Connecting our thoughts
Recently, labor shortages and a lack of successors have been cited as issues across the country in various industries, and many people have likely heard that the number of bankruptcies and business closures due to these issues is increasing. The food and beverage, retail, and manufacturing industries are no exception. The number of bankruptcies in the 2023 and beverage industry in particular is said to be the highest ever, and is even higher than in 2020, when bankruptcies and business closures surged due to the spread of COVID-19.
On the other hand, people who work in the food and beverage, retail, and manufacturing industries have started and run their businesses with various thoughts and feelings. And there are people in Niseko Town who feel those thoughts of their predecessors and run their businesses together or take over the businesses.
Although the form of connection may differ, the feelings they inherit are all the same. So in this feature, we interviewed people who connect the flavors that can only be experienced in Niseko Town and the feelings of the people who created them. This time, we interviewed them and were able to hear more passionate thoughts than we could write in the newsletter alone. In addition to the shops we interviewed, there are many other "tastes of Niseko Town" in the town. Each shop has a different background and the feelings of the people who run them. I think that eating the "tastes of Niseko Town" while thinking about them will give you a different kind of flavor besides just being "delicious".
The taste of Niseko Town can be enjoyed close to home because you live in Niseko Town. Experience the taste of Niseko Town and the passion of the people who make it. Why not take this opportunity to rediscover the greatness of Niseko Town?

・Okutsuchi Farm Stone Oven Bakery・
From hard breads to savory breads, the display case is lined with a wide variety of breads and sweets made with ingredients grown at Okutsuchi Farm.

A family of four running a farm and bakery
This year marks the 25th year since the opening of Okudo Farm Stone Oven Bakery.
The bread, made from home-grown wheat and dough made with natural yeast and baked in a handmade wood-fired oven, is loved by locals as well as customers from all over Japan and overseas.
The Okudo couple, who moved from Kobe to Hokkaido, started making bread when they started growing crops such as corn and wheat to make a living. They opened the Okudo Farm Stone Oven Bread Workshop.
Her daughter, Masayo, has been helping out since the shop first opened.
"Ever since I was little, I've seen my parents working hard every day to raise our family, so I wanted to be able to support them in any way I could, so I decided to run the shop with them," she says.
We plant, grow, harvest, and process the seeds into bread from scratch.
Bread preparation begins at 3am every morning.
We use home-grown ingredients as much as possible, such as rye, wheat, corn, and pumpkin. We also use natural yeast made from rye and grapes, and are committed to "making bread that is safe to eat." We also bake the bread thoroughly in our handmade wood-fired oven to bring out its fragrant flavor.
This bread, painstakingly made, is apparently popular with customers, who say it has a "gentle flavor that becomes more delicious the more you chew it."
"It has a simple taste without any unpleasant aftertaste, so it's delicious to eat as is, but I also recommend eating it with side dishes. The appeal is that you can eat it however you like."
Finally, Masayo spoke powerfully.
"I want to continue to protect this flavor. I will treasure the rye seeds that have been passed down without interruption for over 20 years, and continue to make bread that allows people to enjoy its simple flavor."
Don't fear failure, aim for greater heights
・Niseko Cheese Factory・
Many cheeses have won awards in competitions
Look for the cheese sign. You can see the magnificent view of Mt. Yotei from the shop.
Cheese factory owner Kondo Takashi (left) and second-generation owner Kondo Yuji (right)
Niseko Cheese Factory produces about 25 kinds of cheese and continues to achieve outstanding results in international cheese contests. The store has a wide variety of cheeses and a selection of Hokkaido wines, and the attached cafe serves cheese and Camembert soft serve ice cream.
Niseko Cheese Factory opened in 2003. It was opened by the previous owner, Takashi, who chose cheese making as a second career. From the beginning, the factory was overwhelmed with customers and production could not keep up. So his son, Yuji, was invited to take over.
"I didn't think that the cheese factory my father started would last forever, so I turned down the offer at first. But he kept inviting me, and after about three years, the business was going smoothly," he recalls.
"At the time, I was working in the food industry, but I thought it would be great to be able to serve food I had made with confidence, so I decided to take over the restaurant."
Cheese making that always strives for excellence
At Niseko Cheese Factory, we blend our own lactic acid bacteria. As a basis for cheese making, we often use imported lactic acid bacteria, and the recipe and mix of lactic acid bacteria is roughly determined depending on the type of cheese, but we dare to break that and combine them in various cheeses. By doing so, we can create a depth that rivals the flavor we want to create and the flavor that can only be achieved with pasture-raised milk.
"My obsession is not having any obsessions. I think that if I were to have obsessions, I wouldn't be able to deviate from that axis, so I make a point of not having any. I always try to remain flexible."
Yuji aims high and continues to make improvements without fear of failure. What motivates him so much is his strong desire to "make delicious cheese."
To pass on to the next generation
With his training experience in Italy and guidance from his seniors, Yuji has pursued the knowledge and depth of cheese making.
"Just as I was taught by the older generation, I am now teaching the younger generation my own techniques. I am confident in the knowledge of cheese-making I have acquired so far, so from now on I would like to create an environment where the next generation can continue to learn."
I want to preserve this restaurant that is loved by locals

Shikama-san bakes bread in the oven that Saito-san treasured.
The Saito couple was featured in Koho Niseko Newsletter (March 2000 issue, page 9)
Saito Bakery is a long-established bakery that was founded 70 years ago. As you approach the good old retro shop, you will be enveloped in the sweet and fragrant smell of bread. It is loved by people of all ages, from grandparents to children, transcending the boundaries of time and age.
When the store first opened, Masakatsu Saito and his wife Takiko ran it, making and delivering bread for school lunches to elementary and junior high schools in Niseko Town and neighboring towns and villages.
When Takiko turned 90, Shikama, who was working at a bakery in Sapporo and frequently visited Niseko Town at the time, heard that she was looking for a successor to continue the shop, and began to take action.
"I thought it would be a waste to let the machines that had been left to us go to waste without using them. I thought this shop was a wonderful place that was loved by Niseko Town, so I decided to take it over in the hopes that I could help in any way I could," he said.
Healthy bread
The biggest change since Shikama took over the bakery has been the ingredients used in the bread. In the early Showa period, imported wheat, margarine, white sugar, and other ingredients were commonly used in all bakeries, but now they are replaced with wheat, butter, and cane sugar from Hokkaido. They are also particular about the frying oil and water they use, using clear, odorless sesame oil and spring water from Mt. Yotei.
"Times are changing, and what is wanted is changing every day. I am committed to making bread that both myself and my customers can be satisfied with and eat with peace of mind," he said, sharing his passion for bread making.
Shikama says he wants to continue using the bread-making equipment left to him by his predecessor for a long time to come.
In the future, he hopes to make bread for school lunches, just like the Saito couple did.
"The recommended item is the deep-fried bread roll. It is fried after an order is placed, so you can enjoy a crunchy deep-fried bread roll!"

・Sabo Nupuri・
The interior still has the same gentle atmosphere as before.
"Nupuri Special Curry" - a taste inherited from the previous owner, Mr. Matsuda
Hirate Harano (right) and Fuki (left), who took over the restaurant that has been loved for many years
A coffee shop inside JR Niseko Station
"Sabo Nupuri". The signature dish "Nupuri Special Curry" has remained unchanged since the restaurant opened. It is made with a focus on spices and ingredients, while also being mindful of the balance between taste and price so that many people can easily enjoy it. It has captured the hearts of visitors, including locals and tourists.
Mr. and Mrs. Matsuda have been running Nupuri for 30 years since it first opened.
The person who stepped up to succeed him was Hirate Harano, who runs a farm and restaurant called Chise Garden in the Kondo district.
I have had a close friendship with the Matsuda couple since I was a child, and I even had the opportunity to work for them part-time during my summer holidays in high school.
One day, Matsuda told me that he wanted to quit Nupuri.
"It would be sad to see Nupuri, which is filled with so much emotion, disappear," he thought, and jokingly said, "Maybe I'll try running the store myself." His immediate response was, "That's the best idea!" This was the deciding factor for me to take over.
Inheriting the taste of curry
Following Matsuda's wish to "keep the signature dish, curry, unchanged," Hirate trained for six months and has continued to serve the dish that has been loved for many years.
"This special curry was made with the idea that it could be enjoyed easily by everyone, from children to the elderly. I would like to continue to carry on that idea," he says.
However, Hirate also adds his own unique twist to the dish. "I'm a farmer, so I want to use the vegetables I grow myself as toppings for curry."
Hirate's unique originality
While the atmosphere of the shop remains the same, there have been some changes to the interior.
The first is the merchandise corner. Products from "Chise Garden," a restaurant run by Hirate, and original "Nupuri T-shirts" are on sale. "There aren't many places to buy souvenirs near the station, so it would be nice to sell some small Niseko souvenirs," he said.
The second is cafe drinks. We have installed an espresso machine so you can enjoy authentic cafe drinks.
Hirate is currently trying his hand at growing grapes for wine, and this year marks his third year of cultivation and his first harvest. He told us his dream: "One day I want to serve wine that we make ourselves at Nupuri."

On the other hand, town bonds (loans from the national government, banks, etc.) increased by 27.53 million yen (+7.0%) due to a slight increase in the scale of business.
Necessary investments in hardware and software
In terms of hard projects, we promoted the development and renewal of social infrastructure, such as the public housing improvement project (Chuo Danchi), town road maintenance and repair project (town road Motomachi Shisen Dori pavement improvement project, etc.), bridge longevity maintenance project (town road Tashimoto Dori Bridge, etc.), Miyata district water pipe renewal project, etc. In terms of soft projects, we focused on promoting agriculture and tourism, which are the town's core industries, by implementing clean agriculture and working to create a sustainable tourist region.
We also continue to implement welfare and child-rearing policies, such as continuing to provide free medical care for children and child care services during long holidays.
For future facility development
The National Emergency Farmland Reorganization and Development Project (a project directly managed by the government), now in its ninth year, is progressing smoothly with construction scheduled for completion in fiscal year 2027. Other projects include the Fire Department Building Redevelopment Project, the Kutchan Kosei Hospital Phase 2 Development Cost Coverage Project, and public housing renovations.
In implementing these investment projects, we will strive to ensure stable management of the town's finances by borrowing town bonds with a high proportion of national support, prioritizing and leveling out projects, and otherwise managing the town's local bond balance appropriately.

We would like to announce the financial indicators for the fiscal 2023
In order to prevent local government financial collapse, the national government enacted the Financial Soundness Act in 2007.
This law is a rule that checks the deterioration of local government finances in two stages, "early consolidation" and "financial reconstruction," using new financial indicators. It also aims to clarify the financial situation of local governments by combining special accounts and public enterprise accounts with general accounts and by providing consolidated financial statements.
This fiscal index establishes ``Early Soundness Standards (Yellow Card)'' and ``Financial Recovery Standards (Red Card),'' and also ``Management Soundness Standards'' for public enterprise accounts such as simple water supply and sewerage. yellow card).
Starting with the fiscal year 2008 financial results, local governments that exceed the standards for any of these indicators are subject to various restrictions, including the need to formulate plans to improve their fiscal health.
As a result of calculations based on the 2023 financial statements, Niseko Town 's indicators are all good figures that are below the early financial recovery standards.

2. If you have a My Number health insurance card, please check your burden category (active 1-3/general 1 or 2/category 1 or 2) on the My Number Portal.
3. If you have a "Qualification Confirmation Certificate," you can optionally include the burden category on the "Qualification Confirmation Certificate" by applying at Municipal office.
What is a qualification confirmation letter?
As health insurance cards will be abolished from December 2, 2024, you will generally need to visit a medical institution using your My Number health insurance card.
However, for those who have not registered My Number Card to use it as an insurance card or who do not have My Number Card, we will issue an "Eligibility Confirmation Certificate" without the need for an application before their current insurance card becomes unusable.
With this "Qualification Confirmation Certificate" you will be able to continue receiving medical treatment.
(If you lose your My Number insurance card, you can apply to receive a "Qualification Certificate.")
■ Issuance of a certificate for specific disease treatment
"Specific Disease Treatment Certificates" issued to people with specific diseases designated by the Minister of Health, Labour and Welfare (such as chronic renal failure requiring artificial kidney treatment) will continue to be issued after December 2, 2024.

Yoji Centre Sports Day
On September 7th, the Niseko Elementary School Yoji Centre Sports Day was held. The weather was fine and refreshing, perfect for a sports day, and the day started with the "Mickey Mouse March Exercise."
The Fox group made it to the finish line by knocking down obstacles that looked like monsters with great force. In the parent-child ball toss, they tossed as many balls as they could while being held by their mom and dad. The Sheep group tried their hand at rolling a large ball together as a parent and child, and had a blast with their perfectly coordinated passing. The Bear group showed how much they've grown in the annual obstacle relay. They easily completed difficult obstacles, such as vaulting boxes taller than they were and large boards, and crossing balance beams on the way down.
The parents gave their children enthusiastic cheers and warm applause as they watched them compete with all their might.
Parents and children can roll the big ball together! (Sheep group: preschoolers)
Defeat the monsters and aim for the goal (Fox group: younger children)
Carefully crossing the balance beam on the way down (Kuma group: older children)
It tastes good when we eat it together!

That hairstyle,
Is it against school rules? Or is it OK?
3rd Year President Namiko Kudo
Just before the summer vacation, the student council received a request from a student of African descent to be allowed to come to school with braided or dreadlocked hair. Niseko High School has been making small revisions to its school rules since making major changes two years ago. Since requests to change hairstyle regulations were frequently made, a survey was conducted among all students, asking them to think about the pros and cons of removing hairstyle regulations. Based on the survey results, the student council will discuss the matter and decide on a future policy.
We are also working towards holding our first "Athletics Meet" this year. The traditional ball game tournament will be held in the winter, and the event will be based on the concept of a "high school sports day," and will be run in cooperation with the Student Council, the Athletics Committee, and students involved in the operation of World Village. As it is a tournament between grade levels, students are practicing hard in their physical education classes and after school. For the third-year students, whose term as student council members ends in October, this is their last big job. We hope to enjoy it to the fullest!

Yuki Shigeno (from Fukushima Prefecture) Assigned to Commerce and Tourism Division
I am very grateful for the opportunities I have had to interact with the people of Niseko through my volunteer activities.
At my new post, I was assigned to Commerce and Tourism Division, where I was involved in PR and advertising work through photography, videography and writing, and I received support for a wide range of activities, such as running a pension and obtaining a real estate license as part of my self-reliance activities. From now on, I would like to establish a job related to real estate while pursuing a self-sufficient lifestyle, such as raising chickens and growing vegetables.
about us
Why do I love Niseko?
1st year: Kohei Shimizu (from Nayoro City) Assigned to: General Education Division, Sports Section
What do you like about Niseko Town? I still haven't found a reason to love Niseko. In Toyama Prefecture, where I used to live, I interacted with local people through teaching cross-country skiing. Overcoming difficulties together fostered friendships and developed an attachment to the area. When I decided to leave Toyama Prefecture to return to Hokkaido, the local children and I all burst into tears. At that moment, I realized that I was needed and loved by the local people.
I hope to make great friends through sports promotion activities in Niseko and live a happy life! Please get along with everyone!
Introduction of my assignment

Starry sky picnic
In August, my workplace held an event called Starry Sky Picnic at Niseko Annupuri International Ski Resort. We rode a gondola and looked up at the stars with a guide on the 1000m plateau. There were many families there, and the atmosphere was very friendly. Some people even came to Niseko from far away places like Sapporo just for this event.
Personally, I thought the city lights seen from the night gondola ride were very beautiful, and I was able to see a new side of Niseko.

Third-year student, Naoki Nakamura (from Sapporo City), assigned to Agricultural Policy Division
We've finally overcome the hot days and are starting to get cooler. In October, we will mainly harvest spinach, cherry tomatoes, and sweet potatoes! We are particularly proud of our autumn spinach. The difference in temperature brings out its sweetness, and the size of the spinach makes it satisfying to eat. We think it's a vegetable that will naturally bring a smile to your face.
It is sold at the Roadside Station View Plaza direct sales event, so please give it a try.

A story of wishing for a sunny Tanabata evening
This year, we were hit by rain for a while, but miraculously, the rain stopped just before the fireworks were about to go off! But it started raining again. Even so, the fireworks were still beautiful.
The volunteers set up plastic bottle rockets and stalls with a Showa-era feel, and supported each corner, from setting up to taking down.
This was my first time participating, and I was busy preparing from the beginning, but it was a very good experience. Next year, I will be the man who brings good weather! (Hinoura Hideki)
Parent and child restaurant opening!
This year, we upgraded the Children's Cafeteria held last year to a Parents' Cafeteria! A total of 173 people, both adults and children, participated, and everyone ate curry rice and salad. In addition, the rice and vegetables used this time were sponsored by local farmers. Thank you very much! We will work hard to hold the next event! (Fukikoshi Koichi)

Graduation special feature

We harvested vegetables!
The potatoes planted in the spring have grown, and the Kuma group (older children) dug them up. Many of the children were harvesting potatoes for the first time, and they cheered when they pulled the vines to reveal the big potatoes. The children were happy to pick many big potatoes and hold them in their hands.
We also harvested a lot of other vegetables, such as cucumbers, tomatoes, and pumpkins. The vegetables we harvested were cooked in the school cafeteria, and everyone enjoyed eating them.

There was a first aid course
We welcomed staff from the Niseko Fire Department and held a first aid course.
We were taught how to respond when a foreign object gets stuck in the airway, how to perform CPR, how to use an AED, etc. When we tried it out using a doll, we realized it was difficult to control the pressure and that it took more force than we thought.
The participants' active questions were answered carefully, and the explanations were easy to understand and the attendees found the seminar very educational.
Everyone was studying seriously.

For good sleep, quantity (length) and quality (feeling of rest) are important
Sleep is the most important rest behavior. Sleeping for too long or too short a time increases health risks. The feeling of rest when you wake up in the morning (sleep restfulness) is an indicator of good sleep.
Have you ever had this experience with sleep?
Short sleep time
- Not feeling rested when you wake up in the morning
Feeling sleepy during the day
- Using digital devices before or in bed
- Stress is so severe that it cannot be relieved during the day
Irregular meal times
- Often consume caffeine in the evening
-Having smoking or drinking habits
If many of the items apply to you, try reviewing your lifestyle and sleeping environment.
Start with what you can do to get a good night's sleep
● Make sure you get enough sleep
If you lead a busy life with work, family, and hobbies, you are likely to suffer from chronic sleep deprivation. Signs of chronic sleep deprivation include excessive daytime sleepiness and the habit of sleeping longer on weekends. Ensuring sufficient sleep time will increase your feeling of rest.
The recommended sleep time for adults is 6 hours or more. Sleep time decreases with age. Elderly people should go to bed when they feel sleepy and get out of bed when they wake up, and avoid long naps during the day.
Avoid using computers, games, or smartphones before going to bed or late at night.
Using digital devices before or in bed can lead to staying up late, sleeping in too late, and not getting enough sleep. Try to avoid using these devices before going to bed.
Don't bring stress into your bed
Going to bed in a stressful state will make you feel less rested, so find ways to relieve stress during the day and relax before bed.
Eating dinner just before bed and other eating habits can also disrupt your sleep, so be sure to review your eating habits as well.
● Be careful about how you interact with recreational drugs
Avoid caffeine, alcohol, and smoking after the evening as they can interfere with sleep. Drinking before bed can actually make your sleep worse.
If you continue to have trouble sleeping, and you still don't feel more rested even after making improvements to your sleeping environment, lifestyle, and the substances you consume, consult a doctor as this could be due to underlying insomnia, a sleep disorder, or depression.

Attorney Katahira will solve your worries!
●This month's theme
Should I consult the court about my working arrangements?
It is said that the utilization rate of Japanese courts is low. In the past, it was thought that Japanese people tended to value harmony and dislike conflict, but is this tendency still present today?
Looking only at labor-related cases, the number of consultations to the government's general labor consultation corners was approximately 1.2 million as of 2022, but the number of applications for trials or arbitrations regarding labor-related cases filed with the courts was approximately 7,500 as of 2022.
In fact, if we look overseas, it appears that there will be approximately 260,000 trials and arbitrations related to labor disputes in Germany and approximately 120,000 in France as of 2022. By comparison, Japan's population is approximately 120 million, Germany's population is approximately 83 million, and France's population is approximately 68 million.
The reason why there are so few trials and arbitrations regarding labor cases in Japan is probably because people do not know the content and type of documents that must be submitted when filing a petition with the court. In contrast, in the mediation procedures handled by Japanese family courts, templates for application documents are prepared, and many of the fields are designed so that you can fill them in by simply checking the options. Also, there are not that many documents that must be submitted.
I believe that since labor issues are likely to arise on a daily basis, if the hurdle for filing a court case could be lowered to something like a mediation system, there would be many cases that could be resolved more quickly and effectively.

Please be careful when using food waste bags
In Niseko Town food waste from each household is used as a raw material for compost. For this reason, Niseko Town 's food waste bags are not made of ordinary vinyl or plastic, but are made of a material called "biodegradable resin." The greatest feature of this material is that it breaks down due to microorganisms in the soil and water, and is eventually completely decomposed into water and carbon dioxide.
By using this material, food waste generated from each household can be used as compost raw material directly without having to be removed from the bag, which is extremely efficient.
However, due to the characteristics of this material, the bag may melt and break if you put hot or moist food in it. Also, it deteriorates quickly, so old bags may break easily.
Therefore, the key points to remember when using food waste bags are: 1. Do not put hot food in them, 2. Drain off as much water as possible, and 3. Use them up without storing them for a long time. Also, never put plastic wrap, bags, white trays, etc. made of materials that cannot be decomposed by microorganisms in the food waste bag. If you throw out food waste from the drain or in the garbage disposal corner in a net, please check the material of the net you are using.
We appreciate your understanding and cooperation.

We provide support for purchasing a home in Niseko Mirai!
Niseko Machi provides support for home purchases in Niseko Mirai, including various advice and loan simulations. Due to the recent rise in construction costs, many people feel that it is difficult to purchase a home. In light of this situation, in August, we held an information session for purchasing the high-performance condominium "Mokure Niseko Building C", which is currently under construction in Niseko Mirai.
At the information session, knowledge of home loans and tips for purchasing a home were explained using several model cases, and the performance and features of Mokuren Niseko Building C were introduced. In the loan simulation, a reasonable repayment plan was proposed, taking into account factors such as age and family composition.
Participants commented, "I used to think that buying a home was just a waste of money, but now I have a positive image of it," and "I learned that if you use the idea of compound interest on assets, even if you take out a loan, you can still make a profit." Niseko Town will continue to provide this kind of advice and support, so if you are interested in a home in Niseko Mirai, please feel free to contact us.

Radio Niseko News vol.06
Even if you don't sit in front of the microphone, you can actually "appear on the radio"♪
It's autumn now, but what was your summer like this year?
Radio Niseko had a summer of encounters with many different people, including a young man who was walking around Hokkaido pulling a cart, a professional musician, a Levanga player, and a former Fighters Girl who appeared on the radio. Radio Niseko is usually visited by many people. Not only the people who appear on the radio, but also tourists who ask if they can take a look around the radio station, and locals who just drop by. "Would you like a tomato?", "I brought a souvenir!", "If you like, play this CD!" Sometimes people even ask, "Teach me how to use a smartphone." It's fun to talk to such people at length, and it's the energy that energizes the broadcast.
The keywords for community broadcasting are "community-based" and "disaster prevention information." By getting local information from your interactions, we can become "community-based," and I think this also leads to "disaster prevention information" in times of emergency.
"Radio Niseko is not just a radio you listen to, it's a radio you play on."
That's because they don't just appear on the show, but also laugh and talk with us, which may be what makes it "appearing on radio". Why don't you come and visit Radio Niseko? Radio Niseko's sense of distance is face-to-face, and we look forward to seeing you.

Consumer affairs consultation memo
Beware of fraudulent business practices taking advantage of disasters
After natural disasters such as earthquakes and typhoons occur, many fraudulent sales schemes arise that take advantage of the situation. These fraudulent sales schemes do not only target disaster-stricken areas. What should we be careful of?
For example, we have received inquiries such as, "I was told that I should have my roof and walls inspected due to the effects of the typhoon, so I asked a contractor to just give me an estimate, but they charged me a high fee for the work, and I had no choice but to pay it, but I'm not happy with it," or, "A contractor came to my house and told me that I should get the repairs done right away, so I hurriedly signed a contract, but the repair bill is so high that I'm having trouble paying it. What should I do?" In addition, consultation centers across the country have received inquiries such as, "I received an email claiming to be from a general incorporated association soliciting donations for disaster victims. I would like to send donations to the disaster area, but I wonder if the organization mentioned in the email is okay?"
When signing a contract for repairs or other construction work, even if you are rushed, do not decide on the spot; carefully check the details of the work and the cost. Also, if possible, get estimates from multiple companies and compare them before making a decision. When making donations or contributions, carefully check the activities of the organization collecting donations and how they will be used. Furthermore, public institutions will not ask for donations over the phone or in other ways. Hang up on any suspicious phone calls immediately, and refuse any offers to visit. Even if you are rushed into signing a contract, you may be able to exercise your right to cancel, so if you have any concerns, contact a consultation desk or your local city hall. Beware of unscrupulous business practices that take advantage of disasters

Pioneering the future of agriculture
The "National Farmland Improvement Project" by the Hokkaido Regional Development Bureau has reached 80% completion as of last year. Farmland in the town has many conditions that make it unsuitable for agricultural production, such as a lot of gravel, poor drainage due to clay, and narrow plots of farmland with wavy slopes, which has caused farmers to have a hard time. This project improves 1,490 hectares of farmland in the town, and is an important project that is essential for the sustainable development of agriculture, which is the town's core industry. At the beginning of the project, there was an issue of difficulty in securing the "soil" to be used for land improvement within the town, but the shortage of soil was made up by receiving a free donation of 110 hectares of land from a company, and some of the topsoil was used, and soil to improve lowlands such as along rivers was used to make the land higher. We would like to express our gratitude to everyone for their cooperation.
Niseko Town Kenya Katayama
The Niseko Town Basic Ordinance for Town Development Urban Development Ordinance was enacted ahead of the rest of the country, with the basic principles of "information sharing" and "resident participation."
More than 20 years have passed since the ordinance was enacted, and it is to be periodically reviewed by the townspeople as an ordinance that we can "nurture" in accordance with the times. This year marks the fifth time it has been reviewed, and a review committee has been set up to continue the work.
Would you like to join us in thinking about Niseko Town Basic Ordinance for Town Development? Please feel free to join us.

Beware of unscrupulous business practices that take advantage of disasters

hello mayor

The seasons change quickly
Hello! This is Matsuda, the director.
This year's summer has come to an end in the blink of an eye. Were you able to enjoy Niseko's short summer?
In August, the former starch factory hosted a talk event by comedian Muramoto from the comedy duo Woman Rush Hour, the Niseko Trail Forum, and a wide range of events such as a skate park were held at Warehouse No. 1. In addition, more people than usual came to the free space, mainly for teleworking and using the kids' space, and we were able to have fun every day!
In September, Niseko Gravel, Japan's largest cycling event, was held at the venue, following its May event. Many cycling fans from all over Japan gathered for the two days, creating an unprecedented level of excitement.
The seasons change quickly, and from October onwards, winter will come in the blink of an eye. We would like to make sure that the flower beds we maintained this summer are well prepared so that they will bloom again next year. Also, the pumpkins are coloring the Central Warehouses in autumn colors, so please come and feel the change of seasons.
