2020 Town work policy
A new year has started.
The town and the board of education decided on the budget for the new fiscal year at the regular assembly in March, and clarified the "town administration policy" and "education administration policy", which are the policies for community development this year.

Town administration enforcement policy

(1) Promotion of agriculture and livestock industry

Regarding safety measures for ski resorts, the Niseko Rules, which are measures to prevent avalanches, have been implemented in cooperation with the Niseko Avalanche Research Center, the ski resorts, the National Research Institute for Earth Science and Disaster Prevention, and other related organizations. 2 Creating a city where everyone can live in good health and with a smile
In order to create a society where all the townspeople can help each other and live healthy and fulfilling lives, we will comprehensively consider solutions to various issues such as health, medical care, welfare, child-rearing, and education, and live with peace of mind. Our town's main industries, agriculture and tourism, are made possible by the good environment, including the water environment, and we believe that these will increase our trust. As a local government that has made a zero-carbon declaration and signed the Global Covenant of Mayors Japan, we aim to combat climate change and reduce the burden on the global environment, while also working to create a recycling-oriented society.

In order to steadily advance this initiative, we are collaborating with "Niseko Yukimori Kosha Co., Ltd." to utilize forest resources, develop human resources, and promote tree cultivation so that we can communicate the town's rich natural environment to the townspeople. 4 Cultivate a rich heart and unique culture

We will continue to work on enhancing disaster prevention measures and comprehensively improving the living and social infrastructure so that the townspeople can live with peace of mind.
(1) Disaster prevention / crisis management measures
Natural disasters have become more frequent in recent years, such as the earthquake disaster that occurred on the Noto Peninsula in January of this year, causing extensive damage across the country. In Honmachi, we have established a crisis management system as a municipality based on the "Regional Disaster Prevention Plan," "Resilience Regional Plan," "Business Continuity Plan (BCP Plan)," etc., and have implemented disaster prevention measures such as preparing disaster prevention equipment. In addition to improving disaster mitigation response functions, we will conduct disaster prevention drills and work to create voluntary disaster prevention organizations with the cooperation of neighborhood associations.

(3) Improvement of living environments and promotion of settlement
To date, we have worked to improve the living environment by subsidizing the construction costs of private rental housing, subsidizing energy-saving home renovations and earthquake-resistant renovations, and extending the lifespan of public housing. This fiscal year, we plan to utilize the government's subsidy system to begin complex improvement work to extend the lifespan of building No. 5 in the central public housing complex and the construction of a new housing complex.
(4) Maintenance of road transport network
The town is striving for appropriate maintenance and management based on the "Road Maintenance Individual Facility Plan" while utilizing bonds as a financial source. On February 14th, a disaster prevention education class was held for second year students at Niseko Junior High School. The lecturer, a town disaster prevention official, provided information on past disaster cases and evacuation methods depending on the disaster alert level.
After the explanation, the students actually ``expanded tent-shaped partitions'' and ``assembled and installed cardboard beds'' as a simulated experience of life in an evacuation center.
We worked together to assemble a tent-shaped partition.

On February 17th, the boys' firefighting club completion ceremony was held, with 9 of the 16 club members in attendance and receiving a certificate of completion from the Niseko branch chief.
Since its formation ceremony in May, the Boys' Firefighter Club has held eight training sessions, including water spray drills and disaster response drills. Club members looked back on their activities over the past year and shared their impressions and thoughts with smiles.

On February 19th, an award ceremony was held at the town hall to commemorate Niseko Town 3,000 days of zero traffic fatalities, and the town was presented with a letter of appreciation from the Hokkaido Governor by the Shiribeshi Regional Development Bureau. There have been no fatal traffic accidents in the town since October 2015.
Although we have achieved 3000 days of zero fatal accidents, traffic accidents such as drunk driving and property damage accidents are increasing every year, so please be careful when driving.

“222nd Town Development Citizens’ Lecture Aiming to Create Rich Forests”
On February 22, the town held a lecture for residents to explain the draft of the Forest Vision Implementation Plan. In 2021, the town formulated a "Forest Vision" that indicates the basic philosophy and direction of forest creation, and established a future vision and five basic policies.
In this lecture for citizens, we introduced the purpose and structure of the Forest Vision Implementation Plan, and then explained the contents of the draft plan.
Eight people from the forestry industry and others participated, and the discussion was rich, with many opinions expressed, including setting goals for each of the five basic policies and ideas for activities to increase the value of forests.
A draft booklet has been distributed, and the content is starting to take shape.

On March 10th, an event sponsored by Patagonia was held. In addition to free clothing repairs and sales of second-hand goods, there were exhibits by local businesses such as Niseko Glove and Kumagera Manufacturing, experiences for children by the local revitalization cooperation team, and picture book readings, and the venue was bustling with people. All proceeds from the sales of second-hand goods will be donated to the town's children to help maintain their ski equipment.
At the talk event, the two speakers, who have worked in the field all over the world, began by talking about clothing and then went on to discuss the importance of thinking for yourself.

“Music made by everyone is fun. NISEKO Concert”
A concert sponsored by the executive committee of townspeople volunteers was held at the townspeople center on March 10th. OK・NISEKO is a mini orchestra formed for everyone in the town to have fun playing musical instruments.
The concert started with a Japanese drum performance by Miyake Taiko, followed by an ensemble and multiple performances of various instruments such as flutes, trumpets, and keyboard harmonicas. At the end, all the members of OK NISEKO performed "Niseko Town Song" and "DEPERTURE". During the encore, the audience sang "Niseko Town Song" together.

“Niseko Distillery’s great achievement of winning the Ohorojin World’s Best Award!”
On February 27th, Niseko Distillery's Manufacturing Director Takuma Kakumoto and General Manager Tomomi Hayashi visited the town hall and announced that they had won the world's best award in the classic gin category of the international contest "World Gin Awards 2024". I reported this to Mayor Katayama.
The award-winning product is “ohoro GIN Standard,” which was released in October 2021.
Ohorojin is made using Niseko Annupuri's underground water and plants from the town.
“A gift from a day service with our thoughts for the next generation”
On February 29th, four third-year students from Niseko High School visited the day service center ahead of their graduation ceremony the next day, and received handmade corsages from day service users to wear on their chests at the graduation ceremony. Every year at the day service center, users present corsages to graduates.
The high school students who received the gifts expressed their gratitude and their determination after graduation.

“Amrita Farm won the top prize for the second consecutive time after last year.”
On March 5th, the Saito family from Amrita Farm visited the town hall and reported that their large tomato had won the top prize in the spring/summer and fall/winter categories at the ``Organic Eco Festa 2024 Healthy Agricultural Products Contest''.
He achieved his second consecutive victory following last year, and was also selected for the overall Grand Prix. Mr. Saito said, ``This is thanks to the connection between Niseko's nature and people.''

The section manager in charge of the town hall acts as a lecturer and informs the current situation and issues of the work in charge, and it is a place to exchange information and think together with the townspeople.
This course is held when there is an important issue. We will inform you as soon as the theme and date are decided.
○Please use town development talk
If you want to talk with the town mayor in a group, please use "Town Development Talk".
Once approximately five people have gathered, the mayor will arrive at the designated location. If you don't have a place, we will provide one in town. You can also use it if you want to hear specialized stories from each section manager or person in charge.
○ We are looking for townspeople reporters
In "Public Relations Niseko", a section where townspeople reporters introduce people they met in town, recommended places, and thoughts on a daily basis is being published.
Last year, seven reporters introduced things related to Niseko. Any Niseko Town can become a townsman reporter. There are no age restrictions either!

Niseko High School held its graduation ceremony on March 1st. I imagine the graduates were laughing, crying, and feeling a variety of emotions. When I saw the crying graduates, I almost started crying along with them. However, I was glad that in the end, we were able to see the third-year students off with smiles on our faces.
Congratulations again on your graduation.
The general entrance exam was held on March 5th. I was very surprised to see that this year's entrance exam had a higher ratio than previous years. I'm looking forward to seeing what kind of first-year students will enroll next year. As a senior, I will do my best to show my cool side to the new first-year students.
This year was a year in which we were able to take on many challenges after the coronavirus pandemic ended. We will continue to make Niseko High School even more exciting starting next year, so please support us.

Niseko High School is working on high school reform with the aim of converting to general studies from 2020.
Examples include opening English villages, learning using DX, and collaboration with universities. In addition to these, we plan to continue working on other attractive initiatives.
I would like to work hard with Principal Motoya and the teachers to create a school where students can have pride and affection for Niseko Town through their high school life and want to live in Niseko Town in the future. We look forward to seeing all of you attending elementary and junior high schools in Niseko Town High School!

The five months I spent in Niseko Town became unforgettable memories by participating in seasonal events and interacting with local people. This year, we would like to discover the charm of Niseko Town by experiencing Niseko's spring and summer.

“Scenic Night 2024” will be held!
We participated in the creation of snow wall art and candle lighting for "Scenic Night 2024"! "Scenic Night" is an event where you can enjoy the winter night by lighting up the Shikotsu-Toya Niseko Scenic Byway Route with candles.
Production of the wall art on the snow wall began at the end of January, under the direction of Kiranoyu staff, by projecting letters onto the snow wall and cutting out the letters using a chainsaw. We dug up some snow from there and spent several days finishing the snow letters that read "NISEKO."
At the venue in the Kiranoyu parking lot, candles were lit on the snow letters of "NISEKO" for four days, and fireworks were set off on the final day of the event. The words "NISEKO" were lit with candles, creating a fantastic sight that can only be seen at this time of year. (Emi Deguchi)

Under a sunny sky, we worked hard to remove snow together with the office staff!
At the residence for the elderly living alone, the snow that had piled up on the roof and front door had protruded and formed a snow eaves, creating a dangerous situation, but it has now been completely removed and is now clean. 4 groups cleared snow for 4 households, and after the work, we all ate delicious curry and rice made by the lunch team!
I felt very refreshed after shoveling the snow together with the deputy mayor and the section chief. (Risa Ito)

Regarding my direction toward independence, I became interested in IT-related work after taking the programming course "Pirika Skup" in my first year, and I would like to get a job in IT. I had the option of starting a business, but since I didn't have the skills or knowledge to start a business, I decided to get a job at a company and get a solid foundation before thinking about it.
I want to continue living in Niseko Town, so I would like to continue studying so that I can work while teleworking. There's only one year left, but thank you for your continued support! !

This year too, the older students participated in the bamboo dance. The 10 bamboo pieces are moved in time with the piano, and the children walk across them while following the rhythm of four beats.
At first, the children had trouble keeping up the four-beat rhythm and sometimes got their feet caught in the bamboo, but as they worked on it, all the children were able to jump with confidence.

A rare book by Takeo Arishima will be published.
Last year marked the 100th year since his death, and Takeo Arishima, a writer with ties to Niseko, has been almost forgotten by the world. Even if you go to a bookstore, you will find almost no books by Arishima. Why?
Books by forgotten authors don't sell, so they don't get produced. After all, thousands of new books appear every day, and there is competition for bookstore shelves (older books can be read at the library). ``Is it a good thing that Arishima's works are no longer available in bookstores?'' Arishima Takeo Memorial Museum asked, and Nakanishi Publishing in Sapporo responded to the request without considering profitability. Picture books and paperbacks related to Arishima's fairy tale ``A Bunch of Grapes'' will be released. Of course, we also fully supervise Arishima Takeo Memorial Museum.
The duo of Rei Nakakai (illustrations) and Ketaro (text), who are in charge of the picture book "Ghost Maru," worked on adapting Arishima's work into a picture book. The philosophy of "mutual aid" and the "importance of forgiving each other" that Arishima left behind in Niseko has been renewed into a form suitable for modern times, centered on the SDGs. I'm thinking of holding some fun events based on this book.
The paperback edition contains eight of Arishima's fairy tales. What's more, all the kanji in the main text have ``furigana'' attached to them, making it a perfect introduction for children who became interested in Arishima's works through picture books.
Maybe both books will be on sale by the time this April issue of Public Relations Niseko comes out. Publication has been delayed due to Ito's slow writing. Sorry! Thanks to his efforts, this book was published to commemorate the 101st anniversary of his death.

Among the Ministry of Justice's proposed outline of the amendment, the following points are considered to be particularly important:

The new fiscal year begins in April! This marks the eighth year since the facility was renovated. Through daily operations and events, we hope to further deepen our ties with the townspeople. Thank you again for your continued support.
In February and March, the last month of the fiscal year, the central warehouse group was used for various events! In particular, it was a very memorable experience for Chuo Warehouse Group as it was used as a wedding venue for people from out of town. Furthermore, we are very happy that this central warehouse group can be used as a place where various communities gather, such as the new Marche event held regularly.
Starting in the new year, we are planning to carry out a large-scale makeover of the indoor interaction space within the building! At the time of writing this paper, equipment and other items have not yet been brought in, but they are scheduled to be brought in and installed in late March. Please check out the various SNS of Chuo Warehouse Group.

Editor's Note
At the 70th Hokkaido Public Relations Competition, last year's August issue of Niseko Public Relations was selected as the best in Hokkaido (town and village category)! It has also been recommended for the national public relations competition, and the results are expected to be announced this month.
Over the past five years, what I've been putting the most effort into is special features. In the special feature, we have been conscious of listening to the townspeople as closely as possible and uncovering issues in town development. Every time I write, I put my heart and soul into it for the sake of those who are willing to reveal their faces and names for interviews. I believe that we were able to receive this evaluation thanks to the many people who interviewed us.
I would like to continue doing work that makes people think that Niseko Town is a nice town and that it's a good place to live. (too)
