Special feature: Supporting and invigorating the town with "new ways of working" - Recommendations for utilizing part-time jobs

Food, tools, and services are essential to our lives.
These things reach us through the hands of many people, including those who grow them, those who think about them, those who make them, those who provide them, etc. We live our daily lives with the support of many people, even if we are not directly involved with them, behind the scenes.
However, labor shortages are now seen as a problem in many different areas. Labor shortages have a major impact not only on businesses, but on our daily lives as well.
What can we do to continue the current lifestyle that is supported by so many people? Why not try a "new way of working" that supports local life and helps to alleviate the labor shortage?



The worsening labor shortage

You may be hearing the term "labor shortage" more and more in the news, newspaper articles, magazines, etc. Also, many people may be experiencing a labor shortage in their own work.
Japan's total population has been on a downward trend since 2011, leading to a decline in the working population and exacerbating labor shortages in various industries.

○Current situation in Hokkaido
In Hokkaido, about 60% of businesses have a shortage of regular employees, and about 40% have a shortage of non-regular employees. In particular, it is said that the number of businesses that feel they are short of regular employees is increasing. Businesses that feel they are short of workers are taking measures to secure workers, such as extending the retirement age or continuing to employ retirees.


As part of efforts to resolve the labor shortage, an emergency support project for securing human resources was implemented in 2023 This project aims to support the securing of human resources by providing subsidies to people employed at businesses facing serious labor shortages and to those businesses. It has become clear that there are businesses throughout Hokkaido that are struggling to secure human resources.
While this is a welcome development, one issue that remains is the shortage of manpower at businesses.
In Niseko Town, as in other parts of Hokkaido, many businesses feel that labor shortages and securing human resources are issues that are high on their list of management issues. Human resource issues include labor costs, recruitment issues, and early turnover issues, but many businesses also face chronic and sudden labor shortages.
These issues are not limited to the tourism and agriculture industries. Labor shortages are also an issue in areas directly related to daily life, such as welfare, education, and retail.
In addition, when asked about the support measures they consider necessary to address management issues, many people expressed a desire for support in securing human resources rather than expanding sales channels or financial support. This shows that even with financial support, businesses still need manpower to expand their businesses, and that there is an urgent need to resolve the labor shortage issue and that securing human resources is difficult.

○Current situation in Niseko Town
Tourism and agriculture are the main industries in Niseko Town. When restrictions on movement were imposed due to the spread of COVID-19, the number of tourists decreased and there was a temporary downturn, but the town is now on the mend, and other industries are also booming.
While this is a welcome development, one issue that remains is the shortage of manpower at businesses.

Efforts to address labor shortages

Niseko Town has supported businesses that take on new challenges and step up their business management, as well as businesses that hold events that lead to the revitalization of the town, through a subsidy system. However, subsidy support for businesses alone cannot resolve the labor shortage.
Therefore, in 2023, together with Kutchan Town, we signed a comprehensive partnership agreement with Timee Co., Ltd., which operates the part-time job service "Timee" nationwide, and began addressing the labor shortage in the region.

○Background to the conclusion of the partnership agreement
The part-time job service has already been used by businesses and residents in the Niseko area, mainly in the tourism industry. The feedback from users has been positive, as it addresses local issues. As a result, a partnership agreement was signed with the aim of expanding the service to many other industries, including agriculture, as well as the tourism industry.

○It's not just about "supplementing" manpower
The partnership agreement with Timee Co., Ltd. is not just being implemented to resolve the labor shortage. Niseko Town aims to be a town with various work and lifestyle options according to the circumstances and wishes of the people who live there, and is promoting diverse work styles.

We aim to expand the options for working and living in the local community.
There are also things that people can learn by actually working in the town they live in. They hope that working will encourage people to help each other and lead to opportunities for the townspeople to participate in town development.


○Part-time job service
What is "Taimy"?
This is a part-time job service that matches the hours workers want to work with the hours companies want them to work.
Workers can start working immediately by simply selecting the job they want to work for using a smartphone app, without applying or interviewing, and can receive money immediately after completing their work.

Meanwhile, businesses can automatically match workers with workers by simply setting the desired time and required skills. Workers' past work records can be viewed, making it possible to match excellent workers, and there is also a repeater function that allows workers who want to work with the company to work with them repeatedly.
In addition, Timee has a system where workers and businesses can review each other, so both parties can work together with peace of mind after checking the reviews.
Another feature is that poaching is free and free. Businesses can hire reliable workers as employees, and workers are free to use Timee to try out jobs to find out where they could work.
Thanks to its ease of use, convenience, and simplicity, the number of registered businesses and workers is increasing nationwide. Workers come from a wide range of backgrounds, regardless of gender, age, or occupation, and of course the registered industries are diverse.

Niseko Town has held information sessions for businesses and promoted the use of Timee. Thanks to these efforts, businesses in industries such as tourism, agriculture, and retail have begun to use the service, and the number of registered businesses in the town is increasing.
As summer approaches, agriculture will be in its busy season. Niseko View Plaza Direct Sales, which sells safe and fresh vegetables grown in Niseko Town, also started using Timee in April this year. The number of farmers using Timee is also increasing. We will share the voices of those who are actually using it.

I started considering implementing this after listening to an information session for businesses held at the town hall. Although I had previously advertised for full-time and part-time positions, I had no idea what part-time work was, and I didn't know what Timee was, so I was a little hesitant to use it.
At the second information session at the town hall, I had the opportunity to hear directly from a business that was actually using the system. After learning how it was being used, I thought it might be possible to use it at our direct sales events, so I started using it.
When I first registered as a business, I was kindly instructed on how to post a job listing by talking to a Timee representative over the phone. Once you know how to post a job listing, you can easily post a job listing by simply changing the working date and time, and unlike general recruitment, it is convenient that resumes are not checked. Sometimes I worry about what kind of people will apply, but I make good use of the function that lets me check the worker's evaluation. In particular, I use the cancellation rate as a reference when matching.
Timee also has a favorites function for workers, so you can post job openings only to people who have worked there before. Repeat customers have the advantage that they understand the work and you don't have to waste time teaching them.
Depending on the time of year or the time of day, we may need extra manpower. Having workers on hand means we can do other tasks, so it's really helpful to have people come to help. We plan to continue using them in the future.

We are recruiting workers with the aim of getting them to learn about the local government and become interested in Niseko Town.
An application was actually made and the person had the opportunity to experience being Niseko Town.
Even in the town, we were able to see that "matching" can happen by posting job openings.

I started using Timee last summer after being introduced to it by an acquaintance. The workers are of various ages and live in various places. Some are repeat customers, but most are new to the service, and some have no experience in farm work. We make arrangements such as creating work manuals so that first-timers can work without feeling nervous.
Up until now, when I needed manpower, I would ask a friend or do it myself. There are some tasks that machines can't do, and there are days when I want to finish before it rains or when the part-time staff is off but I still want to continue the work, so there are a lot of things that are difficult to do by myself. With Timee, I can recruit people immediately when I need them, and there are people who are willing to use their free time to come, which is very helpful.
When I talk to the workers in between tasks, I hear stories that I would never hear when they are working normally, which is interesting. And above all, I'm glad that the workers seem to be enjoying their work.
Timee is easy to start regardless of age, and you can interact with people while working. I think it's more convenient to use your spare time effectively than just spending your time at home.

We started using Timee last fall. People who live in the town come, but thanks to the name value of "Niseko", we also have people who come to experience working in Niseko Town and people who come to work while sightseeing.
Some of them come from Sapporo city, and their ages range from teenagers to people in their sixties, and some are parents and children who have come here to work.
I'm amazed that they come to work on the farm so early in the morning.
Since the same people don't always come, it's hard to teach newcomers how to do the work, but it's really helpful to have them come when we need help, like planting in the spring or harvesting in the fall. Some people who came using Timee have ended up working full-time, and some have come without using Timee.
I'm still not fully utilizing Timee's functions, but I've found it to be surprisingly useful.
The workers are very knowledgeable about Timee, so they sometimes teach me how to use it. I'm happy that there are people who come to work in their spare time and who say they enjoy working.


Use your experiences to your advantage

I think it's very convenient because work is essential to integrate into the local community. Timee is completely different from the part-time jobs I had as a student. There's no need for a resume or interview, and you don't have to flip through job magazines. Just set the dates and areas you can work on the app, and the available jobs will be displayed on a map.
When you touch the screen, you can check the details and get a good idea of the work. It is also convenient that you can receive payment immediately after completing the work.
I applied because the Niseko View Plaza Direct Sales Event, which I regularly visit, was looking for someone to help me. I learned a lot from my experience, like "There are so many people buying flower and vegetable seedlings," and "Asparagus sells out so quickly." I was able to interact with customers and farmers that I wouldn't be able to interact with if I just went to the store, and I also gained knowledge about vegetables, so it was a positive experience for me.

Notice regarding the Medical Care System for the Elderly - Regarding the simultaneous renewal of health insurance cards (insured person cards)

■ Your health insurance card will be updated (yellow → light blue)
The expiration date of the yellow health insurance card you are currently using will be July 31, 2024, and it will no longer be valid from August onwards.
New health insurance cards will be issued during July, so please use the light blue card when you receive it.
○The expiration date of the new insurance card is July 31, 2025.
○Until December 1st, 2024, when the health insurance card will be abolished, if you lose your card or if it becomes dirty, we will reissue it, so please contact Health & Welfare Division Insurance and Medical Care Section.

■ The reduction certificate (limit application/standard burden reduction certificate) and limit certificate (limit application certificate) will also be updated (yellow-green → orange).
The validity period of the yellow-green reduction certificate and limit certificate currently in use will expire on July 31, 2024, and they will no longer be valid from August onwards. ~A request to everyone regarding the delivery of certificates~

Various insurance cards (National Health Insurance, Late-stage elderly) and medical benefit certificates (for children, single-parent families, etc., and medical care for the severely physically and mentally disabled) will be sent by "simple registered mail".
If you are not at home to receive a registered mail, the delivery person will put a notice of absence in your mailbox, take it back to the post office, and keep it there for one week from the delivery date. If you received a notice of absence, please contact your post office to request redelivery (or pick it up at the counter) within the deadline.
If the storage period expires without contacting the post office, the mail will be returned to the city hall. However, depending on the delivery date, it may take more than a week for the mail to be returned to the city hall after the non-delivery notice has been left, which may mean it takes some time for the mail to be delivered.
We ask for your cooperation to ensure that you receive your new certificate by July.

If you will be away from home between mid- to late July and are unable to receive your certificate for any reason, please contact your local municipal office as soon as possible.

First event in four years
Exchange between Kotobuki University and Yoji Centre

On May 15th at Yoji Centre, students from Kotobuki University and children from Yoji Centre Kuma Group interacted with each other and deepened their friendship by playing games using rock-paper-scissors trains and balls.
In the Janken Train game, after many heated battles, one long train is completed.
During the ball game, there was also time for self-introductions, where the children had fun showing off their favorite foods and special skills.

On May 22nd, the Japan Tourism Agency Commissioner's Letter of Appreciation Ceremony was held, where the Commissioner presented a letter of appreciation to Akio Niiya of the Niseko Avalanche Research Institute.
Mr. Shinya has made many contributions to the safety of skiers for many years, including establishing the Niseko Rules to prevent avalanche accidents in the Niseko area and disseminating avalanche information, which has also contributed to the promotion of tourism in the area.

Niseko Town Junior Firefighting Club Established

Niseko Town Junior Firefighting Club Inauguration Ceremony was held on May 25th. This year, six club members joined as the 9th batch and received letters of appointment from the Niseko Branch Chief.
Club members plan to participate in various drills and training sessions, such as experience using fire extinguishers and water spraying, to equip themselves with the knowledge to respond to disasters that may occur in their local communities.

On May 25th, the "Niseko Sake and Gin Appreciation Party" was held at Restaurant PRATIVO (Soga), welcoming special guests Wataru Mizuguchi, a second-generation master brewer, and Takuma Kakumoto, the Niseko Distillery Production Manager.
As the local Japanese drum group Yawara played to liven up the venue, the guests compared sake and gin while listening to introductions to the alcohol and the attention to detail that goes into its production, something that isn't usually known about.
While enjoying the drinks, we also enjoyed dishes made with local ingredients that are unique to this season.

The opening sports tournament, marking the start of the new sports season, was held at the Sports Park on May 26th, with two sports taking place: baseball and park golf.
Fierce competition was waged in each event, and not only the athletes but also the fans who came to support them livened up the atmosphere from the stands.

Niseko Junior High School Sports Festival

Niseko Junior High School held its sports festival on May 31. Until last year, it was held as a track and field competition, but this year it was changed to a sports festival, and the content of the competitions has changed significantly.
The event was held on a chilly day with light rain, but the students gave their all in the competition.
The three new events were "ball throwing," "pole pulling," and "eye of the storm." Competitions planned by the student council were also held, and students of all grades competed fiercely. Students were also seen cheering with all their might, making it a very exciting sports festival.

The cattle were brought into pasture at the town-run ranch on May 29th.
The cows were brought to the farm by truck from the local dairy farm. Some cows were reluctant to get off the truck due to the unfamiliar environment, and some cows got back into the truck after getting off.
This year, 47 cows were brought into the pasture. They were released into the spacious pasture and could be seen leisurely eating food.

Niseko High School Student Rice Planting Experience

On May 30th, third-year students from Niseko High School had the opportunity to plant rice in the rice paddy of Toshinori Ohashi in Satomi.
Under clear skies, we planted Nanatsuboshi seedlings in a rice paddy measuring approximately 3 ares.
Many of the participants were experiencing this for the first time, and although they struggled with getting their feet stuck in the mud and planting the rice straight, they seemed to enjoy this experience that they don't usually get to experience. The rice harvest will take place in the fall.

I'm looking forward to making delicious rice.

Report on the implementation of the pledged municipalities

Niseko Town has pledged to the Global Climate and Energy Covenant of Mayors, and 13 municipalities that submitted monitoring reports in 2023 were awarded badges by the GGoM World Secretariat (Brussels) according to their level of commitment. We will continue to work on promoting sustainable energy and significantly reducing greenhouse gas emissions, aiming to create a sustainable community.

Every team did their best
Niseko Elementary School / Kondo Elementary School Athletic Meet

On June 1st, Niseko Elementary School held a sports day. The students were divided into four color teams and competed in foot races, ball tossing, rolling the big ball, typhoons, and other events. The final relay was a heated contest and the most exciting part of the day. Parents cheered loudly on the students as they gave it their all.
In addition, on June 15th, Kondo Elementary School held a sports day. Under the clear blue sky, the children competed with all their might. In the scavenger race, local people and children cooperated and a heated battle unfolded. In the traditional unicycle race, the children tried again even if they failed, and helped each other, which impressed parents and local residents.

The annual tree planting activity along Kira Kaido, organized by the NPO Niseko Town Development Forum, took place on June 2nd.
About 50 townspeople participated in the event, planting kochia, blue salvia, marigolds, and other flowers in the flower beds under clear skies. They also set up benches and chairs so that people walking along Kira Kaido could take a break and enjoy the flowers at their leisure.
On June 5th, hanging baskets were made at Central Warehouse No. 1. Around 20 people, mostly local revitalization volunteers, decorated the baskets with flowers and then hung them on street lamps along Kira Kaido.
From now until summer, colorful flowers will bloom, making the Kira Kaido street even more gorgeous. On a nice day, be sure to check them out while out for a walk or on your way to work.

The opening ceremony for the Niseko mountain range, organized by the tourist associations of five towns, including Niseko Town and Rankoshi Town, was held at Niseko Shrine in Goshiki Onsenkyo on June 4th, and tourism officials and families of those lost in mountain accidents prayed for no accidents this season.
On this day, when the fresh greenery made the wind feel a little chilly, many hikers were seen. Please be careful of accidents and getting lost when climbing the mountain, and enjoy the summer mountains.

On June 1st, the international exchange officers (Niseko FRIENDS office) held a rice dumpling wrapping experience in honor of the Dragon Boat Festival. Dragon Boat Festival is the Japanese "Boys' Day Festival."
This time, 16 people participated, and they wrapped the sweet bean paste and jujube together with glutinous rice in bamboo leaves. After wrapping, they steamed them slowly in a pot for about an hour.
In addition to the rice dumplings, participants also sampled "tea-boiled eggs" flavored with black tea, soy sauce, star anise and other spices, enjoying a uniquely Chinese taste.

Puppet shows and picture books captivate the audience

On June 8th, the Asobook Festival was held, sponsored by the NPO Asobook Association.
The event began with a live performance by the Niseko Junior High School Music Club, followed by multilingual readings, a collaboration between a flute trio and readings, a puppet show, and a panel display by international exchange officers.
The event concluded with a puppet show called "Because, Because Grandma" by the Asobook Puppet Theatre Company.
There were also sales booths for a second-hand book sale and a bazaar, as well as food and drink booths selling popcorn and cotton candy, and the venue was bustling with people.

Niseko High School Community Open Class

On June 8th, Niseko High School held a community open day class, where various classes were open to the public. In a math class for first-year students, a digital transformation lesson was conducted using tablets to record how students solved problems and identify their own difficulties.
An information session was also held with about 20 people attending about the new school, which is scheduled to Established in 2026. Principal Motoya explained the features and initiatives of the new school, and participants asked questions about the details of the collaboration with the university.

Group work is also conducted in math classes.

Radio Niseko's Director Miyagawa Hiroyuki, along with staff members Nakahachi Yuki and Kobayashi Mana, have been appointed as "Road Safety Advisors" who will promote road safety through radio broadcasts. Letters of appointment were presented to them by Kato, Chief of the Traffic Division of Kutchan Police Station, on June 4th.
Director Miyagawa Hiroyuki said, "The most important thing is to prevent accidents from occurring. We want to do everything we can to eliminate accidents as much as possible."

First shipment of Yotei melons

This year, the first shipment of melons from Niseko Town was made on June 12th, the first shipment in the JA Yotei area. The shipment was made by Eiichi Sato (Miyata).
The sugar content of the Yotei melon shipped this time is 16 degrees, exceeding the standard of 13 degrees. Starting with the "Rupia Red" shipped this time, five varieties will be sold in succession, allowing people in the town to enjoy delicious melons until October.

On May 14th, Niseko Elementary School held a field trip. Each grade walked a different route, heading for places like Arishima Takeo Memorial Museum and Soga Forest Park. Students were seen walking and chatting happily with their friends.
Yoji Centre also had a field trip on this day, and the Fox group had fun running around the Central Warehouse Group lawn area and eating their lunch.

Pomporo Open-Air Self-Support Daycare: Children grow up freely in nature!

It's been five years since the Aozora Independent Childcare Center Pomporo was established in Niseko Town. We have been watching over the growth of children while providing outdoor childcare in the nature of Niseko. Currently, about 30 families are participating.
What we value most is nurturing children's "power to live." In the new curriculum guidelines from the Ministry of Education, Culture, Sports, Science and Technology, "power to live" is defined as "a balanced ability of intellect, virtue, and body." Being good at studying, being a good person, and being good at sports. Hmm, this seems a little too idealistic to ask of children. Our idea of "power to live" is much simpler. It is being able to think "I am an important person." When people no longer think of themselves as important, they lose hope in life. Conversely, as long as they have the strength to affirm themselves, they can overcome any difficulty.

Now, I would like to hear from mothers whose children graduated from Pompolo this spring.
It was officially launched in the summer five years ago with the aim of "raising children in the way we envision them to be." It was a wonderful place where we could share the joy of watching the children grow up, spending time experiencing a truly wide variety of things. I believe that for the children graduating, the experiences they had here will become a source of strength to face the many things that will come their way in the future. I was happy to be able to watch the children grow up close and personal. I also felt that it was the parents who were the ones who learned from being up close to these children. Blessed with fine, hot weather, the parking lot in front of Asobook was filled with cotton candy and starch crackers for the first time in a long time, as well as a second-hand book fair and a bazaar, and the area was bustling with fun street performances and puppet shows.

Gravel in Niseko

Have you ever heard of gravel riding? It's about cycling on gravel roads and forest paths, and it's becoming popular all over the world. The most prominent event in Japan was "NISEKO GRAVEL," held on May 12th.
This year, the start and finish points were at the Central Warehouses, and volunteers were called in to help with the setup and operation. The venue, where various content could be enjoyed, was bustling with many people other than the participants.
The ride will take you through Rankoshi, Toyoura, Makkari and back to Niseko.
This was Japan's premier gravel cycling event, where participants were able to fully enjoy the nature of the Niseko region, including forest roads that were specially opened for the event and roads that are not usually traveled.

The 20th Asobook Festival was held
The Asobook Festival was held under the warm early summer sunshine. Tents were lined up in the square, and the event was lively with music concerts and puppet shows. There were also picture book readings and quizzes by international exchange officers, and the children seemed to be completely engrossed in the fun. The volunteers helped set up the event and set up the stalls. We hope that this day will encourage more people to become familiar with local libraries.

I am currently working to become a new farmer. Last year, I opened "Crystal Farm" and rented farmland in the Tomikawa area to cultivate crops in facilities.
They mainly grow cherry tomatoes, spinach, lettuce, etc., and sell them at the Niseko View Plaza direct sales event and at supermarkets in Sapporo.
Their smiles, energy, and determination are second to none. They enjoy farming every day.

The farming has begun
This year we are working on a garden with the older children.
On May 31st, the older boys and girls from Niseko High School came and planted the seedlings in groups. The children were happy to be carefully taught how to take the seedlings out of the pots and how to cover them with soil. They were a little nervous, but they were able to plant them successfully.
After working in the fields, the children played tag and deepened their friendship with their older brothers and sisters.

I can't wait to see it grow bigger!!

There are various picture books and toys at "Ohisama." Fathers and mothers read to their children and play with toys such as dolls, spending a fun time together.

How much do you come into contact with paper in your daily life? Books have been replaced by e-books, tedious procedures are done online, and communication with people far away is done on social media... Paper is a very familiar material, but its use is decreasing in various situations. The flyers and admission tickets issued by our museum may one day be digitized.
Despite the current state of affairs, Arishima Takeo Memorial Museum has many paper-related items. Here are some of them.

Records of Niseko Town
We have collected town records that have been published to date, such as "Kaributo Public Relations" and "Koho Niseko Newsletter," town photographs, and pamphlets. Do you have any old publications or pamphlets at home? They are valuable materials that can help us learn about the town's history. In order to preserve Niseko Town 's past records for future generations, please bring any publications or pamphlets that you think might be at Arishima Takeo Memorial Museum to our museum.

Collage and paper cutting
The museum has a collection of about 10,000 pieces of Hideyuki Fujikura's collages, all made from paper. When you look at the works, you'll forget they are made from paper alone, thanks to the colors and attention to detail.
When you actually try it, you can really feel Fujikura's skill. It is quite difficult to tear the paper neatly into the intended shape.
This year, we will also be exhibiting a number of paper cutouts, which we have not exhibited much in the past. Unlike collage, we cut black paper with a cutter and color the inside of the cutouts. These were created before we started collage, and have a completely different atmosphere from collage. Please come and see them.

Road Planning Briefing to be Held
The Otaru Development and Construction Department of the Hokkaido Regional Development Bureau is planning a project to develop a highway between Motomachi, Niseko Town and Asahi, Kutchan Town, which will contribute to improving safety and promoting tourism, and serve as an alternative route in the event of a disaster such as an eruption of Mount Usu.
In order to gain your understanding and cooperation with on-site surveys (topographical surveys, geological surveys, etc.), the town and the Otaru Development and Construction Department will hold a road planning briefing regarding the purpose, progress, and plans of the project.

To all those who own farmland
Farmland is a precious and limited resource for ensuring a stable supply of food, and owners and renters of farmland are expected to take responsibility for using it appropriately and efficiently. There are no penalties, but farmland currently under cultivation cannot be left without planting anything.
For this reason, once a year, Agricultural Committee sends out district agricultural committee members to inspect all farmland and conduct a survey on the status of farmland use. They may need to enter farmland and interview you, so we ask for your cooperation (this year, from late June to August). If the survey reveals that the land has been left unattended, Agricultural Committee will send you a survey on intentions to use.
Agricultural Committee cannot issue a non-agricultural certificate for agricultural land that has been the subject of a survey of agricultural use intentions. Please manage the agricultural land so that it does not become overgrown, such as by mowing and plowing. If you are unable to cultivate the land yourself, please contact us and we will find someone who can cultivate it.
Furthermore, if you wish to use farmland for purposes other than farming (constructing buildings, collecting soil and sand, storing materials, etc.), you will need permission from Agricultural Committee (or the Governor of Hokkaido if the area exceeds 4 hectares). There are some farmlands for which permission cannot be obtained depending on the purpose and location, such as large-scale, high-quality farmland or land where the purpose can be achieved by building on something other than farmland. There are penalties for proceeding without permission. If you have a business plan, it can take time from application to permission, so please consult with Agricultural Committee as soon as possible.

The tourism associations of the towns of Kutchan and Niseko have joined forces to operate the "Sky Bus Niseko" for the third year as a demonstration project for wide-area transportation.

What is parental authority?
I'm sure many of you have seen recent news reports about the amendment to the Civil Code that will introduce joint custody after divorce.
Although many people have heard of the term "custody," it seems that not many people understand exactly what kind of right it is.
Parental rights refer to all the rights and responsibilities that parents have in raising their minor children to adulthood.
Parental rights can be broadly divided into property management rights and personal custody rights. This month, we will be holding a workshop on the traditional Indonesian shadow puppet theater, Wayang Kulit! Originally scheduled for June 2nd, it has been postponed to July 6th. "Wayang" means "doll" in Javanese (the language of the Indonesian island of Java), and "kulit" means "skin." In other words, "Wayang Kulit" is a puppet made from cowhide!
In this workshop, we will introduce the making of Wayang Kulit, the characteristics of Indonesian theater, and folk tales. We will also provide drinks and snacks that are perfect for the Indonesian summer! Applications are now being accepted!

Volunteer fire corps are firefighting organizations established in municipalities and are made up of local residents who usually have their own jobs. This live broadcast is aired every Saturday from noon to 2pm. Leaving the usual studio, the show is broadcast live from the Kiranoyu Community Space next to Radio Niseko. The most common payment method is to ask you to purchase prepaid electronic money at a convenience store, and they may also ask for your name, address, account number, etc. What can you do to avoid getting into trouble?
When you receive a call from an unknown number, you can effectively prevent trouble by doing three things: don't answer, don't listen, and don't call back.

Thoughts on a declining population society
In April of this year, the Population Strategy Council released a report on the analysis of local government "sustainability." This time, a new classification of "black hole type municipalities" based on the closed population was added. Niseko Town 's rate of decline in young women in the closed population was less than 20% (18.6%), so it is classified as "other municipalities" in D-2 and is a municipality that needs to take measures to deal with the social decline in population. More than 30 years have passed since Tokyo's concentration and rapid population decline in rural areas became political issues in Japan, and the situation is becoming more serious. Policies that create disparities have continued, such as the privatization of railways and postal services, which played the role of Japan's capillary blood vessels, and the expansion of non-regular employment in the name of freedom of work. As the hot weather continues, you'll want to eat easy-to-eat noodles and cold, refreshing foods. However, if you eat only noodles every day, your nutrition will be unbalanced and you will be more likely to get sick. Let's work on building a body that can withstand the heat.
[Prevent summer fatigue through diet]
"Protein," "Vitamin B1," "minerals," and "Vitamin C" are important for preventing summer fatigue.
Among these, vitamin B1 is expected to increase appetite and relieve fatigue. It is found in large amounts in pork, brown rice, eel, and liver, but because it dissolves easily in water, it is consumed in large amounts in the summer when we sweat a lot, and it is easy to become deficient in vitamin B1. This can lead to summer fatigue symptoms such as fatigue, so be sure to actively consume vitamin B1.
[Health Exercise Classes]
Niseko Town will hold a "Healthy Exercise Class" to provide an opportunity for everyone to have fun moving their bodies and get rid of lack of exercise. A total of 10 1.5 hour courses are scheduled for July to November from 7:00 pm to 8:30 pm. Instructors from Kanronomori Fitness Club will introduce rhythmic exercises, core training, and stretches that can be done at home.
The target age group is people in their 40s to 60s, and the exercise level is appropriate for that age group. We look forward to your participation.

Editor's Note

If we went by car, we wouldn't be able to maneuver easily, and if we walked together, we would only be able to take photos of the first graders... After much deliberation, we decided to go to cover the Niseko Elementary School field trip by official bicycle.
I went back and forth between Arishima Takeo Memorial Museum and Soga Forest Park, getting ahead of the kids. The kids waved and smiled as I ran around busily. I also happened to bump into some kids from the early Yoji Centre who were also on an excursion that day, and they looked at me with wide eyes, eager to be photographed.
It was hot and humid, and the route had many hills, so to be honest I was a little regretful that I had come by bicycle, but the smiling faces of the children cheered me up, and I completed the two-hour ride. I thought it was a privilege of being in charge of PR to be able to give people energy through interviews. (Ma)
