Special feature 2023 town work policy

A new year has started.
The town and the board of education decided on the budget for the new fiscal year at the regular assembly in March, and clarified the "town administration policy" and "education administration policy", which are the policies for community development this year.
This month, I would like to inform you about this policy.
For detailed budgets for 2023 degrees, please see "Jobs You Want to Know More 2023" to be distributed in May.

Town administration enforcement policy

Honmachi became independent from Makkari Village in November 1901 (Meiji 34), established the Tocho Office in Motomachi, and was able to repeat 120 years of progress in November 2021 (2021). The 120th anniversary ceremony was scheduled to be held in this year, but due to the spread of the new coronavirus infection, we decided to reduce the number of times after several postponements in the Commemoration Ceremony of 120. Through these circumstances, the 100th anniversary of the opening of Niseko Town was held in February this year Commemoration CeremonyFor the 20 years since the "Ceremony", we held a simple "Certificate of Appreciation Presentation Ceremony" to those who have contributed to community development and other meritorious achievements, marking the 120th anniversary of the event.
Thanks to the support of the townspeople so far, the population has been at a low of 4,483 in 1990, and has continued to increase slightly in recent years, reaching a level of around 5,000. In addition, we were able to see an increase in town tax revenue of about 300 million yen, such as the advance of excellent companies into Niseko Town. As a result, out of 926 towns and villages nationwide, the rate of increase in individual inhabitant tax was 7th, the rate of increase in corporate tax was 11th, and the number of business establishments was 6th. In terms of (educational immigration), the Nihon Keizai Shimbun has published data that ranked No. 1 among towns and villages in Hokkaido.
Now, the infection of the new coronavirus that has hit the world has entered the era of "with coronavirus" in which we have no choice but to continue dealing with infectious diseases without seeing the end of the infection. On February 25, 20 2020 20, Honmachi also established the "Crisis Management Headquarters for the Spread of the New Coronavirus Infection," and three years have passed since these measures were taken. During this time, thanks to the understanding and cooperation of the townspeople and town council members, we have been able to take various measures such as infection prevention, economic measures, and livelihood support, and we have been able to reach the present day. I believe that the heartache of the managers and workers of tourism-related businesses such as restaurants and accommodation businesses has been very difficult. Amid the mood of easing infection prevention since the end of last year, I am pleased that we are gradually beginning to see positive signs, such as the recovery in the number of tourists entering Honmachi.
On the other hand, last year, Russia launched a military invasion of Ukraine, causing great anxiety in the world and triggering a global food crisis. We are continuing our atrocious and stupid war crimes. Our lives are in the midst of great life and daily anxiety, such as the current situation where we are unable to escape from this economic uncertainty and pandemic, but looking ahead to the future, we are flexibly working on community development projects with the promotion of various plans in Honmachi in mind. I will come.

In the town administration policy of the year before last and last year, I said that today's society surrounding us is currently facing three major issues that must be resolved. The first is to shift from a society that prioritizes economic rationality to the creation of a “sympathetic capital society” that values human dignity. Reduction of environmental pollution” and “Climate change countermeasures”, we are working on these based on the comprehensive plan based on the self-government comprehensive strategy, Eco-Model City action plan, and the SDGs future city plan.
In the new fiscal year, along with the development of sustainable living infrastructure, as a city where Takeo Arishima's motto "mutual aid" lives on, we will expand the environment that makes it easier to raise children, including "free medical expenses for children". We will strive to create a town where the elderly people who built the town can live with peace of mind.
In addition, regarding the invitation of companies that have been promoted so far, we will strengthen the invitation activities on the premise of "quality companies" that sympathize with Honcho's town development and meet the philosophy of Niseko Town 's environmental creation city.
Regarding the "land of unknown owner" that we have been requesting the national government to date, we are requesting the establishment of a law that allows the ownership to be transferred to a local government that wishes to do so, as well as the development of a water resource conservation area designated by the local government. We will continue to request the national government to establish legislation that allows local governments to regulate. In addition, in Niseko Town, regarding the development of water supply facilities to reduce future risks, such as switching to earthquake-resistant pipes for water supply pipes and water supply pipes, a support system as part of the national resilience policy promoted by the country. I intend to make a proposal to expand or establish a
In addition, regarding the "government subsidies for housing renovations that contribute to health and energy conservation," which we have been working on since last year with many stakeholders, coordination is currently underway with the government ministries and agencies to budget for energy-saving renovations of houses. In addition, we plan to promote efforts for high airtightness, high heat insulation, and energy saving in houses in conjunction with Honcho. In addition, regarding the redevelopment of roadside stations, we will continue to establish a support system for the government through the National Roadside Station Liaison Committee.
2023 year (2023), we will bring together the wisdom of the townspeople, town councilors, and municipal staff who are professionals in self-government, and bring together the "Constitution of Japan" and " Cherishing the philosophy of Niseko Town Basic Ordinance for Town Development", We intend to advance the town administration so as not to postpone various issues.

Basic idea of budget execution

In 2022, the spread of the new coronavirus will continue, restricting economic activities and activities in the lives of residents, and the town's efforts such as canceling events held in the town. However, in 2023, the government decided to change the classification of COVID-19 from category 2 to category 5, and gradually returned to normal. We are moving in the direction of improving the social environment for In 2023, we will continue to implement measures to prevent the spread of the new coronavirus in cooperation with the national government, and we will also promote efforts to restore the impoverished economy, even if only a little.
In order to develop a sustainable social infrastructure that supports the life of Honcho, the concept of "practicing self-government" listed in the "Niseko Town Basic Ordinance for Town Development Town Development" and the five principles listed in the 5th Niseko Town Comprehensive Plan "Environmental Creation City Niseko" Based on the vision of the future, we will continue to enhance our approach to community development that we have cultivated so far. In addition, we will strive to promote various measures that contribute to the sustainable development of the town, and steadily implement various plans such as the "Autonomy Creation Comprehensive Strategy", "SDGs Future City Plan", and "Eco-Model City Action Plan".
In the fiscal 2023 budget, tax revenue, which had decreased significantly due to the spread of the new coronavirus infection, is on a recovery trend, but it has not yet returned to the previous level. Although there were clerical projects that forced us to reduce the annual expenditure budget, we ask for your understanding as the budget is based on a comprehensive consideration of the financial balance.
As a basic policy for budget compilation, for investment projects with a large budget scale, taking into consideration the urgency of the project and the superiority of the financial burden, etc.
1. Reliable promotion and completion of ongoing business
2. Prepare for future sustainable development
3. Development of social infrastructure that supports safety and security
4. Development of child-rearing and educational facilities
5. Improvement of livability and preparation for future sustainable development
Based on the bond issuance plan and financial situation, we are prioritizing and compiling the budget with a long-term perspective in mind to prioritize and systematically implement administrative projects. increase.
Main projects include "renewal of water supply facilities", "maintenance of water supply sources", "enhancement of child-rearing environment such as family support project and development of educational environment", and "improvement of living environment in public housing". We have budgeted for the detailed design work of the new fire department building to be built on the site of the former government building.
In terms of agricultural promotion, the government-run emergency farmland restructuring project is in its 11th year, and the Kiseikai will continue to request that the project budget be secured. We will continue to provide support utilizing the national system in order to alleviate the In terms of tourism promotion, while providing support for the recovery of tourism demand, in anticipation of the end of the new coronavirus infection, we will attract tourists and achieve the GSTC (Global Sustainable Tourism Council) standards, which are said to be the SDGs for tourism. We will proceed with the initiatives we aimed for and the introduction of an accommodation tax with the aim of becoming a sustainable tourist destination.
In addition, in all major policies, we will strive to execute the budget with an eye on the future of the town, and will pay attention to further increase the "practice of self-government" while ensuring financial soundness.

Development of key policies

1 Toward the establishment of a sustainable regional economy
We will strive to develop endogenous industries that make use of the rich natural environment of Niseko Town, promote collaboration between agriculture, tourism, and commerce and industry, and utilize the energy that exists in the region and the circulation of the economy within the region. In addition, we will promote efforts toward self-sustaining local economies through various collaborations with companies, universities, research institutes, etc. that share and empathize with the philosophy of urban development.

(1) Promotion of agriculture and dairy farming
The global spread of the coronavirus and Russia's invasion of Ukraine have created an unstable social situation. The situation surrounding agricultural (dairy farming) management is becoming increasingly severe, such as the reduction of management stabilization measures and the adjustment of sugar beet production. I'm here.
Currently, in response to the increasing food security risks, global environmental problems, and expansion of overseas markets, the Japanese government has enacted the Basic Law on Food, Agriculture and Rural Areas, which has passed 20 years since its enactment. In addition to proceeding with consideration for the revision of the 2021 as a pillar of the national agricultural policy.
Based on these national agricultural policies, the town will continue to promote clean agriculture and recycling-oriented agriculture, and will work to establish a crop rotation system based on soil preparation. In order to promote this, with the cooperation of related organizations, we will consider the way of agricultural production suitable for Honmachi. At the same time, we believe that it is important to secure sales channels that make use of our strengths as a tourist resort based on the technical capabilities that enable the production of multiple items, which is a feature of Honcho agriculture.
On the other hand, however, along with the aging of agricultural workers, in addition to the existing shortage of human resources, there is a remarkable rise in employment costs due to the impact of wage increases in the regional tourism industry. The introduction of machinery has also become important. For this reason, we will promote measures to secure human resources, taking into account the stable acceptance of foreign trainees and measures to secure a collaborative labor force in the JA Yotei area.
This year, we will continue to support the sustainability of agriculture suitable for Niseko Town while utilizing the national system, such as improving the management environment for agriculture and strengthening the management structure.
In 2023, we will continue to strive to conserve prime farmland with the “National Emergency Farmland Restructuring Project” as the core, and promote initiatives for the “Green Food System Strategy” while promoting safe and secure “clean farming” that is in harmony with the environment. Agriculture", accumulation of farmland utilization, development of agricultural infrastructure, promotion of highly profitable farming, measures to foster farmers, promotion of 6th industrialization, etc., and promotion of initiatives to improve farmer incomes. (2) Promotion of tourism
In 2022 degree (FY2022), there was the arrival of the seventh wave due to the highly infectious mutant new coronavirus, but with the start of projects such as nationwide travel support, tourists were gradually returning to Honmachi. In addition, the Niseko Resort Tourism Association has strengthened the acceptance of educational tours as part of its landing-type travel development project, and the number of overnight guests has recovered significantly, and the number of tourists from overseas is gradually recovering.
From 2021, the town has started efforts to create a sustainable tourist area in line with the standards of the Global Sustainable Tourism Council (GSTC). Together with Kyoto City and others, it was selected for the second consecutive year since the year before last in the "Top 100 Sustainable Tourist Destinations in the World" sponsored by Green Destinations. In 2022, it was awarded the "Best Tourism Village" award by the United Nations World Tourism Organization (UNWTO) as an "excellent example of a tourist destination in the world." In recognition of these series of initiatives, we were able to obtain the honor of being the only municipality to receive the "Commendation from the Commissioner of the Japan Tourism Agency" last October.
As a “sustainable tourist destination” that is attracting worldwide attention, in order to increase its recognition both in Japan and overseas, and to continue to choose Niseko Town as a travel destination, in 2021 We will promote initiatives based on the formulated "Tourism Promotion Vision" and will promote the introduction of an "accommodation tax" as a financial resource to prepare the environment as a sustainable tourist destination. In addition, since last year, we will continue to propose the creation of a "digital nomad visa" that we have requested to the government.
With Kutchan Town and Rankoshi Town, the "Niseko Tourism Area", which is being worked on in a wide area, is a place to solve and practice many common issues such as the future image of transportation within the area, the promotion system for businesses in the area, and the utilization of hot springs. We will work together to ensure that
This fiscal year, we will continue to work with related local governments and private organizations such as the Niseko area and the foot of Mt. We will continue to work together.

Together, we will strengthen our support for the avalanche research institute.
Regarding the redevelopment of the "Roadside Station Niseko View Plaza", which was designed last year, we are currently strongly requesting the government to establish a financial support system specializing in the redevelopment of the roadside station. increase. In the future, we will make comprehensive decisions on maintenance, etc., taking into account the securing of this financial resource and the situation of highway interchanges currently being considered by the Ministry of Land, Infrastructure, Transport and Tourism.

Due to the spread of the new coronavirus, the local economy has been greatly impoverished, and the impact on commercial and industrial businesses has been particularly large. In light of these difficult circumstances, the town would like to take on the challenge of introducing the "specified regional development business cooperative system" institutionalized by the government in cooperation with immigration promotion measures. In addition, based on the "Small and Medium Enterprise Promotion Ordinance" established in 2022, we will support the activities of Niseko Town Chamber of Commerce and Industry, which is the core organization for the promotion of commerce and industry. We will continue to support small-scale entrepreneurs, such as holding business seminars and operating consultation desks for entrepreneurs, and aim to improve the vitality of local communities by cultivating diverse entrepreneurs.

In addition, we will continue to support the "Kids Card Business" run by the Kira Card Association, and strive to increase consumption within the region by increasing contact points between local stores, consumers, and tourism businesses. In addition, we will support efforts to enable early cooperation and operation with “e-travel tax payment” and the new sympathetic local currency “Niseko eumo” so that hometown tax payment will lead to regional economic revitalization.
Regarding consumer measures, the function of the "Yotei Regional Consumer Affairs Consultation Desk" set up in seven nearby towns and villages, including Niseko Town, will be more effective so that the townspeople will not suffer due to unfair solicitation. We will continue to expand our consultation activities and promote PR and enlightenment activities.

At elementary and junior high schools, the results of the National Academic Ability/Learning Situation Survey are analyzed, and teachers and staff work together to systematically work together to verify and improve educational activities aimed at improving academic ability. In addition, we will promote class improvement to realize proactive, interactive and deep learning, and develop the qualities and abilities required in the new era.
In high school, students should be able to identify problems to solve on their own, think independently, discuss collaboratively with people from various standpoints, and come up with satisfactory solutions. In order to nurture students, we practice cross-curricular education. In addition, in addition to enabling each student to proceed with “individually optimized learning”, we practice education that enhances “collaborative learning” through exploratory learning activities and experiential activities.
In Honcho, in order to promote reading activities, which are the basis for learning, the 3rd Children's Reading Activity Promotion Plan (2023) was formulated so that children can enjoy reading. In addition, we will promote opportunities for children to become familiar with reading by improving the reading environment, such as organizing the school library and selecting books, with the cooperation of the "Asobuk no Kai".

(2) Promotion of special support education

Due to the growing understanding of special needs education and the revision of the system regarding the system for deciding where children with disabilities go to school, there are children who are enrolled in regular classes and are enrolled in special needs classes. etc. is increasing.
As information technology progresses, ICT is an important means to improve and overcome difficulties in learning and living for children with special needs, and to increase the effectiveness of instruction. Since the government's GIGA school concept has provided one terminal for each person, it is necessary to effectively utilize it for the enhancement of special support education.
For children who need special support who are enrolled in regular classes, we will strive to enhance the learning environment by assigning an additional special support teacher. In addition, regarding the “Language and Learning Classroom,” which was conducted by traveling through classes until last year, we will work to make it our own school by assigning a teacher in charge to Niseko Elementary School.

(3) Promotion of STEAM education

Students engage in cross-sectoral learning and exploratory learning in each subject at elementary and junior high schools, as well as in the “integrated study period,” and learning activities that seek to solve problems in collaboration with others. Organize, analyze, summarize and express learning activities.
In addition, we will work to improve and enhance “comprehensive inquiry time” and “problem research” in high schools. (4) Enhancement of career education

Career education is the process of fulfilling one's role in society and realizing a way of life that is one's own by cultivating the abilities and attitudes that are necessary for social and occupational independence. Encouragement of career development is important.
Under these circumstances, there are a certain number of students who graduate without deciding on their career goals, such as going on to higher education or finding a job. We will strive to enhance career education in elementary, junior high and high schools so that we can do so.
In particular, at Niseko High School, we will promote the development of cutting-edge professionals who support the sustainable growth of the region, such as collaborating with companies, industries, universities, etc., and working proactively to solve regional problems with a global perspective. .

4 Promotion of hometown and multicultural coexistence
(1) Promotion of Niseko-style education

"Niseko-style education" is an education that focuses on continuous education for nine years of elementary and junior high school, and considers continuity with the education of Kindergarten and Niseko high schools. ”, we will develop continuous education according to the developmental stage.
In order to promote Niseko-style education, we will work on the following three points as important items to promote it, based on the characteristics of the region.
For the first, "English education," we will continue to promote English education while collaborating with schools, such as by assigning three ALTs and utilizing a Coordinator for International Relations.
The second is “hometown learning” to explore Niseko Town. In junior high school, I researched local history, culture, nature, etc., and practiced such as creating a collection of problems ("Niseko Guide Test") using ICT equipment. In the future, while further enhancing the content, we will promote initiatives in other school types and establish learning according to the developmental stage.
The third is the use of ICT. ICT terminals are being used in classes so that all students can use them, and the range of use of ICT terminals is expanding, such as when classes are closed due to COVID-19 and the terminals are taken home for lessons.
In addition, while reviewing the organization of the town education research group, we will accumulate training and practice, and strive to brush up the whole so that children can learn independently.

(2) Promotion of domestic and international exchange and international understanding

In a society where globalization is progressing, we will understand the diversity of cultures and ways of thinking, the ability to collaborate with diverse people, and the "Sustainable Development Goals (SDGs)" in order to realize a multicultural society. It is important to nurture the qualities and abilities necessary to play an active role in a global perspective, such as the ability to connect to the creation of a sustainable society based on this.
The Niseko area is expected to increase inbound in the future as an international resort attracting the world's attention.
Honcho has many people who have immigrated from home and abroad, and the sense of values is diversifying. In order to create a multicultural society in Niseko Town, it is necessary to recognize differences in culture and customs, understand and respect each other, and help each other. Therefore, from this perspective, we will support the implementation of cultural and sports projects in which all townspeople can participate and interact.
In addition, from the perspective of multicultural understanding, in order to make English conversation more familiar, there are many activities such as English conversation exchanges in after-school children's classes for elementary school students led by International Relations Coordinators and exchanges at Kotobuki University study groups for the elderly. It provides an opportunity to experience culture.
Furthermore, in addition to cooperation with projects such as English conversation classes and cultural events held by the town's International Exchange Promotion Council, we will enhance opportunities for interaction with children and students of Hokkaido International School Niseko.
From the perspective of securing diverse exchange opportunities, we will continue to provide opportunities for children to broaden their horizons and “look back and understand their own town” through new discoveries by experiencing the culture and communication of different towns. This fiscal year, we will visit Satsumasendai City, Kagoshima Prefecture for the "Boy's Tsubasa Seminar," and conduct youth exchange projects such as accepting students from Takashima City, Shiga Prefecture.

(3) Promotion of Niseko High School

In order to make the most of the internationalized environment of the town and increase the number of applicants for admission to Niseko High School, we will change the department from the agricultural department to the general department. In this academic year, we will organize the series and examine the curriculum in line with the establishment of the integrated department. In addition, regarding the current high school dormitory, Kibogaoka Dormitory, which is now dilapidated, we are planning to create a dormitory with a new perspective that allows exchange between students who wish to enroll from a long distance and the local community.
We will promote initiatives to develop global human resources who can play an active role in the world, such as reducing the cost of studying abroad for those who wish to advance to the fourth grade of Niseko High School.

5 Establishment of an environment that enhances the quality of learning
(1) Promotion of ICT utilization

Due to the spread of COVID-19, temporary closure measures have been taken, and as a measure to guarantee the learning of children who cannot go to school, learning styles that utilize ICT, such as online learning activities that connect schools and homes, are rapidly increasing. progressed to
At each school, we will promote the development of an environment that integrates hardware, software, and human resources, such as enhancing the ICT environment and improving the teachers' ability to use ICT. Active use of ICT in order to improve the quality of education and develop children's ability to use information by raising awareness and providing support tailored to the characteristics of children with disabilities. We will improve the quality of faculty and staff by holding workshops on

(2) Promotion of educational counseling and student guidance support

In 2016, the Act on Securing Opportunities for Education Equivalent to Ordinary Education at the Stage of Compulsory Education was enacted. It is required to provide learning support based on the necessity of rest for school children.
There is a need to respond to changes in society surrounding children and students, such as dealing with bullying, school truancy, internet troubles, and preventing discrimination and prejudice due to the effects of COVID-19. In addition, in addition to striving for early detection and prevention based on the "Basic Policy for Preventing Bullying," we will strive to create an educational environment where students can think and practice their own rules, valuing independent activities by students.
In order to help solve these problems, a school counselor will be placed to enhance consultation with students and parents.

(3) Enhancement of training opportunities for faculty and staff

Schools in recent years are facing the retirement of a large number of teachers who were hired when the number of students was large. The number of people aiming to become a school is decreasing, and the provision of a place for sustainable school education is at risk.
Even in such a crisis situation, teachers must have a strong sense of mission, rich social skills, and practical skills so that they can continue to provide high-quality education and maximize the potential of children. In addition to fully equipping students with leadership skills and other qualities, it is necessary to create a work environment in which they can fully demonstrate their abilities at each school.
"Niseko-style education day" is set, and teachers and staff of all school types in the town gather together for training, as well as training with expertise, to optimize individual training and promote collaborative learning between teachers. We will improve it.

The Act on Promotion of Child Poverty Countermeasures, revised in June 2019, clarifies the purpose of educational support that equal opportunities should be ensured, and requires comprehensive promotion of poverty countermeasures not only in the future of children but also in the present.2019
It is important to create an environment where all children can go to school with peace of mind through the continuous financial support of the school attendance assistance system so that they are not influenced by the region and environment in which they were born and raised.

The Community School Committee has reviewed the organization and revised the activity policy, etc. according to the actual situation while accumulating activities.
In particular, we will clarify the role of community schools in relation to school evaluation, and make further efforts to reflect the actual situation of the community in the educational field.

(2) Strengthening the school crisis management system

In recent years, large-scale disasters have had a major impact, and there are concerns that such large-scale disasters will occur in the future. Ensuring the safety of children is also an important issue, as evidenced by traffic accidents involving children on their way to and from school.
Although Niseko Town has few natural disasters, various dangers such as traffic accidents on the way to and from school and faxes of bomb threats are expected. We will further promote school road inspections by road safety promotion meetings, as well as traffic safety education, crime prevention education, and disaster prevention education for children according to their developmental stage.
In addition, we will proceed with the installation of security cameras to prevent the intrusion of suspicious persons into the school.
Regarding the operation of school buses, in addition to striving to operate with safety first, we will work to shorten operation times by setting appropriate routes.

On February 28, three third-year students from Niseko High School, who were preparing for the graduation ceremony the next day, visited the day service center and received a handmade corsage from a day service user to wear on their chest at the graduation ceremony.

Please feel free to join us.

We would like to introduce you to the opinions and letters received from everyone.
My opinion
We will introduce some of the projects that the town has prepared for easy communication between the townspeople and the town.

○Machizukuri townspeople lecture
The section manager in charge of the town hall acts as a lecturer and informs the current situation and issues of the work in charge, and it is a place to exchange information and think together with the townspeople.
This course is held when there is an important issue. We will inform you as soon as the theme and date are decided.

○Please use town development talk
If you want to talk with the town mayor in a group, please use the "Town Development Talk".
When about 5 people have gathered, the mayor will visit the designated place. If there is no place, the town will prepare one.
You can also use it when you want to hear specialized stories from each section chief or person in charge.

○ We are looking for townspeople reporters
In "Public Relations Niseko", a section where townspeople reporters introduce people they met in town, recommended places, and thoughts on a daily basis is being published.
Last year, eight reporters introduced things related to Niseko. Any Niseko Town can be a townsman reporter.
There is no age limit either!
If you like writing, want to know more about Niseko, want to start something new, or just like Niseko, please feel free to join us.
A pen name is also OK.
We look forward to hearing from you, either by telephone, fax, or e-mail, as indicated on the left.

Niseko High School Agricultural Club

Treasurer Sakura Nakajima, 2 years after the graduation ceremony

A graduation ceremony was held on Wednesday, March 1, and nine students graduated. This year, we students were able to attend for the first time in several years, so all the students were able to see off the graduates.
There were only nine third-year students, but they were very important to us juniors. I would like to tighten my mind and do my best so that I can succeed such seniors.
The entrance ceremony will be held on Monday, April 10th. Current students cannot participate in the entrance ceremony, so I would like to welcome them warmly at the entrance ceremony or face-to-face ceremony.
We are a little worried because we will be meeting juniors for the first time in our second year, but as seniors, we will do our best to be a role model for the new first year students and make a good impression.
Everyone in the area, please continue to support Niseko High School this year.

"Kimi no Quiz" by Tetsu Ogawa (Asahi Shimbun Publishing)

Have you ever seen a quiz show on TV?
If the respondent presses the button and gets the answer right before the question is read, the question naturally arises, "How did you understand?"
The story progresses in parallel with the words "Quiz is life", which expresses the relationship between the protagonist's life and quizzes, while clarifying the mysterious events that unfolded in front of the protagonist, the opponent. increase.
The development of the last, which symbolizes the current era, is also characteristic, not limited to unraveling the mystery.
It may change the way you look at quiz shows and make them more interesting, so I recommend this book to people who like quizzes.

about us

2nd year
Masaaki Yasui (from Sapporo)
Assignment / Niseko Resort Tourist Association Co., Ltd.

A lot of tourists from overseas came this season, and it was quite a busy season!
At the station office of the Tourist Association where we work, we were able to use our English to help passengers boarding buses and taxis.
I'm aiming to improve my English skills for next year! !

I want to meet people in Niseko!

2nd year
Yukako Ohashi (from Osaka Prefecture)
Assignment / Townspeople Learning Division Arishima Takeo Memorial Museum

I have learned a lot from you through flower arrangement classes, helping wineries, yoga and snow education.
I want to know more about nature, cooking, skiing, and more.
I decided to deepen my knowledge of wine, so if anyone wants to know more about wine, feel free to contact me!

steps to independence
Third year
Ryosuke Kato (from Shiraoi Town)
Assignment/Agricultural Administration Division

Use luck
The first year I ran around helping farmers in the town, the second year I started growing and selling vegetables, and this year, the third year, I am approaching my final season as a volunteer.
“No farmland, no capital, no experience” was the start of the manufacturing process, but over the past two and a half years, I have been able to see a path toward new farming, thanks to many connections.
Thank you for your support.
I think that regional revitalization is the real thing after graduating from the army. From the standpoint of "cooperation", we will work hard as the main body of regional revitalization.

Introduction of my assignment
16. Agricultural Administration Division Forestry Support
1st year: Yosuke Kiyobe (from Sapporo)
“Nurturing forests, connecting with people’s lives, living together”
There are currently four members working in the Forestry Support Project, where I am assigned, and I am involved in the forestry industry in a slightly different way.
In order to protect and nurture Niseko's forests, we will cut into forestry areas that have been out of reach.
Through "trees and forests", we will create better resource circulation and economic circulation while expanding ties through "trees and forests" with people in various industries who may have had no connection with "forestry" until now.
In order to make the forest a familiar and important place for local people, we will create a new relationship and value between the forest and people.
We are working hard to create a system to promote these into the future.
My life is very short compared to the cycle of the forest, and I don't know how far I can go, but I will do my best with everyone's help.
I might visit you tomorrow! ?

Introduction of my assignment
17. Planning and Environment Division Niseko Town
1st year Tatsuro Takahashi (from Aomori Prefecture)
"A town where people are connected"
Niseko Town is working on the theme of solving the problems of the town.
Elimination of housing shortages and energy conservation will be large-scale measures, but we are also working hard to create communities that are familiar to our daily lives.
The event will be a place where people who have never met before, such as people who have immigrated from all over Japan and overseas, and children in each area of the town, can get to know each other and come into contact with various activities and ways of thinking. It is held.
In January, we held an event to play in the snow using the snowy mountains of the Niseko Mirai block, and in February, we held an event to walk in snowshoes through the forest in the block and along the adjacent river.
I was able to see how it has become a place for new encounters and restarts, and I feel once again the importance of people-to-people connections.
This initiative is independently planned and operated by the cooperation team assigned to Niseko Town.
We will continue to plan fun events and events with new discoveries, so we hope you will join us!

Older people karuta

Kindergarten

Older children made "Kindergarten Karuta" with their parents on the opening day as a graduation present.
Parents and children thought about reading cards for pictures drawn by children.
A wonderful karuta card filled with memories of the center, such as "I've come to Chiba, it's a sweet potato," "I've come to Kendama, it's fun," and "I found a small bata."
Karuta was handed over at the farewell party in March as a gift exchange with children throughout the year.

Lots of fun memories!

Ms. Junko Murase from Niseko Seikatsu no Ie was invited as a lecturer and experienced indigo dyeing.

Participating mothers commented, "The opening was the best moment," and "It was an exciting and valuable experience that I could not have imagined."

It turned out better than I expected! !

Curator Ito's Hello Arishima Takeo Memorial Museum vol.34

有島記念館 TEL.0136-44-3245

100 years after the death of Takeo Arishima
Last year marked the 100th anniversary of opening up the farm with the idea of "mutual aid".
This year marks the 100th anniversary of the death of Takeo Arishima, who owned a farm as an absentee landlord in what is now Niseko Town.
About 100 years ago, he was known to many people as a best-selling author, but now he is one of the authors who are being forgotten.
At Arishima Takeo Memorial Museum, we hold exhibitions and events to introduce them in various places so that you can learn more about the relationship between Arishima, Hokkaido, and Niseko and their lives.
During the Sapporo Snow Festival in February of this year, we held a panel exhibition in the underground walking space in front of Sapporo Station, and many people read it enthusiastically.
Also, from January to February, we jacked the advertising space for the entire Sapporo tram, and ran a vehicle that introduced Arishima, the memorial hall, and the highlights of Niseko.
■ Record the history of Niseko Town
Arishima Takeo Memorial Museum has the role of conveying the history of the town to future generations as the only museum facility in the town.
At Arishima Takeo Memorial Museum, we are looking for items related to the history of the town, such as the following.
Last year, we received a lot of donations such as old public relations magazines and farm tools.
The other day, I transferred the materials of the same elementary school that were in the former Fukui Elementary School and the local materials that were in the former townspeople center to Arishima Takeo Memorial Museum.
I will recommend you to organize it.

Does anyone have an old issue of "Koho Kaributo" (No. 1 onwards)?

Attorney Katahira will solve your worries!

●This month's theme "Children's Fundamental Law"

Recently, we often hear reports in the news about the establishment of the Children's Agency.
In fact, with the establishment of the Children's Agency, the "Children's Basic Law" came into effect on April 1 2023.
One of the features of the Basic Law for Children is respect for the opinions of children.
Article 11 of this law stipulates, "When formulating, implementing, and evaluating child policy, the national and local governments shall: Necessary measures shall be taken to reflect the opinions.”
Regarding this "necessary measure", the Cabinet Secretariat
1. Implementation of public comments for children and young people,
2. Promoting the participation of children and young people in committees, conferences, etc.
3. We explain that we are creating a system and a place to listen directly to children and young people, such as hearing opinions using SNS that are familiar to children and young people.
However, for example, regarding joint custody when parents get divorced, when asking the child's opinion, there are various questions such as who will ask, what kind of position the child will be in, and whether it will be a majority decision. .
Either way, it looks like we need to take the long view.

Making landscapes of Kira Highway

``Kira Kaido'' is a 730-meter section of the main street in the Hondori area of Niseko Town, Iwanai Toya Line, aiming to create a pleasant cityscape that reflects the colors of the four seasons, incorporating the opinions of local residents. A sense of unity based on the created “Townscape Formation Guidelines”
Stores, houses, street lights, signboards, etc. were developed and completed in 2003.
When building a new building, expanding or remodeling on the Kira Kaido, it is necessary to consult in advance with the "Niseko Kira Kaido Residents' Meeting", which is composed of local residents.

Subsidize the production cost of the projecting signboard

The protruding signboards installed at each store along the Kira Kaido express the individuality of the store and form an orderly landscape along the Kira Kaido.
In order to maintain this landscape, we will issue subsidies to businesses that newly install signboards.
For more information, please visit the town's website or contact us.
■ Eligible people / People who have an address in the town who run a business in the area of Kirakaido
■ Subsidized amount / Up to 300,000 yen will be subsidized for the costs related to the production of the projecting signboard.

There are various rules to protect the beautiful scenery

The town has enforced the "Niseko Town Landscape Ordinance" since 2004 in order to protect and nurture the Niseko-like landscape. In addition, in the Niseko Annupuri and Moiwa foothills areas (Niseko, Soga, part of Higashiyama), a quasi-city planning area was designated from March 6, 2009, and from July 1 of the same year, in addition to this rule, the same area in
Ordinances such as "special use restricted areas (outline of usage restrictions for buildings such as playgrounds and factories)" and "landscape districts (restrictions on building height, color, recession of walls, etc.)" are enforced.
In addition to these rules, when building buildings (general buildings, prefabricated garages, storerooms, etc.) or displaying outdoor advertisements, etc. , it may be necessary to consult with the mayor in advance and apply for confirmation and certification.
It may be inconvenient for everyone to not be able to build buildings freely even on your own land.
However, in order to prevent disorderly development from destroying Niseko's landscape, all those involved in the landscape, including business operators and residents, should make efforts to protect the landscape themselves and continue to protect the landscape, which is an asset of the region, for the future. is needed.
With these rules we created with you,
The beautiful scenery of Niseko Town is still preserved today.
Please understand this rule in order to protect the scenery of Niseko Town in the future.

Consumer affairs consultation memo
To everyone starting a new life
Check the rental contract carefully to avoid trouble

There are many troubles related to renting a house in a wide range of generations, but especially the younger generation often sign a lease contract when they leave their parents and start a new life, so it is necessary to be careful not to get into trouble. .
What should I watch out for?
When signing a contract, carefully check the contents of the contract document and the current state of the rental property.
Among the contents of the contract documents, check especially the prohibited items, items related to repairs, items related to the cost burden when moving out, and special agreements.
Before moving in, check the current condition of the rental property with the landlord as much as possible.
If you take pictures of any scratches or stains that existed before you moved in, it will help prevent problems when you move out.
If you have a problem with your home, such as a leak in the rain or a leaking toilet, immediately contact the landlord and ask them what to do. Also, keep in mind that you are renting a rental property, and try to keep it as clean as possible on a daily basis.
When you move out, check the current condition of the rental property with the landlord as much as possible, just as you did when you moved in.
Check the settlement details carefully and ask the landlord for an explanation if there is something you do not agree with.
Even if you are careful, you may run into problems. If you don't know what to do, or if it's difficult for you to solve the problem by yourself, please contact the consultation desk or the office.

Track! Activities of a town development company!

We took a snowshoe walk at Niseko Mirai!
It's around this time that Niseko is all about spring.
Niseko Machi Co., Ltd. held a snowshoe walk on the Niseko Mirai site and its surroundings on Sunday, February 19th!
It was a relatively warm day with no snowfall, and I was able to walk very comfortably.
First, walk toward the Niseko Mirai forest, then climb a small hill and take a short break. People who used to farm in the place where Niseko Mirai is made also participated and taught us various things such as the situation at that time.
After talking for a while, we went down the hill to the vicinity of the Second Kashumbetsu River.
While listening to the sound of the murmuring of the river, everyone relaxes with a hot coffee prepared in one hand.
After that, walk along the river and pass under the elevated bridge (a view you don't usually see!), and walk to the ruins of an old silo near Motomachi.
Finally, I walked back to the office from the intersection near the roadside station Niseko View Plaza.
Snowshoe walking allows you to enter places that are usually difficult to enter, and you can fully enjoy the vast, clean snowfield. New discoveries, flowers blooming in old tales, and various fun activities
I thought again that it was bitty
Thank you very much to everyone who participated!

Clean Station How to keep a dog "Rules and Manners" Don't let your dog go!
Free-ranging dogs are prohibited by Niseko Town Dog Control and Wild Dog Sweeping Ordinances.
If you let your dog run free, it may behave in unexpected ways in the absence of its owner, such as entering other people's premises and pooping, or harming people or other dogs.
For people who don't like dogs, an untethered dog is terrifying. Never leave your dog unattended at night or early in the morning.
When you go for a walk, please attach a leash properly.
Poop while walking the dog...
When you take your dog for a walk, take a plastic bag with you, and be sure to take the feces home with you.
It is also a natural manner not to let your dog pee at the front door of your house.
When you keep an animal, follow the rules and manners, and take responsibility as a member of the family.

hello mayor

Towards an easy-to-move town
Niseko Bus, Donan Bus, and JR are responsible for public transportation within the town, and in the town, as complementary transportation, demand buses and winter excursion buses are operated in the town, and in the Fukui area, with the efforts of everyone in the area We also practice transportation by helping each other.
However, transportation within the town is fragile, and there is a noticeable shortage of taxis, especially in winter.
Securing intra-regional transportation is an urgent issue for the town, and we are currently listening to the opinions of the Transport Bureau, the Hokkaido Government Office, the Hire Association, as well as neighboring towns and local taxi operators.
The current situation, which is hindering the movement of townspeople and tourists, must be resolved as soon as possible.
In order to increase the convenience of transportation, I would like to secure stable financial resources such as accommodation tax and expand transportation within the area.

Central warehouse group communication vol.22

Greetings from the museum director and information on the warehouse group website

Hello! This is Matsuda, the director.
Last year, we would like to thank the townspeople for using our hotel in various events and in their daily lives.
Since last year, I have assumed the post of director, and I think there were many things that I was not good at.
However, we would like to continue to devote ourselves to making it a place where new encounters and exchanges are born, so we are looking forward to your inquiries and requests for events.
Well, at the hotel, we modified the homepage until last year and created a new homepage.
The reservation system has also changed accordingly.
From the homepage so far, we have made it even simpler, making it easier to grasp the reservation status and make it an easy-to-understand reservation system.
Other usage methods are the same as last year, so please feel free to contact us for various inquiries such as events and private use.

Editor's Note

March was graduation season, wasn't it? The corona epidemic a year ago forced students to wear masks from the entrance ceremony, and a new school life began with school closures and distributed school attendance.
Children whose daily lives have changed. Even though I was a complete stranger, I was deeply moved and enthralled by the sight of the children, who had grown up in a constant state of anxiety, expressing their gratitude to their teachers and parents.
Such I also graduated from the Public Relations Section... I was transferred in a short period of one year, and I could not count the things I could not do, but it was a year of learning a lot.
Thank you to everyone who cooperated with the shooting and coverage. (hot water)
