be flooded.
Finally, the participants created disaster prevention maps and attraction maps for the Fukui and Soma areas and presented their findings and the attractions of the areas.

There is a lot I didn't know, such as the characteristics and history of the area, and the mutual aid transportation initiative being undertaken in the Fukui area.

▲Mr. Kato from Niseko Yukimori Kosha Co., Ltd. will tell us about Yukimori Kosha's activities. We will ask questions about things we don't understand and search for things we want to include on the map.

▲Kombugawa River is an area expected to flood. While the children are learning that it is a dangerous place, they are also discovering its appeal as a playground.
We will write down what we saw and felt on the map. Each group will thoroughly discuss what to write.
The map that is created in this way is a special map, one of a kind in the world.



Let's create exciting play and learning spaces
August 5th Niseko Town Hall

"Thinking about exciting play and learning spaces" held in preparation for a workshop to create the future of Niseko with Minecraft
Sharing ideas and exchanging opinions.
First, participants were divided into five groups and shared their ideas on three categories: "Favorite Points," "Things They Want to Change," and "What Does the Future Hold?", and thought about exciting play and learning spaces. Niseko Town then summarized their opinions on a poster and presented them in groups.
Afterwards, Mr. Mikuni from Keio University, who is working on research into urban development using Minecraft, gave us a talk about the latest technology and playgrounds outside the town.
Finally, after hearing about forest conservation and the natural cycle from Kiyobe, an active local revitalization volunteer who is also involved with Niseko Yukimori Kosha Co., Ltd., the participants tried their hand at making wooden spoons. Using a wooden spoon kit made from wood from Niseko Town, participants removed the spoons from the molds and polished them with sandpaper. Using three different types of sandpaper with different grits, participants rounded off the sharp edges and tried to change the shape to make them easier to hold. Each participant demonstrated their originality and completed their very own one-of-a-kind spoon.

What is Minecraft?
It is an electronic block game that allows you to create structures, combine items to create things, and create your own virtual space.

The "Let's Create Playgrounds and Learning Spaces of the Future with Minecraft" workshop was held as a collaborative project with the Yamagata Laboratory of the Graduate School of Design Management.
First, they experienced the latest technology. They actually tried out image generation technology using generative AI and AR. The children were excited by the many experiences that the latest technology could offer.
After that, the students split into four groups to think about future playgrounds and learning spaces in Niseko Town. They exchanged ideas such as "It would be nice if there was a playground like this," "It would be nice if we could do this," and "This is something I would like to change." They combined ideas for what would be nice to have in the future with things that are in playgrounds and learning spaces, and actually created the future Niseko in Minecraft. It was also important to communicate what they had thought up and created, and share their ideas. They explained why they made it and what they thought about it.
The ideas the children came up with were full of ingenuity and thought from a child's perspective. Perhaps thinking about the future of Niseko gave them an opportunity to reconsider Niseko Town today.

By the third time, the workshop is a piece of cake.

The next meeting will be the Children's Parliament

Through these four activities, including the orientation, what does the children think of Niseko Town today?
What I saw, heard, and felt by myself. What I thought from the opinions of other town planning committee members. What I learned from the people who live in Niseko Town and the university students who worked with me. I think there were many things that I thought about and felt about Niseko Town anew during the activities of the elementary and junior high school student town planning committee.
Next, we will work towards a "children's parliament" where children will gather together their thoughts and express them as their own opinions.



Why don't you reconsider town development?

This year marks the year that the Niseko Town Basic Ordinance for Town Development will be reviewed. This ordinance is developed by the townspeople in response to the changing times. We need your input to review the rules governing urban development.
This month's feature focuses on children's participation in town development, but there are many other opportunities to get involved in town development, such as adult "town development committees" and systems that support town development activities for town residents. Why not think together, from children to adults, and create a town that you can be proud to live in?

As a culmination of the Town Planning Committee's activities, we will be holding a "Children's Parliament" again this year.
Like the town council and other meetings, anyone can watch. Why not actually hear what elementary and junior high school students think about the town?

Let us hear your voices

In order to make Niseko Town a more livable town, the opinions of each and every town resident are of paramount importance. In order to hear as many of your voices as possible, the town hall is using various methods to create an environment where it is easy to talk about your opinions and questions. We will introduce these methods here, so please make use of them.


We will hold a community development meeting


The mayor will visit the venue in each district to inform you about the problems the town is currently facing and the projects being carried out, and will listen to your opinions and requests in a roundtable discussion format. Anything is welcome, including things you have noticed in your daily life, simple questions, and requests for things you would like to see done. Please attend the discussion meeting and provide your opinions. You can also participate in the discussion meeting even if you do not have any particular opinions.
We will consider whether the opinions and requests we receive can be addressed immediately or whether they are necessary. We will act immediately if we can, and if a certain amount of money is required, we will reflect it in the creation of next year's budget.
Although venues will be prepared for each district, you are free to attend any venue at a time that is convenient for you, even if it is not in your administrative district.

Why not have a casual discussion with the mayor in an environment where it is easy to talk with friends who have the same hobbies? There is no set date or time, so please contact the Public Relations and Public Hearings Section and we will arrange a date and time with the mayor.

When about 5 or more people gather, the mayor will go to a location of your choice and talk to you. It can also be used if you want to hear specialized talks from section chiefs and staff. If you would like to do so, please contact us in advance to arrange a date. If there is no suitable venue, we will prepare one.

On this day, the mayor will talk to each person. The talk time is about 20 minutes. Every month, "Hello" (daytime) and "Good evening" (evening) are held alternately. There is no need to apply, but it is convenient if you contact us in advance as we may have to keep you waiting.

The 42nd Niseko Marathon Festival runs through Niseko in autumn

The Niseko Marathon Festival (organized by the Executive Committee) was held on September 15th, and runners from all over Japan participated in the Niseko Marathon.
This year's event saw 1,655 participants, the second highest number of participants to date.
In the cool weather that signaled the arrival of autumn, the runners in the half marathon, 10km, 3km and fun run events started at the venue's athletics stadium, running through Arishima Takeo Memorial Museum, Niseko Bridge, Kira Kaido and other areas.
Although the course included some difficult ups and downs, the runners enjoyed road paintings of messages of support and cheers from the sidelines.
With that in mind, the players ran as hard as they could towards the goal.

Day Service Center Respect for the Aged Day Celebration with Various Events

Respect for the Aged Week was held at the Day Service Center from September 16th to September 20th. Everyone enjoyed singing, dancing, puppet shows and other events while eating homemade street food-style snacks.
On September 17th, the members of Asobook presented a hand-drawn Kamishibai story. The audience was captivated by the powerful pictures and the dialogue between the readers, who were fully immersed in the characters.

I was drawn into the world of Rakugo.

On September 21st, the "Asobukku Otsukimi Yose" comedy show was held at the Town Hall by five Rakugo performers active in Hokkaido. The show featured Rakugo stories that made you laugh out loud with their skillful storytelling and punch lines, storytelling that was told at a good tempo to the sound of a folding fan and a shakudai, and ukulele stand-up comedy that was sung humbly to the soothing sound of the ukulele. The audience was filled with laughter at the many funny stories.

Enjoy autumn in Niseko by bicycle! Niseko Gravel Autumn Ride

The Niseko Gravel Autumn Ride 2024, a bicycle tour of the unpaved roads around Niseko, was held over two days on September 21st and 22nd, with over 600 participants starting from the central warehouses at the venue for each course.
At the venue, Niseko High School students sold sweet potato bagels and chiffon cakes, and the event was bustling with visitors.

Mt. Yotei Climbing Challenge Niseko Challenge

The Niseko Challenge took place on September 23rd, when 14 fifth and sixth graders from Niseko Elementary School and Kondo Elementary School attempted to climb Mount Yotei.
Although it was a little chilly, the autumn weather was perfect for mountain climbing, and the children started on the Mt. Yotei Kutchan Course. They aimed to climb as high as they could with their current abilities. They walked as hard as they could while enjoying the beautiful scenery and chatting with their friends, and four of them successfully reached the summit.
When the children came down the mountain, their faces were filled with a sense of accomplishment and confidence.

Feel the charm of toys at the Toy Festival

On September 28th, a toy festival sponsored by Famisaponiseko was held at the Community Center.
The event was open only to Niseko Town and featured the "Toy Hospital" where broken toys were repaired free of charge, and the Kinderleap bus toy store selling a wide variety of toys, attracting many parents and children.
During the event, there was a stacking activity using French wooden blocks called "Kapla" and a talk show by the Kinderleap store manager, which livened up the atmosphere in the venue.

Certificate of Appreciation for Community Contributions Award Ceremony

On September 27th at the town hall, Mayor Katayama presented a letter of appreciation to Road Giken Co., Ltd. for their contributions to the local community by repairing the parking lot dividing lines at public facilities in the town.
On the same day, Mayor Katayama presented a letter of appreciation to Nagasawa Equipment Co., Ltd. for its contribution to the local community by donating land needed for the Miyata area (Ohanai) simple water supply project.

The lane has been repaired, making it safe to use.

Ceremony to sign partnership agreement with Hokusei Gakuen University to improve English education

On September 26, the town signed a partnership agreement with Hokusei Gakuen University.
In addition to receiving support for the operation and activities of World Village, which has been implemented at Niseko High School since this year, we will also implement initiatives to improve English education at elementary, junior high, and high schools in the town. We also plan to consider new high school-university collaboration initiatives in the future.

New Niseko Fire Department Construction Project 225th Town Development Citizen Lecture

On October 1st, the town held its 225th urban development citizen lecture in preparation for the construction of the fire department building.
The head of the Fire Department's maintenance office, Mr. Kurotaki, and the company explained the progress so far, the future schedule, and an overview of the building. Participants asked questions about training locations and snow disposal after the new building is constructed, and there was an active exchange of opinions.

A detailed explanation will be given about the construction of the building.




Niseko Distillery's "Ohoro GIN" wins top award at international tasting event

ohoro GIN won the top prize in the gin category, the Trophy, at the International Spirits Challenge 2024, one of the world's three major alcoholic beverage competitions held in the UK, and CEO Nagumo and Mr. Tomihara visited the town hall to report on the award. This is the second time this year that ohoro GIN has won the top prize at an international competition, following the World Gin Awards.

Niseko Halloween and Railway Heritage Public Event

On October 13th, the Niseko Halloween 2024 and Railway Heritage Open House Event was held around Niseko Station and the Central Warehouses, attracting many visitors.
Niseko Halloween 2024 was a fun event that brought smiles to the faces of participants, including a costume contest where participants dressed up in elaborate and wonderful costumes, and the Niseko Gourmet Carnival, where food trucks lined up. In addition, the railway heritage open event, which also commemorated the 120th anniversary of the opening of Niseko Station, featured the Niseko Express, which was open to the public and a ride experience, as well as a violin performance by Atsuhisa Osako, a sound travel director and support ambassador for Arishima Takeo Memorial Museum, entitled "Thinking of the Railroad," which filled the venue with pleasant sounds.

At the end of the event, there was a candy throwing raffle. Everyone was desperate to get some candy from B.B.

Mini Challenge! Let's think about food waste

The Niseko Mirai Lab "Mini Challenge!!" was held on October 2nd, 9th, and 16th by the Niseko Town Board of Education. Twenty third and fourth grade students from local elementary schools considered what they could do to reduce food waste through tours and experiences.
On October 2nd, the group visited the farm of Yuki Matsuda in Soga. Matsuda told them that of the 10 tons of carrots he grows, only 60 to 70 percent are shipped, and shared some recommended recipes using carrots. Afterwards, the group also harvested the carrots.
On October 9th and 16th, the students were divided into grades and made pita bread using plenty of carrots that would otherwise be wasted. Through a tour of the farm and a cooking experience, the students had a valuable opportunity to learn about the importance of reducing food waste.

This year's theme is "Smile, Lively, and Bonding" at the Niseko Junior High School Cultural Festival

On October 5th, Niseko Junior High School held a school festival with the theme of "Smile, Bonds, and Love." Each class performed on stage, and students promoted their classes using slides they had taken, edited, and created. There was also a chorus competition, and all the classes came together in unison to sing and give speeches.
In addition, placards, art club works, calligraphy, etc. were displayed in the hallway. It was clear from the works that the students had worked hard on, and the parents, local residents, and others who saw the works seemed impressed.

On October 11th, kindergarten children and Niseko High School students roasted sweet potatoes at the Yoji Centre Yoji Centre.
The children slowly roasted sweet potatoes using fallen leaves they had collected. These sweet potatoes were grown by Niseko High School students and were delicious. The insides were a beautiful yellow, and some children even went for second helpings of the sweet, fluffy sweet potatoes. In the clear autumn sky, the children looked very satisfied as they stuffed their mouths with the delicious roasted sweet potatoes. The children in the Kuma group also played tag with the older high school students, showing how friendly they were with them.

Welcome to Niseko Town! The Hitomeguri train arrives at Niseko Station.

The special chartered train "HOKKAIDOLOVE! Hitomeguri-go", operated in collaboration between Japan Airlines and JR Hokkaido, arrived at Niseko Station on October 12th.
As everyone arrived at Niseko Station, they were greeted by a powerful Japanese drumming performance by the local Japanese drumming team "Yasoe." Then, before the train departed, a violin performance was given by Atsuo Osako on the platform.
After arriving at Niseko Station on the Hitomeguri train, everyone took photos in front of the brightly colored pumpkins in front of the station, viewed the railway heritage site, and enjoyed their time in Niseko Town.

We had a great harvest! Niseko High and Niseko Small Rice Harvesting Experience

On October 3rd, Niseko High School students experienced rice harvesting in the rice field of Toshinori Ohashi in Satomi, and on October 15th, Niseko Elementary School fifth graders experienced rice harvesting in the rice field of Yuichi Miura in Niseko.
The rice fields that were hand-planted in the spring are now full of ripe rice. Although it was hard work to harvest the rice by hand using sickles that we were not used to using, we all enjoyed the process and carefully harvested the rice.

Asobook Hobby Class: Try Ainu Embroidery

On October 12th, the Asobook Hobby Class "Ainu Embroidery is Beautiful" will be held.
It was done.
We welcomed Yumiko Shintani as our instructor and experienced traditional Ainu crafts. First, we made a notebook case and embroidered Ainu patterns on it. Although we struggled with the difficulty of embroidery, the participants enjoyed talking with each other and created wonderful works.

Strengthening cooperation among fire brigade members through autumn convocation training

On October 15th, the first day of the Autumn Fire Prevention Campaign, the Niseko Fire Department conducted a mock building fire drill.
In response to a dispatch command from the Fire Department Command Center, the fire department staff and fire brigade were dispatched. After the "1st Toy Festival"
Community development that supports child rearing in the community: Family support projects that connect people
Famisapo Niseko, which started in June 2022, is now in its third year, and currently has about 140 registered members. Famisapo is a system in which local residents become supporters and provide paid volunteer support for what they can do when they can, such as childcare and transportation for children from 0 to 6th grade in Niseko Town.
Several times a year we plan events that parents and children can enjoy together, such as "forest kindergartens," "mini-lectures," and "social gatherings," with the aim of raising awareness of our business and improving the skills of our members.
This was the first time that the "Toy Festival" was held this year. It was planned to be a day where people could feel "parent-child interactions through toys" and "important life skills such as imagination, perseverance, and concentration that can be developed in children through toys." We invited the toy hospital and toy store Kinderleap to hold the event.
On the day, over 200 people attended. Looking around the venue, you could see the smiling faces of children engrossed in playing with toys one after another, their serious gazes, their frustrated expressions after losing a board game, their repeated attempts to spin plates or balance blocks when they couldn't get it right, the sparkle in their eyes when they succeeded, and their adorable appearances hugging cute dolls as if they were friends...
Also, at the toy hospital, the indescribable looks in the children's eyes as they received their precious toys that had started moving again... No matter what aspect we looked at, I feel that it was a very enriching event.
We would like to continue to hold events like this in the future to create opportunities for everyone to learn more about Niseko Town as part of the framework for supporting child-rearing in the town. Thank you to everyone who attended.

The Student Council Officer Election was held! 3rd Year President Namiko Kudo

The student council election was held on October 9th, and the new student council officers were decided. Two candidates ran for president and two for vice-president, and a heated battle unfolded with passionate speeches. As a result, five of the six officers, including the president and vice-president, are first-year students, which suggests we can expect a new era to come. I hope that they will work together with the help of second-year students and teachers to build a school.
With the election, we, the previous student council officers, have retired. The student council was established this year and we have had to go through a lot of trial and error, but we have continued to incorporate new ideas to improve the school and have been able to carry out aggressive student council activities. We will carefully reflect on this year's work and hand over the responsibilities to our juniors, and entrust the future of Niseko High School to our juniors. We look forward to your continued support of the Niseko High School Student Council.

We opened a stall at the Niseko Morning Market!

Do you know about the "Niseko Morning Market" that has been held in front of Maeda Shoten once a month since May? This year, we set up a booth as a challenger. It was a learning experience for us to interact with local businesses and local residents. Thank you very much to everyone who volunteered and purchased products!

In Tokyo, I attended a macrobiotic cooking class and went around trying delicious and satisfying dishes that don't use animal ingredients. In Niseko Town delicious vegetables are readily available, I aim to provide food based on macrobiotic cuisine.
This year, we also set up a challenge booth at the morning market. In the future, we will be working at a shared cafe that is scheduled to open in Arishima.

Six months have passed since I moved to Niseko Town. To be honest, at first I was self-centered and just thought, "As long as I'm happy, that's fine." But after I was chosen as the leader of the volunteer team, I started thinking about how to help the volunteers be more proactive.
If we could interact with the town and its people in a more positive way, wouldn't life in Niseko Town be richer? I aim to be a volunteer and contribute to the community through my work as a volunteer leader for the next six months!

The 42nd Niseko Marathon Festival
This big event, in which many runners run through the town of Niseko, was held again this year. Approximately 1,650 runners participated, and the volunteers supported the runners by sealing the bibs and information sheets that were sent out in advance, and by acting as supervisors and water supply personnel on the day. I was also cheering them on and was inspired by everyone's running. Thank you to all the runners and volunteers for your hard work! (Saito Saiki)


First time in 5 years!
"Niseko View Plaza Harvest Festival"
The harvest festival was held at the Niseko View Plaza roadside station for the first time in five years. The volunteers were mainly involved in setting up and cleaning up the venue, making posters, holding a big raffle, and supporting Nikki.
The weather was lovely on the day, and I was very happy to see the customers having fun and to be able to meet the farmers that I don't usually have much contact with. (Suzuki Konoka)

Niseko Town Community School and the Niseko Future Support Team NPO held an Annupuri mountaineering event for elementary school students, with nine volunteers participating. We followed the guide and walked along the mountain path for about two hours. We made it to the top safely! (Muraoka Osamu)


Autumn Bicycle Festival
This was my first time participating in a Niseko Gravel event as a staff member. I participated on the second day, and first worked as an aid station at the first rest area distributing water, tomatoes, and ground cherries to the participants. After that, I checked the finish line and guided the participants there, welcoming them at the finish line, which was an activity that gave me a sense of unity with the participants. (Oba Junichi)

I went to the Respect for the Aged Day party.
The Kuma group participated in the Respect for the Aged Day event held at the Community Center. They danced to "Tatta, It's a One and Only Life, Sachiare," which they also danced at the sports day, holding pom-poms. The children were nervous at first, but when the music started, they were full of energy! They danced very well.
In the closing remarks, we all said out loud the words we had thought up together: "Grandpa, Grandma, stay healthy forever." I wonder if we were able to deliver everyone's energy and smiles?

We went on an autumn excursion.
Parents and children took a bus trip to Fukidashi Park in Kyogoku Town.
The weather was very nice that day, perfect for an excursion. We crossed the swaying suspension bridge and strolled through the park. A pleasant breeze blew along the walkway surrounded by trees, and the spring water felt cool and refreshing when we touched it. After that, we played on the playground equipment, including swings and slides, and ate our long-awaited lunch. The lunch we ate under the blue sky was delicious.

The other day, when I introduced some old photos of the town at a Kotobuki University study group, I received a phone call from a woman who said, "I have some photos at home that my husband left behind!" I was really grateful for this kind of invitation! So I went to visit the place with two curators from Arishima Takeo Memorial Museum.
These are snapshots of the husband's life from the period immediately after the war to the present, but among them there are many photos that are important in telling the history of the town, and will be important in the future. Among the photos we received this time, we will introduce photos of Akasaka-yatsu (※1) in Niseko Town, which the husband loved, and photos taken during his spare time as a roofer (※2).
Akasaka-yakko has been around since the Edo period as a festival entertainment, and was passed down at the same time as pioneers moved to Niseko Town and other parts of Hokkaido. The photo on the roof shows the snow brand factory behind Niseko Station (now the agricultural cooperative warehouse), where the roof is being thatched. The roof is made by layering wooden boards, a technique that is no longer seen today.
Through this encounter, I strongly felt that the job of a curator is not just to think about the present, but also to collect historical photographs, listen to the people in them and the people who took them, and preserve them for the future. We even made a promise to go back next time to hear more stories from the past!
If you have any old photographs, tourist brochures, 8mm film, diaries, etc., please contact Arishima Takeo Memorial Museum. They may be part of the history of Niseko Town.

Niseko Annupuri and the foothills of Mt. Moiwa (part of Niseko, Soga, and Higashiyama) have been designated as quasi-urban planning areas since March 6, 2009. Also, from July 1 of the same year, in addition to the rules of quasi-urban planning areas (restrictions on floor area ratio, access to roads, etc.), ordinances such as "Specific Use Restriction Areas (restrictions on building use such as playgrounds and factories)" and "Landscape Districts (restrictions on building height, color, wall setbacks, etc.)" came into effect in the area.
These rules may be inconvenient for you, as they require confirmation and certification applications that were not previously required, and you may no longer be able to freely build on your own land. However, to prevent Niseko Town unique landscape from being destroyed by disorderly development, businesses, residents, and everyone involved in the landscape must make an effort to protect the landscape themselves and continue to protect the landscape, which is a regional asset, for the future.

Disaster prevention radio automatic start training
In conjunction with the nationwide simultaneous information transmission test of the J-ALERT nationwide instantaneous warning system and the earthquake early warning drill, the town will be conducting automatic start-up drills for disaster prevention radios. Learning the Attitude of Lawyers from TV Dramas
There are many courtroom dramas, but my favorite is the "Lawyer Igari Bunsuke" series (rebroadcast). Ikariya Chosuke plays the role of an unconventional lawyer nicknamed "Courtroom Troll," and I am amazed by his methods, which are far from those of a real lawyer. For example, when he spots the real culprit of a criminal case, he literally persuades him to bring the real culprit to court as a witness, and makes him confess to the crime in front of the judge. At one point, he puts pressure on the prosecutor by showing photos of the prosecutor's infidelity in court... he defends his client using methods that would be impossible in reality. If his defense were to get a real criminal acquitted, it would not gain the sympathy of viewers, but Igari Bunsuke not only gets defendants who have been wrongly arrested acquitted, but also exposes the real culprit. Regardless of his methods and behavior in court, he has a sense of justice that is similar to that of Toyama's Kin-san.
Lawyers are required by law to maintain integrity and always strive to improve their dignity, so there are probably no lawyers like Igari Bunsuke in the drama. However, if a lawyer is perceived by the other party as "easy to control," it becomes difficult for him to shape the course of a case. In that sense, there are many things we can learn from Igari Bunsuke as lawyers, and I look forward to each re-run.

Domestic chemical substance regulations have undergone a major review
Due to revisions to laws and regulations related to the Industrial Safety and Health Act, regulations on chemical substances in the workplace are undergoing major revisions from April 1, 2024.
◎Points of change (revision)
- The communication of information regarding the hazards and harmfulness of chemical substances will be strengthened among manufacturers and businesses that handle them.
-Employers must conduct risk assessments based on this information and implement measures to prevent exposure to chemicals.
・Over the next few years, the number of substances for which SDS (※1) and labels (※2) are required will increase from approximately 900 to approximately 2,300.
・Some business locations will be required to appoint a "chemical substance manager."
(*1) SDS is an acronym for Safety Data Sheet, a document that describes the hazards and toxicity of chemical substances and is provided by a business when transferring or providing chemical substances or products that contain chemical substances to another business.
(*2) A label is a simplified version of SDS information that is affixed to a container or packaging and provides information on the type and degree of hazards of a chemical.

Considering the future of community schools
The second Community School General Meeting was held on Monday, September 30th. This year, we are working towards a goal of moving from reporting to consultation. To make this a reality, we invited Professor Deguchi Hisahisa from Hokkaido University of Science to hold a training session on the theme of "Building a school that is part of the community." He said that the following three functions are essential for running a school that is part of the community.

[Deliberation]
Dialogue aims to resolve issues through careful consideration and discussion among many parties involved.

[Collaboration]
We will work together to achieve the vision and goals we shared through careful deliberation, and work for the good of our children.

[Management]

Schools that are the core of this collaboration need to strengthen their "management capabilities" under the leadership of their principal.
In the second half, we had a discussion session to discuss issues facing the children at each school.
Niseko Town 's community school is now in its eighth year, and concrete activities are expected. This was a good opportunity to think about the ideal form of a community school that works "for children." In the second half of the year, each school plans to embody its "for children" initiatives. We would also like to think about the "ideal form of the community school in the future" for the next fiscal year.

The Niseko Area Circuit Bus will be operating this winter as well

The entire amount of national pension insurance premiums paid is subject to social insurance premium deduction!

The deduction applies to the entire amount of insurance premiums paid from January 2024 to December 2024. This includes premiums from previous years and back payments.
In addition, if you pay not only your own insurance premiums but also the national pension insurance premiums that should be paid by your spouse or family members (children, etc.), you can also deduct those insurance premiums.

Don't just listen to the radio - be part of it! "Niseko People" corner
In the "Niseko People" corner of the live broadcast "Kira Kira Niseko" that airs weekdays from 3:00 p.m., various people appear every time. We hear a lot of stories from various guests, such as "daily activities" and "impressions of Niseko", including people who are active in the Niseko area and people who are visiting Niseko Town from other areas.
On Wednesday, September 4th, Ms. Reiko Maki, member of the Gender Equality Committee of the Kutchan Human Rights Commission, and Secretary General Isamu Kikuchi appeared on the show and introduced their daily activities. Both members of the Kutchan Human Rights Commission used to work in the education field. After retiring, they made use of their experience to visit elementary, junior high and high schools in the Shiribeshi region and teach children about the importance of human rights, with the desire to support children.
The Gender Equality Committee, which Maki belongs to, aims to promote a society where men and women respect each other and can work while demonstrating their individuality and abilities, and therefore holds "dating violence lectures" for junior and senior high school students, providing a place to think about what is important for men and women to build equal relationships. It is an important issue for adults as well as children, but there may be some people who live their lives without giving it much thought.
"When you hear a conversation on the radio you turn on, it makes you think about things you don't normally think about..." We hope to continue broadcasting many programs that can be a catalyst for this. Why not be the one to create a "catch-up" for someone? November 9th is 119 Day
As part of our efforts to raise awareness of disaster prevention and the importance of calling 119 accurately and quickly, November 9th has been designated "119 Day."
The Yotei Mountain Fire Department Association accepts all 119 calls from the seven towns and villages in the Yotei Mountain area under its jurisdiction (Kutchan Town, Rankoshi Town, Niseko Town, Makkari Village, Rusutsu Village, Kimobetsu Town, and Kyogoku Town) at its Fire Command Center (Kutchan Town).
Once the location of the disaster is known, fire engines and ambulances will be dispatched, so please remain calm and answer the questions of the commander. Depending on the situation, you may be asked to guide people to the scene or provide first aid to injured or ill people, so please call 119 using a mobile phone or other device near the injured or ill person.
When calling 119, you may be asked to "please come without sounding the siren," but when fire engines and ambulances are traveling in an emergency, they are required by law to flash their red warning lights and sound their sirens. Thank you for your understanding and cooperation.

・Please tell us the type of emergency (fire, emergency, rescue, etc.) first.
・Please tell us the exact address where you want the fire truck or ambulance to go, starting with the name of the town or village.

International Exchange News vol.19

Japanese classroom
The Japanese language class taught by the Coordinator for International Relations started on Tuesday, September 17th, and students from various countries, including Chile, France, Australia, and Ukraine, are participating. In order to create an environment for learning Japanese and deepen the content they have studied, this year we are teaching using the direct method. Since both explanations and class content are given in Japanese, students can immediately acquire useful Japanese.
This year, Niseko High School students are volunteering to help bring the conversation practice to life, allowing the students to gain valuable teaching experience.
With a lot of effort and the cooperation of high school students, the foreign students are working hard to learn Japanese.

Advantageous debt structure
One usually thinks, "It is better not to borrow than to borrow." However, this is not the case in local government finances, where it is often "better to utilize debt" under the national system. For example, when a 1 billion yen facility is to be built, subsidies based on the national system are introduced, and favorable debt (bonds) is used to cover the town's share of the cost after the subsidies are deducted. Since our town is designated as a "remote area" or "depopulated area," the "remote area bond" will cover 80% of the repayment principal and interest, and the "depopulated area bond" will cover 70%. For example, if a one-half subsidy is introduced for a project cost of 1 billion yen, and the remaining 500 million yen is covered by the Henchi Bonds, 400 million yen will be covered by the government, resulting in a 100 million yen burden on the town. [Care prevention cooking class]
A "Cooking class for preventing long-term care" was held at the Community Center on Thursday, September 26th and Monday, September 30th. This year, the menu was focused on "protein" to prevent frailty. We will introduce some of the menu, so please try cooking it at home.
The nursing care prevention cooking class is scheduled to be held again next year. We will announce the date in the newsletter once it is decided. We look forward to your participation.

Salmon baked in miso foil

◆ Ingredients (for one person)
Salmon fillet・・・・・・・・・・・・1 slice
Potato・・・・・・・・・1/2 small
Onion: 30g
Shimeji mushrooms・・・・・・・・・・・・10g
Cabbage: 30g
Salt and pepper...a little
[Combined seasonings]
Miso・・・・・・・・・・・・1 slice
Sugar・・・・・・・・・・・・・・・1/2 tbsp
Mirin・・・・・・・・・・・・・・・1/2 tbsp

◆How to make
1. Sprinkle salt and pepper on the salmon fillets.
2. Peel the potatoes and slice thinly, peel the onion and cut into 5mm wedges, roughly chop the cabbage, and cut the stems of the shimeji mushrooms and separate them.
3. Spread a thin layer of olive oil on aluminum foil, then place the potatoes, salmon, onion, cabbage, shimeji mushrooms, and combined seasonings in that order, and wrap tightly.
4. After arranging the fish in the frying pan, pour in water until it is about 1cm high, cover and steam-fry over medium heat for about 10 minutes.
5. Once cooked through it's done.



Egg drop soup
◆ Ingredients (for 2 people)
Egg・・・・・・・・・・・・・・・・・・・・・1 piece
Spring onion・・・・・・・・・・・・・1 stalk
Soy sauce: just under 1 teaspoon
Salt: a little
Potato starch・・・・・・・・・・・・・・・1g
Dashi stock・・・・・・・・・・・・・・・300ml

◆How to make
1. Beat the eggs well and chop the green onions into small pieces.
2. Add dashi stock, soy sauce and salt to a pot and bring to a boil.
3. Turn off the heat, thicken with water-dissolved potato starch, bring to a boil, then slowly pour in the eggs.
4. When the eggs float to the top, turn off the heat, mix lightly and it's done.

Editor's Note

The Niseko Challenge's Mount Yotei climb is also featured in this month's Town Topics.
Six years have passed since I moved to Niseko Town, and I had always wanted to climb Mt. Yotei, so I decided to join him on the trip.
The first thing that surprised me about this project was that fifth and sixth graders would be attempting to climb Mt. Yotei. I had heard that it takes a day to reach the top and descend, and that the children would need plenty of physical strength to make it to the top of the steep mountain path, so I thought the elementary school students were brave enough to attempt such a rugged climb.
We split into three groups and set off on the mountain trail! The elementary school students climbed at their own pace in each group. I was impressed by how they continued to move forward boldly, even when the slope got steeper and they encountered rough rocks along the way. I also managed to reach the summit with the bare minimum of my physical strength! I'm glad I had this valuable experience. (M)
